Claims were made that\u00a0Medicaid births increased 27 percent (<a href=\"\/news\/fudging-numbers-media-misrepresents-tx-planned-parenthood-study\/\">refuted here<\/a>), and researchers even claimed\u00a0in media interviews\u00a0that\u00a0the reason for this was because women couldn&#8217;t easily get help from Planned Parenthood. But, as Live Action News&#8217;s Calvin Freiburger\u00a0<a href=\"\/news\/study-texas-birth-control-decline-not-knockout-planned-parenthood-fans-hoped\/\">wrote<\/a> in his critique of the\u00a0shoddy research, this was nothing more than wishful thinking on the researchers&#8217; part:<\/p>\n<blockquote>\n<p style=\"padding-left: 30px;\">&#8230;[N]ot only do they not establish a causal link, they actually concede that the \u201cvast majority\u201d of birth control methods in use were unaffected by what is supposedly the most outrageously anti-choice state in the country (no wonder, because it\u2019s actually\u00a0widely available and affordable\u00a0even without Planned Parenthood). Kind of buried the lead there, people.<\/p>\n<\/blockquote>\n<p>Now,\u00a0Texas health official Rick Allgeyer, who co-authored the study, has stepped down from his job as a direct result of the controversy.<\/p>\n<p><!--more--><\/p>\n<p>Allgeyer, the now-former director of research at the Texas Health and Human Services Commission, co-authored the study, along with Amanda J. Stevenson, M.A., Imelda M. Flores-Vazquez, Ph.D., Pete Schenkkan, J.D., and lead author, Joseph E. Potter, Ph.D. &#8211; a researcher from the University of Texas&#8217;s Population Research Center.<\/p>\n<p>The authors <a href=\"http:\/\/www.nejm.org\/doi\/full\/10.1056\/NEJMsa1511902#t=abstract\">state in their conclusions<\/a>:<\/p>\n<blockquote>\n<p style=\"padding-left: 30px;\">The exclusion of Planned Parenthood affiliates from a state-funded replacement for a Medicaid fee-for-service program in Texas was associated with adverse changes in the provision of contraception. For women using injectable contraceptives, there was a reduction in the rate of contraceptive continuation and an increase in the rate of childbirth covered by Medicaid. (Funded by the Susan T. Buffett Foundation.)<\/p>\n<\/blockquote>\n<p>But the problem with their conclusion was apparent to even\u00a0the <a href=\"https:\/\/www.washingtonpost.com\/news\/morning-mix\/wp\/2016\/02\/19\/texas-health-official-out-of-job-over-study-favorable-to-planned-parenthood\/?postshare=6071455899278943&amp;tid=ss_fb\" target=\"_blank\">Washington Post<\/a>:<\/p>\n<blockquote>\n<p style=\"padding-left: 30px;\">The study didn\u2019t establish\u00a0an explicit connection\u00a0between the\u00a0exclusion of Planned Parenthood clinics and the number of women no longer using contraception, or the increase in births \u2014 it\u2019s possible that the women chose to get pregnant or were getting birth control outside the state-funded program.<\/p>\n<\/blockquote>\n<p>The idea that increased births are bad\u00a0is a problematic idea in and of itself; however, the most serious problem is that these authors had a clear bias and did not conduct proper research protocol in establishing\u00a0their connections. One of the most basic\u00a0rules of research is that <a href=\"http:\/\/www.stats.org\/causation-vs-correlation\/\">correlation does not equal causation<\/a> &#8211; a\u00a0lesson that University of Texas researchers should know inside and out. Instead, it appears that the choice was made to disseminate\u00a0propaganda to further a pro-abortion cause.<\/p>\n<div id=\"attachment_88454\" style=\"width: 224px\" class=\"wp-caption alignright\"><img aria-describedby=\"caption-attachment-88454\" decoding=\"async\" loading=\"lazy\" class=\"size-medium wp-image-88454\" src=\"https:\/\/www.liveactionnews.org\/wp-content\/uploads\/2016\/02\/SPjoepotter-214x300.jpeg\" alt=\"Joseph E. Potter (via utexas.edu)<\/p><\/div>\n<p>Lead author\u00a0<a href=\"https:\/\/www.washingtonpost.com\/news\/wonk\/wp\/2016\/02\/05\/after-planned-parenthood-closures-poor-women-started-having-more-babies\/\">Joseph Potter<\/a>\u00a0said:<\/p>\n<blockquote>\n<p style=\"padding-left: 30px;\">You\u2019ve got a very strong signal that there was an impact of [the Texas exclusion of Planned Parenthood]. The thing about this study, it more or less contradicts the claim you can\u2019t implement that policy at no cost, without hurting people.<\/p>\n<\/blockquote>\n<p>Potter also told\u00a0an NBC\u00a0affiliate in no uncertain terms\u00a0that\u00a0<a href=\"http:\/\/www.nbcdfw.com\/news\/health\/Study-Texas-Birth-Control-Fell-After-Planned-Parenthood-Cut-367573851.html\">Planned Parenthood&#8217;s defunding was a factor<\/a>:<\/p>\n<blockquote>\n<p style=\"padding-left: 30px;\">Whatever good efforts are being made, they weren&#8217;t enough to offset the impact of suddenly removing Planned Parenthood.<\/p>\n<\/blockquote>\n<p>The thing about legitimate research is that one can&#8217;t make an absolute statement based on a &#8220;more or less&#8221; indication. The New England Journal of Medicine<em>,<\/em> which has published numerous valid studies, has somehow compromised itself in not vetting this biased study, and something like this\u00a0does damage to the medical and research community\u00a0as well.<\/p>\n<div id=\"attachment_88455\" style=\"width: 210px\" class=\"wp-caption alignright\"><img aria-describedby=\"caption-attachment-88455\" decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-88455\" src=\"https:\/\/www.liveactionnews.org\/wp-content\/uploads\/2016\/02\/Pete_Schenkkan_2014.jpg\" alt=\"Pete Schenkkan (gdhm.com)\" width=\"200\" height=\"150\" \/><p id=\"caption-attachment-88455\" class=\"wp-caption-text\">Pete Schenkkan (gdhm.com)<\/p><\/div>\n<p>Another\u00a0of the study&#8217;s authors, Pete Schenkkan, was even an attorney for Planned Parenthood in Texas, as he stated on his <a href=\"http:\/\/www.nejm.org\/doi\/suppl\/10.1056\/NEJMsa1511902\/suppl_file\/nejmsa1511902_disclosures.pdf\">disclosure form<\/a>:<\/p>\n<blockquote>\n<div style=\"padding-left: 30px;\">I served pro bono as lead counsel for Texas Planned Parenthood affiliates in three now-concluded court cases opposing their exclusion first from the Medicaid Women&#8217;s Health Program and then from the Texas Women&#8217;s Health Program<\/div>\n<\/blockquote>\n<div>Likewise, other authors revealed they had personally testified against pulling funding from Planned Parenthood.<\/div>\n<div><\/div>\n<div>Another study co-author, Imelda Flores-Vazquez, <a href=\"http:\/\/www.statesman.com\/news\/news\/state-regional-govt-politics\/state-health-official-out-after-study-on-planned-p\/nqSYx\/\">works for the\u00a0Texas Health and Human Services Commission<\/a> like Allgeyer and remains employed. Her name was not mentioned by agency spokesman Bryan Black, who said, &#8220;Rick Allgeyer is eligible for retirement and has decided to retire from the Health and Human Services Commission.&#8221; \u00a0The\u00a0<a href=\"http:\/\/bigstory.ap.org\/article\/b3efdfc998bf4aefa959d1362bec4e29\/texas-health-official-out-after-study-planned-parenthood\">Associated Press reports<\/a>\u00a0that Black added,\u00a0&#8220;Allgeyer \u2014 who has worked in Texas government for more than 20 years \u2014 broke policy by working on the study on taxpayer time&#8221; and that &#8220;He should have never been putting in time on this study during the normal business day, he was paid to perform state business.&#8221;<\/div>\n<div><\/div>\n<div>But what about the validity of the study itself? The <a href=\"http:\/\/www.statesman.com\/news\/news\/state-regional-govt-politics\/state-health-official-out-after-study-on-planned-p\/nqSYx\/\">Statesman reports<\/a>:<\/div>\n<div><\/div>\n<div>\n<blockquote>\n<p style=\"padding-left: 30px;\">Sen. Jane Nelson, R-Flower Mound, has dismissed the findings as invalid, in part because the research was funded by the nonprofit Susan T. Buffet Foundation, which is a major supporter of Planned Parenthood and other abortion rights groups.<\/p>\n<p style=\"padding-left: 30px;\">She also questioned why two state health employees were among the co-authors.<\/p>\n<\/blockquote>\n<\/div>\n<div>Indeed, the fact that the study was funded by the Susan Thompson Buffett Foundation, which is one of the <a href=\"http:\/\/www.huffingtonpost.com\/entry\/warren-buffett-foundation-donation-contraception_us_55bfc47de4b0d4f33a03a567\">largest financial<\/a> supporters of <a href=\"http:\/\/www.foxnews.com\/opinion\/2014\/05\/13\/warren-buffet-donates-12-billion-to-abortion-groups.html\">Planned Parenthood<\/a> in the nation, makes the conflict of interest obvious from the beginning.
