Instead, the movement is working to reduce (or eliminate) <u>access<\/u>\u00a0to the procedure.<\/em><\/p>\n<p><em>Just the same, something fundamental about incrementalism is changing.<\/em><\/p>\n<p><em>For decades, antiabortion pragmatists went for the easy victories \u2013 asking legislators to introduce laws that were close to the ones the Supreme Court had already upheld.<\/em><\/p>\n<p><em>The 2015 restrictions depart from that script.
