Chinese government officials in Xinjiang last month\u00a0killed 17 people<\/a>, including women and children – in retaliation, they said, for a knife attack in a coal mine two months earlier. As usual, the Chinese Communist Party (CCP) kept mum on the details.<\/p>\n

The conflict is merely the latest in a trend of increasing civil unrest in China.\u00a0Internal data showed \u201cmass incidents,” ranging from sit-ins to riots,\u00a0doubled<\/a>\u00a0from 2006 to 2010, when there were 180,000 such incidents. According to the Chinese Academy of Social Science in 2012, mass incidents now regularly exceed\u00a0100,000 per year.<\/a><\/p>\n

How to handle this? A million-strong army helps — another reason China won’t abandon forced population control anytime soon:\u00a0this army<\/a>\u00a0consists of Family Planning Officials.<\/p>\n

Does the Chinese Communist Party regard this as necessary to maintain control in a tinder-box situation?<\/p>\n

Officials employ a \u201cvast system\u201d of control and intimidation to enforce their policies, as blind Chinese activist lawyer Chen Guangcheng, himself a former torture victim at their hands,\u00a0told U.S. officials<\/a> this spring.\u00a0When China announced its new Two-Child Policy, Chen was not impressed. He tweeted:<\/p>\n
