The thirty-four countries on the board of the heath agency voted, with 17 countries voting in favor, 13 voting against, and four abstaining from what C-Fam calls a &#8220;secret&#8221; vote.<\/p>\n<p>&#8220;A U.S. delegate said a secret ballot was necessary to &#8216;ensure national positions are being reflected, recognizing that there are a number of external views and pressures that we would want to guard against,'&#8221; reported C-Fam.<\/p>\n<p>The WHO secretariat packaged the vote in favor of official status to the CFF with the organization Rare Diseases International. Though there were calls to keep the two organizations separate in the vote, the U.S. delegate rejected the idea and a subsequent vote to keep them separate was defeated.<\/p>\n<p><span style=\"font-weight: 400;\"><strong>5\/24\/2024<\/strong>: Over the past few months, there has been growing discussion about a <\/span><a href=\"https:\/\/apps.who.int\/gb\/inb\/pdf_files\/inb9\/A_inb9_3Rev1-en.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">World Health Organization (WHO) Pandemic Agreement<\/span><\/a><span style=\"font-weight: 400;\">, the text of which has not yet been <\/span><a href=\"https:\/\/healthpolicy-watch.news\/breaking-pandemic-accord-negotiations-stall-again-with-way-forward-in-hands-of-world-health-assembly\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">finalized<\/span><\/a><span style=\"font-weight: 400;\">, and proposed amendments to the <\/span><a href=\"https:\/\/apps.who.int\/gb\/wgihr\/pdf_files\/wgihr8\/WGIHR8_Proposed_Bureau_text-en.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">2005 International Health Regulations<\/span><\/a><span style=\"font-weight: 400;\"> (IHR), which is an already-existing agreement. <\/span><a href=\"https:\/\/c-fam.org\/friday_fax\/latest-draft-of-who-pandemic-treaty-revealed\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Critics<\/span><\/a> <a href=\"https:\/\/childrenshealthdefense.org\/defender\/who-power-grab-pandemic-treaty-support-letter\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">fear<\/span><\/a><span style=\"font-weight: 400;\"> that, if adopted in their current proposed forms, these agreements will threaten national sovereignty and <a href=\"https:\/\/washingtonstand.com\/commentary\/explainer-whos-pandemic-agreement-threatens-national-sovereignty-free-speech-and-life\" target=\"_blank\" rel=\"noopener\">civil liberties<\/a> by granting sole authority over health policy among signatory nations to the WHO in the event of a new global pandemic.<\/span><\/p>\n<p><b>Promoting abortion under the banner of \u201cequity\u201d<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Although the latest draft of the pandemic agreement does not specifically mention abortion, opponents argue that its language essentially provides a back door for pro-abortion actors to meddle with individual nations\u2019 abortion-related policies through its focus on \u201cequity\u201d \u2013 a term that is used repeatedly throughout the document without ever being specifically defined.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to <\/span><a href=\"https:\/\/c-fam.org\/friday_fax\/latest-draft-of-who-pandemic-treaty-revealed\/\"><span style=\"font-weight: 400;\">C-Fam<\/span><\/a><span style=\"font-weight: 400;\">:<\/span><\/p>\n<blockquote><p><i><span style=\"font-weight: 400;\">The concept of equity is inherently ambiguous and is expected to give the international health agency and western donors wide latitude for mischief, including promoting abortion and gender ideology.<\/span><\/i><\/p>\n<p><i><span style=\"font-weight: 400;\">U.S. State Department and Western government agencies <\/span><\/i><a href=\"https:\/\/c-fam.org\/friday_fax\/biden-state-department-launches-global-campaign-against-pro-life-family-groups\/\" target=\"_blank\" rel=\"noopener\"><i><span style=\"font-weight: 400;\">define equity by reference to gender ideology<\/span><\/i><\/a><i><span style=\"font-weight: 400;\">, which includes abortion and homosexual\/trans rights\u2026.<\/span><\/i><\/p>\n<p><i><span style=\"font-weight: 400;\">The concept of equity is also likely to result in interference by the international health agency into all areas of policy, not just pandemic or health policies.<\/span><\/i><\/p>\n<p><i><span style=\"font-weight: 400;\">According to the treaty preamble, equity requires reviewing all national policies including \u201csocial, environmental, cultural, political and economic\u201d policies that may impact health in any way. And the treaty states that this applies \u201cboth during and between pandemics.\u201d<\/span><\/i><\/p><\/blockquote>\n<p><b>The WHO is openly pro-abortion<\/b><\/p>\n<p><span style=\"font-weight: 400;\">There is good reason for pro-lifers to be <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/pro-lifers-question-agenda-world-health-organization\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">suspicious<\/span><\/a><span style=\"font-weight: 400;\"> of the WHO, which is manifestly pro-abortion. Its <\/span><a href=\"https:\/\/www.who.int\/health-topics\/abortion#tab=tab_1\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">website<\/span><\/a><span style=\"font-weight: 400;\"> states that the \u201crealization of human rights[] requires that all individuals have access to quality health care, including comprehensive abortion care services[.]\u201d It also states that access to abortion is \u201cfundamental\u201d to \u201cgender equality.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The WHO\u2019s <\/span><a href=\"https:\/\/srhr.org\/abortioncare\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">guidance<\/span><\/a><span style=\"font-weight: 400;\"> on \u201csafe\u201d abortion <\/span><a href=\"https:\/\/c-fam.org\/friday_fax\/the-who-abortion-agenda-another-reason-to-defund-it\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">recommends<\/span><\/a><span style=\"font-weight: 400;\"> limiting healthcare workers\u2019 conscience protections and lowering safety standards in order to maximize access to abortion. Its <\/span><a href=\"https:\/\/www.who.int\/health-topics\/abortion#tab=tab_3\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">website<\/span><\/a><span style=\"font-weight: 400;\"> openly advocates for the \u2018removal\u2019 of \u201claws and policies that cause barriers to quality abortion care (including criminalization of abortion, mandatory waiting periods and third-party authorization requirements)\u201d; it also contains a <\/span><a href=\"https:\/\/abortion-policies.srhr.org\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">database<\/span><\/a><span style=\"font-weight: 400;\"> of global abortion policies, which it has <\/span><a href=\"https:\/\/web.archive.org\/web\/20181119010009\/http:\/\/srhr.org\/abortion-policies\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">described<\/span><\/a><span style=\"font-weight: 400;\"> as being \u201cintended\u201d to \u201celiminate the barriers that women encounter in accessing safe abortion services.\u201d\u00a0<\/span><\/p>\n<p><strong>READ: <a href=\"https:\/\/archive.liveaction.org\/news\/arkansas-cease-desist-abortion-pill\/\" target=\"_blank\" rel=\"noopener\"><em>Arkansas AG sends cease and desist letters to mail-order abortion pill businesses<\/em><\/a><\/strong><\/p>\n<p><span style=\"font-weight: 400;\">During the COVID-19 pandemic, WHO officials <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/world-health-organization-abortion-essential-coronavirus\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">declared<\/span><\/a><span style=\"font-weight: 400;\"> abortion to be an \u201cessential\u201d service, going so far as to state that women should be provided access to this \u201cservice\u201d even if they were contagious for the coronavirus. It also <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/world-health-organization-telemedicine-diy-abortions-countries\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">encouraged<\/span><\/a><span style=\"font-weight: 400;\"> the expansion of telemedicine-based DIY abortion during the pandemic.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Given that the WHO promotes abortion as \u201chealthcare\u201d and a \u201chuman right,\u201d there is every reason to believe that handing over control of health policy to the agency will result in the erosion of pro-life laws and regulations.<\/span><\/p>\n<p><b>Current status of the agreement and amendments<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The Biden administration has been active in <\/span><a href=\"https:\/\/www.foxnews.com\/world\/disease-x-critics-biden-admin-selling-us-sovereignty-who-treaty\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">negotiating<\/span><\/a><span style=\"font-weight: 400;\"> the terms of the WHO agreement. Although the United States Constitution only permits the adoption of treaties that have been approved by a two-thirds majority of the Senate, some <\/span><a href=\"https:\/\/www.risch.senate.gov\/public\/index.cfm\/2023\/3\/opinion-president-biden-cannot-surrender-u-s-sovereignty-to-the-who\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">critics<\/span><\/a><span style=\"font-weight: 400;\"> fear the Biden administration will try to <\/span><a href=\"https:\/\/c-fam.org\/friday_fax\/latest-draft-of-who-pandemic-treaty-revealed\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">bypass<\/span><\/a><span style=\"font-weight: 400;\"> this requirement, citing the fact that the administration <a href=\"https:\/\/washingtonstand.com\/commentary\/explainer-whos-pandemic-agreement-threatens-national-sovereignty-free-speech-and-life\" target=\"_blank\" rel=\"noopener\">lobbied<\/a> the WHO to rebrand the &#8220;Pandemic Treaty&#8221; as a &#8220;Pandemic Agreement&#8221; &#8212; a name change, which has, in fact, been adopted, and which the Biden administration may attempt to use as a loophole to the constitutional requirements concerning treaties.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">National and international opposition to the proposed package of agreements has been growing. On May 8, 22 state attorneys general submitted a <\/span><a href=\"https:\/\/lc.org\/PDFs\/Attachments2PRsLAs\/2024\/050824AGLetterWHOLetter-Final.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">letter<\/span><\/a><span style=\"font-weight: 400;\"> to President Biden expressing opposition to the adoption of both the WHO Pandemic Agreement and the proposed amendments to the IHR. Twenty-four state governors have also sent a similar <\/span><a href=\"https:\/\/governor.sc.gov\/sites\/governor\/files\/Documents\/5.22.24%20Final%20Joint%20Letter%20WHO%20Pandemic%20Treaty.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">letter<\/span><\/a><span style=\"font-weight: 400;\"> of opposition to the president.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Members of the U.S. House of Representatives have proposed <\/span><a href=\"https:\/\/www.congress.gov\/bill\/118th-congress\/house-bill\/1425\/text\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">HR 1425<\/span><\/a><span style=\"font-weight: 400;\">, which is designed \u201c[t]o require any convention, agreement, or other international instrument on pandemic prevention, preparedness, and response reached by the World Health Assembly to be subject to Senate ratification.\u201d Fifty-three representatives are currently signed on as <\/span><a href=\"https:\/\/www.congress.gov\/bill\/118th-congress\/house-bill\/1425\/cosponsors\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">co-sponsors<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the Senate, members have proposed a companion piece of legislation, <\/span><a href=\"https:\/\/www.congress.gov\/bill\/118th-congress\/senate-bill\/444\/text\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">S 444<\/span><\/a><span style=\"font-weight: 400;\">, with the same stated goal. It currently has 48 <\/span><a href=\"https:\/\/www.congress.gov\/bill\/118th-congress\/senate-bill\/444\/cosponsors\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">co-sponsors<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Meanwhile, the <\/span><a href=\"https:\/\/www.telegraph.co.uk\/news\/2024\/05\/08\/pandemic-vaccines-therapeutics-global-treaty-sovereignty\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">United Kingdom<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/enrsi.rtvs.sk\/articles\/news\/362844\/slovakia-will-not-support-new-pandemic-treaty\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Slovakia<\/span><\/a><span style=\"font-weight: 400;\"> have indicated that they are unwilling to sign the treaty, citing fears that the agreement will undermine their national sovereignty. In Japan, an estimated 19,000 citizens gathered in April to <\/span><a href=\"https:\/\/www.lifesitenews.com\/news\/thousands-of-protesters-rally-in-tokyo-against-proposed-who-pandemic-treaty\/\"><span style=\"font-weight: 400;\">protest<\/span><\/a><span style=\"font-weight: 400;\"> the WHO agreement and IHR amendments. Over 100 non-governmental organizations (NGOs) have also sent a <\/span><a href=\"https:\/\/lc.org\/newsroom\/details\/240513-breaking-opposition-to-who-treaty-growing\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">letter<\/span><\/a><span style=\"font-weight: 400;\"> to the WHO\u2019s director-general expressing similar opposition.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Although the text of the WHO Pandemic Agreement was expected to be finalized prior to the forthcoming World Health Assembly, which begins on May 27, as of May 24, this <\/span><a href=\"https:\/\/healthpolicy-watch.news\/breaking-pandemic-accord-negotiations-stall-again-with-way-forward-in-hands-of-world-health-assembly\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">has not been achieved<\/span><\/a><span style=\"font-weight: 400;\">.
