According to the <a href=\"https:\/\/www.dailygazette.com\/the_recorder\/news\/planned-parenthood-amsterdam\/article_67b35f60-55ca-11ef-92ba-57665ec3cee4.html\" target=\"_blank\" rel=\"noopener\">Daily Gazette<\/a>, the affiliate cited &#8220;financial challenges.&#8221; PPGNY also <a href=\"https:\/\/www.plannedparenthood.org\/planned-parenthood-greater-new-york\/about\/news\/citing-financial-challenges-planned-parenthood-of-greater-new-york-moves-to-temporarily-pause-deep-sedation-services-in-manhattan-and-close-four-health-centers-2\" target=\"_blank\" rel=\"noopener\">announced<\/a> that &#8220;Amid compounding financial and political challenges,&#8221; there would be\u00a0&#8220;a temporary pause to its deep sedation pain management services at the Manhattan Health Center&#8230;.&#8221;<\/p>\n<p>Despite being fully funded under Medicaid, &#8220;Last year, it cost the affiliate about $67M to provide healthcare services, but it only received about $36m in insurance reimbursements,&#8221; the Guardian <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/jun\/02\/at-least-20-planned-parenthood-clinics-shutter-amid-political-turbulence\" target=\"_blank\" rel=\"noopener\">claimed<\/a>.<\/p>\n<p>PPGNY <a href=\"https:\/\/www.plannedparenthood.org\/planned-parenthood-greater-new-york\/blog\/new-yorkers-demand-abortion-equity\" target=\"_blank\" rel=\"noopener\">added<\/a> in January of 2025:<\/p>\n<p style=\"padding-left: 40px;\"><em>The abortion care ecosystem in New York State is in a crisis. Systemic failures in the U.S. health care system have yielded unprecedented challenges that are forcing many health care providers, including Planned Parenthood of Greater New York, to take serious and immediate cost-saving measures and pursue long-term structural shifts.<\/em><\/p>\n<p>Also in 2024:<\/p>\n<ul>\n<li><strong>Planned Parenthood North Central States<\/strong>\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/planned-parenthood-north-central-states\/about-ppncs\/media-relations\/planned-parenthood-north-central-states-announces-health-center-and-staffing-changes-amid-ongoing-threats-to-providing-care\" target=\"_blank\" rel=\"noopener\">announced<\/a> a consolidation that would &#8220;eliminate 36 positions&#8230; including 9 current staff and 27 open positions.&#8221; They cited &#8220;provider shortages, increasing charitable care costs, lagging reimbursement rates that have not kept pace with inflation,&#8221; and other reasons.<\/li>\n<li><strong>Planned Parenthood Keystone<\/strong> cited \u201cchallenging times,\u201d as closures were also <a href=\"https:\/\/www.yahoo.com\/news\/planned-parenthood-close-warminster-clinic-085406457.html\" target=\"_blank\" rel=\"noopener\">expected<\/a> there, according to a <a href=\"https:\/\/www.plannedparenthood.org\/planned-parenthood-keystone\/who-we-are\/newsroom\/planned-parenthood-keystone-statement-on-the-warminster-health-center\">news release<\/a> which claimed that despite the closures, the affiliate&#8217;s &#8220;Fund for Choice will continue to offer financial support for patients seeking abortion care, whether its travel, lodging, or other financial barriers.&#8221;<\/li>\n<li><strong>Planned Parenthood of the Pacific Southwest (PPPSW)<\/strong> <a href=\"https:\/\/www.plannedparenthood.org\/planned-parenthood-pacific-southwest\/press\/planned-parenthood-of-the-pacific-southwest-announces-closure-of-mission-bay-mimi-brien-health-center-in-2025\" target=\"_blank\" rel=\"noopener\">announced<\/a> the &#8220;closing of its Mission Bay Mimi Brien Health Center&#8221; as part of PPPSW\u2019s &#8220;ongoing efforts to streamline operations and ensure that resources are being used as effectively as possible&#8230;.&#8221;<\/li>\n<\/ul>\n<h3><strong>&#8216;Strategic&#8217; reorganization in 2023<\/strong><\/h3>\n<p>May of 2023, PPFA made a \u201c<a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-federation-america-cut-staff\/\" target=\"_blank\" rel=\"noopener\">strategic decision<\/a>\u201d to restructure and lay off staff at the national level, reportedly shifting those dollars to \u201cbuild a powerful movement for abortion access at the local and state level.\u201d<\/p>\n<p>&#8220;Over one hundred staff at Planned Parenthood Federation of America (PPFA)&#8221; were &#8220;given layoff notices as part of a <a href=\"https:\/\/archive.liveaction.org\/news\/report-gargantuan-amounts-funds-funneled-political\/\" target=\"_blank\" rel=\"noopener\">broader restructuring<\/a> of the national organization,&#8221; SEIU <a href=\"https:\/\/www.1199seiu.org\/media-center\/mass-layoff-planned-parenthood-federation-america-sparks-uproar-amid-vague-restructuring-first-anniversary-overturning-roe-vs-wa\" target=\"_blank\" rel=\"noopener\">claimed<\/a>. The group even condemned PPFA&#8217;s\u00a0 \u201cProject North,\u201d claiming it was not \u201cbeing driven by resource constraints.&#8221; Planned Parenthood said at the time that it intended to invest $70 million \u201cin the 49 independent affiliates across the U.S.&#8221;<\/p>\n<p>Former Planned Parenthood staffer and author Jessa Crispin <a href=\"https:\/\/archive.liveaction.org\/news\/employee-planned-parenthood-concerned-money-power\/\" target=\"_blank\" rel=\"noopener\">accused<\/a> the corporation of being \u201cmore concerned with hobnobbing with the powerful, paying the CEOs of its regional chapters <a class=\"u-underline\" href=\"https:\/\/newrepublic.com\/article\/158224\/planned-parenthood-covid-racism-union\">salaries in the mid-six<\/a><a class=\"u-underline\" href=\"https:\/\/newrepublic.com\/article\/158224\/planned-parenthood-covid-racism-union\">\u00a0figures<\/a>, [and] making symbolic gestures&#8230; than with providing care for the people who need their services.\u201d<\/p>\n<h3><strong>COVID-19 in 2020 provided cover for previously planned layoffs<\/strong><\/h3>\n<p>While Planned Parenthood <a href=\"https:\/\/archive.liveaction.org\/news\/health-abortion-profits-planned-parenthood\/\">raked in millions in excess revenue<\/a>\u00a0and <a href=\"https:\/\/archive.liveaction.org\/news\/abortion-industry-covid-19-expand-2020\/\" target=\"_blank\" rel=\"noopener\">expanded<\/a> its abortion market share, <a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-perpetually-toxic-culture\/\" target=\"_blank\" rel=\"noopener\">staffers<\/a>\u00a0at various affiliates\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/employees-planned-parenthood-mask-crack\/\" target=\"_blank\" rel=\"noopener\">claimed<\/a> the corporation failed to pay them decent wages and unnecessarily <a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-staff-covid-scapegoat-layoffs\/\" target=\"_blank\" rel=\"noopener\">furloughed<\/a> employees. A former staffer even <a href=\"https:\/\/archive.liveaction.org\/news\/new-york-planned-parenthood-closes-insiders\/\" target=\"_blank\" rel=\"noopener\">suggested<\/a> \u201cthe [COVID] crisis gave leadership cover to implement layoffs and closures it had already been planning.\u201d Planned Parenthood denied the charge.<\/p>\n<p>The issues <a href=\"https:\/\/archive.liveaction.org\/news\/staff-planned-parenthood-great-plains-toxic-culture\/\" target=\"_blank\" rel=\"noopener\">preceded<\/a> fiscal problems created by COVID, but it provided effective cover for the corporation, according to staffers who <a href=\"https:\/\/archive.liveaction.org\/news\/employee-planned-parenthood-concerned-money-power\/\" target=\"_blank\" rel=\"noopener\">accused<\/a> Planned Parenthood of being more concerned with power and profit than anything else.<\/p>\n<p>That year, hundreds of past and present employees <a href=\"https:\/\/www.nytimes.com\/2020\/06\/23\/nyregion\/ny-planned-parenthood-laura-mcquade.html?smid=tw-nytimes&amp;smtyp=cur\" target=\"_blank\" rel=\"noopener\">signed<\/a>\u00a0an\u00a0<a href=\"https:\/\/saveppgny.wordpress.com\/\" target=\"_blank\" rel=\"noopener\">open letter<\/a> accusing the CEO of <strong>Planned Parenthood Greater New York (PPGNY)<\/strong> of mistreatment, abuse, racism, and mismanagement of funds. After PPFA <a href=\"https:\/\/archive.liveaction.org\/news\/racism-planned-parenthood-fires-ceo\/\" target=\"_blank\" rel=\"noopener\">fired<\/a> her, multiple affiliates and <a href=\"https:\/\/archive.liveaction.org\/news\/former-planned-parenthood-employees-accuse-racism\/\" target=\"_blank\" rel=\"noopener\">staffers<\/a> came forward with similar accusations.<\/p>\n<p>This was also the same year that Planned Parenthood <a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-national-telemedicine-includes-abortion\/\" target=\"_blank\" rel=\"noopener\">rolled out<\/a> its national telehealth program, <a href=\"https:\/\/web.archive.org\/web\/20190226165327\/https:\/\/www.khon2.com\/news\/local-news\/plannedparenthoodopens-new-honolulu-health-center-and-administrative-hub\/1799642159\" target=\"_blank\" rel=\"noopener\">announcing<\/a> that <strong>Planned Parenthood of the Great Northwest and the Hawaiian Islands<\/strong> would become a national telemedicine hub.<\/p>\n<p>This was likely a strategic decision, not a coincidence.<\/p>\n<h3><strong>Planned Parenthood&#8217;s 2019 identity crisis\u00a0<\/strong><\/h3>\n<p>In 2019, <a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-struggling-identity-crisis\/\">cracks in the organization were beginning to show<\/a> as Planned Parenthood suffered from an identity crisis following the resignation of its \u201c<a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-aim-largest-kick-butt-political-organization\/\" target=\"_blank\" rel=\"noopener\">political organizer-in-chief<\/a>,\u201d Cecile Richards, and other high-ranking leaders. Live Action News <a href=\"https:\/\/archive.liveaction.org\/news\/employees-planned-parenthood-mask-crack\/\" target=\"_blank\" rel=\"noopener\">documented<\/a> how vocal and dissatisfied staffers came forward to expose Planned Parenthood&#8217;s toxic work environment, culture of intimidation, low wages, and discrimination.<\/p>\n<p>Over the years, <a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-employees-leave\/\">multiple<\/a>\u00a0Planned Parenthood\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/media-planned-parenthood-staffer-exodus-president\/\" target=\"_blank\" rel=\"noopener\">employees<\/a>\u00a0have <a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-employees-leave\/\" target=\"_blank\" rel=\"noopener\">jumped ship<\/a> due to long-held dissatisfaction with the corporation. Those who remain have chosen to\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/employees-planned-parenthood-mask-crack\/\" target=\"_blank\" rel=\"noopener\">unionize<\/a>,\u00a0and\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-dark-pregnancy-discrimination\/\" target=\"_blank\" rel=\"noopener\">some<\/a>\u00a0have\u00a0<a href=\"https:\/\/www.nytimes.com\/2018\/12\/20\/business\/planned-parenthood-pregnant-employee-discrimination-women.html\" target=\"_blank\" rel=\"noopener\">exposed<\/a>\u00a0the corporation\u2019s abuses,\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/employees-planned-parenthood-mask-crack\/\" target=\"_blank\" rel=\"noopener\">low wages,<\/a>\u00a0and affiliates\u2019 failure to\u00a0<a href=\"https:\/\/www.coworker.org\/petitions\/planned-parenthood-employees-need-paid-parental-and-medical-leave\" target=\"_blank\" rel=\"noopener\">offer<\/a>\u00a0paid medical leave.<\/p>\n<p>Employees have also filed\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/court-orders-planned-parenthood-jury-whistleblower-3m\/\" target=\"_blank\" rel=\"noopener\">whistleblower lawsuits<\/a>\u00a0and publicly revealed how the corporation\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/report-planned-parenthood-discriminated-pregnant\/\" target=\"_blank\" rel=\"noopener\">discriminates<\/a>\u00a0against\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-dark-pregnancy-discrimination\/\" target=\"_blank\" rel=\"noopener\">pregnant employees<\/a>.<\/p>\n<h2><strong>What We&#8217;ve Been Hearing:<\/strong><\/h2>\n<h3><strong>Ohio closures blamed on funding cuts, though expected closures announced in January<\/strong><\/h3>\n<p>In January of 2025, a\u00a0<a href=\"https:\/\/matternews.org\/community\/the-workers-view-inside-the-planned-parenthood-of-greater-ohio-vote-to-unionize\/\" target=\"_blank\" rel=\"noopener\">Matter News<\/a> report alleged a number of problems existed at <strong>Planned Parenthood Greater Ohio (PPGOH)<\/strong>, causing mergers to occur and staffers to unionize.<\/p>\n<p>\u201cAbout a year ago, management decided to do some layoffs and close down three health centers. It came out of the blue,\u201d Olivia Oney, the Central Ohio Field Manager for PPGOH, told <a href=\"https:\/\/matternews.org\/community\/the-workers-view-inside-the-planned-parenthood-of-greater-ohio-vote-to-unionize\/\" target=\"_blank\" rel=\"noopener\">Matter News<\/a>. \u201cThey kept saying it\u2019s due to finances. Part of that is due to abortion bans, so I can\u2019t blame them entirely, but it\u2019s also due to them not handling finances correctly&#8230;.&#8221;<\/p>\n<p>It should come as no surprise that PPGOH&#8217;s <a title=\"https:\/\/www.plannedparenthood.org\/health-center\/ohio\/akron\/44302\/greater-ohio-virtual-health-center-vc-3931-91230\" href=\"https:\/\/www.plannedparenthood.org\/health-center\/ohio\/akron\/44302\/greater-ohio-virtual-health-center-vc-3931-91230\" target=\"_blank\" rel=\"noopener\">virtual center<\/a> &#8220;will remain open,&#8221; according to <a href=\"https:\/\/www.cleveland.com\/news\/2025\/07\/planned-parenthood-shutters-cleveland-clinic-amid-federal-cuts-city-health-officials-step-in.html\" target=\"_blank\" rel=\"noopener\">Cleveland.com<\/a>.<\/p>\n<h3><strong>Leadership said changes could come in spring\/summer due to merger<\/strong><\/h3>\n<p>After allegedly <a href=\"https:\/\/favs.news\/workplace-complaints-grow-against-planned-parenthood\/\" target=\"_blank\" rel=\"noopener\">speaking<\/a> with current and former <strong>Planned Parenthood of Greater Washington and North Idaho (PPGWNI)<\/strong> staffers, Range Media <a href=\"https:\/\/favs.news\/workplace-complaints-grow-against-planned-parenthood\/\" target=\"_blank\" rel=\"noopener\">claimed<\/a> that the affiliate had &#8220;[a] track record of <a href=\"https:\/\/rangemedia.co\/planned-parenthood-washington-union\/\" target=\"_blank\" rel=\"noopener\">poor labor conditions<\/a>, a deep dive into executive compensation, ghosted donors, an upcoming merger and a 20-year-old discrimination case,&#8221; adding that a &#8220;letter sent out by PPGWNI also stated that if &#8216;more staffing changes are needed, they will happen later this spring or early summer.'&#8221;<\/p>\n<p>They pointed out that &#8220;Staff downsizing often follows a merger.&#8221; Staffers reportedly received a letter claiming that if \u201cmore staffing changes are needed, they will happen later this spring or early summer.\u201d<\/p>\n<p>Summer is now here \u2014 and Planned Parenthood is <em><strong>suddenly<\/strong> <a href=\"https:\/\/www.cleveland19.com\/2025\/07\/01\/clevelands-planned-parenthood-branch-closed-after-loss-funding\/\" target=\"_blank\" rel=\"noopener\">blaming<\/a> these foreknown facility closures on taxpayer funding cuts<\/em>.<\/p>\n<h3><strong>&#8220;Staffing woes and other issues&#8221; in Nebraska<\/strong><\/h3>\n<p>In May, Flatwater Free Press (FFP) spoke with seven current and former Planned Parenthood employees in Nebraska, who <a href=\"https:\/\/flatwaterfreepress.org\/dysfunction-turnover-at-omaha-planned-parenthood-clinic-further-limiting-abortion-access-in-nebraska\/\" target=\"_blank\" rel=\"noopener\">claimed<\/a> that &#8220;out-of-state executives are largely responsible for the staffing woes and other issues. Several said that recent news coverage of the national organization\u2019s broader struggles in clinics across the country resonated with their own experiences.&#8221;<\/p>\n<p>Prior to passage of the abortion provider defunding provision, Planned Parenthood staffers told the media outlet that <a href=\"https:\/\/docs.google.com\/forms\/d\/e\/1FAIpQLSenwIWPv9SZpr5znecPHRnJ_P9d0JjAmW7dBi8YW5cdhTyUDQ\/viewform\" target=\"_blank\" rel=\"noopener\">layoffs<\/a> were coming as the health services team was \u201crestructured.\u201d<\/p>\n<p>FFP <a href=\"https:\/\/flatwaterfreepress.org\/dysfunction-turnover-at-omaha-planned-parenthood-clinic-further-limiting-abortion-access-in-nebraska\/\">reported<\/a> that \u201c[e]mployees <a href=\"https:\/\/archive.liveaction.org\/news\/omaha-planned-parenthood-struggles-departing-staff-corporation\/\" target=\"_blank\" rel=\"noopener\">said<\/a> turnover has long been an issue at the clinic, but chaotic management over the last year during a major construction project, coupled with unresponsive out-of-state executives&#8221; added additional stress. The affiliate\u2019s executives \u201care disconnected from the reality in Nebraska and clinics generally\u2026 [and there is] a lack of transparency and communication around big decisions.\u201d<\/p>\n<h3><strong>Mismanagement: Money funneled to legal, political causes<\/strong><\/h3>\n<p>&#8220;Planned Parenthood clinics across the country are struggling financially and dealing with high turnover as most of the organization\u2019s fundraised money goes to legal and political causes, a recent <a href=\"https:\/\/www.nytimes.com\/2025\/02\/15\/us\/planned-parenthood-clinics.html\" target=\"_blank\" rel=\"noreferrer noopener\">New York Times [NYT] investigation<\/a> found,&#8221; FFF wrote.<\/p>\n<p>NYT noted that &#8220;Greater New York&#8230; laid off and furloughed hundreds of employees. This fall it announced it would cut medical assistants and supervisors, close locations and impose the 20-week abortion limit.&#8221;<\/p>\n<p>In February, union labor leaders at Planned Parenthoods <a href=\"https:\/\/newlaborforum.cuny.edu\/2025\/02\/28\/planned-parenthood-bargaining-after-dobbs\/\" target=\"_blank\" rel=\"noopener\">claimed<\/a> some facilities have high &#8220;turnover,&#8221; some get &#8220;no paid maternity leave,&#8221; and some receive a &#8220;ding from management&#8221; if they go over their hours.<\/p>\n<p>Keighlyn Alber, a &#8220;medical care assistant&#8221; at Planned Parenthood Keystone, <a href=\"https:\/\/newlaborforum.cuny.edu\/2025\/02\/28\/planned-parenthood-bargaining-after-dobbs\/\" target=\"_blank\" rel=\"noopener\">told<\/a> New Labor Forum:<\/p>\n<p style=\"padding-left: 40px;\"><em>There are outside factors that have impacted our affiliate\u2019s income and functions (e.g., the removal and replacement of Title X funding by Trump and Biden administrations, respectively; or the impact of Covid-19 on patient volume and services), but there may also be some mismanagement of funds.<\/em><\/p>\n<p style=\"padding-left: 40px;\"><em>In 2022, our affiliate received a $7.5 million donation from [philanthropist and novelist] Mackenzie Scott. (She donated a total of $275 million to multiple Planned Parenthood affiliates.) My affiliate has had years to address its financial hardships and, to my knowledge, has still not accounted for where the entirety of Scott\u2019s huge donation went, only pieces of it. <\/em><\/p>\n<p style=\"padding-left: 40px;\"><em>They continue to tell employees that there is a deficit and have not yet &#8216;opened the books,&#8217; despite union requests to do so.<\/em><\/p>\n<h2><strong>What&#8217;s Happening:<\/strong><\/h2>\n<p>Since the start of this Live Action News series, Planned Parenthood has continued to announce closures \u2014 including one in <strong>Tyler, Texas<\/strong>. Media outlets unwilling to investigate any deeper than Planned Parenthood&#8217;s talking points failed to note how <strong>Planned Parenthood of Greater Texas<\/strong>, which operates the Tyler facility, functioned with a <a href=\"https:\/\/projects.propublica.org\/nonprofits\/organizations\/521243220\" target=\"_blank\" rel=\"noopener\">$16M deficit<\/a> in 2023.
