The bill would have banned abortion after 20\u00a0weeks of pregnancy, by which point preborn babies are <a href=\"\/news\/how-the-media-promotes-junk-science-on-fetal-pain\/\">capable of feeling pain<\/a>. However, the bill failed to reach the <a href=\"\/news\/wasnt-majority-vote-enough-defund-planned-parenthood-insane-filibuster-rules\/\">60 votes necessary to end debate<\/a> and send it to the White House by simple majority. Lawmakers voted\u00a054\u00a0to 42, with Democrats blocking the measure.<\/p>\n<p>&#8220;This vote will mark the first time the Senate has been put on record about this important issue,\u201d Sen. Lindsey Graham (R-SC), who introduced the bill, <a href=\"http:\/\/blogs.rollcall.com\/wgdb\/abortion-vote-a-prelude-to-senates-shutdown-watch\/?dcz=\">said<\/a>. \u201cThe sooner this legislation becomes law, the better.\u201d <!--more--><\/p>\n<p>In May, the bill <a href=\"https:\/\/www.congress.gov\/bill\/114th-congress\/house-bill\/36\/actions\">passed<\/a> the U.S. House 242-184, following <a href=\"\/news\/look-renee-ellmerss-new-ideas-make-20-week-abortion-ban-completely-useless\/\">several months of controversy<\/a> after the original January vote was derailed by a handful of Republicans&#8217; fears that its rape exception provision was too harsh.<\/p>\n<p><a href=\"http:\/\/www.plannedparenthoodexposed.com\"><img decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-68636 aligncenter\" src=\"https:\/\/www.liveactionnews.org\/wp-content\/uploads\/2015\/07\/DefundAd-400b.jpg\" alt=\"DefundAd-400b\" width=\"400\" height=\"170\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2015\/07\/DefundAd-400b.jpg 400w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2015\/07\/DefundAd-400b-300x128.jpg 300w\" sizes=\"(max-width: 400px) 100vw, 400px\" \/><\/a><\/p>\n<p>Live Action President Lila Rose condemned Democrats for blocking the vote:<\/p>\n<blockquote>\n<p class=\"p1\"><span class=\"s1\">Today\u2019s failure of the Senate to pass a law preventing most abortions after babies are old enough to feel\u00a0pain\u00a0is beyond belief.\u00a0It should sicken every American that our elected leaders refuse to protect the most vulnerable in our society, even when science has proven that\u00a0at just 20 weeks old,\u00a0children in the womb can feel the intense\u00a0pain\u00a0of the abortionists&#8217; tools tearing their arms and legs<\/span><span class=\"s2\">\u00a0from their bodies. Every senator who voted against this legislation is telling the public loud and clear that he supports the barbaric, horrific practice of tearing limb from torso and poisoning to death five month, seven month and even eight month old babies in the womb.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Live Action has investigated and uncovered the inhumanity of\u00a0Planned Parenthood and other abortion providers, especially in our\u00a0<a href=\"http:\/\/liveaction.org\/inhuman\/\"><span class=\"s3\">&#8220;Inhuman&#8221; investigation<\/span><\/a>, which documents several abortion facilities willing to let\u00a0babies\u00a0born alive gasp for air until they die. We\u00a0have all spent the last several months watching the\u00a0evidence from\u00a0videos from\u00a0the Center for Medical Progress showing Planned Parenthood officials admitting that abortions after 20 weeks are prevalent in today\u2019s abortion clinics. While Planned Parenthood pursues profits in committing late-term abortions, it is shameful for our society and our elected leaders turn a blind eye to the injustice and inhumanity of these procedures and to continue to ignore science\u00a0 and ignore the dignity of the human person.<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">As<\/span> <span class=\"s1\">we move toward a budget deadline of\u00a0September 30, I urge Congress, especially those influenced by the abortion lobby, to face the facts and realize that our country is at a turning point in our history. While the Senate has not voted to protect the lives of the preborn at 20 weeks and beyond today, we still must fight to redirect a half billion dollars of taxpayer money away from abortion giant Planned Parenthood to the over 13,500 federally qualified health centers that provide comprehensive health care to women and their children.<\/span><\/p>\n<\/blockquote>\n<p>The version the Senate just voted on contains the revised language stating that to obtain an abortion after five months, a woman must have obtained rape counseling at least 48 hours beforehand.<\/p>\n<p>Republicans have also said they <a href=\"http:\/\/www.politico.com\/story\/2015\/09\/pope-francis-senate-abortion-213829\">timed the vote<\/a> to coincide with Pope Francis&#8217; visit to the United States. According to Sen. James Lankford (R-OK), &#8220;The message to the Pope is \u2026 there are only seven countries in the world that allow abortion this late, at five months. And I&#8217;d like us to not be one of them.&#8221;<\/p>\n<p>President Barack Obama\u00a0<a href=\"http:\/\/www.lifenews.com\/2015\/05\/13\/barack-obama-would-veto-pro-life-bill-to-ban-abortions-after-20-weeks\/\">vowed<\/a> to veto the bill if it reached his desk.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Today, the U.S. Senate voted on\u00a0S1553, the Pain-Capable Unborn Child Protection Act.
