McRae<\/i> that abortion is \u201cinherently different from other medical procedures, because no other procedure involves the purposeful termination of a potential life.\u201d In that case, the Court upheld a federal statute that prohibited Medicaid funding from being used to pay for certain abortions.<\/p>\n<p><!--more--><\/p>\n<p><a href=\"http:\/\/www.adfmedia.org\/files\/BetlachCertPetition.pdf\">According to the petition<\/a> filed Wednesday:<\/p>\n<blockquote><p>In furtherance of these principles, the Arizona legislature passed a bill, signed into law in 2012, which states that no state or local governmental entity shall \u201center into a contract with or make a grant to any person that performs nonfederally qualified abortions or maintains or operates a facility where nonfederally qualified abortions are performed for the provision of family planning services.\u201d HB 2800(B), codified at A.R.S. \u00a7 35-196.05(B).<\/p><\/blockquote>\n<p>Arizona is now <a href=\"http:\/\/www.adfmedia.org\/files\/BetlachCertPetition.pdf\">asking the Court<\/a> to \u201cdetermine whether the states can prescribe rational limitations \u2013 other than professional competence \u2013 on participating Medicaid providers without violating a statutory, privately enforceable right created in [the Medicaid Act].\u201d<\/p>\n<p>This petition to the Supreme Court comes after the 9<sup>th<\/sup> Circuit struck down the Arizona law in August.\u00a0 <a href=\"http:\/\/www.adfmedia.org\/News\/PRDetail\/8250\">According to Steven H.
