Only <\/span>five years after<\/span><\/a> the legalization of abortion in Ireland, protections against euthanasia \u2014 the active killing of patients by doctors \u2014 have been removed from the latest Irish Medical Council\u2019s <\/span>Guide to Professional Conduct and Ethics for Registered Medical Practitioners<\/span><\/a>. The new guide took effect on January 1, 2024.<\/span><\/p>\n

According to its <\/span>website<\/span><\/a>, <\/span>the <\/span>Medical Council<\/span><\/a> \u201cregulates medical doctors in the Republic of Ireland.\u201d The Council regulates \u201cover 21,000 doctors\u201d who are required to register in order to legally practice medicine under their jurisdiction. \u201cThe Council’s purpose is to protect the public by promoting and better ensuring high standards of professional conduct and professional education, training and competence among doctors,\u201d according to the <\/span>webpage<\/span><\/a>.<\/span><\/p>\n

The Irish Medical Council is made of <\/span>25 political appointees<\/span><\/a> (five positions are currently vacant) with only nine positions currently filled by medical professionals. Of that group, a smaller subgroup updated the guidelines to eliminate an explicit restriction against euthanasia by doctors. The amended version removed a directive that doctors \u201cmust not take part in the deliberate killing of a patient<\/a>.\u201d This is seen by many as <\/span>a precursor<\/span><\/a> to permitting doctors to euthanize or assist a patient\u2019s suicide should it become legal under Irish law.<\/span><\/p>\n

While the actual Medical Council\u2019s membership currently consists of mostly non-medical appointees, Ireland\u2019s largest doctor\u2019s group, the Royal College of Physicians, maintains an opposition to assisted suicide. <\/span>In<\/span> 2023,<\/span> it said that \u201cthe potential harms outweigh the arguments that can be made in favor.\u201d\u00a0<\/span><\/p>\n

Doctors have come under criticism for their <\/span>\u201c<\/span>implicit biases<\/span><\/a>\u201d<\/span> against women, children, people with disabilities, and ethnic minorities. Studies and analyses undergird the understanding that \u201c[p]<\/span>hysicians are not immune to implicit bias.\u201d In fact, \u201cuncertainty and time pressure surrounding the diagnostic process may promote reliance on stereotypes for efficient decision-making.\u201d <\/span>The removal of safeguards against doctors participating in the \u201cdeliberate killing\u201d of a patient is viewed by many as a mistake. The Iona Institute has been critical of the Medical Council\u2019s decision, <\/span>stating<\/span><\/a>, \u201cWhat has taken place represents a seismic shift in true medical ethics that date back to Hippocrates in Ancient Greece.\u201d<\/span><\/p>\n

It continues in its statement, \u201cNo longer telling doctors that they cannot take part in the deliberate killing of patients is not medical ethics, it is the opposite. It is shameful that the Medical Council has gone down this path, clearly with the blessing of the Minister for Health. Hopefully the doctors of Ireland will push back against this incredibly retrograde step.\u201d <\/span>\u00a0<\/span><\/p>\n
