Prior to 2000, there were 1,100 SBHCs in the country; by 2015, there were 3,000.<\/li>\n<li>Pro-abortion groups have admitted that SBHCs have not definitively improved teen pregnancy rates.<\/li>\n<\/ul>\n<h2><strong>The Details:<\/strong><\/h2>\n<h3>What is a SBHC?<\/h3>\n<p><span style=\"font-weight: 400;\">A <\/span><a href=\"https:\/\/uscode.house.gov\/view.xhtml?req=(title:42+section:280h-5+edition:prelim)\"><span style=\"font-weight: 400;\">school-based health center<\/span><\/a><span style=\"font-weight: 400;\"> (SBHC) is a clinic that provides comprehensive primary health services during school hours to children and adolescents, staffed by health professionals who are supposed to adhere to established standards, community practices, reporting laws, and other state regulations \u2014 including parental consent and notification laws that align with federal law. The alleged intent is to ensure that impoverished students have access to health care.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Unfortunately, some SBHCs are used as tools to promote a hypersexualized agenda, influencing youth who spend most of their time away from their parents in public schools. Many SBHC sponsors are funded through the <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-small-percentage-title-x-providers\/\"><span style=\"font-weight: 400;\">Title X<\/span><\/a> federal family planning program. As a sponsoring agency for many SBHCs, <a href=\"https:\/\/www.plannedparenthood.org\/files\/7514\/1824\/3677\/PPNYC_Priorities_for_New_Mayor_011514.pdf\">Planned Parenthood<\/a> is a vocal supporter of the expansion of the program.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">If the true intent of SBHCs is to provide health care access for impoverished children, why do they offer controversial things such as birth control and &#8220;gender-affirming care&#8221; \u2014 circumventing any parental knowledge?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Monica Cline, founder of \u201c<\/span><a href=\"https:\/\/www.monicacline.com\/ourfounder\"><span style=\"font-weight: 400;\">It Takes a Family<\/span><\/a><span style=\"font-weight: 400;\">\u201d and Former Sex Educator and Title X training manager for Planned Parenthood, has the answer. She gives a stark warning to parents, telling Live Action News, \u201cPARENTS BEWARE. <\/span><\/li>\n<li><span style=\"font-weight: 400;\"><strong>1994<\/strong>: Elders expresses support for a &#8220;nationwide distribution program for contraceptive devices, birth control pills, and condoms&#8221; that she felt would &#8220;reduce unintended pregnancy and reduce disease.&#8221;<\/span><\/li>\n<li><span style=\"font-weight: 400;\">By <strong>1998-99<\/strong>, <\/span><a href=\"https:\/\/healthinschools.gwu.edu\/history\"><span style=\"font-weight: 400;\">more than 1,100 SBHCs<\/span><\/a> a<span style=\"font-weight: 400;\">re reported nationwide<\/span><\/li>\n<\/ul>\n<h3>2000s-Current<\/h3>\n<ul>\n<li><span style=\"font-weight: 400;\"><strong>2015<\/strong>:<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><a href=\"https:\/\/www.guttmacher.org\/gpr\/2015\/04\/meeting-sexual-and-reproductive-health-needs-adolescents-school-based-health-centers#chart\"><span style=\"font-weight: 400;\">Guttmacher Institute<\/span><\/a><span style=\"font-weight: 400;\"> reports 3,000 SBHCs nationwide <\/span><\/li>\n<li><span style=\"font-weight: 400;\">Guttmacher admits SBHCs &#8220;may indeed provide nondirective pregnancy counseling and referral, and abortion care,&#8221; noting, &#8220;a number of SBHCs are working within their communities to overcome opposition\u2014and they are meeting with some success.&#8221;\u00a0<\/span><\/li>\n<\/ul>\n<h2>Reality Check:<\/h2>\n<h3><b>SBHCs and teen pregnancy<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Despite the initial aim of SBHCs to prevent teen pregnancy, little evidence suggests they reduce youth sexual engagement or pregnancy rates. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Similar to explicit sex education (<\/span><a href=\"https:\/\/archive.liveaction.org\/news\/selling-sex-schools-ed-designed-failure\/\"><span style=\"font-weight: 400;\">linked to increased promiscuity and risky sexual behavior<\/span><\/a>),<span style=\"font-weight: 400;\"> some studies indicate that &#8220;reproductive health care&#8221; in SBHCs has not improved national teen pregnancy rates. <\/span><a href=\"https:\/\/www.guttmacher.org\/gpr\/2015\/04\/meeting-sexual-and-reproductive-health-needs-adolescents-school-based-health-centers#chart\"><span style=\"font-weight: 400;\">Guttmacher admitted<\/span><\/a>,\u00a0<span style=\"font-weight: 400;\">&#8220;The evidence on the impact of SBHCs on adolescent sexual and reproductive health remains limited.&#8221; <\/span><\/p>\n<p><span style=\"font-weight: 400;\">A 1994 review by <\/span><a href=\"https:\/\/www.etr.org\/about-us\/\"><span style=\"font-weight: 400;\">Education Training Research<\/span><\/a><span style=\"font-weight: 400;\"> (ETR, a Planned Parenthood education arm) <\/span><a href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/instance\/1403498\/pdf\/pubhealthrep00060-0037.pdf\"><span style=\"font-weight: 400;\">found it<\/span><\/a><span style=\"font-weight: 400;\"> &#8220;unclear whether school-based or school-linked reproductive health services&#8230; significantly decrease pregnancy or birth rates.&#8221;\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A 2015 <\/span><a href=\"https:\/\/www.reliasmedia.com\/articles\/135408-access-to-contraception-and-school-based-health-one-strategy-for-preventing-teen-pregnancy#:~:text=More%20than%2080%25%20of%20school,and%20contraceptive%20counseling%20(64%25).&amp;text=While%20contraceptive%20counseling%20is%20reported,are%20prohibited%20from%20dispensing%20contraceptives.&amp;text=While%20state%20laws%20or%20regulations,according%20to%20that%20census%20report\"><span style=\"font-weight: 400;\">Contraceptive Technology Update<\/span><\/a><span style=\"font-weight: 400;\"> report indicated that 64% of SBHCs provided &#8220;contraceptive counseling.&#8221; In the same year, <\/span><a href=\"https:\/\/www.guttmacher.org\/gpr\/2015\/04\/meeting-sexual-and-reproductive-health-needs-adolescents-school-based-health-centers#chart\"><span style=\"font-weight: 400;\">Guttmacher reported<\/span><\/a><span style=\"font-weight: 400;\"> that 37% of SBHCs nationwide dispensed contraceptives on-site and 72% offered &#8220;sexual orientation counseling.&#8221; This occurred while, according to Guttmacher, the number of SBHCs prohibited from providing birth control pills and condoms within their clinics continued to significantly decrease. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Though parents and guardians in more pro-life leaning states may believe SBHCs are not prescribing hormonal birth control in their states, SBHCs contracted with Title X-based sponsors very well could be \u2014 like they are <a href=\"https:\/\/x.com\/jaredlpatterson\/status\/1922639697228034461?s=46&amp;t=o3uSyB8uaFYHja2DYGyFTg\">in Texas<\/a>.\u00a0<\/span><\/p>\n<h3><b>Recent Alarming Cases\u00a0<\/b><\/h3>\n<p style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\"><a href=\"https:\/\/archive.liveaction.org\/news\/birth-control-implanted-school\/\"><strong>2019<\/strong><\/a>: A<\/span><span style=\"font-weight: 400;\"> 16-year-old student in a Maryland school fell ill after a school nurse incorrectly inserted Nexplanon, a long-term hormonal birth control, into her arm. While the student&#8217;s doctor required the mother&#8217;s consent to remove the contraception, no parental knowledge or consent was needed to insert the drug. According to reports, the Baltimore City Health Department stated that over 160 students in their public schools received birth control during the 2017-2018 school year.<\/span><\/p>\n<p style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\"><strong><a href=\"https:\/\/archive.liveaction.org\/news\/high-school-confidential-reproductive-health\/\">2024<\/a><\/strong>: A proposal for a SBHC was presented to parents and administrators at a <\/span><span style=\"font-weight: 400;\">school district in Maine, promising accessible health care. However, parental inquiries uncovered that the clinic&#8217;s services would include &#8220;transgender services&#8221; and &#8220;reproductive health care,&#8221; provided without parental consent.
