With the bill <a href=\"\/news\/louisiana-house-votes-to-defund-planned-parenthood-abortion-industry\/\">having already passed<\/a> the state House, it now goes to Governor John Bel Edwards for his likely signature.<\/p>\n<p>The bill makes an exception for abortions performed due to rape, incest, threats to a mother\u2019s life, or pregnancies deemed \u201cmedically futile.\u201d Edwards, a self-described pro-life Democrat, has expressly endorsed defunding the abortion industry in Louisiana.<\/p>\n<p><!--more-->The measure is particularly unwelcome news for the New Orleans facility Planned Parenthood is currently constructing. The abortion giant <a href=\"http:\/\/www.nola.com\/politics\/index.ssf\/2016\/05\/abortion_public_funding_senate.html\">is not currently licensed to perform abortions in the state<\/a>, but has said it wants to offer them at the new location. Doing so would subject Planned Parenthood to the new law.<\/p>\n<p>Abortion advocates are expected to challenge the defunding in court, just as they sued over former Republican Governor Bobby Jindal\u2019s <a href=\"\/news\/bobby-jindal-defends-decision-to-defund-planned-parenthood-after-abortion-business-sues\/\">move to terminate<\/a> Louisiana\u2019s Medicaid contract with Planned Parenthood.<\/p>\n<p>In reality, states <a href=\"\/news\/obama-admin-warns-states-its-illegal-to-defund-planned-parenthood\/\">routinely exercise discretion<\/a> over which providers are appropriate Medicaid recipients, though that legal defense would be unnecessary here, as the latest legislation targets the activity of providing abortion rather than a single organization.<\/p>\n<p>In addition to defunding, Louisiana lawmakers have recently passed a <a href=\"\/news\/72-hour-abortion-waiting-period-clears-louisiana-legislature\/\">72-hour abortion waiting period<\/a> and a\u00a0<a href=\"\/news\/louisiana-dismemberment-abortion-ban-passes-senate-will-be-signed-by-governor\/\">ban on the dismemberment abortion procedure<\/a>.
