It&#8217;s mostly an informative piece laying out the arguments and the details on how policies vary, but it definitely leaves Urist&#8217;s readers with the impression that this is a great idea:<\/p>\n<blockquote>\n<p style=\"padding-left: 30px\"><a href=\"http:\/\/www.nytimes.com\/2015\/07\/06\/science\/colorados-push-against-teenage-pregnancies-is-a-startling-success.html?_r=0\">Reports<\/a>\u00a0have outlined remarkable success in Colorado, for example, where adolescents and low-income women were offered free IUDs or contraceptive implants\u2014and teen pregnancy plummeted by 40 percent [\u2026] Today, teen pregnancy rates nationwide\u2014and across racial and ethnic groups\u2014sit at historic lows. What\u2019s behind the progress? According to a 2014\u00a0<a href=\"http:\/\/www.guttmacher.org\/pubs\/gpr\/17\/3\/gpr170315.html\">Guttmacher Institute analysis<\/a>, teens aren\u2019t having less sex; they\u2019re using more contraception.<\/p>\n<\/blockquote>\n<p>As always, the complete picture is quite different.<\/p>\n<p><!--more-->National Review domestic-policy analyst Callie Gable <a href=\"http:\/\/www.nationalreview.com\/agenda\/385884\/no-one-program-did-not-reduce-colorados-teen-pregnancy-rate-40-percent-callie-gable\">took a closer look<\/a> at the Colorado study and found the hype wildly overblown\u2014it was singling out part of a larger decline that preceded the program, ignored that a decline 85% as large also occurred in counties <em>without<\/em> the program, failed to control for major population differences in the counties, and compared counties as wholes rather than studying comparable women in and out of the program. In addition, while focusing on abortion rates, it didn&#8217;t &#8220;cover data on discontinuance rates, reinsertion rates, changes in STI transmission, or on many other factors that are important.&#8221;<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"alignleft size-medium wp-image-66469\" src=\"https:\/\/www.liveactionnews.org\/wp-content\/uploads\/2015\/07\/birth-control-pill-300x166.jpg\" alt=\"birth-control-pill\" width=\"300\" height=\"166\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2015\/07\/birth-control-pill-300x166.jpg 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2015\/07\/birth-control-pill.jpg 672w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>Meanwhile, eminent abortion researcher Michael New <a href=\"http:\/\/www.nationalreview.com\/corner\/380134\/guttmacher-misleads-reasons-teen-pregnancy-decline-michael-j-new\">reviewed<\/a> Guttmacher&#8217;s report and found it severely lacking. It cherry-picked a two-year study of 18- and 19-year-olds, attributing the decline to contraceptives while ignoring numerous studies finding 1) that teens are indeed having less sex, 2)\u00a0that a &#8220;very small percentage&#8221; of teens use long-acting reversible contraceptives, and 3) that\u00a0<em>Guttmacher&#8217;s own prior research<\/em> admits the role of parental involvement laws in teen abortion declines.<\/p>\n<p>As Live Action regular readers know, New has <a href=\"http:\/\/www.nationalreview.com\/corner\/421956\/planned-parenthood-defunding-dana-milbank-wrong?target=author&amp;tid=900080\">cited<\/a> a <a href=\"http:\/\/www.nationalreview.com\/corner\/381332\/doubts-about-contraceptions-effect-abortion-rates-responding-critics-michael-j-new?target=author&amp;tid=900080\">great deal<\/a> of <a href=\"http:\/\/www.nationalreview.com\/corner\/328775\/contraception-programs-and-teen-pregnancy-rates-michael-j-new\">research<\/a> finding that contraceptive distribution not only fails to reduce teen pregnancy but actually increases it. <a href=\"\/news\/the-unabashed-ethical-bankruptcy-of-pro-abortion-doctors\/\">So have we<\/a>.<\/p>\n<p>It may seem counterintuitive, but once you know <a href=\"http:\/\/theweek.com\/articles\/478144\/arrogance-obamas-accommodation\">what a non-factor lack of &#8220;access&#8221; really is<\/a>, what&#8217;s going on begins to clear up. It isn&#8217;t that contraception doesn&#8217;t prevent <em>any<\/em> pregnancies, but that that it&#8217;s already preventing pretty much all of them it&#8217;s ever going to.<\/p>\n<p>Contraception is <a href=\"\/news\/sandra-fluke-returns-forced-contraception-activist-to-campaign-for-obama\/\">plentiful and affordable<\/a> enough that a policy of pouring more into the country doesn&#8217;t address the <em>behavioral<\/em> reasons why unwanted pregnancies still happen; it just encourages more of the behavior that causes them in the first place.<\/p>\n<p>(By the way, addressing that behavior via abstinence education <a href=\"\/news\/abstinence-hating-bloggers-double-down-on-exploiting-elizabeth-smart\/\">is highly effective<\/a>, but those most loudly claiming contraceptive opponents must not care about teen pregnancy tend not to want to even consider it. Curious, that. It&#8217;s almost as if the real goal is promoting one of Planned Parenthood&#8217;s top business or a <a href=\"\/news\/planned-parenthood-wanted-an-abstinence-education-grant-in-michigan-yes-really\/\">radical vision of youth sexual values<\/a>\u2026)<\/p>\n<p>To parental-rights concerns, Urist assures us that this doesn&#8217;t <em>necessarily<\/em> mean they&#8217;ll do so behind Mom and Dad&#8217;s backs &#8211; even though 21 states let them implant IUDs without parental consent and in Washington, for instance, the state&#8217;s Take Charge program <a href=\"\/news\/quote-day-schools-give-6th-graders-iuds-school\/\">allows<\/a> minors to apply without billing it to their parents&#8217; insurance.<\/p>\n<p>She\u00a0also neglects to\u00a0mention that she&#8217;s talking about an <a href=\"\/news\/media-repeatedly-deceives-public-in-hobby-lobby-coverage\/\">abortifacient<\/a> <a href=\"http:\/\/www.nationalreview.com\/article\/382172\/contraception-kills-donna-harrison?target=author&amp;tid=902815\">method<\/a> of &#8220;contraception,&#8221; which kills an already-conceived embryo by blocking implantation, which throws a major wrench into the whole justification of preventing teen abortions.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"alignright size-medium wp-image-65906\" src=\"https:\/\/www.liveactionnews.org\/wp-content\/uploads\/2015\/07\/IUD1-300x180.jpg\" alt=\"IUD1\" width=\"300\" height=\"180\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2015\/07\/IUD1-300x180.jpg 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2015\/07\/IUD1.jpg 500w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>Nor does she address the matter of IUDs&#8217; <a href=\"\/news\/shocking-nations-leading-gynecologists-recommend-semi-permanent-birth-control-for-teens\/\">health risks<\/a>. If we&#8217;re talking about products that carry a potentially <em>fifty-fifty chance<\/em> of ectopic pregnancy, that haven&#8217;t even undergone clinical trials with minors, that <a href=\"\/news\/debunking-narals-lies-about-crisis-pregnancy-centers-part-two\/\">increase<\/a> the odds of pelvic inflammatory disease, and have been <a href=\"\/news\/planned-parenthood-helps-teens-lie-parents\/\">linked<\/a> to over <em>seventy thousand<\/em> complaints to the FDA since 2000, how is it even a debate that parents need the lion&#8217;s share of the decision-making power here? Especially among the same education bureaucrats that won&#8217;t dispense aspirin or <a href=\"http:\/\/townhall.com\/tipsheet\/leahbarkoukis\/2015\/07\/03\/seattle-schools-to-6th-graders-no-soda-for-you-but-heres-an-iud-n2021052\">allow soda or candy<\/a> on health grounds?<\/p>\n<p>But the central fallacy of Urist&#8217;s argument, and the whole &#8220;comprehensive&#8221; sex education project, is betrayed when she talks up the benefits of IUDs because &#8220;kids don\u2019t have to remember to take it every day,&#8221; and &#8220;a holistic, prevention-based strategy that encourages students to make healthy choices for their long-term well-being.&#8221;<\/p>\n<p>If remembering to take a pill is <a href=\"\/news\/16-year-pill-the-latest-step-to-the-cult-of-contraceptions-brave-new-world\/\">too much to expect<\/a> of someone, it just might be a sign that they&#8217;re not yet capable of exercising even a fraction of the responsibility proportionate to the life-changing, life-creating potential of sex. And having sex before even being able to support yourself, let alone a partner and child, is inherently and objectively <em>not<\/em> a &#8220;healthy choice for long-term well-being.&#8221;<\/p>\n<p>Dispensing contraceptives to teenagers is terrible policy for children&#8217;s futures.
