The move comes a year after the FDA gutted its REMS safety system for the abortion pill by announcing it would <a href=\"https:\/\/archive.liveaction.org\/news\/fda-retail-pharmacies-abortion-pills-prescription\/\" target=\"_blank\" rel=\"noopener\">allow retail pharmacies to dispense the drug<\/a>.<\/p>\n<p>A report <a href=\"https:\/\/www.npr.org\/sections\/health-shots\/2024\/01\/22\/1225703970\/pharmacists-prescribe-dispense-abortion-pill-mifepristone#\" target=\"_blank\" rel=\"noopener\">published<\/a> by NPR indicates that &#8220;efforts are underway to open up access to medication abortion in a radical new way: by training pharmacists not only to dispense abortion pills but also to prescribe them to their walk-in patients.&#8221; According to NPR, Washington state isn&#8217;t the only state considering the move:<\/p>\n<p style=\"padding-left: 40px;\"><em>A\u00a0<a href=\"https:\/\/www.nysenate.gov\/legislation\/bills\/2023\/A6835\">bill pending<\/a>\u00a0in the New York State Assembly would grant pharmacists the authority to provide abortion medications under a &#8220;standing order&#8221; or non-patient specific prescription \u2014 the same way pharmacists\u00a0<a href=\"https:\/\/www.nyc.gov\/assets\/doh\/downloads\/pdf\/csi\/non-patient-standing-orders-sheet.pdf\">administer vaccines<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.npr.org\/sections\/health-shots\/2023\/09\/26\/1199371609\/an-overdose-drug-is-finally-over-the-counter-is-that-enough-to-stop-the-death-to\">dispense naloxone<\/a>, the opioid overdose reversal drug.<\/em><\/p>\n<p style=\"padding-left: 40px;\"><em>And in California, researchers at the University of California, San Diego recently reported the results of a proof-of-concept\u00a0<a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0010782423004663#bib9\">pilot study<\/a>\u00a0in which a pair of pharmacists safely and effectively provided medication abortions under the study protocol.<\/em><\/p>\n<div class=\"video-container\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">NEW: For decades, WA pharmacists have blazed a trail for the profession.<\/p>\n<p>Now that pharmacies can dispense mifepristone, they&#39;re poised to notch another first&#8211;as prescribers of abortion pills.<\/p>\n<p>My latest for <a href=\"https:\/\/twitter.com\/NPR?ref_src=twsrc%5Etfw\">@NPR<\/a>, heroically edited by Carmel Wroth<a href=\"https:\/\/t.co\/2KgEXo95tC\">https:\/\/t.co\/2KgEXo95tC<\/a><\/p>\n<p>&mdash; Patrick Adams (@jpatadams) <a href=\"https:\/\/twitter.com\/jpatadams\/status\/1749479606304833763?ref_src=twsrc%5Etfw\">January 22, 2024<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/div>\n<p>According to WSIU, pharmacists &#8220;<a class=\"Link\" href=\"https:\/\/law.ucla.edu\/sites\/default\/files\/PDFs\/Center_on_Reproductive_Health\/2304%20SRH%20Brief%20DESIGN.pdf\" target=\"_blank\" rel=\"noopener\" data-cms-ai=\"0\">say they lack<\/a> sufficient knowledge of medication abortion, which is not covered by pharmacy school curricula.&#8221;<\/p>\n<p><strong>FDA Safety Regulations<\/strong><\/p>\n<p>Under the Food and Drug Administration&#8217;s (FDA) REMS safety system, while the FDA approved the &#8220;<em>dispensing<\/em>&#8221; of the abortion pill Mifepristone (Mifeprex) &#8220;by or under the supervision of a certified prescriber, or by a certified pharmacy on a prescription issued by a certified prescriber&#8221; they have never approved pharmacists &#8220;<em>prescribing<\/em>&#8221; the drug.<\/p>\n<p>&#8220;The Mifepristone REMS Program requires that in order for patients to receive mifepristone, it must be <em>prescribed<\/em> by a certified prescriber who meets certain qualifications,&#8221; <a href=\"https:\/\/www.fda.gov\/drugs\/postmarket-drug-safety-information-patients-and-providers\/questions-and-answers-mifepristone-medical-termination-pregnancy-through-ten-weeks-gestation\" target=\"_blank\" rel=\"noopener\">FDA&#8217;s website<\/a> specifies.<\/p>\n<p>&#8220;Health care providers who would like to become certified to prescribe mifepristone must review the Prescribing Information for mifepristone and must have the ability to date pregnancies accurately and the ability to diagnose ectopic pregnancies. Health care providers must also be able to provide any necessary surgical intervention or have made arrangements for others to provide for such care. Health care providers must be able to ensure that patients have access to medical facilities for emergency care&#8230;&#8221; the FDA states.<\/p>\n<p>This is confirmed in the current <a href=\"https:\/\/www.accessdata.fda.gov\/drugsatfda_docs\/rems\/Mifepristone_2023_03_23_REMS_Full.pdf\" target=\"_blank\" rel=\"noopener\">March 2023 REMS document<\/a> which also states that healthcare providers who <em>prescribe<\/em> mifepristone must have specific qualifications, to mitigate complications from the drug.<\/p>\n<div id=\"attachment_306244\" style=\"width: 630px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-306244\" decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-306244\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2024\/02\/Abortion-Pill-Requirements-under-FDA-REMS-March-2023.jpg\" alt=\"Abortion Pill Requirements under FDA REMS March 2023\" width=\"620\" height=\"719\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2024\/02\/Abortion-Pill-Requirements-under-FDA-REMS-March-2023.jpg 620w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2024\/02\/Abortion-Pill-Requirements-under-FDA-REMS-March-2023-259x300.jpg 259w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2024\/02\/Abortion-Pill-Requirements-under-FDA-REMS-March-2023-604x700.jpg 604w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2024\/02\/Abortion-Pill-Requirements-under-FDA-REMS-March-2023-500x580.jpg 500w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><p id=\"caption-attachment-306244\" class=\"wp-caption-text\">Abortion Pill Requirements under FDA REMS March 2023<\/p><\/div>\n<p>But apparently this will not stop the desire of the industry to end as many preborn lives as possible and is one more example that the claim that &#8216;<em>abortion is between a woman and her doctor&#8217;<\/em> is just a ruse, as the goal of this profitable industry is to allow abortion pills to be prescribed by anyone, and even available <a href=\"https:\/\/archive.liveaction.org\/news\/industry-push-over-the-counter-abortion-pills\/\" target=\"_blank\" rel=\"noopener\">over-the-counter<\/a>.<\/p>\n<p><strong>Can Pharmacists Prescribe Medication?<\/strong><\/p>\n<p>The American Pharmacist Association claims that, &#8220;Statewide protocols are issued by a state board or agency that authorizes pharmacists to prescribe a medication or category of medications under a protocol.&#8221;<\/p>\n<p>&#8220;Although requirements vary by state, some states give <a class=\"sc-19xr78-0 PkzGF sc-e5b3f3fc-0 jzgNic\" title=\"\" href=\"https:\/\/www.pharmacist.com\/Practice\/Practice-Resources\/Scope-of-Practice\" target=\"_blank\" rel=\"noopener\"><u>pharmacists<\/u><\/a> the ability to prescribe medications, modify drug therapy, give vaccines, and conduct lab tests,&#8221; <a href=\"https:\/\/www.goodrx.com\/hcp\/pharmacists\/prescriber-authority-for-pharmacists\" target=\"_blank\" rel=\"noopener\">reports<\/a> GoodRX.<\/p>\n<p>In &#8220;2015, Washington&#8217;s Gov. Jay Inslee signed a law making Washington\u00a0<a class=\"Link\" href=\"https:\/\/www.pharmacytimes.com\/view\/big-win-for-pharmacist-provider-status-in-washington-state\" target=\"_blank\" rel=\"noopener\" data-cms-ai=\"0\">the first state in the nation<\/a>\u00a0to formally recognize pharmacists as\u00a0<a class=\"Link\" href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S1544319116308135\" target=\"_blank\" rel=\"noopener\" data-cms-ai=\"0\">medical providers<\/a> and require that they not be excluded from health insurance provider networks,&#8221; WSIU <a href=\"https:\/\/www.wsiu.org\/2024-01-22\/in-washington-state-pharmacists-are-poised-to-start-prescribing-abortion-drugs\" target=\"_blank\" rel=\"noopener\">reported<\/a>. &#8220;Washington&#8217;s law governing [<a class=\"Link\" href=\"https:\/\/symbiosisonlinepublishing.com\/pharmacy-pharmaceuticalsciences\/pharmacy-pharmaceuticalsciences10.php\" target=\"_blank\" rel=\"noopener\" data-cms-ai=\"0\">collaborative practice agreements<\/a>] CPAs is one of the broadest and most flexible, allowing the clinicians themselves to decide what to prescribe and to whom.&#8221;<\/p>\n<div class=\"video-container\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Last spring, <a href=\"https:\/\/twitter.com\/UW?ref_src=twsrc%5Etfw\">@UW<\/a> professor of pharmacy Don Downing and colleagues launched the Pharmacy Abortion Access Project to provide community pharmacists in Washington with training for prescribing medication abortion. 10 pharmacists are expected to start prescribing in the next few weeks <a href=\"https:\/\/t.co\/rbEVXwwysa\">https:\/\/t.co\/rbEVXwwysa<\/a><\/p>\n<p>&mdash; UW News (@uwnews) <a href=\"https:\/\/twitter.com\/uwnews\/status\/1749909370341937268?ref_src=twsrc%5Etfw\">January 23, 2024<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/div>\n<p><strong>Who is Pushing Pharmacy Prescribing?<\/strong><\/p>\n<p>Don Downing, a professor emeritus of clinical pharmacy at the University of Washington (UW), is leading the charge to open up prescribing of mifepristone to pharmacists in his state, NPR claimed.<\/p>\n<p>Downing &#8220;launched the Pharmacy Abortion Access Project to provide community pharmacists in Washington with training on screening for medication abortion eligibility, prescribing abortion pills, and dispensing them from their brick-and-mortar stores \u2014 a streamlined model of care that currently exists nowhere else in the United States,&#8221; WSIU <a href=\"https:\/\/www.wsiu.org\/2024-01-22\/in-washington-state-pharmacists-are-poised-to-start-prescribing-abortion-drugs\" target=\"_blank\" rel=\"noopener\">reported<\/a>.<\/p>\n<p>NPR noted that &#8220;There are 10 pharmacists in the first cohort, and Downing expects them to start prescribing in the next few weeks,&#8221; adding that &#8220;word is spreading&#8230; More and more calls are coming in.&#8221;<\/p>\n<p>In August of 2023, Downing <a href=\"https:\/\/www.youtube.com\/watch?v=BlRbPzRfls4\" target=\"_blank\" rel=\"noopener\">admitted<\/a> in a University of Washington School of Public Health webinar that years prior, he and &#8220;other colleagues&#8221; at the University &#8220;initiated a small study that informed the FDA why pharmacies could dispense Mifepristone to women seeking medication abortions,&#8221; he said.<\/p>\n<p>&#8220;&#8230; We used a pharmacy at the University of Washington Medical Center&#8230; And we also used a community pharmacy in Tacoma&#8230; and those pharmacists were dispensing Mifepristone to women upon orders of physicians,&#8221; he claimed.<\/p>\n<p>As Live Action News\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/5-problems-study-pharmacists-support-abortion-pill\/\" target=\"_blank\" rel=\"noopener\">previously<\/a> reported, that study had some glaring issues and revealed a lack of understanding among pharmacists surrounding the risks associated with the abortion drug.<\/p>\n<p>&#8220;Recently, with the Dobbs decision, the importance of pharmacists again came to mind with me about, could pharmacists prescribe medication abortion?&#8221; Downing asked himself. &#8220;And I&#8217;m pleased to say that I&#8217;m involved right now in a proposal&#8230; that would train pharmacists to provide medication abortion not just filling those prescriptions, but prescribing it.&#8221;<\/p>\n<p>&#8220;We&#8217;re also working with Tribal Nations around the country in trying to provide telemedicine abortion services,&#8221; This was shortly after the FDA approved Plan B, which was then only available with a prescription. My fellow advocates and I knew that Plan B was good, but it wasn\u2019t good enough. We started to formulate a plan to remove that prescription barrier and make Plan B available over the counter,&#8221; Downing <a href=\"https:\/\/www.washington.edu\/news\/2023\/07\/18\/qa-uw-pharmacy-professor-donald-downing-on-the-over-the-counter-birth-control-pill\/\" target=\"_blank\" rel=\"noopener\">told<\/a> UW News earlier this year.<\/p>\n<p>But Downing is not just a random professor \u2014 he has long ties to Big Abortion.<\/p>\n<p>Downing <a href=\"https:\/\/www.washington.edu\/news\/2023\/07\/18\/qa-uw-pharmacy-professor-donald-downing-on-the-over-the-counter-birth-control-pill\/\" target=\"_blank\" rel=\"noopener\">sits<\/a> on the steering committee of the\u00a0<a href=\"https:\/\/freethepill.org\/\">Free the Pill Coalition.<\/a> a group <a href=\"https:\/\/downloads.regulations.gov\/FDA-2021-N-0862-0199\/attachment_1.pdf\" target=\"_blank\" rel=\"noopener\">operated<\/a> by Ibis Reproductive Health and <a href=\"https:\/\/www.ibisreproductivehealth.org\/news\/exciting-news-about-our-work-free-pill#:~:text=December%2017%2C%202015%20-%20Ibis%20Reproductive%20Health%20is,over%20the%20counter%20%28OTC%29%20in%20the%20United%20States.\" target=\"_blank\" rel=\"noopener\">launched<\/a> in 2015 thanks to a $12 million grant from the Packard Foundation, a large investor in abortion pill manufacturer Danco.<\/p>\n<p>Ibis was <em>directly<\/em>\u00a0<a href=\"https:\/\/web.archive.org\/web\/20200130190128\/https:\/\/ibisreproductivehealth.org\/funders\" target=\"_blank\" rel=\"noopener\">funded<\/a> by <a href=\"https:\/\/archive.liveaction.org\/news\/secrecy-abortion-pill-maker-investors\/\" target=\"_blank\" rel=\"noopener\">Danco Laboratories<\/a>\u00a0and is\u00a0<a href=\"https:\/\/www.ibisreproductivehealth.org\/funders\" target=\"_blank\" rel=\"noopener\">currently funded<\/a> by the Packard Foundation.<\/p>\n<p>Downing <a href=\"https:\/\/www.linkedin.com\/in\/don-downing-7863b32a\/\" target=\"_blank\" rel=\"noopener\">served<\/a> for <a href=\"https:\/\/www.youtube.com\/watch?v=BlRbPzRfls4\" target=\"_blank\" rel=\"noopener\">12 years<\/a> with the pro-abortion group Advocates for Youth and was a member of the Association of Reproductive Health Professionals (ARHP), according to his <a href=\"https:\/\/www.linkedin.com\/in\/don-downing-7863b32a\/details\/experience\/\" target=\"_blank\" rel=\"noopener\">LinkedIn page<\/a>. An archived <a href=\"https:\/\/web.archive.org\/web\/20180917173146\/http:\/\/arhp.org\/about-us\/board-of-directors\" target=\"_blank\" rel=\"noopener\">webpage<\/a> of ARHP reveals he was also a director. ARHP was originally founded as The American Association of Planned Parenthood Physicians (AAPPP) in 1963 by Planned Parenthood president <a href=\"https:\/\/saynsumthn.wordpress.com\/2014\/01\/03\/former-planned-parenthood-prez-alan-guttmacher-population-control-plan-limit-births-to-two-children\/\" target=\"_blank\" rel=\"noopener\">Alan Guttmacher,<\/a>\u00a0and has gone through\u00a0<a href=\"https:\/\/web.archive.org\/web\/20120327175242\/https:\/\/www.arhp.org\/about-us\/about-arhp\/history\" target=\"_blank\" rel=\"noopener\">multiple name changes<\/a>. The\u00a0<a href=\"http:\/\/www.arhp.org\/publications-and-resources\/contraception-journal\" target=\"_blank\" rel=\"noopener\">official journal<\/a> of the ARHP along with and the Society of Family Planning is the Journal <em><a href=\"https:\/\/web.archive.org\/web\/20150108131634\/www.arhp.org\/publications-and-resources\/contraception-journal\" target=\"_blank\" rel=\"noopener\">Contraception<\/a>\u00a0\u2014\u00a0<\/em>hardly an\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/can-we-trust-new-study-claiming-women-certain-about-abortions\/\" target=\"_blank\" rel=\"noopener\">unbiased publication<\/a>.<\/p>\n<p>In addition, <a href=\"https:\/\/www.researchgate.net\/profile\/Don-Downing-2\" target=\"_blank\" rel=\"noopener\">Downing<\/a> currently serves as advisor to <a href=\"https:\/\/birthcontrolpharmacist.com\/about\/\" target=\"_blank\" rel=\"noopener\">BirthControlPharmacist.com<\/a>, founded by Dr. Sally Rafie with help from a\u00a0<a href=\"https:\/\/societyfp.org\/awarded_grants\/sfprf13-cm11\/\" target=\"_blank\" rel=\"noopener\">grant<\/a> from the Society for Family Planning. That organization also <a href=\"https:\/\/birthcontrolpharmacist.com\/resources\/medicationabortion\/\" target=\"_blank\" rel=\"noopener\">offers<\/a> continuing education courses to pharmacists for medication abortion.<\/p>\n<p>Downing is a <a href=\"https:\/\/www.americansocietyforec.org\/awards\" target=\"_blank\" rel=\"noopener\">recipient<\/a> of the Felicia Stewart Award for Lifetime Achievement. Stewart <a href=\"https:\/\/www.ansirh.org\/about\/ansirh-founder-felicia-hance-stewart\" target=\"_blank\" rel=\"noopener\">founded<\/a>\u00a0the pro-abortion Advancing New Standards in Reproductive Health (<a href=\"https:\/\/archive.liveaction.org\/news\/can-we-trust-new-study-claiming-women-certain-about-abortions\/\" target=\"_blank\" rel=\"noopener\">ANSIRH<\/a>) which <a href=\"http:\/\/www.teachtraining.org\/trainingworkbook\/EarlyAbortionTrainingWorkbook2012.pdf\" target=\"_blank\" rel=\"noopener\">publishes<\/a> workbooks on abortion training. Stewart was previously <a href=\"https:\/\/web.archive.org\/web\/20190613005429\/https:\/\/www.popcouncil.org\/uploads\/pdfs\/Nordberg.pdf\" target=\"_blank\" rel=\"noopener\">awarded<\/a> by the <a href=\"https:\/\/archive.liveaction.org\/news\/population-council-founded-eugenicists-promoting-abortion-turns-65\/\" target=\"_blank\" rel=\"noopener\">eugenics founded<\/a> Population Council, which brought the abortion pill to the United States and set up Danco.
