{"id":303471,"date":"2023-12-13T18:37:47","date_gmt":"2023-12-14T00:37:47","guid":{"rendered":"https:\/\/www.liveaction.org\/news\/?p=303471"},"modified":"2023-12-13T15:17:01","modified_gmt":"2023-12-13T21:17:01","slug":"wisconsin-governor-baby-boxes-law","status":"publish","type":"post","link":"https:\/\/archive.liveaction.org\/news\/wisconsin-governor-baby-boxes-law\/","title":{"rendered":"Wisconsin governor signs law allowing installation of Safe Haven Baby Boxes"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p><span style=\"font-weight: 400;\">Last week, Wisconsin Governor Tony Evers <\/span><a href=\"https:\/\/www.wpr.org\/new-law-allows-parents-anonymously-surrender-newborns-baby-boxes\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">signed a bipartisan bill<\/span><\/a><span style=\"font-weight: 400;\"> that would allow specific emergency departments, such as fire departments, to install devices known as \u201cbaby boxes.\u201d These boxes allow parents to safely surrender their newborn babies under three days old anonymously when they feel unable to parent.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Monica Kelsey, founder and CEO of Safe Haven Baby Boxes, told the <\/span><a href=\"https:\/\/www.wpr.org\/listen\/2127679\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Wisconsin Morning Show<\/span><\/a><span style=\"font-weight: 400;\"> why emergency facilities should install the baby boxes. \u201cWith the changing culture, we have to advance this law\u2026 instead of finding babies consistently in dumpsters and trash cans, now we\u2019re finding babies safely in boxes in the states that have them, and so we\u2019re trying to turn the tide so that babies aren\u2019t left out to die,&#8221; she explained.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWisconsin has had a [lot] of abandonments in the past year, and we\u2019re trying to combat that,\u201d she added.<\/span><\/p>\n<p>After she saw a baby box in South Africa, Kelsey <a href=\"https:\/\/www.wbay.com\/2023\/10\/31\/bill-would-bring-safe-haven-baby-boxes-wisconsin\/\" target=\"_blank\" rel=\"noopener\">brought<\/a> the idea to the United States. \u201cThis is a personal mission for me to make sure no one ends up like my birth mother and no one ends up like me. And so, if that means for the rest of my life I run an organization to try and keep these babies safe and these moms from being prosecuted, then that\u2019s what I\u2019m going to do,\u201d said Kelsey, who was abandoned as an infant.<\/p>\n<p>The U.S. has seen <a href=\"https:\/\/archive.liveaction.org\/news\/infant-indiana-baby-box-17th-2023\/\" target=\"_blank\" rel=\"noopener\">17 babies<\/a> safely surrendered in various states using baby boxes this year alone.<\/p>\n<p><strong>READ: <em><a href=\"https:\/\/archive.liveaction.org\/news\/baby-box-great-grandfather-actor\/\" target=\"_blank\" rel=\"noopener\">The original \u2018baby box\u2019 saved the great-grandfather of this famous actor<\/a><\/em><\/strong><\/p>\n<p><span style=\"font-weight: 400;\">Kelsey explained that the Wisconsin <\/span><a href=\"https:\/\/dcf.wisconsin.gov\/cps\/safehaven\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Safe Haven Law<\/span><\/a> <span style=\"font-weight: 400;\">has been around for 22 years and has allowed parents to surrender their newborn to a police officer, 911 emergency medical staff person or a hospital staff member, no questions asked. <\/span><span style=\"font-weight: 400;\">The recent bill updates that law to allow fully staffed hospitals and fire and police stations to install ventilated, temperature-controlled \u201cbaby boxes\u201d in outside walls so that parents can more easily relinquish their babies anonymously<\/span><\/p>\n<p><span style=\"font-weight: 400;\">After a newborn is placed in a baby box, the box locks and triggers an alarm, alerting the firefighters. The baby isn\u2019t in there for long, and Kelsey explains, \u201cThis is a safe option, and we should honor that.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cPro-Life Wisconsin supports efforts to prevent the illegal abandonment of newborn infants, often resulting in their tragic demise, by offering ways to hand over newborns lawfully and safely to proper authorities,\u201d said Matt Sande, Pro-Life Wisconsin Legislative Director, to WIS Politics.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00a0He added, \u201cAct 79 gives localities and new parents in crisis the option of safe haven baby boxes. A \u2018baby box\u2019 avoids the visible, face-to-face contact that might dissuade an otherwise willing parent from safely relinquishing his or her newborn child. We thank Senator Ballweg and Representative Schutt for their dedicated work in passing this critical legislation with bi-partisan support, and we thank Governor Evers for signing it into law.
