{"id":295631,"date":"2023-08-01T16:41:07","date_gmt":"2023-08-01T21:41:07","guid":{"rendered":"https:\/\/www.liveaction.org\/news\/?p=295631"},"modified":"2023-07-31T23:06:57","modified_gmt":"2023-08-01T04:06:57","slug":"pro-abortion-members-congress-fund-instead-life","status":"publish","type":"post","link":"https:\/\/archive.liveaction.org\/news\/pro-abortion-members-congress-fund-instead-life\/","title":{"rendered":"Pro-abortion members of Congress want to fund this instead of life-affirming options"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p><span style=\"font-weight: 400;\">Pro-abortion members of the U.S. House of Representatives and U.S. Senate have reintroduced legislation that would provide federal grants to organizations that facilitate abortions through travel assistance and other means.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/www.hirono.senate.gov\/imo\/media\/doc\/reproductive_health_patient_navigator_act_bill_text.pdf\"><span style=\"font-weight: 400;\">Reproductive Health Patient Navigator Act<\/span><\/a><span style=\"font-weight: 400;\"> amends an <\/span><a href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/42\/256\"><span style=\"font-weight: 400;\">existing law<\/span><\/a><span style=\"font-weight: 400;\"> for grants through the Health and Human Services (HHS) Department. Reintroduced on July 20, the bill doesn\u2019t specify a funding amount but mandates that the HHS Secretary create a grant program for so-called abortion \u201cnavigators.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to its text, the grants could fund efforts to inform women about abortion, as well as \u201c[c]oordinating financing resources for travel-related costs, including transportation, childcare, and lodging.\u201d Funding could also support:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">\u201cProviding emotional wellness and doula support to individuals accessing abortion services\u201d\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">\u201cDeveloping partnerships with local community organizations providing services for which eligible entity provides assistance, abortion service providers, and other patient navigators.\u201d<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The bill was introduced by Sen. Catherine Cortez Masto (D-Nev.) in the Senate and Rep. Susie Lee (D-Nev.) in the House. It\u2019s also received backing from the National Network of Abortion Funds, National Women\u2019s Law Center, Planned Parenthood Federation of America, and others.<\/span><\/p>\n<p><a href=\"https:\/\/www.huffpost.com\/entry\/cortez-masto-federal-grant-abortion-funds_n_64b6dff4e4b0dcb4cab5c656#:~:text=Democratic%20Nevada%20Sen.%20Catherine%20Cortez,similar%20programs%20for%20cancer%20patients\"><span style=\"font-weight: 400;\">HuffPost<\/span><\/a><span style=\"font-weight: 400;\"> reported that Cortez Masto compared the bill to a <\/span><a href=\"https:\/\/rrp.cancer.gov\/initiatives\/cdrp\/pnp\/nav_funding.htm\"><span style=\"font-weight: 400;\">navigator program<\/span><\/a><span style=\"font-weight: 400;\"> for cancer patients. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThere are already programs out there that the federal government funds to help women connect with essential health care. Why should this be any different?\u201d she reportedly asked.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Bill co-sponsor Sen. Mazie Hirono (D-Hawaii) decried \u201cMAGA Republicans attempt[ing] to outlaw abortion nationwide\u201d and <\/span><a href=\"https:\/\/www.hirono.senate.gov\/news\/press-releases\/hirono-colleagues-introduce-legislation-to-help-women-in-anti-abortion-states-access-reproductive-care\"><span style=\"font-weight: 400;\">said<\/span><\/a><span style=\"font-weight: 400;\"> the Act would \u201csupport essential, reproductive health organizations and help connect women with fundamental health care services, especially in states where abortion is banned.\u201d<\/span><\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/CFZDhM5Gwhk\" width=\"640\" height=\"355\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n<p><span style=\"font-weight: 400;\">Hirono echoed years of pro-abortion propaganda describing the killing of a preborn human as critical health care. That same type of rhetoric has popped up in discussions of how pro-life laws have impacted the patchwork of abortion access across the country. As Live Action News <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/abortion-women-crossing-state-lines-dobbs\/\"><span style=\"font-weight: 400;\">previously reported<\/span><\/a><span style=\"font-weight: 400;\">, abortion providers have claimed that women are crossing state lines in large numbers and creating spikes in the amount of out-of-state abortion seekers.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Regardless, some <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/10k-babies-saved-texas-pro-life\/\"><span style=\"font-weight: 400;\">data has indicated<\/span><\/a><span style=\"font-weight: 400;\"> a drop in abortions and thousands of lives saved even as some women travel to avoid pro-life restrictions. The limitations of those restrictions has prompted political and legal interventions designed to regulate cross-state travel for abortions. At the federal level, the Defense Department upset pro-life members of Congress by agreeing to reimburse travel for servicemembers\u2019 abortions.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Cortez Masto tried but failed to pass the Freedom to Travel for Health Care Act of 2022, which sought to \u201cmake it clear that anti-choice states can\u2019t prosecute women who travel to another state for reproductive care,\u201d according to her. Her navigator legislation also contains provisions shielding grant recipients from state action. More specifically, it includes a private cause of action for navigators and allows the Attorney General to bring civil action against states that impede or restrict navigators\u2019 activities.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Within state governments, Democratic administrations sought to limit law enforcement action in response to out-of-state abortions. Nineteen attorneys general also <\/span><a href=\"https:\/\/www.mississippifreepress.org\/wp-content\/uploads\/2023\/07\/657773029-Mississippi-AG-opposes-reproductive-care-privacy-rule.pdf\"><span style=\"font-weight: 400;\">sent a letter<\/span><\/a><span style=\"font-weight: 400;\"> accusing the Biden administration of illegally restricting states\u2019 access to abortion seekers\u2019 medical records.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Federal law currently prohibits the use of federal funds for most abortions, though Democrats have repeatedly proposed undoing that decades-long policy.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Pro-abortion members of the U.S. House of Representatives and U.S. Senate have reintroduced legislation that would provide federal grants to organizations that facilitate abortions through travel assistance and other means.\u00a0 The Reproductive Health Patient Navigator Act amends an existing law for grants through the Health and Human Services (HHS) Department.
