Kennedy, Jr. over a recent order to comply with President Trump\u2019s executive orders regarding biological sex, education, and racial discrimination. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">F<\/span><span style=\"font-weight: 400;\">ailure to comply will result in termination of government funding through the Teen Pregnancy Prevention Program (TPP). The impacted affiliates encompass more than 10 states which are seeking a preliminary and a permanent injunction against the new TPP Program funding requirements.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Planned Parenthood also <a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-hhs-sex-ed\/\">sued<\/a> the Trump administration in 2018, when the TPP Program was defunded. An unidentified HHS spokeswoman stated at the time, &#8220;Teen birth rates have been declining since 1992 and less than 1 percent of the teen population has been served by TPP. Of the 37 projects funded and evaluated for a 2016 report, <strong>73 percent had no impact or had a negative impact<\/strong> on teen behavior\u201d (emphasis added).<\/span><\/p>\n<h3><strong>KEY TAKEAWAYS:<\/strong><\/h3>\n<ul>\n<li>A number of Planned Parenthood affiliates have been ordered to come into compliance with five of President Trump&#8217;s Executive Orders (EOs) in order to keep taxpayer funding through the TPP Program. The lawsuit states that the government has invested over $100M annually since the inception of the TPP Program in 2010. The OPA website shows that Planned Parenthood affiliates receiving grants under TPP annually receive a total of more than $5.1 million, not including funding received from partnerships with other organizations.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Below is a breakdown of the funding received annually by the Planned Parenthood Plaintiff affiliates, according to the<\/span> <a href=\"https:\/\/opa.hhs.gov\/grant-programs\/teen-pregnancy-prevention-program\/tpp-grant-recipients\/current-tpp-grant-recipients\"><span style=\"font-weight: 400;\">HHS website<\/span><\/a><span style=\"font-weight: 400;\">:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Planned Parenthood of Greater New York: <\/span><b>$1,091,185<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Planned Parenthood Great Northwest, Hawai\u2019i, Alaska, Indiana, and Kentucky: <\/span><b>$487,013<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Planned Parenthood of the Heartland, Inc.: <\/span><b>$773,619<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Planned Parenthood Central Coast: <\/span><b>$798,640<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Planned Parenthood Mar Monte: <\/span><b>$985,867<\/b><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">In addition, Planned Parenthood does not want to comply with Trump\u2019s executive orders to affirm biological sex and keep radical indoctrination out of classrooms, instead preferring to promote LGBTQ ideology and promiscuity, grooming vulnerable children to become the corporation\u2019s customers.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The lawsuit notes that several of the Planned Parenthood affiliates in the case advance the LGBTQ+ agenda with youth. Planned Parenthood of Greater New York, for instance, targets youth aged 10-24 with its \u201cSTAR\u201d program as well as &#8220;youth who identify as LGBTQ+ [,] youth who are English language learners [,] and youth with intellectual and learning disabilities.\u201d\u00a0<\/span><\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/GfoZCtbvdhM?si=lYIC0IIk-zTi8xa8\" width=\"640\" height=\"355\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n<h3><\/h3>\n<h3><strong>THE BACKSTORY:<\/strong><\/h3>\n<p><span style=\"font-weight: 400;\">As Live Action News <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/abortion-business-provider-sex-education-children\/\"><span style=\"font-weight: 400;\">previously reported<\/span><\/a><span style=\"font-weight: 400;\">, the TPP Program is the<\/span> <a href=\"https:\/\/opa.hhs.gov\/grant-programs\/teen-pregnancy-prevention-program-tpp\/about-tpp\"><span style=\"font-weight: 400;\">government-based sexual education program<\/span><\/a> <span style=\"font-weight: 400;\">housed in the Office of Population Affairs (OPA) \u2014\u00a0a \u201cnational, evidence-based program that funds diverse organizations working to prevent teen pregnancy across the United States.\u201d <\/span><\/p>\n<p><span style=\"font-weight: 400;\">But the TPP Program <\/span><a href=\"https:\/\/opa.hhs.gov\/grant-programs\/teen-pregnancy-prevention-program\/tpp-grant-recipients\">is not<\/a> <span style=\"font-weight: 400;\">\u201cdiverse\u201d in its sex education providers. The few openly-listed Planned Parenthood affiliates listed as grantees are partners or umbrella groups for dozens of sex ed programs which encourage promiscuous behavior and normalize the idea of changing genders instead of promoting sexual risk avoidance and abstinence.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As the <\/span><a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/df\/ad\/dfada1ad-f2ef-4135-88c0-de97a2867a95\/ddc_25-cv-01334_dckt_000001_000_filed_2025-05-01.pdf\"><span style=\"font-weight: 400;\">lawsuit<\/span><\/a> <span style=\"font-weight: 400;\">states, Planned Parenthood is one of several non-profit organizations in the FY Tier 1 Cohort, which the Biden-era HHS approved in June 2023 to \u201cimplement five-year projects serving communities and populations with the greatest unmet needs and highest existing adolescent health disparities\u201d using millions of dollars in government grants.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As a participant in this Cohort, Planned Parenthood had to submit a non-compete application by April 15, 2025, to continue receiving funds for the project\u2019s third year. On March 31, HHS emailed the \u201cGuidance for Preparing a Non-Competing Continuation (NCC) Award Application\u201d (NCC Notice), requiring grantees to &#8220;demonstrate alignment with current Presidential Executive Orders.&#8221;\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Planned Parenthood is ordered to comply with the following EOs to continue receiving TPP funds:\u00a0 <\/span><\/p>\n<ul>\n<li><a href=\"https:\/\/www.federalregister.gov\/documents\/2025\/01\/30\/2025-02090\/defending-women-from-gender-ideology-extremism-and-restoring-biological-truth-to-the-federal\"><span style=\"font-weight: 400;\">Executive Order 14168:<\/span><\/a><span style=\"font-weight: 400;\"> \u201cDefending Women From Gender Ideology Extremism and Restoring Biological Truth to the Federal Government\u201d <\/span><\/li>\n<li><a href=\"https:\/\/www.federalregister.gov\/documents\/2025\/02\/03\/2025-02232\/ending-radical-indoctrination-in-k-12-schooling\"><span style=\"font-weight: 400;\">Executive Order 14190<\/span><\/a><span style=\"font-weight: 400;\">: \u201cEnding Radical Indoctrination in K-12 Schooling\u201d \u00a0<\/span><\/li>\n<li><a href=\"https:\/\/www.federalregister.gov\/documents\/2025\/02\/03\/2025-02194\/protecting-children-from-chemical-and-surgical-mutilation\"><span style=\"font-weight: 400;\">Executive Order 14187<\/span><\/a><span style=\"font-weight: 400;\">: \u201cProtecting Children From Chemical and Surgical Mutilation\u201d \u00a0<\/span><\/li>\n<li><a href=\"https:\/\/public-inspection.federalregister.gov\/2025-01953.pdf\"><span style=\"font-weight: 400;\">Executive Order 14151<\/span><\/a><span style=\"font-weight: 400;\">: \u201cEnding Radical and Wasteful Government DEI Programs and Preferencing\u201d <\/span><\/li>\n<li><a href=\"https:\/\/www.federalregister.gov\/documents\/2025\/01\/31\/2025-02097\/ending-illegal-discrimination-and-restoring-merit-based-opportunity\"><span style=\"font-weight: 400;\">Executive Order 14173<\/span><\/a><span style=\"font-weight: 400;\">: \u201cEnding Illegal Discrimination and Restoring Merit-Based Opportunity\u201d<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Planned Parenthood claims the NCC Notice sets forth a \u201csubstantial and onerous new requirement,\u201d arguing that the requirements are &#8220;impossibly vague&#8221; and undermine the TPP Program&#8217;s requirements and aims.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201c&#8230; To the extent they impose discernable standards at all, those standards would require funding recipients to violate the basic statutory requirements of the TPP program,\u201d reads the lawsuit.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Planned Parenthood says the NCC notice did not outline what it would mean for the corporation to align with the EOs, adding that, as none of the EOs specified mention teen pregnancy and sex education, it shouldn\u2019t have to comply.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Each of the listed Planned Parenthood affiliates stands to lose hundreds of thousands of dollars if it loses TPP funding.<\/span><\/p>\n<h3><strong>REALITY CHECK:<\/strong><\/h3>\n<p><span style=\"font-weight: 400;\">Planned Parenthood claims to use evidence-based and effective education strategies in line with TPP Program requirements to reduce teen pregnancy rates, but Planned Parenthood \u201csex ed\u201d programs encourage sexual behavior, which increases the risk of pregnancy.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The lawsuit lists some of Planned Parenthood\u2019s curriculum programs, claiming the programs are necessary and effective, including<\/span> <a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-infiltrates-ny-school\/\"><span style=\"font-weight: 400;\">Be Proud! Be Responsible!<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/www.comprehensivesexualityeducation.org\/cse-materials-index\/draw-the-line-respect-the-line\/\"><span style=\"font-weight: 400;\">Draw the Line<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/www.comprehensivesexualityeducation.org\/cse-materials-index\/making-proud-choices-5th-edition\/\"><span style=\"font-weight: 400;\">Making Proud Choices!<\/span><\/a><span style=\"font-weight: 400;\">, and<\/span><a href=\"https:\/\/www.comprehensivesexualityeducation.org\/cse-materials-index\/safer-choices\/\"><span style=\"font-weight: 400;\"> Safer Choices<\/span><\/a><span style=\"font-weight: 400;\">. These programs contain explicit material, promoting risky sexual behavior to youth.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Former Planned Parenthood <a href=\"https:\/\/archive.liveaction.org\/news\/abortion-business-provider-sex-education-children\/\">sex educator<\/a> Monica Cline<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><a href=\"https:\/\/www.washingtonexaminer.com\/opinion\/op-eds\/i-was-a-sex-educator-trained-by-planned-parenthood-here-is-what-i-taught-your-kids\"><span style=\"font-weight: 400;\">wrote in a piece for the Washington Examiner<\/span><\/a> <span style=\"font-weight: 400;\">that when she showed up to her job training, she believed she was there to encourage young people <\/span><i><span style=\"font-weight: 400;\">not<\/span><\/i><span style=\"font-weight: 400;\"> to have sex \u2014 and found that the opposite was true. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Cline was instructed to assume<\/span><span style=\"font-weight: 400;\">\u00a0that \u201ceveryone was doing it.\u201d She was led to collaborate with a group of young people who were asked to label sexual activities and body parts with slang terms. <\/span><a href=\"https:\/\/www.washingtonexaminer.com\/opinion\/op-eds\/i-was-a-sex-educator-trained-by-planned-parenthood-here-is-what-i-taught-your-kids\"><span style=\"font-weight: 400;\">Cline noted<\/span><\/a>:<\/p>\n<p style=\"padding-left: 40px;\"><em><span style=\"font-weight: 400;\">The terms are dehumanizing, and the activity serves to restructure their thoughts about their bodies, others\u2019 bodies, and the act of sex. <\/span><\/em><\/p>\n<p style=\"padding-left: 40px;\"><em><span style=\"font-weight: 400;\">Sexual intimacy is redefined from being special, for marriage or for having babies, to being crass, seeking pleasure over meaningful relationships, accepting STDs as a way of life, and terminating the lives of babies so we can worship our sexual rights without hindrance.<\/span><\/em><\/p>\n<p><span style=\"font-weight: 400;\">Planned Parenthood\u2019s sex education is designed to omit parents from the equation, said Cline. \u201cThat is why they say, \u2018Parents are a barrier to service.\u2019 Organizations like Planned Parenthood do not aspire for more in our children\u2019s lives. Their answer to happiness and empowerment is to have sex, use a condom, get tested, treated, and have an abortion.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Cline&#8217;s remarks reinforce what Live Action exposed in<\/span> <span style=\"font-weight: 400;\"><a href=\"https:\/\/www.liveaction.org\/what-we-do\/investigations\/disturbing-advice-on-sex\/\">its investigative series on Planned Parenthood\u2019s sex education<\/a>, which<\/span><span style=\"font-weight: 400;\">\u00a0revealed that \u201c[t]he motto at Planned Parenthood seems to be sex with no strings attached. <\/span><a href=\"https:\/\/www.youtube.com\/watch?v=u7oeSAOZwdk\"><span style=\"font-weight: 400;\">Teens are told<\/span><\/a> <span style=\"font-weight: 400;\">that they can have sex wherever, whenever, and with whomever \u2014 and anything goes, as long as it\u2019s consensual and contracepted.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Live Action News also noted that Planned Parenthood refuses to use an abstinence-only approach when teaching teenagers about pregnancy avoidance, openly mocking the commonsense, healthy, and <\/span><i><span style=\"font-weight: 400;\">guaranteed <\/span><\/i><span style=\"font-weight: 400;\">way to reduce prevent unwanted pregnancies.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to Planned Parenthood, any sex education that promotes avoiding sex until marriage is \u201c<\/span><a href=\"https:\/\/www.plannedparenthoodaction.org\/issues\/sex-education\/abstinence-only-programs\"><span style=\"font-weight: 400;\">shaming<\/span><\/a><span style=\"font-weight: 400;\">\u201d and<\/span> <a href=\"https:\/\/www.plannedparenthoodaction.org\/issues\/sex-education\/abstinence-only-programs\"><span style=\"font-weight: 400;\">doesn\u2019t work<\/span><\/a><span style=\"font-weight: 400;\">.
