Under the new amendment, which was approved on June 3, couples have been given the &#8216;right&#8217; to decide when to have children, how many children to have, and how to space their children.<\/p>\n<p>Like countless other nations, Vietnam has been facing a decreasing birth rate and an aging population. According to the United Nations Population Fund (UNFPA), &#8220;Vietnam is in the period of population aging,&#8221; which is &#8220;progressing rapidly.&#8221;<\/p>\n<p>The switch from an aging to an &#8220;aged&#8221; population is expected to occur in 20 years.<\/p>\n<h3><strong>THE BACKSTORY:<\/strong><\/h3>\n<p>The two-child limit was implemented in the 1960s in Northern Vietnam to prevent supposed overpopulation. After North and South Vietnam were reunited, the two-child policy continued to be encouraged to bring about a &#8220;golden population,&#8221; and in 1993, it was formalized as a national policy.<\/p>\n<p>As a result&#8230;<\/p>\n<p>\u2192 The birth rate in Vietnam dropped to an <strong>all-time low<\/strong> of 1.91 children per woman in 2024, according to state media.<\/p>\n<p>\u2192 According to UNFPA, the proportion of citizens under 15 has <strong>plummeted<\/strong> from 43% to less than 25% of the entire population.<\/p>\n<p style=\"padding-left: 40px;\"><em><strong>FAST FACTS:<\/strong><\/em><\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li><a href=\"https:\/\/www.scmp.com\/news\/asia\/southeast-asia\/article\/3243777\/vietnam-struggles-high-abortion-rates-are-consequences-gender-selection\" target=\"_blank\" rel=\"noopener\">Gender-selective abortions<\/a> in Vietnam have <a href=\"https:\/\/archive.liveaction.org\/news\/vietnam-epidemic-sex-selective-abortion\/\">caused a gender imbalance<\/a>; globally, the <a href=\"https:\/\/ourworldindata.org\/grapher\/sex-ratio-at-birth\" target=\"_blank\" rel=\"noopener\">balance<\/a> is 105 boys born per 100 girls, but Vietnam&#8217;s reached 111 boys per 100 girls in 2024.<\/li>\n<li>Vietnam has the <a href=\"https:\/\/worldpopulationreview.com\/country-rankings\/abortion-rates-by-country\" target=\"_blank\" rel=\"noopener\">highest abortion rate<\/a> in the world (64 out of every 1,000 pregnancies end in abortion).<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h3>WHY IT MATTERS:<\/h3>\n<p>A declining birth rate can have negative economic impacts on nations.<\/p>\n<p>In 2000, the world\u2019s fertility rate was 2.7 births per woman \u2014 above the replacement rate of 2.1, which is considered stable. In 2023, that rate dropped to 2.3. With numerous countries now facing a fertility rate below 2.1, including the U.S., the workforce continues to shrink.<\/p>\n<p>As older generations die and there is no one born to replace them, there will be fewer young adults working to support the retired.\u00a0 \u201cThe implications are higher taxes, later retirements, lower real returns for savers and, possibly, government budget crises,\u201d noted <a href=\"https:\/\/www.economist.com\/leaders\/2023\/06\/01\/global-fertility-has-collapsed-with-profound-economic-consequences\" target=\"_blank\" rel=\"noopener\">The Economist<\/a>.<\/p>\n<p>But beyond this, the outlet says young people have what psychologists call \u201c<a href=\"https:\/\/archive.is\/o\/SGObD\/https:\/\/www.economist.com\/briefing\/2023\/05\/30\/its-not-just-a-fiscal-fiasco-greying-economies-also-innovate-less\" target=\"_blank\" rel=\"noopener\" data-analytics=\"in_body:link_4:para_5\" data-tegid=\"2hhac3i4ep1dnajm4n2d6tm8flduok94\">fluid intelligence<\/a>\u201d \u2014\u00a0the ability to think creatively to solve problems in entirely new ways.
