margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p>(<a href=\"https:\/\/pregnancyhelpnews.com\/two-of-california-s-most-dangerous-cities-targeting-pro-life-centers\">Pregnancy Help News<\/a>)\u00a0Safe to say, it\u2019s been a strange month of July for two of the most crime-ridden places in the state of California.<\/p>\n<p>While one city, Oakland\u2014home of the highest crime rate\u00a0in the state\u2014was busy establishing a new law to crack down on nonprofit pregnancy help centers, another city known for crime\u2014Los Angeles\u2014cited three community funded nonprofits for failing to comply with a law that is currently\u00a0<a href=\"https:\/\/pregnancyhelpnews.com\/california-bully-bill-challenge-heard-in-9th-u-s-circuit-court-of-appeals\">under review with the 9th U.S. Circuit Court of Appeals<\/a>.<\/p>\n<p><!--more-->Pressed with the third-highest violent crime rate in the entire country, Oakland\u2019s City Council passed an ordinance July 16 threatening the only pro-life pregnancy help organization in the city with a first-time offense of up to $500 in fines if the organization, \u201cSupport Circle,\u201d is found to be in violation of false advertising laws.<\/p>\n<p>The ordinance applies only to life-affirming pregnancy centers, subjecting the centers\u2014which receive no government dollars\u2014to the judgment of City Council, which has been cheered on so far by NARAL Pro-Choice California director Amy Everitt.<\/p>\n<p>\u201cLawmakers in California are using their political muscle to benefit Big Abortion,\u201d Jor-El Godsey, president of Heartbeat International, which has over 70 affiliate locations in the state, said. \u201cPregnancy centers exist because every woman deserves to have all the information she needs to protect herself and her child during an unexpected pregnancy.\u00a0More than anything else,\u00a0a law that only\u00a0applies\u00a0to one organization is a clear signal of just how beholden to the abortion industry some of these lawmakers truly are.\u201d<\/p>\n<p><a href=\"http:\/\/AbortionProcedures.com\"><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter size-full wp-image-88619\" src=\"https:\/\/www.liveactionnews.org\/wp-content\/uploads\/2016\/02\/levatino-ad-LAN.jpg\" alt=\"levatino-ad-LAN\" width=\"306\" height=\"225\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/02\/levatino-ad-LAN.jpg 306w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/02\/levatino-ad-LAN-300x221.jpg 300w\" sizes=\"(max-width: 306px) 100vw, 306px\" \/><\/a><\/p>\n<p>Meanwhile, Los Angeles City Attorney Mike Feuer, who warned pregnancy centers\u00a0<a href=\"http:\/\/www.dailynews.com\/government-and-politics\/20160523\/la-city-attorney-urges-pregnancy-centers-to-include-abortion-option-to-clients\">back in late May<\/a>\u00a0that he was unwilling to await the 9th U.S. Circuit Court of Appeals ruling before he\u2019d try to enforce the policy, made good on his threat with three letters dated July 15.<\/p>\n<p>Citing a violation of the 2015 state law known as the \u201cCalifornia Reproductive Freedom, Accountability, Comprehensive Care, and Transparency (FACT) Act,\u201d Feuer sent notices to\u00a0<a href=\"https:\/\/reujq2sar5z38mfxc343rf51-wpengine.netdna-ssl.com\/wp-content\/uploads\/2016\/07\/Harbor-Pregnancy-Help-Center-NOV-violation-letter.pdf\">Harbor Pregnancy Help Center<\/a>,\u00a0<a href=\"https:\/\/reujq2sar5z38mfxc343rf51-wpengine.netdna-ssl.com\/wp-content\/uploads\/2016\/07\/LA-Pregnancy-NOV-violation-letter.pdf\">Los Angeles Pregnancy Services<\/a>, and\u00a0<a href=\"https:\/\/reujq2sar5z38mfxc343rf51-wpengine.netdna-ssl.com\/wp-content\/uploads\/2016\/07\/Pregnancy-Counseling-Center-NOV-violation-letter.pdf\">Pregnancy Counseling Center<\/a>.<\/p>\n<p>The so-called \u201cReproductive FACT Act\u201d was challenged in court with a lawsuit June 14 that pitted the state against counsel representing locally based pregnancy help organizations and their representatives from Alliance Defending Freedom (ADF), Pacific Justice Institute and American Center for Law and Justice (ACLJ).<\/p>\n<p>\u201cThe First Amendment protects all Americans, including pro-life people, from being targeted by a government conspiring with pro-abortion activists,\u201d Matt Bowman, Senior Counsel for ADF, said. \u201cThe state has no legal right to force others to communicate messages or promote ideas they disagree with, especially on life-and-death issues like abortion. A government that does that threatens everyone&#8217;s freedom of speech.<\/p>\n<p>\u201cIf you&#8217;re a pro-life organization, you&#8217;re offering free healthcare to women so the women have a choice other than abortion. It&#8217;s a violation of their core beliefs to have to punish them for declining to promote and facilitate abortions.<\/p>\n<p>The law would force 75\u00a0state-licensed free ultrasound facilities to give each client the following disclaimer, which includes the phone number of a county social services office where a client could obtain an abortion covered by Medi-Cal.<\/p>\n<p>The notice, which the law specifies must either be posted as a public notice in \u201c22-point type,\u201d \u201cdistributed to all clients in no less than 14-point font\u201d or distributed digitally \u201cat the time of check-in or arrival,\u201d applies to all pregnancy help medical clinics licensed by the state.<\/p>\n<blockquote>\n<p style=\"padding-left: 30px;\">California has public programs that provide immediate free or low-cost access to comprehensive family planning services (including all FDA-approved methods of contraception), prenatal care, and abortion for eligible women. To determine whether you qualify, contact the county social services office at [insert the telephone number].<\/p>\n<\/blockquote>\n<p>Meanwhile, pregnancy help centers that do not offer medical services will be required to post the following signage in two \u201cclear and conspicuous\u201d places\u2014\u201cin the entrance of the facility and at least one additional area where clients wait to receive services,\u201d as well as in \u201cany print and digital advertising materials including Internet Web sites\u201d.<\/p>\n<p>The font required is to be \u201cin no less than 48-point type\u201d and will read as follows:<\/p>\n<blockquote>\n<p style=\"padding-left: 30px;\">This facility is not licensed as a medical facility by the State of California and has no licensed medical provider who provides or directly supervises the provision of services.<\/p>\n<\/blockquote>\n<p>Feuer\u2019s letters to Harbor Pregnancy Help Center and Los Angeles Pregnancy Services both indicated they were not state licensed medical clinics and therefore must post the signage in 48-point font indicating as much.<\/p>\n<p>Pregnancy Counseling Center is a state-licensed medical clinic and would be required by the law to post and disseminate the former statement, which includes a county social services office that connects women to state-funded abortion services through the Medi-Cal program.<\/p>\n<p><em>Editor&#8217;s Note: This post was originally published at <a href=\"https:\/\/pregnancyhelpnews.com\/two-of-california-s-most-dangerous-cities-targeting-pro-life-centers\">Pregnancy Help News<\/a>\u00a0on July 28, 2016, and is reprinted here with permission.<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>(Pregnancy Help News)\u00a0Safe to say, it\u2019s been a strange month of July for two of the most crime-ridden places in the state of California.
