Of the direct Title X family planning funding recipients in the U.S., 90% are not<\/em> Planned Parenthood facilities. Nine out of 86 Title X grant recipients for 2024<\/a> were Planned Parenthood facilities \u2014 and of all Title X service sites, the abortion corporation makes up a small, single-digit percentage.<\/p>\n

Yet the media would have the public believe that cutting Planned Parenthood funding would devastate women.<\/p>\n

As Live Action News previously reported<\/a>, “Women will not be harmed if Planned Parenthood is defunded; the abortion corporation serves just two percent<\/a> (2%) of all women of reproductive age in the United States, and its facilities are outnumbered 25 to 1<\/a> by Federally Qualified Health Centers (FQHCs), which can give low-income women the health care they and their children need \u2014 without<\/em> killing their preborn children.”<\/p>\n

The Title X program<\/a>, which to this day\u00a0allocates<\/a> millions of federal taxpayer dollars to Planned Parenthood and other family planning organizations, has historically been viewed with suspicion<\/a> for targeting \u201clow-income,\u201d impoverished Americans. There is good reason<\/a> for this.<\/p>\n

After all, Title X is administered<\/a> through the Office of Population Affairs (OPA) under the Department of Health and Human Services (HHS). As of 2025<\/a>, Title X operates with an annual budget of approximately $286.5 million.<\/p>\n

Federal programs like this one prohibit recipients<\/a> from committing acts of fraud, racism or discrimination, and require mandatory reporting<\/a> of sexual abuse and privacy protections<\/a>. As Live Action News previously<\/a> documented, Planned Parenthood has violated<\/a> these prohibitions. This should disqualify the corporation from receiving federal taxpayer dollars.<\/p>\n

Recipients and sub-recipients must comply with Title X rules<\/strong><\/p>\n

The Title X handbook for 2022<\/a> (updated\u00a0December of 2024<\/a>)\u00a0makes clear that “no provider of services under title X of the PHS Act shall be exempt from any State law requiring notification or the reporting of child abuse, child molestation, sexual abuse, rape, or incest” and that\u00a0recipients must protect patient privacy and they cannot discriminate<\/i> on the basis of race, religion, or sex, etc.<\/p>\n

The Title X program<\/a> consists of \u201cgrantees<\/a>,\u201d or \u201cdirect recipient[s]\u201d of Title X funds, defined<\/a> as \u201cthe entity that receives Federal financial assistance by means of a grant, and assumes legal and financial responsibility and accountability for the awarded funds, for the performance of the activities approved for funding and for reporting required information to the Office of Population Affairs.\u201d<\/p>\n

Title X<\/a> funding can also be sent from direct recipients to \u201csub-recipients\u201d (defined as<\/a> “entities<\/a> that provide family planning services with Title X funds under a written agreement with a grantee”), and the OPA says<\/a> the sub-recipient also has an “obligation… to comply with Title X requirements. A sub-recipient<\/a> “receives a sub-award from a pass-through entity to carry out part of a Federal program; but does not include an individual that is a beneficiary of such program. A subrecipient may also be a recipient of other Federal awards directly from a Federal awarding agency,” the Federal Registry<\/a> states.<\/p>\n

Planned Parenthood makes up a single-digit percentage of recipients<\/strong><\/p>\n

Planned Parenthood Action (PPACT) claims<\/a> that “300 Planned Parenthood health centers are in the Title X network.” The Office of Population Affairs claims<\/a> there are more than 4,000 clinics nationwide; Data.gov<\/a> has the number at about 4,400 centers serving “about 5 million clients each year,” adding that\u00a0“[s]ervices are provided through state, county, and local health departments; community health centers; Planned Parenthood centers; and hospital-based, school-based, faith-based, other private nonprofits.”<\/p>\n

This reveals that the abortion corporation likely makes up between seven to eight percent<\/strong><\/em> of all Title X locations.<\/p>\n

Three Planned Parenthood affiliates (PP of Southern New England, PP of Northern New England, and Virginia League for PP) were identified as direct grantees in the January 2025 Title X Family Planning Directory,<\/a> so far this year.<\/p>\n

Additional Planned Parenthood centers are listed as \u201csub-recipients\u201d or \u201cservice sites.\u201d<\/p>\n

Grantees also include one recipient which commits abortions and three which openly promote or refer for them:<\/p>\n
