Gavin Newsom and lawmakers that they\u2019ll need more than $25 million each month in stopgap funds if the federal cuts are enacted,&#8221; <a href=\"https:\/\/www.politico.com\/news\/2025\/06\/25\/planned-parenthood-is-racing-against-state-budget-deadlines-00418856\" target=\"_blank\" rel=\"noopener\">wrote<\/a> Politico.<\/p>\n<p>The corporation is demanding states like California foot the bill after leadership of the state&#8217;s largest California affiliate, Planned Parenthood Mar Monte (PPMM), rejected a memo suggesting the affiliate end abortions.<\/p>\n<p>&#8220;Leaders <a href=\"https:\/\/projects.propublica.org\/nonprofits\/display_audit\/2024-06-GSAFAC-0000346706\" target=\"_blank\" rel=\"noopener\">estimated<\/a> in their memo that it would take $100 million for Mar Monte and $300 million for all seven affiliates in California to &#8216;avert this public health nightmare,'&#8221; NYT <a href=\"https:\/\/www.nytimes.com\/2025\/07\/02\/us\/politics\/planned-parenthood-abortions-senate-medicaid-funding.html\" target=\"_blank\" rel=\"noopener\">reported<\/a>.<\/p>\n<p>The outlet added that Stacy Cross, president of PPMM, &#8220;said in an email to The Times that the affiliate evaluated the various scenarios and decided that it would continue to offer abortions even if the spending bill becomes law.&#8221;<\/p>\n<p>NYT added:<\/p>\n<p style=\"padding-left: 40px;\"><em>By offering abortions, the affiliate jeopardizes a good chunk of its revenue. <\/em><\/p>\n<p style=\"padding-left: 40px;\"><em>Over the past 12 months, the affiliate estimates, federal Medicaid payments accounted for $70 million to $75 million \u2014 or nearly half \u2014 of its $152 million in revenue, the affiliate said in an email to The New York Times, and paid nearly 85 percent of Mar Monte\u2019s patients\u2019 bills.<\/em><\/p>\n<p><a href=\"https:\/\/www.nationalreview.com\/corner\/what-defunding-planned-parenthood-for-a-year-will-do\/\" target=\"_blank\" rel=\"noopener\">National Review Online<\/a> broke down the numbers further:<\/p>\n<p style=\"padding-left: 40px;\"><em>In total, Planned Parenthood\u2019s seven California affiliates in 2023 had $583.3 million in expenses and $599.8 million in revenue, of which $475.75 million was from program services. <\/em><\/p>\n<p style=\"padding-left: 40px;\"><em>While most Planned Parenthood affiliates\u2019 revenue is derived roughly 50\u201350 from donations and clinic services, the California affiliates receive 81.5 percent of their revenue from clinic services, the bulk of which derives from Medicaid (in California, Medi-Cal). <\/em><\/p>\n<p style=\"padding-left: 40px;\"><em>As a result, they could be particularly devastated by a loss of Medicaid revenue&#8230;<\/em><\/p>\n<p style=\"padding-left: 40px;\"><em>If federal funding is cut off, Planned Parenthood\u2019s California clinics will go from making $16.5 million in profit in 2023 to suffering a nine-figure loss in 2026.<\/em><\/p>\n<p>PPMM committed 24,553 abortions in <a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/04\/ce\/04ce92c6-d385-4873-b5b9-5ef0d9dd24b0\/fy23_gratitude_report_-_web.pdf\" target=\"_blank\" rel=\"noopener\">2023<\/a>, doubled its sex-ed program using <a href=\"https:\/\/www.ppmmimpactreport.org\/\" target=\"_blank\" rel=\"noopener\">$5M in federal<\/a> <a href=\"https:\/\/taggs.hhs.gov\/Detail\/RecipDetail?arg_EntityId=0GV%2FbWVSVZxOAUVf%2FhUhFA%3D%3D\" target=\"_blank\" rel=\"noopener\">(TPPP) dollars<\/a>, and increased &#8216;transgender services&#8217;. By <a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/f0\/2e\/f02ed977-e5f5-4e78-b380-4f6676089621\/gr24_booklet_web.pdf\" target=\"_blank\" rel=\"noopener\">2024<\/a>, abortions jumped to 28,475 and PPMM opened &#8220;two state-of-the art&#8221; facilities, breaking ground on a &#8216;12,000+ square-foot health center&#8217; in Oakland.&#8221; In 2024, PPMM also funded 5,786 abortions, totaling more than $4.7 million,&#8221; the affiliate&#8217;s <a href=\"https:\/\/www.ppmmimpactreport.org\/\" target=\"_blank\" rel=\"noopener\">impact report<\/a> stated.<\/p>\n<h3><strong>Colorado<\/strong><\/h3>\n<p>&#8220;Adrienne Mansanares&#8230; CEO of Planned Parenthood of the Rocky Mountains [PPRM], said the change will affect about a third of its patients, about 16,000 people,&#8221; <a href=\"https:\/\/www.cpr.org\/2025\/07\/11\/one-big-beautiful-bill-colorado-patients-medicaid-planned-parenthood-snap\/\" target=\"_blank\" rel=\"noopener\">CPR.org reported<\/a>, notifying them\u00a0&#8220;that they could no longer receive care,&#8221; <a href=\"https:\/\/www.9news.com\/article\/news\/politics\/planned-parenthood-medicaid-services-colorado\/73-9f7ff450-14ad-407e-a1a2-cb003c6a9fea\" target=\"_blank\" rel=\"noopener\">News9.com<\/a> wrote.<\/p>\n<p>PPRM recently <a href=\"https:\/\/www.cbsnews.com\/colorado\/news\/planned-parenthood-rocky-mountains-20-million-mackenzie-scott\/\" target=\"_blank\" rel=\"noopener\">received<\/a> a $20M donation from MacKenzie Scott, yet they are targeting states like Colorado while refusing to stop committing abortions. According to <a href=\"https:\/\/coloradonewsline.com\/2024\/08\/23\/colorado-abortion-funds-struggle-to-cope-with-increased-demand-donation-shortfalls\/\" target=\"_blank\" rel=\"noopener\">media reports<\/a> since <em>Dobbs<\/em>, PPRM provided &#8220;more than $12.5 million&#8221; to fund abortion.<\/p>\n<p>PPRM\u2019s &#8220;post-Roe Expansion Plan&#8221; included spending millions on a &#8220;10,000-square-foot building&#8221; to make abortion a &#8220;safe haven for access,&#8221; the affiliate&#8217;s <a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/14\/97\/1497f979-23b1-4b24-87d7-4767a2684e38\/donor-dialogue_2022-annual-review_web_version.pdf\" target=\"_blank\" rel=\"noopener\">2022 annual report<\/a> stated.<\/p>\n<h3><strong>Illinois<\/strong><\/h3>\n<p>Planned Parenthood of Illinois (PPIL), which <a href=\"https:\/\/news.wttw.com\/2025\/01\/22\/planned-parenthood-illinois-closing-4-health-centers-including-englewood-location-amid\" target=\"_blank\" rel=\"noopener\">closed<\/a> four centers earlier this year, <a href=\"https:\/\/news.wttw.com\/2025\/07\/09\/planned-parenthood-illinois-braces-medicaid-cuts-closures-are-not-table\" target=\"_blank\" rel=\"noopener\">told WTTW<\/a> it would need $16 million annually to continue providing services. PPIL&#8217;s <a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/67\/c6\/67c694d3-e7ee-405b-9e44-43c02893dabc\/ppil-ar-2023-web.pdf\" target=\"_blank\" rel=\"noopener\">2022-23 annual report<\/a> showed it only received $4.5M in &#8220;government grant income&#8221; that year. Pritzker is likely to do whatever it takes to sustain abortion access in the state, especially if he has future political ambitions,&#8221; reported <a href=\"https:\/\/www.thecentersquare.com\/illinois\/article_0aeec326-ce8b-428d-9d85-9e1673dcb9a5.html\" target=\"_blank\" rel=\"noopener\">Center Square<\/a>.<\/p>\n<p>Cristina Villarreal of Planned Parenthood Illinois &#8220;confirmed PPIL has already developed contingency plans to ensure Medicaid recipients continue receiving care with &#8216;little to no disruption&#8217; in the short term,&#8221; the media outlet wrote.<\/p>\n<h3><strong>Maine<\/strong><\/h3>\n<p>&#8220;Planned Parenthood of Northern New England president and CEO Nicole Clegg hopes that Medicaid patients in Maine will be covered with state funds,&#8221; reported <a href=\"https:\/\/www.mainepublic.org\/health\/2025-07-09\/planned-parenthood-in-maine-urges-governor-mills-to-fill-federal-medicaid-funding-cut-if-necessary\" target=\"_blank\" rel=\"noopener\">Maine Public<\/a>.<\/p>\n<p>Governor Janet Mills has indicated she &#8220;will work with state lawmakers&#8221; to assist Planned Parenthood.<\/p>\n<p>In <a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/a8\/b5\/a8b51bb6-4530-4eb0-ae74-21e73319f1b8\/fy23_annual_exam.pdf\" target=\"_blank\" rel=\"noopener\">2023<\/a>, abortion made up 10% of the affiliate&#8217;s services.<\/p>\n<h3><strong>Maryland<\/strong><\/h3>\n<p>Planned Parenthood of Maryland (PPOM) president and CEO Karen Nelson explained that &#8220;even if Medicaid recipients could continue to seek care at Planned Parenthood, the anticipated loss in health coverage due to the increased eligibility requirements will further reduce access to reproductive health services in the state,&#8221; according to <a href=\"https:\/\/www.wbaltv.com\/article\/trump-budget-law-impact-maryland-planned-parenthood-coverage\/65357211\" target=\"_blank\" rel=\"noopener\">WBAL TV<\/a>.<\/p>\n<p>Maryland covers abortion through Medicaid, and in <a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/28\/7b\/287bd921-ae5e-4bdd-a9a1-d25b42312ab4\/ppm-ar2023-web2.pdf\" target=\"_blank\" rel=\"noopener\">2023<\/a>, PPOM committed over 10,000 abortions.<\/p>\n<p>In 2024, the Governor &#8220;announced more than $15.5 million in investments to expand clinical training for abortion providers,&#8221; <a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/12\/cf\/12cfd68b-6d98-4518-878d-b0892f389ece\/2024-ppaf-annualreport-c4-digital.pdf\" target=\"_blank\" rel=\"noopener\">stated<\/a> Planned Parenthood.<\/p>\n<h3>Massachusetts<\/h3>\n<p>Governor Maura Healey, Speaker Ron Mariano, and Senate President Karen Spilka <a href=\"https:\/\/www.mass.gov\/news\/as-president-trump-defunds-planned-parenthood-massachusetts-delivers-2-million-to-protect-access-to-reproductive-health-care\" target=\"_blank\" rel=\"noopener\">announced<\/a> they are giving $2 million in state funding to Planned Parenthood League of Massachusetts.<\/p>\n<p>The state Legislature passed the Fiscal Year 2026 budget, including $2 million in state funding for the Planned Parenthood League of Massachusetts, Inc. The taxpayer money will be used for actual health care, such as cancer screenings, breast exams, pap smears, contraception, and STI testing and treatment, but will also continue to <em>fully cover abortions.<\/em><\/p>\n<p>\u201cMassachusetts will continue to fully cover abortion services through our MassHealth program, and Planned Parenthood of Massachusetts will continue to offer that care,\u201d said Governor Healey.<\/p>\n<h3><strong>New York<\/strong><\/h3>\n<p>Planned Parenthood New York (PPNY) &#8220;could lose about $35 million in federal Medicaid dollars&#8221; among its 47 centers, reported <a href=\"https:\/\/19thnews.org\/2025\/07\/abortion-travel-states-impact-trump-spending-law\/\" target=\"_blank\" rel=\"noopener\">19thNews<\/a>, which is\u00a0&#8220;about a third of the $103 million in operating revenue <a href=\"https:\/\/static1.squarespace.com\/static\/616f19d02855c74ad69c56a4\/t\/67fe99949d03db7254c30bd1\/1744738709178\/Planned+Parenthood+of+Greater+New+York%2C+Inc.+2024+FS+Final.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">it reported<\/a> last year.&#8221;<\/p>\n<p>So &#8220;Planned Parenthood clinics in New York&#8221; asked for &#8220;state emergency funds&#8221; and &#8220;Gov. Most clinics have maybe, if they&#8217;re lucky, 30 days of operating funds on hand.\u201d<\/p>\n<p dir=\"ltr\">&#8220;Planned Parenthood is counting on the state to keep clinics open if needed. This legislative session, lawmakers approved $10 million over two years for Planned Parenthood and another $2.5 million to upgrade clinics and support patients navigating reproductive health care,&#8221; The Lund Report wrote, adding that &#8220;Planned Parenthood is the state\u2019s largest abortion provider, performing about 10,000 a year.&#8221;<\/p>\n<h3><strong>Washington<\/strong><\/h3>\n<p>&#8220;Gov. Bob Ferguson has <a href=\"https:\/\/washingtonstatestandard.com\/briefs\/wa-governor-commits-to-backfilling-planned-parenthood-funding-cut-by-congress\/\" target=\"_blank\" rel=\"noopener\">committed<\/a> to backfilling any Planned Parenthood funding cut in the federal spending plan approved by Congress,&#8221; reported <a href=\"https:\/\/www.cascadepbs.org\/news\/briefs\/2025\/07\/ferguson-says-wa-will-cover-planned-parenthood-federal-funding-gap\/\" target=\"_blank\" rel=\"noopener\">Cascade PBS<\/a>.<\/p>\n<p>&#8220;In Washington, Planned Parenthood receives at least $22 million a year in Medicaid funding, which includes at least $11 million from the federal government,&#8221; the Governor&#8217;s Office <a href=\"https:\/\/governor.wa.gov\/news\/2025\/governor-ferguson-washington-will-cover-gap-caused-federal-attempt-defund-planned-parenthood\" target=\"_blank\" rel=\"noopener\">wrote<\/a>.<\/p>\n<p>The $11 million used to backfill the loss of federal dollars would come from the state Health Care Authority, Ferguson <a href=\"https:\/\/www.youtube.com\/watch?v=Z0zAd3i_1T4\" target=\"_blank\" rel=\"noopener\">said<\/a>.<\/p>\n<p>Jennifer M. Allen, CEO of Planned Parenthood Alliance Advocate, <a href=\"https:\/\/www.plannedparenthood.org\/planned-parenthood-great-northwest-hawaii-alaska-indiana-kentuck\/press\/planned-parenthood-thanks-governor-ferguson-for-defending-access-to-sexual-and-reproductive-health-care\" target=\"_blank\" rel=\"noopener\">praised<\/a> the decision, calling the move &#8220;critical to maintaining access to care to the best of Planned Parenthood\u2019s ability, and also still leaves the abortion safety net with an $8.5 million hole left by the state legislature\u2019s cut to the Abortion Access Project,&#8221; she stated.<\/p>\n<p>In <a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/d2\/1f\/d21f3503-7a93-4395-ba32-4d03f11c55a7\/2024_annual_report.pdf\" target=\"_blank\" rel=\"noopener\">2024<\/a>, Planned Parenthood of Greater Washington and North Idaho (PPGWNI) committed 4,633 abortions and &#8220;provided over $640,000 in financial assistance to patients seeking abortion care,&#8221; the affiliate&#8217;s report claimed.<\/p>\n<h2>Parting Thoughts:<\/h2>\n<p>NRO&#8217;s <a href=\"https:\/\/www.nationalreview.com\/corner\/what-defunding-planned-parenthood-for-a-year-will-do\/\" target=\"_blank\" rel=\"noopener\">analysis<\/a> found that prior to the BBB, &#8220;Planned Parenthood\u2019s affiliates ran a combined deficit of approximately $54 million in 2023, with $1.718 billion in revenue and $1.772 billion in expenses.&#8221; In addition, &#8220;Their combined program services revenue was approximately $978.6 million, the majority of which was from Medicaid reimbursements. The 28 Planned Parenthood affiliates with 990 forms or audits available for 2024 lost a combined $12.9 million.&#8221;<\/p>\n<p>Planned Parenthood has begun notifying clients that &#8220;<a href=\"https:\/\/thehill.com\/policy\/healthcare\/5378970-medicaid-cuts-senate-republicans\/\" data-type=\"link\" data-id=\"https:\/\/thehill.com\/policy\/healthcare\/5378970-medicaid-cuts-senate-republicans\/\">Medicaid coverage<\/a>\u00a0is\u00a0<a href=\"https:\/\/thehill.com\/policy\/healthcare\/5388133-planned-parenthood-sues-medicaid-funding\/\" data-type=\"link\" data-id=\"https:\/\/thehill.com\/policy\/healthcare\/5388133-planned-parenthood-sues-medicaid-funding\/\">no longer accepted<\/a> at their health centers,&#8221; reported <a href=\"https:\/\/thehill.com\/policy\/healthcare\/5395714-planned-parenthood-locations-medicaid-cuts\/\" target=\"_blank\" rel=\"noopener\">The Hill<\/a>.
