{"id":313384,"date":"2024-06-09T08:44:53","date_gmt":"2024-06-09T13:44:53","guid":{"rendered":"https:\/\/www.liveaction.org\/news\/?p=313384"},"modified":"2024-06-07T00:15:42","modified_gmt":"2024-06-07T05:15:42","slug":"uk-report-rise-down-syndrome-abortion","status":"publish","type":"post","link":"https:\/\/archive.liveaction.org\/news\/uk-report-rise-down-syndrome-abortion\/","title":{"rendered":"UK report shows rise in abortions on preborn children with Down syndrome"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p>(<a href=\"https:\/\/righttolife.org.uk\/news\/17-increase-in-downs-syndrome-abortions-since-2019-according-to-latest-statistics\" target=\"_blank\" rel=\"noopener\">Right to Life UK<\/a>) The annual\u00a0<a href=\"https:\/\/www.gov.uk\/government\/statistics\/abortion-statistics-for-england-and-wales-2022\" target=\"_blank\" rel=\"noopener\">abortion statistics<\/a>\u00a0for 2022 released by the Department of Health and Social Care last month, reveal there were 799 abortions where a baby had Down\u2019s syndrome in England and Wales in 2022, a 17% increase from 2019 when there were 685.<\/p>\n<p>The statistics also show there were 19 late-term abortions at 24 weeks gestation or over where the baby had Down\u2019s syndrome for residents of England and Wales, a 58% increase on 2019 where there were 12.<\/p>\n<p>The statistics also reveal there were 3,124 abortions for babies with disabilities for residents of England and Wales in 2022 and 256 of these took place at 24 weeks gestation or over.<\/p>\n<p>In 2022, there were 46 abortions where the baby had a cleft lip and palate for residents of England and Wales, an increase of 15% from 2021. Of these 46 abortions, 6 took place at 24 weeks and over.<\/p>\n<p>Spokesperson for the Don\u2019t Screen Us Out campaign, Lynn Murray,\u00a0<a class=\"__mPS2id\" href=\"https:\/\/dontscreenusout.org\/press-release-760-abortions-where-baby-had-downs-syndrome-as-momentum-builds-to-stop-abortion-up-to-birth-for-babies-with-downs-syndrome\/#:~:text=Us%20Out%20campaign%2C-,said,-%3A\" target=\"_blank\" rel=\"noopener\">said<\/a>\u00a0\u201cAs a mother of a 24-year-old daughter who has Down\u2019s syndrome, I see every day the unique value she brings to our family and the positive impact she has on others around her\u201d.<\/p>\n<p>\u201cIt is deeply concerning that despite the leaps that advocacy groups have made in raising awareness in support of people with Down\u2019s syndrome, abortion in the case of Down\u2019s syndrome is still so commonplace and widespread in the UK. In fact, we hear from parents all the time how abortion was repeatedly presented to them in the hospital as an obvious solution following the receipt of the news that their baby had Down\u2019s syndrome\u201d.<\/p>\n<p>\u201cIn England and Wales, around 90% of babies diagnosed with Down\u2019s syndrome are aborted. This raises questions for the Government about the purpose of prenatal screening and a law which encourages this situation to occur\u201d, she added.<\/p>\n<p>The abortion numbers for babies with Down\u2019s syndrome have come out at the same time as it was revealed there were a record\u00a0<a href=\"https:\/\/righttolife.org.uk\/news\/record-high-of-over-quarter-of-a-million-abortions-in-2022\">252,122<\/a>\u00a0abortions in England and Wales in 2022, an increase of 37,253 (17.34%) from 2021.<\/p>\n<p><strong>Disability abortion in the UK<\/strong><\/p>\n<p>Under the current law, abortion is permitted up to birth if a baby is prenatally diagnosed with a disability, including Down\u2019s syndrome. However, before Parliament was dissolved in anticipation of the upcoming General Election, Sir Liam Fox MP tabled an\u00a0<a href=\"https:\/\/bills.parliament.uk\/bills\/3511\/stages\/18470\/amendments\/10014118\" target=\"_blank\" rel=\"noopener\">amendment<\/a>\u00a0to the Criminal Justice Bill that was signed by over 76 MPs to stop abortion up to birth for babies with Down\u2019s syndrome. Although the amendment will now not be voted on, it has helped build further momentum for change to stop abortion up to birth for Down\u2019s syndrome.<\/p>\n<p>The abortion time limit under\u00a0<a href=\"https:\/\/www.legislation.gov.uk\/ukpga\/1967\/87\/section\/1\" target=\"_blank\" rel=\"noopener\">Section 1(1)(a) of the Abortion Act<\/a>\u00a0is set at 24 weeks, but for cases in which a baby is thought to have a disability, including Down\u2019s syndrome, abortion is currently available up to birth.<\/p>\n<p>Figures released on 28 March 2024\u00a0<a href=\"https:\/\/dontscreenusout.org\/press-release-almost-90-of-all-babies-prenatally-diagnosed-with-downs-syndrome-were-screened-out-by-abortion-in-2021-according-to-nhs-england\/\" target=\"_blank\" rel=\"noopener\">show<\/a>\u00a0that 87.26% of all babies prenatally diagnosed with Down\u2019s syndrome in England and the Crown Dependencies were screened out by abortion in 2021.<\/p>\n<p>The actual numbers are probably higher than reported due to underreporting of disability abortion statistics. A\u00a0<a href=\"https:\/\/www.telegraph.co.uk\/news\/health\/news\/9845780\/Cleft-lip-abortions-10-times-as-common-as-reported.html\" target=\"_blank\" rel=\"noopener\">2013 review<\/a>\u00a0showed 886 abortions for Down\u2019s syndrome in England and Wales in 2010 but only 482 were reported in abortion statistics from the Department of Health and Social Care. The underreporting\u00a0<a href=\"https:\/\/www.gov.uk\/government\/publications\/under-reporting-of-abortions-for-fetal-abnormalities\" target=\"_blank\" rel=\"noopener\">was confirmed<\/a>\u00a0by a 2014 Department of Health and Social Care review.<\/p>\n<p><strong>READ:<\/strong> <strong><a href=\"https:\/\/archive.liveaction.org\/news\/25-foster-families-finally-found-forever-home\/\" target=\"_blank\" rel=\"noopener\"><em>After 25 foster families, this 11-year-old has finally found a forever home<\/em><\/a><\/strong><\/p>\n<p>The private availability of Cell-Free DNA testing (otherwise known as Non-Invasive Prenatal Testing or \u2018NIPT\u2019) is likely already leading to an increase in the numbers of children with Down\u2019s syndrome being screened out by abortion. The rolling-out of these tests on the NHS, which was already recommending the private tests to expectant mothers, may also be having an impact on the number of abortions.<\/p>\n<p>An investigation by The Sunday Times\u00a0<a href=\"https:\/\/www.thetimes.co.uk\/article\/new-test-brings-big-fall-in-birth-downs-babies-c89krkjcx\" target=\"_blank\" rel=\"noopener\">found<\/a>\u00a0that the number of babies born with Down\u2019s syndrome has fallen by 30% in NHS hospitals that have introduced the new form of screening.<\/p>\n<p>The figures, which were released by 26 hospital trusts in England under freedom of information requests, account for about a fifth of the hospital trusts that offer maternity services. They show that more women who have the new test go on to have abortions.<\/p>\n<p>This situation is set to get worse as the Government\u2019s evaluative implementation of NIPT as part of the\u00a0<a href=\"https:\/\/www.gov.uk\/guidance\/fetal-anomaly-screening-programme-overview\" target=\"_blank\" rel=\"noopener\">Fetal Anomaly Screening Programme<\/a>\u00a0gets underway.<\/p>\n<p><a class=\"__mPS2id\" href=\"https:\/\/www.standard.co.uk\/news\/politics\/tory-peer-says-lords-don-t-want-disabled-babies-to-live-after-abortion-bill-thrown-out-a3488066.html#:~:text=The%20results%20of%20a%20ComRes%20poll%20released%20last%20week%20show%20the%20public%20support%20his%20proposed%20change.%20They%20found%20only%20one%20in%20three%20people%20surveyed%20think%20it%20is%20acceptable%20to%20ban%20abortion%20for%20gender%20or%20race%20but%20allow%20it%20for%20disability.\" target=\"_blank\" rel=\"noopener\">Polling<\/a>\u00a0has shown that the majority of people in England, Wales and Scotland think that disability should not be a ground for abortion at all, with only one in three people thinking it is acceptable to ban abortion for gender or race but allow it for disability.<\/p>\n<p>Spokesperson for Right To Life UK, Catherine Robinson, said \u201cThe continued discrimination against unborn babies with Down\u2019s syndrome alongside the increase in the numbers of abortions in which the baby had Down\u2019s syndrome since 2019 is a cause of great concern\u201d.<\/p>\n<p>\u201cThe fact that the Royal College of Obstetricians and Gynaecologists felt the need to release\u00a0<a class=\"__mPS2id\" href=\"https:\/\/righttolife.org.uk\/news\/rcog-tells-health-professionals-to-stop-pressuring-women-into-disability-selective-abortions#:~:text=The%20guidelines%20stress,at%20all%20times%E2%80%9D.\">guidelines<\/a>\u00a0in 2020 urging doctors to be \u2018non-directional\u2019 and stating that women must not be pressured to abort, is an indicator of how widespread the negative attitude towards babies with Down\u2019s syndrome is.
