Despite multiple privacy breaches, Planned Parenthood still received <a href=\"https:\/\/archive.liveaction.org\/news\/decade-planned-parenthood-abortions-high-health-plummet\/\" target=\"_blank\" rel=\"noopener\">nearly $700 million dollars<\/a> of taxpayer funding last year alone.<\/p>\n<p>In the\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/reject-planned-parenthood-eugenic-population-agenda-lives\/\" target=\"_blank\" rel=\"noopener\">first installment<\/a> of our <a href=\"https:\/\/archive.liveaction.org\/news\/musk-ramaswamy-defunding-planned-parenthood-trump\/\" target=\"_blank\" rel=\"noopener\">series<\/a>, we offered a glimpse into the organization\u2019s founding under the leadership of Margaret Sanger, later referred to as a racist white supremacist. In\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/reject-planned-parenthood-cashing-in-taxpayers-expense\/\" target=\"_blank\" rel=\"noopener\">part two<\/a> of the series, we exposed Planned Parenthood\u2019s insidious agenda to receive billions in taxpayer dollars under the guise of \u201cfamily planning.\u201d That program is known as Title X (pronounced \u201ctitle ten\u201d). In <a href=\"https:\/\/archive.liveaction.org\/news\/reject-planned-parenthood-failed-victims-sexual-abuse\/\" target=\"_blank\" rel=\"noopener\">part three<\/a>, we exposed how both Medicaid and Title X <a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-failed-follow-law-federal-funds\/\">require participants<\/a> to comply with state and federal laws regarding the reporting of child sexual abuse \u2014 something Planned Parenthood has repeatedly violated.<\/p>\n<p>Below is yet more evidence that DOGE needs to defund Planned Parenthood.<\/p>\n<h3><b>Planned Parenthood Privacy Breaches<\/b><\/h3>\n<p>Imagine Planned Parenthood sending your <a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2025\/03\/PP-HIPAA-Records-1201-1306.pdf\" target=\"_blank\" rel=\"noopener\">personal information,<\/a> including STD results, to the wrong person. Or having a note with your Planned Parenthood test results <em>taped to your apartment door<\/em> for anyone to see, or having your private medical information or <a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2025\/03\/PP-HIPAA-Records-201-300.pdf\" target=\"_blank\" rel=\"noopener\">test results<\/a> faxed or mailed to the wrong person. Or having your <a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2025\/03\/PP-HIPAA-Records-201-300.pdf\" target=\"_blank\" rel=\"noopener\">mother contacted<\/a> about your pregnancy decision, or your personal health information <a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2025\/03\/PP-HIPAA-Records-601-700.pdf\" target=\"_blank\" rel=\"noopener\">disclosed<\/a> to your cousin or <a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2025\/03\/PP-HIPAA-Records-1101-1200.pdf\" target=\"_blank\" rel=\"noopener\">partner<\/a>.<\/p>\n<p>Or what if Planned Parenthood staffers were <a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2025\/03\/PP-HIPAA-Records-201-300.pdf\" target=\"_blank\" rel=\"noopener\">disclosing<\/a> procedures, including <a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2025\/03\/PP-HIPAA-Records-1201-1306.pdf\" target=\"_blank\" rel=\"noopener\">abortions,<\/a> to <a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2025\/03\/PP-HIPAA-Records-1101-1200.pdf\" target=\"_blank\" rel=\"noopener\">people you knew<\/a>? What if staffers were telling your acquaintances that they <a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2025\/03\/PP-HIPAA-Records-101-200.pdf\" target=\"_blank\" rel=\"noopener\">saw<\/a> you at Planned Parenthood? What if you worked for Planned Parenthood, then received care there for an STD only to <a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2025\/03\/PP-HIPAA-Records-201-300.pdf\" target=\"_blank\" rel=\"noopener\">discover<\/a> that your <em>coworkers somehow knew your test results<\/em>? I (as well as others) have witnessed numerous HIPPA [sic] violations occurring at Planned Parenthood of Delaware. I reported these violations to Delaware Health and Social Services and was told that they (meaning DHSS) would report these violations to you&#8230; so I did not because I was told they were going to do so. In the meantime, DHSS stated that they were not going to report to your department. <\/em><\/p>\n<p style=\"padding-left: 40px;\"><em>I am not sure why they do not feel it is nessary [sic] but Planned Parenthood is in violation of HIPPA [sic] regulations. Patients have no privacy and are crammed into a recovery room where they sit beside one another listening to personal and private patient information. Please help me protect the patients at Planned Parenthood. It is not fair that their rights are being ignored.<\/em><\/p>\n<p>Of course, Planned Parenthood denied the accusations.<\/p>\n<p>Melody Meanor, the former Health Center Manager of Family Planning at Planned Parenthood of Delaware in Wilmington, went public to\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=mzt8u-LC34w\">expose<\/a>\u00a0the center\u2019s privacy policies. A\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=mzt8u-LC34w\">video<\/a>\u00a0and\u00a0<a href=\"https:\/\/web.archive.org\/web\/20190820051642\/http:\/\/www.greglavelle.com\/wp-content\/uploads\/2013\/07\/130730_MelodyMeanorTestimony.pdf\" target=\"_blank\" rel=\"noopener\">transcript<\/a>\u00a0of her statement is available online.<\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/mzt8u-LC34w?si=mK977yRbLbMM6_gX\" width=\"640\" height=\"355\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n<p>&nbsp;<\/p>\n<p>Live Action News previously sent a freedom of information request (FOIA) to OCR for documentation where Planned Parenthood failed to protect patient privacy. According to the <a href=\"https:\/\/www.hipaajournal.com\/planned-parenthood-ransomware-2024\/#:~:text=Martha%20Fuller%2C%20president%20and%20CEO,parts%20of%20its%20network%20offline.\" target=\"_blank\" rel=\"noopener\">HIPAA Journal<\/a>, between August 24, 2024, and August 28, 2024, a RansomHub ransomware attack against Planned Parenthood of Montana &#8220;accessed its network and exfiltrated copies of documents that contained some patient information&#8221; including &#8220;names, addresses, dates of birth, medical record numbers, health insurance information, and\/or clinical information, including provider name(s), date(s) of service, diagnosis information, treatment information, and\/or prescription information,&#8221; the HIPAA Journal reported. &#8220;RansomHub added Planned Parenthood to its dark web data leak site on September 4, 2024, and published screenshots of administrative, financial, and legal documents as evidence of the attack.&#8221;<\/p>\n<p>An April 2024 review of the\u00a0<a href=\"https:\/\/ocrportal.hhs.gov\/ocr\/breach\/breach_report.jsf;jsessionid=4A374055AC6766C8665B14ED8366C84E\" target=\"_blank\" rel=\"noopener\">Office for Civil Rights (OCR) notification portal<\/a>\u00a0<a href=\"https:\/\/ocrportal.hhs.gov\/ocr\/breach\/breach_report.jsf\" target=\"_blank\" rel=\"noopener\">archive page<\/a> revealed multiple privacy breaches against Planned Parenthood, including \u201chacking incidents,\u201d \u201cUnauthorized Access\/Disclosures,\u201d as well as an \u201cImproper Disposal\u201d of private client information. Last year, Planned Parenthood Los Angeles (PPLA) <a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-los-angeles-6m-data-breach\/\">reached<\/a> a \u201c$6 million settlement to resolve all claims&#8221; related to the <a href=\"https:\/\/archive.liveaction.org\/news\/data-breach-planned-parenthood-half-million-patients\/\">2021 data breach,<\/a>\u00a0reported the <a href=\"https:\/\/www.hipaajournal.com\/planned-parenthood-los-angeles-settlement-data-breach-lawsuit\/#:~:text=Planned%20Parenthood%20Los%20Angeles%20chose,to%20identity%20theft%20and%20fraud\">HIPAA Journal<\/a>.<\/li>\n<li style=\"font-weight: 400;\">Planned Parenthood of Metropolitan Washington, D.C. <a href=\"https:\/\/www.washingtonpost.com\/dc-md-va\/2021\/04\/16\/data-breach-planned-parenthood-dc\/\">revealed<\/a> that a \u201c<a href=\"https:\/\/ocrportal.hhs.gov\/ocr\/breach\/breach_report.jsf\">hacking incident<\/a>\u201d had affected 500 Planned Parenthood <a href=\"https:\/\/www.plannedparenthood.org\/planned-parenthood-metropolitan-washington-dc\/who-we-are\/reports-financials\/notice-our-patients-regarding-cyber-incident\">clients<\/a> (2021).<\/li>\n<li style=\"font-weight: 400;\">Planned Parenthood Great Plains <a href=\"https:\/\/www.plannedparenthood.org\/planned-parenthood-great-plains\/newsroom\/important-notification-blackbaud-data-breach\">posted a notice<\/a> regarding a <a href=\"https:\/\/www.thenonprofittimes.com\/npt_articles\/the-hack-of-blackbaud-damage-is-still-being-assessed\/\">security breach<\/a> at <a href=\"https:\/\/www.blackbaud.com\/securityincident\">Blackbaud<\/a>, a data management software and cloud computing software <a href=\"https:\/\/web.archive.org\/web\/20211214210056\/https:\/\/ago.vermont.gov\/blog\/2020\/11\/09\/planned-parenthood-notice-of-data-breach-to-consumers\/\">vendor<\/a> of Planned Parenthood Federation of America and <a href=\"https:\/\/web.archive.org\/web\/20220804171706\/https:\/\/apps.web.maine.gov\/online\/aeviewer\/ME\/40\/2a358b76-9430-4b6d-b9d2-b7c489dd3f47\/fd340b63-cf4b-4ec3-b192-1575f52eeedd\/document.html\">several affiliates<\/a>, which \u201ccompromised some donor data\u201d for <a href=\"https:\/\/web.archive.org\/web\/20200819044341\/https:\/\/www.plannedparenthood.org\/blackbaud-data-breach\">multiple<\/a> Planned Parenthood <a href=\"https:\/\/web.archive.org\/web\/20220809051118\/https:\/\/media.dojmt.gov\/wp-content\/uploads\/ppSamp.pdf\">affiliates<\/a> across the nation. <a href=\"https:\/\/web.archive.org\/web\/20211209104613\/https:\/\/www.doj.nh.gov\/consumer\/security-breaches\/documents\/planned-parenthood-new-england-20201106.pdf\">Planned Parenthood of Northern New England<\/a>, a Title X recipient, was among the affiliates affected by the 2020 Blackbaud <a href=\"https:\/\/web.archive.org\/web\/20220810005148\/https:\/\/apps.web.maine.gov\/online\/aeviewer\/ME\/40\/2a358b76-9430-4b6d-b9d2-b7c489dd3f47.shtml\">breach<\/a>, which exposed patient data (2020).<\/li>\n<li style=\"font-weight: 400;\">OCR <a href=\"https:\/\/ocrportal.hhs.gov\/ocr\/breach\/breach_report.jsf\">noted<\/a> a \u201cHacking\/IT\u201d incident at Planned Parenthood Metro Washington involving 142,982 clients. (2020)<\/li>\n<li style=\"font-weight: 400;\"><a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2019\/08\/PP-of-the-heartland-2018-OCR-breach_report-6.pdf\">Planned Parenthood of the Heartland<\/a> reported a <a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/49\/f6\/49f6c91f-ef33-421c-8a27-c6dba21bfb6f\/quad_cities_notice.pdf\">privacy breach<\/a> of <a href=\"https:\/\/ocrportal.hhs.gov\/ocr\/breach\/breach_report.jsf;jsessionid=D92B444FC07FA713E855E1AD07EEC7E0\">515 patients<\/a> at its center in <a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/49\/f6\/49f6c91f-ef33-421c-8a27-c6dba21bfb6f\/quad_cities_notice.pdf\">Bettendorf<\/a>,\u00a0Iowa (2018).<\/li>\n<li style=\"font-weight: 400;\"><a href=\"https:\/\/www.hipaajournal.com\/medstar-health-cardiology-associates-terminates-employee-for-phi-theft-3578\/\">Planned Parenthood of Greater Washington and North Idaho (PPGWNI)<\/a> <a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/79\/4b\/794b983d-4a90-43a0-9198-cfa864ee78fc\/dubuque_breach_notification.pdf\">notified<\/a> patients about a <a href=\"https:\/\/archive.liveaction.org\/news\/\/wp-content\/uploads\/2016\/09\/breach_report.pdf\">data security<\/a> \u201cerror\u201d involving <a href=\"https:\/\/archive.liveaction.org\/news\/private-information-planned-parenthood\/\">10,700 patients<\/a> (2016).<\/li>\n<li style=\"font-weight: 400;\"><a href=\"https:\/\/archive.liveaction.org\/news\/\/wp-content\/uploads\/2016\/09\/breach_report.pdf\">Planned Parenthood of the Heartland<\/a> <a href=\"http:\/\/www.kwwl.com\/story\/31860587\/2016\/05\/Sunday\/dubuques-planned-parenthood-is-officially-closed\">closed<\/a> its facility in <a href=\"https:\/\/archive.liveaction.org\/news\/private-information-planned-parenthood\/\">Dubuque<\/a>, Iowa, and <a href=\"http:\/\/www.kcrg.com\/content\/news\/Data-breach-for-2500-patients-at-Planned-Parenthood-in-Dubuque-385593421.html\">left<\/a> thousands of private medical records inside the building for months while the building was being shown and eventually sold. Planned Parenthood of the Heartland <a href=\"https:\/\/www.hipaajournal.com\/potential-privacy-breach-planned-parenthood-dubuque-health-center-3492\/\">reported<\/a>\u00a0the breach, affecting <a href=\"https:\/\/web.archive.org\/web\/20170517031909\/http:\/\/healthitsecurity.com\/news\/planned-parenthood-health-data-breach-affects-2k-patients\">2,506 individuals<\/a>, in July of 2016.<\/li>\n<li style=\"font-weight: 400;\"><a href=\"https:\/\/archive.liveaction.org\/news\/\/wp-content\/uploads\/2016\/09\/breach_report.pdf\">Planned Parenthood Southwest Ohio<\/a> Region at PP Elizabeth Campbell Center in Cincinnati left a storage location that housed private prescription medical logs unlocked, which was later placed in the trash dumpster then emptied by the trash collector (2014). A 2015 OCR report shows an impact of 5,000 clients.<\/li>\n<li style=\"font-weight: 400;\">Planned Parenthood in Trexlertown, Pennsylvania, violated the Federal Standards for Privacy Identifiable Health Information after sending a bill for a patient to the wrong person, according to a <a href=\"https:\/\/www.liveactionnews.org\/wp-content\/uploads\/2016\/09\/174206.pdf\">complaint<\/a> received by Office of Civil Rights (OCR) in 2014.<\/li>\n<\/ul>\n<p>Additional privacy breaches alleged against Planned Parenthood include:<\/p>\n<ul>\n<li>A\u00a0<strong>California Planned Parenthood<\/strong>\u00a0patient reported that following her visit, she received two\u00a0text messages from an anonymous number, reading,\u00a0\u201c<em>Damn, you have an STD WOW.\u201d<\/em><\/li>\n<li>A\u00a0<strong>Napa Planned Parenthood<\/strong>\u00a0receptionist\u00a0<a href=\"https:\/\/web.archive.org\/web\/20170224080536\/https:\/\/www.cdph.ca.gov\/certlic\/facilities\/Documents\/PlannedParenthoodNapaCenterAPBreach110010302.pdf\" target=\"_blank\" rel=\"noopener\">admitted<\/a>\u00a0to state officials that she had looked at private patient records because she was curious.<\/li>\n<li>Alleged Planned Parenthood patient wrote online, \u201ca worker there told a family member of mine about my privacy.\u201d<\/li>\n<li>In 2011, OCR received a\u00a0<a href=\"https:\/\/www.liveactionnews.org\/wp-content\/uploads\/2016\/09\/133148.pdf\">complaint<\/a>\u00a0alleging that a worker\u00a0at\u00a0<strong>Planned Parenthood in New York<\/strong>\u00a0\u201cimpermissibly disclosed\u201d the complainant\u2019s health information to her sister\u2019s friend.<\/li>\n<li>In 2012, a complainant\u00a0<a href=\"https:\/\/www.liveactionnews.org\/wp-content\/uploads\/2016\/09\/138698.pdf\">informed<\/a>\u00a0the governing body that she had received a call from\u00a0<strong>Planned Parenthood of Northeast Ohio<\/strong>\u00a0asking her to contact them regarding recent test results. During the call, it was determined that she was not the correct patient.<\/li>\n<li>In 2013, a\u00a0<a href=\"https:\/\/www.liveactionnews.org\/wp-content\/uploads\/2016\/09\/168325.pdf\">complaint<\/a>\u00a0was filed against a\u00a0<strong>Planned Parenthood in Chicago, Illinois<\/strong>,\u00a0which alleged that an employee impermissibly disclosed her private health information to a third party on Facebook.<\/li>\n<li>A\u00a0<a href=\"https:\/\/www.liveactionnews.org\/wp-content\/uploads\/2016\/09\/174206.pdf\">complaint<\/a>\u00a0received by OCR in 2014 alleged that a\u00a0<strong>Planned Parenthood in<\/strong>\u00a0<strong>Trexlertown, Pennsylvania,\u00a0<\/strong>violated the Federal Standards for Privacy Identifiable Health Information after sending a bill for a patient to the wrong person.<\/li>\n<\/ul>\n<h3><strong>Planned Parenthood Tax Funding Continues Despite Privacy Breaches<\/strong><\/h3>\n<p>Planned Parenthood receives the bulk of its nearly $700 million taxpayer dollars through Medicaid reimbursements and the Title X Family Planning Programs which require that recipients of federal dollars protect patient privacy.<\/p>\n<p>The Government Accountability Office reveals billions to Planned Parenthood:<\/p>\n<ul>\n<li style=\"font-weight: 400;\">Government Accountability Office (GAO) reports published in the past few years have revealed that from <a href=\"https:\/\/archive.liveaction.org\/news\/three-abortion-groups-whopping-2-billion-taxpayers\/\">2016-2018<\/a>, Planned Parenthood Federation of America (PPFA) received $1.6 billion in federal taxpayer dollars from HHS, averaging $533 million per year ($304 million through grants or cooperative agreements and $1.3 billion from Medicare, Medicaid, and CHIP).<\/li>\n<li style=\"font-weight: 400;\">Then, from <a href=\"https:\/\/archive.liveaction.org\/news\/abortion-groups-2b-taxpayer-funding-3-years\/\">2019-2021<\/a>, the GOA reported that PPFA received $1.78 billion in federal taxpayer funding in just those three years, while Planned Parenthood abortions totaled 1.1 million within those same three years.<\/li>\n<li style=\"font-weight: 400;\">Members of Congress <a href=\"https:\/\/archive.liveaction.org\/news\/congress-gao-report-federal-funding-abortion-providers\/\">recently requested<\/a> for the GAO to provide them with updated numbers for the years 2022-2024.<\/li>\n<\/ul>\n<p>Between 2022 and 2024, as Live Action News <a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-failed-follow-law-federal-funds\/\" target=\"_blank\" rel=\"noopener\">previously<\/a> documented, OPA <em>allocated<\/em> nearly $60 million under the federal Title X family planning program to Planned Parenthood, despite multiple privacy breaches.<\/p>\n<h3><strong>Privacy Protection Requirements for Federal Dollars<\/strong><\/h3>\n<p>The Department of Health and Human Services (HHS) oversees <a href=\"https:\/\/www.hhs.gov\/about\/agencies\/hhs-agencies-and-offices\/index.html\" target=\"_blank\" rel=\"noopener\">multiple agencies<\/a> within the federal government, including Centers for Medicare and Medicaid Services (CMS), Food and Drug Administration (FDA), Office of Civil Rights (OCR), and the <a href=\"https:\/\/opa.hhs.gov\/\" target=\"_blank\" rel=\"noopener\">Office of Population Affairs<\/a> (OPA) which governs <a href=\"https:\/\/opa.hhs.gov\/grant-programs\/title-x-service-grants\/about-title-x-service-grants\/title-x-program-expectations\" target=\"_blank\" rel=\"noopener\">Title X<\/a>, as well as others.<\/p>\n<p>Under HHS, &#8220;The awards process is governed by laws and policies \u2013 both federal government-wide and HHS-specific,&#8221; the HHS Administrative and National Policy Requirements (<a href=\"https:\/\/www.hhs.gov\/sites\/default\/files\/hhs-administrative-national-policy-requirements.pdf\" target=\"_blank\" rel=\"noopener\">Updated February 2025<\/a>) <a href=\"https:\/\/www.hhs.gov\/grants-contracts\/grants\/grants-policies-regulations\/index.html\" target=\"_blank\" rel=\"noopener\">handbook<\/a> states. &#8220;This Appendix compiles many of the laws and policies that may apply to awards, but it is not intended to be an exhaustive list or to reproduce the full text. Readers are encouraged to review the original sources for more information,&#8221; the HHS handbook adds. &#8220;Ensure all staff complete annual cybersecurity and privacy training,&#8221; HHS&#8217; handbook stated.<\/p>\n<p>The <a href=\"https:\/\/www.hhs.gov\/sites\/default\/files\/hhs-administrative-national-policy-requirements.pdf\" target=\"_blank\" rel=\"noopener\">HHS requirements<\/a> list the Privacy Act as well as the Health Insurance Portability and Accountability Act (HIPAA).<\/p>\n<p>&#8220;Individuals, organizations, and agencies that meet the definition of a\u00a0<strong>covered entity<\/strong> under HIPAA must comply with the Rules&#8217; requirements to protect the privacy and security of health information and must provide individuals with certain rights with respect to their health information,&#8221; the HHS <a href=\"https:\/\/www.hhs.gov\/hipaa\/for-professionals\/covered-entities\/index.html#:~:text=Individuals%2C%20organizations%2C%20and%20agencies%20that,individual%20is%20a%20covered%20entity.\" target=\"_blank\" rel=\"noopener\">website<\/a>\u00a0states.<\/p>\n<p>Under the heading \u201cProject Administration,\u201d the Title X <a href=\"https:\/\/web.archive.org\/web\/20250114191517\/https:\/\/opa.hhs.gov\/sites\/default\/files\/2022-08\/title-x-program-handbook-july-2022-508-updated.pdf\" target=\"_blank\" rel=\"noopener\">handbook for 2022<\/a> and updated <a href=\"https:\/\/opa.hhs.gov\/sites\/default\/files\/2025-01\/Title%20X%20Program%20Handbook_Dec%202024_FINAL.pdf\" target=\"_blank\" rel=\"noopener\">December of 2024<\/a>, makes clear that recipients must protect patient privacy and &#8220;Ensure that all information as to personal facts and circumstances obtained by the project staff about individuals receiving services\u00a0<b>must be held confidential and must not be disclosed without the individual\u2019s documented consent<\/b>, except as may be necessary to provide services to the patient or as required by law, with appropriate safeguards for confidentiality. Information may otherwise be disclosed only in summary, statistical, or other form that does not identify the individual.\u00a0<b>Reasonable efforts to collect charges without jeopardizing client confidentiality must be made<\/b>. Recipients must inform the client of any potential for disclosure of their confidential health information to policyholders where the policyholder is someone other than the client. The Privacy Rule, a Federal law, gives you rights over your health information and sets rules and limits on who can look at and receive your health information.
