On Tuesday, August 12, just minutes after the City Council of Annona, Texas (pop. 288), passed an ordinance further outlawing abortion in East Texas, the City Council of Clyde, Texas (pop. 4,051), passed an ordinance outlawing abortion in West Texas. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">The unanimous 3-0 vote made the City of Clyde, located on Interstate 20 between Abilene (pop. 129,043) and Baird (pop. 1,762), the 64th city in the State of Texas and the 81st city in the nation to pass an ordinance banning abortion.\u00a0<\/span><\/p>\n<h2>&#8220;Overcome with Gratitude&#8221;<\/h2>\n<p><span style=\"font-weight: 400;\">While the Clyde City Council first heard a presentation of the measure from Right to Life Across Texas at their city council meeting on July 8, the council voted on the measure at their August meeting. <\/span><span style=\"font-weight: 400;\">After the unanimous vote, Clyde Mayor Paul McGuire shared:<\/span><\/p>\n<p style=\"padding-left: 40px;\"><i><span style=\"font-weight: 400;\">I placed this ordinance on the agenda and helped move this ordinance forward because I am against unborn children being killed, and I wanted to do something to help protect both them and their mothers. <\/span><\/i><\/p>\n<p style=\"padding-left: 40px;\"><i><span style=\"font-weight: 400;\">As someone who is a Christian and who is Pro-Life, I had to do my part to stand up and protect pregnant mothers and their unborn children from the harm caused by abortion.\u00a0<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">Clyde resident Linnie Goble Branton, who led the charge in her city, was ecstatic for the passage of the measure. After the vote, Branton shared:<\/span><\/p>\n<p style=\"padding-left: 40px;\"><i><span style=\"font-weight: 400;\">I was so overcome with gratitude after Clyde was named a Sanctuary City for the Unborn I came home and cried happy tears&#8230;.<\/span><\/i><\/p>\n<p style=\"padding-left: 40px;\"><i><span style=\"font-weight: 400;\">Thank you Paul McGuire and Clyde City Council members Aimee Robinson-Jolly, David Mann, and Jim Rector. Thank you also to Rodger Brown. What an amazing journey. <\/span><\/i><\/p>\n<p style=\"padding-left: 40px;\"><i><span style=\"font-weight: 400;\">Most of all, I am grateful to the Creator of all life. (Photo: Mark Lee Dickson)<\/p><\/div>\n<p><span style=\"font-weight: 400;\">The City of Clyde is the first city in Callahan County, and the 11th city in the <\/span><a href=\"https:\/\/directory.tml.org\/results?search%5Bregion%5D%5B0%5D=06&amp;search%5Btype%5D=region&amp;sortBy=population&amp;sortDir=desc\"><span style=\"font-weight: 400;\">Hub of Texas \u2013 Abilene Region<\/span><\/a><span style=\"font-weight: 400;\"> to pass a \u2018Sanctuary City for the Unborn\u2019 ordinance. Other cities in the region include: <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/nine-cities-texas-nebraska-sanctuary-unborn\/\"><span style=\"font-weight: 400;\">Abilene<\/span><\/a><span style=\"font-weight: 400;\"> (pop. 129,043), <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/nine-cities-texas-nebraska-sanctuary-unborn\/\"><span style=\"font-weight: 400;\">San Angelo<\/span><\/a><span style=\"font-weight: 400;\"> (pop. 101,612), <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/texas-city-becomes-40th-sanctuary-city-unborn-nation\/\"><span style=\"font-weight: 400;\">Cisco<\/span><\/a><span style=\"font-weight: 400;\"> (pop. 4,006), <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/eastland-texas-34th-nation-outlaw-abortion\/\"><span style=\"font-weight: 400;\">Eastland<\/span><\/a><span style=\"font-weight: 400;\"> (pop. 3,970), <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/texas-city-anson-42nd-sanctuary-unborn\/\"><span style=\"font-weight: 400;\">Anson<\/span><\/a><span style=\"font-weight: 400;\"> (pop. 2,347), <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/texas-gorman-21st-outlaw-abortion-good-community\/\"><span style=\"font-weight: 400;\">Gorman<\/span><\/a><span style=\"font-weight: 400;\"> (pop. 1,083), <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/texas-lueders-73rd-sanctuary-city-unborn\/\"><span style=\"font-weight: 400;\">Lueders<\/span><\/a><span style=\"font-weight: 400;\"> (pop. 346), <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/texas-city-moran-72nd-sanctuary-city-unborn\/\"><span style=\"font-weight: 400;\">Moran<\/span><\/a><span style=\"font-weight: 400;\"> (pop. 285), <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/texas-20th-sanctuary-city-unborn-nation\/\"><span style=\"font-weight: 400;\">Carbon<\/span><\/a><span style=\"font-weight: 400;\"> (pop. 255), and <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/smallest-cities-texas-protect-preborn-babies\/\"><span style=\"font-weight: 400;\">Impact<\/span><\/a><span style=\"font-weight: 400;\"> (pop. 38).\u00a0<\/span><\/p>\n<h2>The Ordinance<\/h2>\n<p><span style=\"font-weight: 400;\">The Clyde Sanctuary City for the Unborn Ordinance is enforced in the same manner as the Texas Heartbeat Act \u2014 through a private enforcement mechanism. The ordinance reads, <\/span><span style=\"font-weight: 400;\">\u201cAny person, other than the city of Clyde, and any officer or employee of the city, has standing to bring and may bring a civil action against any person or entity that: violates any provision\u201d<\/span><span style=\"font-weight: 400;\"> of this ordinance.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The six provisions of the Clyde Sanctuary City for the Unborn Ordinance: <\/span><\/p>\n<p style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">(1) prohibit performing an elective abortion and aiding or abetting elective abortions within the city limits of Clyde <\/span><\/p>\n<p style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">(2) prohibit elective abortions on residents of Clyde \u2013 regardless of where the abortion takes place <\/span><\/p>\n<p style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">(3) prohibit abortion trafficking through the City of Clyde <\/span><\/p>\n<p style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">(4) prohibit the mailing of abortion-inducing drugs into the City of Clyde <\/span><\/p>\n<p style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">(5) prohibit criminal organizations from doing business inside the city limits of Clyde, and <\/span><\/p>\n<p style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">(6) prohibit through or in the City of Clyde the transportation and disposal of the remains of unborn children who have been killed by an elective abortion across state lines and carried into Texas by waste management companies.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The ordinance, which has a six-year statute of limitations, is clear that <\/span><span style=\"font-weight: 400;\">\u201ca civil action \u2026 may not be brought: against the woman upon whom the abortion was performed or induced or attempted to be performed or induced in violation of this ordinance, or against a pregnant woman who intends or seeks to abort her unborn child in violation of this ordinance.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In addition to providing protections for pregnant mothers and their unborn children, the ordinance also educates about the <\/span><a href=\"https:\/\/www.hhs.texas.gov\/services\/health\/women-children\/thriving-texas-families\"><span style=\"font-weight: 400;\">Thriving Texas Families Program<\/span><\/a><span style=\"font-weight: 400;\"> and directs people to the <\/span><a href=\"http:\/\/www.texaspregnancy.org\/\"><span style=\"font-weight: 400;\">Texas Pregnancy Care Network<\/span><\/a><span style=\"font-weight: 400;\"> website and <\/span><a href=\"https:\/\/thepregnancynetwork.clinic\/\"><span style=\"font-weight: 400;\">The Pregnancy Network<\/span><\/a><span style=\"font-weight: 400;\"> website operated by Human Coalition to be connected to these services.<\/span><\/p>\n<h2>Texas Leads the Way<\/h2>\n<p><span style=\"font-weight: 400;\">The City of Clyde (pop. 4,051) follows <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/texas-city-hooks-76th-sanctuary-unborn\/\"><span style=\"font-weight: 400;\">Hooks<\/span><\/a><span style=\"font-weight: 400;\"> (pop. 2,769), <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/ninth-texas-county-outlaws-abortion-roads-trafficking\/\"><span style=\"font-weight: 400;\">Shelby County<\/span><\/a><span style=\"font-weight: 400;\"> (pop. 24,192), <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/douglassville-texas-77th-sanctuary-city-unborn-us\/\"><span style=\"font-weight: 400;\">Douglassville<\/span><\/a><span style=\"font-weight: 400;\"> (pop. 228), and <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/official-texas-como-78th-sanctuary-city-unborn\/\"><span style=\"font-weight: 400;\">Como<\/span><\/a><span style=\"font-weight: 400;\"> (pop. 758), <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/talco-texas-79th-sanctuary-city-unborn-us\/\"><span style=\"font-weight: 400;\">Talco<\/span><\/a><span style=\"font-weight: 400;\"> (pop. 494), and Annona (pop. 288) as the seventh political subdivision to pass a \u201cSanctuary for the Unborn\u201d Ordinance during Texas Governor Greg Abbott\u2019s first special session of the 89th Texas Legislature, where he has called the Texas Senate and House to pass legislation further protecting pregnant mothers and their unborn children from the harm of abortion. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">The passage of the Clyde Sanctuary City for the Unborn ordinance came just hours after Senate Bill 6 &#8211; <\/span><a href=\"https:\/\/capitol.texas.gov\/BillLookup\/History.aspx?LegSess=891&amp;Bill=SB6\"><span style=\"font-weight: 400;\">The Women and Child Protection Act<\/span><\/a><span style=\"font-weight: 400;\">, passed the Texas Senate.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Citizens who wish to see their city or county pass an ordinance similar to the City of Clyde,\u00a0 further outlawing abortion in their community, are encouraged to sign the <\/span><a href=\"http:\/\/www.sanctuarycitiesfortheunborn.com\/online-petition\"><span style=\"font-weight: 400;\">online petition<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><em>Featured photo: <span style=\"font-weight: 400;\">Clyde City Council <\/span><span style=\"font-weight: 400;\">poses for a picture with residents and area-supporters after the historic vote.
