Telehealth abortions provided into states with 6-week bans have increased; some of the increase into states with 6-week bans was due to the states switching from having telehealth restrictions to having 6-week bans during this time period. <\/em><\/p>\n<p style=\"padding-left: 40px;\"><em>Telehealth abortions provided into states with total bans increased substantially by the end of 2024.<\/em><\/p>\n<p>#WeCount&#8217;s <a href=\"https:\/\/societyfp.org\/wp-content\/uploads\/2025\/06\/WeCount-Report-9-December-2024-data.pdf\" target=\"_blank\" rel=\"noopener\">June 2025 report<\/a> showed higher overall abortions in 2024 than previous years, conflicting somewhat with an analysis by the Guttmacher Institute, which <a href=\"https:\/\/archive.liveaction.org\/news\/new-report-abortion-numbers-end-roe\/\" target=\"_blank\" rel=\"noopener\">showed<\/a> abortions nationwide were &#8220;stabilizing.&#8221;<\/p>\n<p>#WeCount&#8217;s abortion total for 2024 is <em>more than 9% higher<\/em> that the estimated \u201c1,038,100 clinician-provided abortions in states without total abortion bans in 2024&#8243; that was <a href=\"https:\/\/archive.liveaction.org\/news\/new-report-abortion-numbers-end-roe\/\" target=\"_blank\" rel=\"noopener\">reported<\/a> by Guttmacher earlier this year. This is likely due to #WeCount&#8217;s estimated counts of abortion pills shipped into states with pro-life protections.<\/p>\n<p>&#8220;In 2024, 1.14 million abortions occurred in the US, the largest number of abortions in the US in recent years. Wade<\/em>, pro-abortion states have <a href=\"https:\/\/archive.liveaction.org\/news\/pro-abortion-shield-laws-prosecution-states\/\" target=\"_blank\" rel=\"noopener\">passed<\/a> a litany of pro-abortion <strong>shield laws<\/strong> to thwart <a href=\"https:\/\/archive.liveaction.org\/news\/ny-official-enforces-shield-law-abortionist\/\" target=\"_blank\" rel=\"noopener\">criminal<\/a> or <a href=\"https:\/\/archive.liveaction.org\/news\/louisiana-lawmakers-advance-lawsuits-facilititating-abortion\/\" target=\"_blank\" rel=\"noopener\">civil<\/a> charges against abortionists filed by those in other states. This protects Big Abortion, <a href=\"https:\/\/archive.liveaction.org\/news\/shielding-abortion-providers-consequences-women-risk\/\" target=\"_blank\" rel=\"noopener\">not women and teens<\/a>.<\/p>\n<p>&#8220;During the last six months of 2023, only about 18 percent of abortions were done by telehealth. However, by the last quarter of 2024, over 25 percent of abortions were taking place via telehealth,&#8221; <a href=\"https:\/\/www.nationalreview.com\/corner\/new-wecount-data-purportedly-show-increasing-abortion-numbers-in-2024\/\" target=\"_blank\" rel=\"noopener\">wrote<\/a> Dr. Michael New, who analyzed the report. He added:<\/p>\n<p style=\"padding-left: 40px;\"><em>Furthermore, the data indicates that telehealth abortions are being facilitated by state-level shield laws. Shield laws make it more difficult for pro-life states to prosecute physicians who prescribe chemical abortions remotely. <\/em><\/p>\n<p style=\"padding-left: 40px;\"><em>The #WeCount estimates indicate that nearly half of the telehealth abortions that took place in 2024 were administered by physicians in states with shield laws.<\/em><\/p>\n<p>New added that &#8220;The project found that in 2024, 1,142,230 abortions were performed \u2014 a reported increase of more than 8 percent from the previous year. A key finding from the #WeCount report was that over 21 percent of all abortions that took place in 2024 were done via telehealth.&#8221;<\/p>\n<p>But while this may explain an increase, there is skepticism that there has even <em>been<\/em> a true increase.<\/p>\n<h3>Skewing the numbers?<\/h3>\n<p>New previously <a href=\"https:\/\/archive.liveaction.org\/news\/reasons-view-wecount-2024-abortion-estimates\/\" target=\"_blank\" rel=\"noopener\">pointed out<\/a> that pro-lifers should &#8220;view with some skepticism the abortion estimates from the Society of Family Planning,&#8221; <a href=\"https:\/\/archive.liveaction.org\/news\/reasons-view-wecount-2024-abortion-estimates\/\" target=\"_blank\" rel=\"noopener\">writing<\/a> of #WeCount&#8217;s previous data:<\/p>\n<p style=\"padding-left: 40px;\"><em>Telehealth abortions are self-reported by companies that send abortion pills through the mail. These companies may have incentives to inflate their numbers.<\/em><\/p>\n<p>Live Action News also previously <a href=\"https:\/\/archive.liveaction.org\/news\/3-things-wecount-abortion-increase\/\" target=\"_blank\" rel=\"noopener\">pointed out<\/a> limitations to the accuracy and comprehensiveness of the previous #WeCount data, because in past reports SFP <a href=\"https:\/\/societyfp.org\/wp-content\/uploads\/2023\/10\/WeCountReport_10.16.23.pdf\">admitted<\/a> that <em>only 82%<\/em> of the abortion facilities known to them provided data.<\/p>\n<p>In its June 2025 report, #WeCount <a href=\"https:\/\/societyfp.org\/wp-content\/uploads\/2025\/06\/WeCount-Report-9-December-2024-data.pdf\" target=\"_blank\" rel=\"noopener\">admits<\/a> that its &#8220;[c]ounts are an underrepresentation of all abortions in the US&#8221; and that the group does not &#8220;have estimates of the proportion of people who did not take the medications sent to them.&#8221; The group admitted:<\/p>\n<p style=\"padding-left: 40px;\"><em>Some people may not have taken the pills, and we do not have an estimate of that. <\/em><\/p>\n<p style=\"padding-left: 40px;\"><em>Use of shield laws to provide abortion via telehealth into states with total or 6-week abortion bans or with telehealth abortion restrictions started in July 2023, and #WeCount began to count abortions provided under shield laws at that time. <\/em><\/p>\n<p style=\"padding-left: 40px;\"><em>Because of this transition in abortion provision, #WeCount does not have a comparator for previous months.<\/em><\/p>\n<p>This was also pointed out by Dr. New, who <a href=\"https:\/\/www.nationalreview.com\/corner\/new-wecount-data-purportedly-show-increasing-abortion-numbers-in-2024\/\" target=\"_blank\" rel=\"noopener\">wrote<\/a> (emphases added):<\/p>\n<p style=\"padding-left: 40px;\"><em>Not surprisingly, there is less here than meets the eye. An important reason why the #WeCount project reported increasing abortion numbers in 2024 <strong>is because it started counting telehealth abortions only in July 2023<\/strong>. <\/em><\/p>\n<p style=\"padding-left: 40px;\"><em>It is certainly plausible that telehealth abortions became more prevalent in 2024. <strong>However, the fact that the project counted no telehealth abortions in the first six months of 2023 certainly skews the numbers<\/strong>. <\/em><\/p>\n<p style=\"padding-left: 40px;\"><em>It also means that the overall 2024 abortion estimates should not be directly compared with the overall 2023 estimates.<\/em><\/p>\n<h2><strong>The Background:<\/strong><\/h2>\n<p>Since the\u00a0<em>Dobbs\u00a0<\/em>decision in 2022, two agencies have attempted to publish\u00a0<em>estimated<\/em> abortion data: the Guttmacher Institute and the Society of Family Planning (SFP) \u2014 or #WeCount.<\/p>\n<h3>Guttmacher&#8217;s Data Collection<\/h3>\n<p>Now, instead of reporting updated data every few years or so as it did prior to\u00a0<em>Dobbs<\/em>, Guttmacher has chosen to publish\u00a0monthly abortion\u00a0<em>estimates<\/em> on a regular basis. Guttmacher&#8217;s monthly <a href=\"https:\/\/www.guttmacher.org\/report\/stability-number-abortions-2023-2024-us-states-without-total-bans-masks-major-shifts-access\">study<\/a> \u201cestimates the number of clinician-provided abortions that take place each month in each US state without a total ban,\u201d but excludes \u201cany abortions provided in states with total bans\u201d as well as those obtained through online pharmacies or other means. This methodology is <a href=\"https:\/\/archive.liveaction.org\/news\/abortions-skyrocketing-63-percent-abortion-pill\/\" target=\"_blank\" rel=\"noopener\">less reliable<\/a> that what had been collected previous to the fall of Roe.<\/p>\n<p>Guttmacher data now &#8220;<strong>exclude[s] any abortions provided in states with total bans<\/strong>\u00a0(through shield law provision, community health networks, online pharmacies or other means),\u201d Guttmacher wrote, \u201cand therefore represent an underestimate of the total number of abortions nationally\u201d (emphasis added).<\/p>\n<p>In April, Live Action News <a href=\"https:\/\/archive.liveaction.org\/news\/report-telehealth-abortions-on-rise\/\" target=\"_blank\" rel=\"noopener\">reported<\/a> that <a href=\"https:\/\/archive.liveaction.org\/news\/new-report-abortion-numbers-end-roe\/\" target=\"_blank\" rel=\"noopener\">estimations<\/a> provided by Guttmacher show that 14% of its recorded abortions in 2024 were via online abortion appointments, up from 10% in 2023, an increase of about 40,000 abortions. In <a href=\"https:\/\/societyfp.org\/wp-content\/uploads\/2024\/07\/WeCount-Report-7-Mar-2024-data.pdf\" target=\"_blank\" rel=\"noopener\">March of 2024<\/a>, #WeCount data found that in the first three months of 2024, the number of abortions increased by 13.8 percent and noted that telehealth abortions were on the rise.<\/p>\n<p>By April 2025, Guttmacher&#8217;s analysis also <a href=\"https:\/\/archive.liveaction.org\/news\/new-report-abortion-numbers-end-roe\/\" target=\"_blank\" rel=\"noopener\">revealed<\/a> that telehealth\u2019 abortion increased in 2024, though most abortions still took place in brick-and-mortar facilities.<\/p>\n<h3>#WeCount&#8217;s Data Collection<\/h3>\n<p>#WeCount claims to gather data from a &#8220;database of all clinics, private medical offices, hospitals, and virtual clinic providers in the US known to offer abortion care&#8230;&#8221;<\/p>\n<p>However, unlike Guttmacher, #WeCount claims their &#8220;report also includes abortions provided under shield laws by US-based licensed providers who are following their own state law.
