{"id":300545,"date":"2023-10-24T06:36:06","date_gmt":"2023-10-24T11:36:06","guid":{"rendered":"https:\/\/www.liveaction.org\/news\/?p=300545"},"modified":"2023-10-23T15:55:49","modified_gmt":"2023-10-23T20:55:49","slug":"worcester-pro-life-pregnancy-centers","status":"publish","type":"post","link":"https:\/\/archive.liveaction.org\/news\/worcester-pro-life-pregnancy-centers\/","title":{"rendered":"Proposal to regulate pro-life pregnancy centers fails in Massachusetts city"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p><span style=\"font-weight: 400;\">After more than a year of debate, the Worcester, Massachusetts, city council <\/span><a href=\"https:\/\/www.wgbh.org\/news\/local\/2023-10-18\/worcester-city-council-votes-against-regulating-anti-abortion-clinics\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">voted<\/span><\/a><span style=\"font-weight: 400;\"> 7-4 last week to permanently drop a proposed ordinance that would regulate pro-life pregnancy resource centers (PRCs) in the city.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In July 2022, the city <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/worcester-votes-pregnancy-centers\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">authorized<\/span><\/a><span style=\"font-weight: 400;\"> the city manager and city solicitor to draft an ordinance that would have required PRCs to <\/span><span style=\"font-weight: 400;\">\u201c<\/span><span style=\"font-weight: 400;\">directly provide or provide referrals for abortions or emergency contraception.\u201d Most PRCs provide assistance and counseling to pregnant mothers and young families, but they do not give abortion referrals.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In July of this year, city council members appeared to <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/massachusetts-anti-pregnancy-center-ordinance\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">back off<\/span><\/a><span style=\"font-weight: 400;\"> of this restrictive ordinance after realizing that it was likely unconstitutional. At that time, City Manager Eric Batista ordered City Solicitor Michael Traynor to draft two ordinances for the Council\u2019s consideration, though Batista also admitted that any drafts up to that time had been delayed because the Attorney General\u2019s office had warned the proposal could expose the city to potential fees and litigation.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Traynor then developed two ordinances; one which would have required pro-life PRCs to provide abortion referrals, and another that would have outlawed \u201cdeceptive advertising,\u201d though he warned that both would be in violation of the First Amendment. Ultimately, at their October 17 meeting, Council members admitted that the restrictions would be in violation of constitutional rights, and decided to drop the measures altogether.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI\u2019m too concerned about the unintended consequences of going too far and trying to push them on the municipal level,\u201d Mayor Joseph Petty said at the October 17 meeting. \u201cAt a time when the city residents are seeing increases with inflation, gas prices, electricity and taxes, I cannot subject [the city] to any more litigation that causes any more financial anguish.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Catholic Action League Executive Director C.J. Doyle praised the development in a statement. &#8220;While the vote was a victory for human life, religious freedom and constitutional government, its proximate cause was a cold and calculated appreciation of the legal liabilities, and consequent fiscal burdens, that the City of Worcester and its taxpayers would have to bear defending this untenable and extremist legislation in court,\u201d he <\/span><a href=\"https:\/\/www.catholicactionleague.org\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">said<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Worcester is the second Massachusetts city to drop a proposed ordinance regulating PRCs. In August, the city of Easthamption <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/massachusetts-city-anti-pregnancy-center-ordinance-fails\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">dropped a similar ordinance<\/span><\/a><span style=\"font-weight: 400;\"> after realizing it would have likely subjected the city to costly litigation.\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/www.liveaction.org\/stop-planned-parenthood\/?utm_campaign=sex_ed_petition&amp;utm_medium=LAN&amp;utm_source=website\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" loading=\"lazy\" class=\"size-large wp-image-295788 aligncenter\"
