Two of these are curricula that are used in multiple states nationwide.<\/li>\n<li>Sex ed standards aligning with pro-abortion, pro-LGBTQ+ ideology is pervasive and nationwide, with certain groups rating states based upon how stridently they promote these ideologies.<\/li>\n<li>The Trump administration&#8217;s efforts to hold sex miseducators accountable is a step in the right direction, but more must be done to try to undo the damage of years \u2014 and even decades \u2014 of age-inappropriate sex ed.<\/li>\n<\/ul>\n<h2>The Details:<\/h2>\n<p><span style=\"font-weight: 400;\">On June 20, the Administration for Children and Families (ACF), a division of HHS, <\/span><a href=\"https:\/\/acf.gov\/sites\/default\/files\/documents\/fysb\/California-Noncompliance-Letter-FINAL.pdf\"><span style=\"font-weight: 400;\">sent a letter<\/span><\/a><span style=\"font-weight: 400;\"> to <\/span><a href=\"https:\/\/www.cdph.ca.gov\/Programs\/CFH\/DMCAH\/CA-PREP\/Pages\/default.aspx\"><span style=\"font-weight: 400;\">California\u2019s State Personal Responsibility Education Program<\/span><\/a><span style=\"font-weight: 400;\"> (CA PREP) advising the state to comply with the current administration requirement to eliminate \u201call gender ideology references\u201d from its sex ed curricula used in the program. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">In California&#8217;s case, non-compliance will mean the loss of <\/span><a href=\"https:\/\/www.thecentersquare.com\/california\/article_810634b1-2b5d-4637-97f1-4c53f177984c.html\"><span style=\"font-weight: 400;\">$6 million in federal funding<\/span><\/a>.<span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<h3>Targeting vulnerable minors<\/h3>\n<p><a href=\"https:\/\/acf.gov\/opre\/site_search?keyword=Personal+Responsibility+Education+Program\"><span style=\"font-weight: 400;\">PREP<\/span><\/a><span style=\"font-weight: 400;\"> provides federal funding for sex education programs for populations deemed &#8216;high risk&#8217; for STIs or teen pregnancies. According to <a href=\"https:\/\/acf.gov\/opre\/report\/personal-responsibility-education-program-prep-launching-nationwide-adolescent\">ACF<\/a>, participants in PREP are mostly minority children. Those deemed high risk often include:<\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">Minors in foster care <\/span><\/li>\n<li><span style=\"font-weight: 400;\">Juvenile detention facilities<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Some public schools<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Homeless shelters<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Like public schools, states receiving funding for PREP set guidelines for the program but must comply with federal requirements. Similarly, states and school districts dictate which curriculum to utilize for their respective state-run PREP.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The letter from ACF offers eight examples it has identified as violations of the Trump administration&#8217;s requirements. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">PREP-funded programs in multiple states contain similar (or identical) examples of transgender- and abortion-promoting propaganda passed off as sex ed curriculum for children. These target some of the most vulnerable minor populations in the country.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">ACF&#8217;s acting assistant secretary, Andrew Gradison, <\/span><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.desertsun.com\/story\/news\/nation\/california\/2025\/06\/20\/hhs-says-california-must-remove-gender-ideology-from-sex-ed-program\/84287150007\/\">stated<\/a>:<\/span><\/p>\n<p style=\"padding-left: 40px;\"><em><span style=\"font-weight: 400;\">The disturbing gender ideology content in California\u2019s PREP materials is both unacceptable and well outside the program\u2019s core purpose. ACF remains committed to radical transparency and providing accountability so that parents know what their children are being taught in schools.<\/span><\/em><\/p>\n<p>Elana Ross, spokesperson for Governor Gavin Newsom, <a href=\"https:\/\/www.thecentersquare.com\/california\/article_810634b1-2b5d-4637-97f1-4c53f177984c.html\">claimed<\/a> that the examples in the HHS letter are not part of California\u2019s officially mandated sex-ed curriculum found in CA PREP, as state laws generally dictate guidelines and parameters for a subject, not necessarily specific curriculum. <span style=\"font-weight: 400;\">Such decisions are typically left up to the districts.\u00a0<\/span><\/p>\n<p>But in reality, California&#8217;s state laws on sex ed are <em>fully in alignment<\/em> with the ideology the Trump administration is stating must be eliminated. In other words, virtually any sex ed curriculum allowed in the state of California likely already contains the gender ideology not allowed under ACF&#8217;s new PREP requirements.<\/p>\n<h3>The problem is pervasive<\/h3>\n<p><span style=\"font-weight: 400;\">Earlier this year, all states which receive funding by PREP were notified of changes to the requirements to remove gender ideology from curricula. According to <\/span><a href=\"https:\/\/www.nationalreview.com\/news\/trump-admin-tells-california-to-remove-gender-ideology-from-sex-education-program\/\"><span style=\"font-weight: 400;\">National Review<\/span><\/a><span style=\"font-weight: 400;\">, a spokeswoman for ACF stated that \u201cpro-abortion content would be outside of PREP\u2019s authorizing legislation.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A number of states across the nation follow the <\/span><a href=\"https:\/\/siecus.org\/resource\/national-sex-ed-standards-second-edition\/\"><span style=\"font-weight: 400;\">National Sexuality Education Standards<\/span><\/a><span style=\"font-weight: 400;\"> (NSES) or similar objectives. These standards for sex ed (and others used for subjects such as History, English, and Mathematics) also utilize \u201c<\/span><a href=\"https:\/\/www.newamerica.org\/education-policy\/edcentral\/six-states-have-now-passed-lgbtq-inclusive-curriculum-legislationeach-with-a-different-definition-of-inclusion\/\"><span style=\"font-weight: 400;\">inclusive<\/span><\/a><span style=\"font-weight: 400;\">\u201d language <\/span><a href=\"https:\/\/www.glsen.org\/activity\/inclusive-curriculum-guide\"><span style=\"font-weight: 400;\">tailored<\/span><\/a><span style=\"font-weight: 400;\"> to LGBTQ student populations. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">These are the same <a href=\"https:\/\/archive.liveaction.org\/news\/?s=sex+ed\">programs<\/a> that openly advocate for abortion, masturbation, and pornography \u2014 and promote Planned Parenthood<\/span><span style=\"font-weight: 400;\">.\u00a0\u00a0<\/span><\/p>\n<h2>Zoom In:<\/h2>\n<h3><b>\u201cRights, Respect, Responsibility\u201d\u00a0<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">One of the sex ed curricula specifically mentioned in the ACF letter is \u201cRights, Respect, Responsibility,\u201d created by Advocates for Youth (AFY). This curriculum is promoted by the <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/defund-planned-parenthood-extremist-coalition-sex-miseducators\/\"><span style=\"font-weight: 400;\">Future of Sex Education<\/span><\/a><span style=\"font-weight: 400;\"> (FoSE) coalition, which includes Planned Parenthood.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Live Action News has <a href=\"https:\/\/archive.liveaction.org\/news\/defund-planned-parenthood-extremist-coalition-sex-miseducators\/\">exposed<\/a> the sexually explicit, pro-abortion, &#8220;gender-affirming&#8221; curriculum <\/span><span style=\"font-weight: 400;\">which includes the 3R\u2019s. AFY describes this curriculum as \u201c<\/span><span style=\"font-weight: 400;\">Inclusive for issues related to sexual orientation and gender identity.\u201d <\/span><\/p>\n<p><span style=\"font-weight: 400;\">In other words, like all Planned Parenthood and FoSE backed sex ed curriculum, the 3R\u2019s used in California and multiple other school districts across the country, is crafted with \u201c<\/span><a href=\"https:\/\/www.3rs.org\/\"><span style=\"font-weight: 400;\">inclusivity<\/span><\/a><span style=\"font-weight: 400;\">\u201d throughout the curriculum. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">In fact, <a href=\"https:\/\/www.3rs.org\/download-3rs\/\">entire lessons<\/a> are based on transgender ideology:<\/span><\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter wp-image-333438\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2025\/06\/RRR-Lesson-Sample.jpg\" alt=\"\" width=\"700\" height=\"903\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2025\/06\/RRR-Lesson-Sample.jpg 1230w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2025\/06\/RRR-Lesson-Sample-233x300.jpg 233w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2025\/06\/RRR-Lesson-Sample-543x700.jpg 543w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2025\/06\/RRR-Lesson-Sample-768x990.jpg 768w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2025\/06\/RRR-Lesson-Sample-1191x1536.jpg 1191w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2025\/06\/RRR-Lesson-Sample-500x645.jpg 500w\" sizes=\"(max-width: 700px) 100vw, 700px\" \/><\/p>\n<h3><b>Teen Talk<\/b><span style=\"font-weight: 400;\">\u00a0<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">Another sex ed curriculum referenced in the letter is \u201cTeen Talk,\u201dfrequently promoted and used by Planned Parenthood and flagged by <\/span><a href=\"http:\/\/stopcse.org\/\"><span style=\"font-weight: 400;\">StopCSE.org<\/span><\/a> <span style=\"font-weight: 400;\">as extremely <\/span><a href=\"https:\/\/www.comprehensivesexualityeducation.org\/wp-content\/uploads\/15-Harmful-Elements-Teen-Talk-MS-2019-FINAL.pdf\"><span style=\"font-weight: 400;\">explicit and inappropriate<\/span><\/a><span style=\"font-weight: 400;\"> for children.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Varying versions of \u201cTeen Talk\u201d are used in districts across California. <\/span><a href=\"https:\/\/cdn.plannedparenthood.org\/uploads\/filer_public\/71\/4b\/714b05ea-6de9-4f2e-8926-dea00c7d9f35\/ceodteentalkflyer_printfile_noprintlines_07062023.pdf\"><span style=\"font-weight: 400;\">Orange and San Bernardino Counties<\/span><\/a><span style=\"font-weight: 400;\"> and an Amador County Unified School District <\/span><a href=\"https:\/\/amadorhs.amadorcoe.org\/74133_2\"><span style=\"font-weight: 400;\">High School<\/span><\/a><span style=\"font-weight: 400;\"> use a version of \u201c<\/span><a href=\"https:\/\/teentalk.ca\/service-providers\/\"><span style=\"font-weight: 400;\">Teen Talk<\/span><\/a><span style=\"font-weight: 400;\">\u201d from Canada which is littered with transgender ideology and pro-abortion propaganda.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For example, to describe the anatomy of the vulva, the curriculum (in the <\/span><a href=\"https:\/\/teentalk.ca\/wp-content\/uploads\/2017\/01\/Teen-Talk-Activities-Binder-2019.pdf\"><span style=\"font-weight: 400;\">Activities Binder<\/span><\/a><span style=\"font-weight: 400;\"> at <\/span><a href=\"https:\/\/amadorhs.amadorcoe.org\/74133_2\"><span style=\"font-weight: 400;\">Amador High School<\/span><\/a>)<span style=\"font-weight: 400;\">\u00a0instructs: \u201cNote: We avoid calling this a \u201cfemale\u201d body, as many Two-Spirit, transgender and gender non-conforming people may have a vulva and may not identify as female\u201d (p. 61).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The same Activity Binder uses \u201cValue Statements\u201d to coach students to agree with beliefs such as:\u00a0<\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">&#8220;I believe that masturbation (touching yourself for sexual pleasure) is okay\u201d (p. 40) <\/span><\/li>\n<li><span style=\"font-weight: 400;\">\u201cI believe that a person who is pregnant should have the option to have an abortion\u201d (p. 41) <\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The Activity Binder also lists masturbation, phone sex\/sexting, and oral\/anal sex as \u201cFun and Safe Activities&#8221; (p. 49).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In Orange and San Bernardino Counties, Planned Parenthood targets minors in foster care by offering them gift cards to attend the corporation&#8217;s <a href=\"https:\/\/fosterreprohealth.org\/wp-content\/uploads\/2025\/05\/TTFY_Summer-Series-Flyer_2025.pdf\">online summer camp<\/a>.<\/span><\/p>\n<h2><b>Why It Matters:<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">As Live Action News has extensively reported on the broad reach of &#8220;gender-affirming&#8221; Other districts in the state offer Planned Parenthood-led after school programs using the \u201cTeen Talk\u201d curriculum.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Washington State <\/span><a href=\"https:\/\/ospi.k12.wa.us\/sites\/default\/files\/2024-08\/reviewed-materials-state-requirements-2021-24.pdf\"><span style=\"font-weight: 400;\">utilizes<\/span><\/a><span style=\"font-weight: 400;\"> AFY\u2019s \u201cRights, Respect, Responsibility\u201d curriculum, Teen Talk, and several other sex ed curricula that includes transgender ideology.\u00a0\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">According to <\/span><a href=\"https:\/\/siecus.org\/stateprofiles\/connecticut-state-profile\/\"><span style=\"font-weight: 400;\">SIECUS<\/span><\/a><span style=\"font-weight: 400;\">, in Connecticut, \u201c<\/span><span style=\"font-weight: 400;\">Planned Parenthood of Southern New England offer programming for public, private, and charter schools in addition to community-based organizations and after school programs.\u201d\u00a0\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Illinois requires the NSES be aligned with sex ed curriculum used in the state.<\/span><\/li>\n<\/ul>\n<h2><b>The Bottom Line:<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Considering the fact that PREP funds are intended to mostly serve \u201cat-risk\u201d youth, it becomes clearer how the FoSE coalition seeks to indoctrinate the minds of these children to create lifelong <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-abortion-hand-transgender-profits\/\"><span style=\"font-weight: 400;\">Planned Parenthood<\/span><\/a><span style=\"font-weight: 400;\"> clientele. <\/span><span style=\"font-weight: 400;\">Tragically, it was <\/span><a href=\"https:\/\/www.thecentersquare.com\/california\/article_da787bce-8659-11ef-b38d-1774e4b6eec8.html\"><span style=\"font-weight: 400;\">reported<\/span><\/a><span style=\"font-weight: 400;\"> that at least 2,084 children underwent state-funded, life-altering \u201cgender transitioning\u201d medical procedures from 2019-2023. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">While efforts by the ACF under the current administration are a very small step in the right direction, so much more must be done.
