The Senate version of the bill passed in March.<\/p>\n<p>The prohibition would only permit exceptions in life of the mother cases, or if doctors determine that the preborn child cannot survive outside of the womb.<\/p>\n<p>In the following video, former abortionist Dr. Anthony Levatino details a D&amp;E abortion procedure, one\u00a0of the\u00a0most prevalent procedures in the late term.<\/p>\n<p><iframe loading=\"lazy\" style=\"border: none; overflow: hidden;\" src=\"https:\/\/www.facebook.com\/plugins\/video.php?href=https%3A%2F%2Fwww.facebook.com%2Fliveaction%2Fvideos%2F10153921470903728%2F&amp;show_text=0&amp;width=560\" width=\"560\" height=\"315\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"allowfullscreen\"><\/iframe><br \/>\nStates across the country have enacted bans on late-term abortions in light of research on the science of fetal pain. Currently,\u00a0similar laws are in effect in 12 states.<\/p>\n<p>Dr. Jean A. Wright, who gave the following testimony before a Congressional subcommittee, said that preborn children at 20 weeks of gestation have both the ability to process pain and the ability to transmit and perceive pain.<\/p>\n<blockquote>\n<p style=\"padding-left: 30px;\">After 20 weeks of gestation, an unborn child has all the prerequisite anatomy, physiology, hormones, neurotransmitters, and electrical current to &#8216;close the loop&#8217; and create the conditions needed to perceive pain.<\/p>\n<p style=\"padding-left: 30px;\">The development of the perception of pain begins at the sixth week of life. By 20 weeks, and perhaps even earlier, all the essential components of anatomy, physiology, and neurobiology exist to transmit painful sensations from the skin to the spinal cord and to the brain.<\/p>\n<\/blockquote>\n<p>In a testimony\u00a0before\u00a0Congress, Dr. Maureen Condic noted that there is substantive scientific research on the experience\u00a0of\u00a0fetal pain. Condic explained that by 8 to 10 weeks, a child in the womb is able to react to painful sensory input; by 12 to 18 weeks, the child is capable of mature pain perception.<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/5fXS5T5c8eY\" width=\"420\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>\u201cThe debate over fetal pain is not whether pain is detected by a fetus at 20 weeks \u2014there is essentially universal agreement on this point in the scientific community,\u201d Condic said.\u00a0\u201cRather, the debate concerns\u00a0how pain is experienced, whether the fetus has the same pain experience as a newborn or adult.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The South Carolina
