{"id":302752,"date":"2023-12-03T09:10:29","date_gmt":"2023-12-03T15:10:29","guid":{"rendered":"https:\/\/www.liveaction.org\/news\/?p=302752"},"modified":"2023-12-01T16:27:40","modified_gmt":"2023-12-01T22:27:40","slug":"northern-ireland-ed-lessons-promoting-abortion","status":"publish","type":"post","link":"https:\/\/archive.liveaction.org\/news\/northern-ireland-ed-lessons-promoting-abortion\/","title":{"rendered":"Northern Ireland Department of Ed to decide if parents can keep children from lessons promoting abortion"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p>(<a href=\"https:\/\/righttolife.org.uk\/news\/ni-consultation-considers-when-parents-may-be-permitted-to-withdraw-children-from-teaching-about-abortion-access\">Right to Life UK<\/a>) The Northern Ireland Department of Education has launched a consultation on the circumstances under which a parent or carer may excuse a child from being taught about abortion, after the UK Government brought forward <a class=\"__mPS2id\" href=\"https:\/\/www.legislation.gov.uk\/uksi\/2023\/602\/made#:~:text=pupils%20receive%20education%20on%20sexual%20and%20reproductive%20health%20and%20rights%2C%20covering%20prevention%20of%20early%20pregnancy%20and%20access%20to%20abortion%3B%20and\" target=\"_blank\" rel=\"noopener\">regulations<\/a>\u00a0earlier this year that will force schools in Northern Ireland to teach secondary school pupils about abortion.<\/p>\n<p>In June 2023, the UK Government brought forward regulations forcing schools in Northern Ireland to teach students aged 11 to 16 years old (key stages 3 and 4) about abortion under \u2018Relationships and Sexuality Education\u2019 (RSE). This approach was\u00a0<a href=\"https:\/\/committees.parliament.uk\/committee\/255\/secondary-legislation-scrutiny-committee\/news\/195965\/lack-of-consultation-on-relationships-and-sexuality-education-policy-in-northern-ireland-criticised\/\" target=\"_blank\" rel=\"noopener\">heavily criticised<\/a>\u00a0by the highly respected House of Lords Secondary Legislation Scrutiny Committee. Unusually, there was no public consultation on the regulations prior to them coming into effect, in contrast to other comparable policy changes, including changes to RSE in England.<\/p>\n<p>However, the Northern Ireland Department of Education has\u00a0<a href=\"https:\/\/consultations.nidirect.gov.uk\/de\/rse-consultation\" target=\"_blank\" rel=\"noopener\">launched a consultation<\/a>\u00a0with limited scope after the regulations have already been approved, relating to the circumstances under which parents should be able to withdraw their children from this content in schools.<\/p>\n<p>The consultation asks contributors for their views concerning the nature of the proposed RSE curriculum with regard to abortion and whether parents should be informed of the specific content of such lessons. However, the preambles to these questions fail to mention that the Secretary of State for Northern Ireland, Chris Heaton-Harris, has\u00a0<a href=\"https:\/\/questions-statements.parliament.uk\/written-statements\/detail\/2023-06-06\/hcws824\" target=\"_blank\" rel=\"noopener\">said<\/a>\u00a0that the regulations will \u201cmirror the approach taken in England\u201d.<\/p>\n<p>In England, teaching about abortion in schools goes\u00a0<a class=\"__mPS2id\" href=\"https:\/\/righttolife.org.uk\/news\/teaching-about-abortion-would-normalise-it-and-diminish-the-value-of-life-claims-northern-ireland-mp#:~:text=Girls%20could%20be,is%20in%20dispute.%E2%80%9D\">far beyond<\/a>\u00a0outlining what the abortion law is and recommended resources teach girls how to get an abortion (including late-term abortions) and how to go about secretly having an abortion without their parents knowing.<\/p>\n<p>England\u2019s\u00a0<a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/1090195\/Relationships_Education_RSE_and_Health_Education.pdf\" target=\"_blank\" rel=\"noopener\">RSE guidance states<\/a>\u00a0that there are \u201cmany excellent resources available, free of charge, which schools can draw on\u201d, specifically listing the Sexwise website as a resource for \u201cup to date information on all aspects of sexual and reproductive health\u2026which teachers may find helpful for their knowledge\u201d.<\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/zVk1qM1El9o?si=w-A_0CbhuCIl_djt\" width=\"640\" height=\"355\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n<p><strong>\u201cMirror the approach taken in England\u201d<\/strong><\/p>\n<p>The Sexwise resource outlines how to get an abortion (including late-term abortions) and teaches girls how to go about secretly having an abortion without their parents knowing.<\/p>\n<p>In the same resource, students who are pregnant are encouraged to book an appointment at an abortion clinic, even if they are unsure about whether they want to have an abortion. The resource\u00a0<a href=\"https:\/\/www.sexwise.org.uk\/unplanned-pregnancy\/abortion-your-questions-answered\" target=\"_blank\" rel=\"nofollow noopener\">states<\/a>\u00a0that \u201cAbortion is safer the earlier it takes place, so even if you\u2019re not certain about your decision, it\u2019s a good idea to get a referral. You\u2019ll always be given time to make up your mind, if you need it\u201d.<\/p>\n<p>Contact details for the three largest abortion providers in the UK, all of whom receive the majority of their income from performing abortions, are provided in the resource.<\/p>\n<p>An\u00a0<a href=\"https:\/\/www.rsehub.org.uk\/educators\/top-tips\/for-existing-rse-educators\/top-tips-for-teaching-about-abortion\/\" target=\"_blank\" rel=\"noopener\">RSE Hub<\/a>,\u00a0<a href=\"https:\/\/www.rsehub.org.uk\/\" target=\"_blank\" rel=\"noopener\">developed\u00a0<\/a>\u201cto strengthen the quality and consistency of RSE in the South West and nationally\u201d, recommends teachers use resources provided by Education for Choice.<\/p>\n<p>Its resources are highly biased and include extensive misinformation, for example\u00a0<a class=\"__mPS2id\" href=\"https:\/\/www.efc.org.uk\/abortion-a-womans-right\/#:~:text=before%20the%20limit%20of%20viability%20(24%20weeks%20in%20the%20UK)%2C%20the%20foetus%20is%20not%20considered%20a%20human%20being\" target=\"_blank\" rel=\"noopener\">stating that<\/a>\u00a0\u201cbefore the limit of viability (24 weeks in the UK), the foetus is not considered a human being\u201d.<\/p>\n<p><strong>Unscientific content<\/strong><\/p>\n<p>Stating that an unborn child under 24 weeks is not considered a human being is simply an opinion, widely disputed, and should be labelled as such.<\/p>\n<p>In the \u201cWhy do some people oppose abortion?\u201d section of the resource, the EFC states \u201c\u2026 if a fertilised cell is a human being, then using a condom or masturbating is tantamount to murder\u2026 as trillions of potential lives die in teenage boys\u2019 bellybuttons every day\u201d.<\/p>\n<p>This misinformation falsely claims that those opposed to abortion believe that gametes, unfertilised sperm and eggs, require the same protection in law that an embryo or fetus should have.<\/p>\n<p>Furthermore, the Northern Ireland consultation implies that there is a conflict between parental rights and children\u2019s rights without making reference to the fact there is no internationally recognised right to an abortion or to the fact that the United Nations Convention on the Rights of the Child to which the consultation refers,\u00a0<a class=\"__mPS2id\" href=\"https:\/\/www.ohchr.org\/en\/instruments-mechanisms\/instruments\/convention-rights-child#:~:text=including%20appropriate%20legal%20protection%2C%20before%20as%20well%20as%20after%20birth\" target=\"_blank\" rel=\"noopener\">includes<\/a>\u00a0protections for children \u201cbefore as well as after birth\u201d.<\/p>\n<p>Right To Life UK spokesperson, Catherine Robinson, said:<\/p>\n<p style=\"padding-left: 40px;\"><em>\u201cThe people of Northern Ireland\u00a0<a href=\"https:\/\/www.newsletter.co.uk\/health\/government-ushers-in-abortion-up-to-point-of-birth-in-northern-ireland-despite-overwhelming-consultation-opposition-2518364\" target=\"_blank\" rel=\"noopener\">made it clear<\/a>\u00a0that they did not want abortion introduced to Northern Ireland, but the UK Government ignored them and forced it on them\u201d.<\/em><\/p>\n<p style=\"padding-left: 40px;\"><em>\u201cNow the UK Government is adding insult to injury and forcing schools throughout Northern Ireland to teach about abortion\u201d.<\/em><\/p>\n<p style=\"padding-left: 40px;\"><em>\u201cNorthern Ireland will now be going from a country where parents can decide when and how to teach their children about abortion, to all schools, including faith schools, being forced to teach students aged 11 to 16 years old about abortion\u201d.<\/em><\/p>\n<p style=\"padding-left: 40px;\"><em>\u201cAbortion is not a morally neutral issue and should not be taught as such since it involves deliberately ending another human life. To give the impression it is neutral, is itself to adopt a contested moral position and this is exactly what the consultation does\u201d.<\/em><\/p>\n<p style=\"padding-left: 40px;\"><em>\u201cIt would be wholly inappropriate for schools to tell girls how to \u2018access abortion\u2019, especially without parental involvement, and there is simply no way this could possibly be done in a \u2018neutral manner&#8217;\u201d.<\/em><\/p>\n<p style=\"padding-left: 40px;\"><em>\u201cFaith schools in Northern Ireland should be able to teach about issues such as abortion in a way that aligns with the values of their faith tradition and not be forced to teach highly controversial issues such as abortion in a way prescribed by the state\u201d.<\/em><\/p>\n<p style=\"padding-left: 40px;\"><em>\u201cParents\/carers should be permitted to withdraw their children from RSE lessons if they are concerned about the content and it should be made easy for them to do so. If outside providers are invited by schools to teach RSE lessons on these issues, parents ought to be informed.
