Nebraska and Louisiana are now the only remaining states that do not <a href=\"https:\/\/www.circlesurrogacy.com\/resources\/surrogacy-by-states#:~:text=Are%20Surrogates%20Legal%20in%20Every,considered%20legal%3A%20Nebraska%20and%20Louisiana.\" target=\"_blank\" rel=\"noopener\">allow<\/a> paid surrogacy.<\/p>\n<p>The state&#8217;s ban ended on Monday after Gov. Gretchen Whitmer signed a package of bills removing the state&#8217;s prohibition on surrogacy contracts. Surrogacy has <a href=\"https:\/\/archive.liveaction.org\/news\/handmaid-epidemic-renting-wombs-class-breeders\/\" target=\"_blank\" rel=\"noopener\">ushered<\/a> in a &#8220;Handmaid&#8217;s Tale&#8221; epidemic in which<span style=\"font-weight: 400;\"> low-income rent out their uterus to wealthy individuals. As previously reported by Live Action News, once she accepts the money, the surrogate is often made to <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/not-mothers-egg-donors-surrogates-invisible\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">feel like property<\/span><\/a>.<span style=\"font-weight: 400;\"> Both she and the child she is carrying are at the mercy of the desires of someone else, which could include <a href=\"https:\/\/archive.liveaction.org\/news\/couple-demands-surrogate-abort\/\" target=\"_blank\" rel=\"noopener\">abortion<\/a>.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><strong>3\/23\/2024<\/strong>: Lawmakers in the Michigan Senate <\/span><a href=\"https:\/\/www.detroitnews.com\/story\/news\/politics\/2024\/03\/19\/michigan-senate-votes-to-overhaul-surrogacy-law-allow-paid-contracts\/73027399007\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">approved<\/span><\/a><span style=\"font-weight: 400;\"> a series of bills last week that will decriminalize paid surrogacy, making it one of the last holdouts among U.S. states to approve surrogacy for hire.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In 1988, legislators passed a law making paid surrogacy contracts illegal, meaning<\/span><span style=\"font-weight: 400;\"> the woman who is carrying the child for someone else <\/span><i><span style=\"font-weight: 400;\">could not<\/span><\/i><span style=\"font-weight: 400;\"> receive monetary compensation for the use of her body. The legislative package passed this week, <\/span><span style=\"font-weight: 400;\">House Bills 5207-5215, which is called the Michigan Family Protection Act by supporters, would repeal this 1988 law, ultimately opening the door to exploitation as women are effectively paid for the rental of their wombs. There are some stipulations in place, including requirements that <\/span><span style=\"font-weight: 400;\">surrogates would have to have given birth to at least one child, be at least 21, have undergone medical and mental health evaluations, and have legal representation independent of the intended parents.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Genevieve Marnon, legislative director for Right to Life of Michigan, sent a <\/span><a href=\"https:\/\/committees.senate.michigan.gov\/testimony\/2023-2024\/Testimony%203.7.24%20CRJPS%20HBs%205207-5215%20Geneieve%20Marnon,%20Right%20to%20LIfe%20Mi%20%20oppose.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">written testimony<\/span><\/a><span style=\"font-weight: 400;\"> speaking against the bills, warning that they will ultimately contribute to the exploitation of women.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">&#8220;Providing payment for services rendered turns the generous acts of being an altruistic surrogate into a money-making proposition which in turn creates a market that can and does exploit poor and vulnerable women,&#8221; warned Marnon.<\/span><\/p>\n<p><strong>READ: <a href=\"https:\/\/archive.liveaction.org\/news\/actress-kristen-wiig-ivf-surrogacy-supposed\/\"><em>Actress Kristen Wiig says her twins were \u2018supposed to\u2019 be born via IVF and surrogacy<\/em><\/a><\/strong><\/p>\n<p><span style=\"font-weight: 400;\">&#8220;In other states and countries where surrogacy contracts are legal and binding, the abuses surrounding the multi-billion-dollar surrogacy industry have surfaced which include baby selling rings, surrogate trafficking, and baby hoarding.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">She also noted, \u201cSurrogacy contracts almost without exception contain abortion clauses. Abortion clauses dictate that the surrogate, at the behest of the intended parents, submit to an abortion if the intended parents change their minds, discover a fetal anomaly, or if there are more babies that survived the embryo transfer than they want.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Live Action News has <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/handmaid-epidemic-renting-wombs-class-breeders\/\"><span style=\"font-weight: 400;\">written extensively<\/span><\/a><span style=\"font-weight: 400;\"> on the <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/lance-bass-surrogacy-dehumanization-fertility-industry\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">problems<\/span><\/a><span style=\"font-weight: 400;\"> with paid surrogacy; often times, low-income and poor women are tempted with the tens of thousands of dollars they may earn to carry someone else\u2019s child. However, once she takes the money, the woman is often made to <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/not-mothers-egg-donors-surrogates-invisible\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">feel like property<\/span><\/a><span style=\"font-weight: 400;\">, as both she and the child she is carrying are subject to the wants and desires of someone else.
