{"id":292736,"date":"2023-06-11T09:38:47","date_gmt":"2023-06-11T14:38:47","guid":{"rendered":"https:\/\/www.liveaction.org\/news\/?p=292736"},"modified":"2023-06-09T16:05:07","modified_gmt":"2023-06-09T21:05:07","slug":"scholars-warn-harms-canada-assisted-suicide","status":"publish","type":"post","link":"https:\/\/archive.liveaction.org\/news\/scholars-warn-harms-canada-assisted-suicide\/","title":{"rendered":"Canada&#8217;s assisted suicide policies are nothing to emulate, scholars tell UK"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p><span style=\"font-weight: 400;\">Scholars reportedly used Canada as an example to warn about the potential harms of pro-physician assisted suicide laws on Tuesday as the United Kingdom\u2019s parliament weighed the issue.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI would say Canada is a warning sign for countries that contemplate legalising medical assistance in dying or assisted suicide and euthanasia,\u201d Canadian professor Trudo Lemmens told lawmakers, according to <\/span><a href=\"https:\/\/www.harrowtimes.co.uk\/news\/national\/23570819.canadas-euthanasia-system-warning-sign-countries-mps-told\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">PA News Agency<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Both he and Dr. Scott Kim of the University of Michigan told lawmakers that the tactic was not being used as a last resort despite what advocates often claim. Lemmens went so far as to describe Canada as \u201cthe most open-ended system in the world.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The country\u2019s assisted suicide program \u2013 known as Medical Assistance in Dying or MAID \u2013 has <\/span><a href=\"https:\/\/apnews.com\/article\/covid-science-health-toronto-7c631558a457188d2bd2b5cfd360a867\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">reportedly been criticized<\/span><\/a><span style=\"font-weight: 400;\"> for a lack of safeguards and purportedly discriminatory impact on disabled people. The nation also <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/canada-assisted-suicide-vulnerable-group\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">reportedly leads<\/span><\/a><span style=\"font-weight: 400;\"> the world in assisted suicide for prisoners.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Their testimony came amid criticism of the Canadian system and <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/canada-assisted-suicide-covid-financial-strain\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">news<\/span><\/a><span style=\"font-weight: 400;\"> of people seeking assisted suicide for concerns like <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/ontario-man-euthanasia-homelessness\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">homelessness<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/woman-canada-euthanasia-access-medical-treatment\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">lack of medical care access<\/span><\/a><span style=\"font-weight: 400;\">, and <\/span><a href=\"https:\/\/apnews.com\/article\/covid-science-health-toronto-7c631558a457188d2bd2b5cfd360a867\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">hearing loss<\/span><\/a><span style=\"font-weight: 400;\">. The government is set to expand MAID in 2024 to include those suffering with a mental disorder. It\u2019s possible MAID access could expand, with a special committee in the nation\u2019s parliament <\/span><a href=\"https:\/\/nypost.com\/2023\/02\/24\/canada-considers-expanding-euthanasia-program-to-terminally-ill-minors\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">suggesting<\/span><\/a><span style=\"font-weight: 400;\"> the practice for minors. Ethicists\u2019 have also <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/ethicists-doctors-against-assisted-suicide-canada\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">controversially suggested<\/span><\/a><span style=\"font-weight: 400;\"> MAID for individuals facing unjust social conditions.<\/span><\/p>\n<p><a href=\"https:\/\/www.liveaction.org\/target-petition\/?utm_source=lan&amp;utm_medium=display&amp;utm_campaign=lan_website&amp;utm_content=target_petition\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" loading=\"lazy\" class=\"size-large wp-image-292702 aligncenter\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2023\/06\/LA23MAY_TargetPetition_resized-700x180.jpg\" alt=\"Target petition\" width=\"700\" height=\"180\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2023\/06\/LA23MAY_TargetPetition_resized-700x180.jpg 700w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2023\/06\/LA23MAY_TargetPetition_resized-300x77.jpg 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2023\/06\/LA23MAY_TargetPetition_resized-768x198.jpg 768w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2023\/06\/LA23MAY_TargetPetition_resized-500x129.jpg 500w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2023\/06\/LA23MAY_TargetPetition_resized.jpg 1200w\" sizes=\"(max-width: 700px) 100vw, 700px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">Kim, who agreed with the \u201cwarning sign\u201d assessment, said: \u201cThe law itself says this doesn\u2019t have to be last resort, which means that a person could genuinely lack access to disability services, to outpatient psychiatric treatment, which is common in Canada. Those people would still qualify. And I think that\u2019s a very disturbing societal norm.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Earlier this year, an <\/span><a href=\"https:\/\/vancouversun.com\/opinion\/columnists\/douglas-todd-canadians-adopting-assisted-death-22-times-more-than-americans\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">op-ed<\/span><\/a><span style=\"font-weight: 400;\"> pointed out that Canada\u2019s assisted suicide rate was a shocking <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/canadian-assisted-suicide-surge-22-times-us\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">22 times<\/span><\/a><span style=\"font-weight: 400;\"> higher than that of the U.S. The author compared California, which had 3,344 such deaths between 2016 and 2021, to Canada, which had 31,664 during the same time period.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Canada\u2019s health ministry <\/span><a href=\"https:\/\/www.canada.ca\/en\/health-canada\/services\/medical-assistance-dying\/annual-report-2021.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">reported<\/span><\/a><span style=\"font-weight: 400;\"> that in 2021, the country saw 10,064 reported MAID provisions. That represented 3.3% of all deaths in Canada and a 32.4% increase since 2020. Of the 12,286 written requests for MAID, 81% (9,950) resulted in the administration of the service. Just 487 individuals (4% of requests) were deemed ineligible for MAID in 2021 with the most common reason (33.1%) being that the individual was not capable of making decisions about their health. The percentage ineligible for 2021 was slightly lower than in 2020 (6.1%) and 2019 (7.9%).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Lemmens, who\u2019s on the faculty of the University of Toronto law school, said he supported legalization but argued the system had become a form of \u201charm reduction.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI would confirm that one of the concerns that people like me have who have supported actually the initial legislation is that originally there was a denial of the fact that we had cases of people who were asking for Maid [medical assistance in dying] because they lacked adequate support,\u201d he said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThere is now an explicit admission of some of the strong advocates for broader access to MaID that these cases are happening, that they\u2019re a solution to a worse-off situation. So it has been defended even as a form of harm reduction, to offer MAID when people don\u2019t have adequate access to social support and care. So I think that\u2019s a serious concern.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Their comments came as <\/span><a href=\"https:\/\/humanists.uk\/2023\/06\/06\/parliament-hears-from-assisted-dying-experts-in-belgium-the-netherlands-and-canada\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">multiple<\/span><\/a><span style=\"font-weight: 400;\"> jurisdictions weigh assisted suicide policies. Canada has reportedly been used as a cautionary tale <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/scotland-assisted-suicide-unsafe-unpredictable\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">in Scotland<\/span><\/a><span style=\"font-weight: 400;\"> as well.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Both Kim and Lemmens were testifying in front of the Health and Social Care Committee, which is expected to release a report on the issue at the end of the year. The committee\u2019s activity has prompted bold input from both sides of the debate.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As Live Action News previously <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/former-archbishop-canterbury-assisted-suicide\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">noted<\/span><\/a><span style=\"font-weight: 400;\">, former Archbishop of Canterbury George Carey broke with his church and backed legalization as both \u201cprofoundly Christian\u201d and an \u201cact of love.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Dr. James Downar, a University of Toronto professor and palliative care physician, reportedly pushed back on Kim\u2019s criticism of Canada on Tuesday.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI would say there definitely are issues of access to services in parts of this country, that is absolutely true,\u201d he said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI would simply state that what we know of the individuals who are receiving Maid that, you know, 96% received or had good access to disability supports, 98% received or had access to palliative care supports. That\u2019s not just a self-report. That was corroborated by coroners\u2019 reports in Ontario for the first 3,000 cases. I published work on that.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cAgain, it\u2019s important to distinguish that, you know, while there are access issues broadly in Canada, in the UK, in the US \u2013 this is a very, very true statement \u2013 that those access issues very much do not seem like they are driving MAID decisions to any substantial degree at all.&#8221;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Regardless, the debate raises questions about how society views human life and ethical responses to suffering.\u00a0 The Suicide Act of 1961 currently criminalizes assisting another person\u2019s suicide in England and Wales, punishing them with 14 years in prison. In December, Parliament <\/span><a href=\"https:\/\/committees.parliament.uk\/committee\/81\/health-and-social-care-committee\/news\/174845\/mps-launch-new-inquiry-on-assisted-dyingassisted-suicide\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">announced<\/span><\/a><span style=\"font-weight: 400;\"> it was launching a committee for reviewing evidence on the issue \u2013 including from places like Oregon and Canada. Assisted suicide has seen support in <\/span><a href=\"https:\/\/www.theguardian.com\/society\/2021\/aug\/04\/three-in-four-britons-back-assisted-dying-for-terminally-ill-poll\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">polling<\/span><\/a><span style=\"font-weight: 400;\"> and from celebrities such as <\/span><a href=\"https:\/\/www.independent.co.uk\/arts-entertainment\/tv\/news\/prue-leith-son-assisted-dying-channel-4-b2283998.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Prue Leith<\/span><\/a><span style=\"font-weight: 400;\">, a host of The Great British Bake Off, but it faces staunch opposition from faith leaders in the Anglican and Catholic churches.\u00a0<\/span><\/p>\n<p style=\"text-align: center;\"><a href=\"https:\/\/give.liveaction.org\/general-donation\/?utm_source=lan&amp;utm_medium=display&amp;utm_campaign=monthly&amp;utm_content=article\"><i><strong>Did you know that as little as $10 a month is enough to reach more than 3,000 people with the truth about abortion that no one else is telling them?
