{"id":290453,"date":"2023-05-08T18:34:56","date_gmt":"2023-05-08T23:34:56","guid":{"rendered":"https:\/\/www.liveaction.org\/news\/?p=290453"},"modified":"2023-05-06T00:13:01","modified_gmt":"2023-05-06T05:13:01","slug":"rhode-island-state-insurance-abortion","status":"publish","type":"post","link":"https:\/\/archive.liveaction.org\/news\/rhode-island-state-insurance-abortion\/","title":{"rendered":"Rhode Island House approves state insurance coverage for abortion"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p><span style=\"font-weight: 400;\">A new bill passed by Rhode Island&#8217;s House of Representatives proposes that Rhode Island taxpayers fund abortion via healthcare plans that cover state workers, as well as through Medicaid.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/law.justia.com\/codes\/rhode-island\/2022\/title-36\/chapter-36-12\/section-36-12-2-1\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">current state statute reads<\/span><\/a><span style=\"font-weight: 400;\">, \u201cRhode Island shall not include in any health insurance contracts, plans, or policies covering employees, any provision which shall provide coverage for induced abortions.\u201d\u00a0The Equality in Abortion Coverage Act (EACA), sponsored by Majority Whip Katherine Kazarian, would <em>delete<\/em>\u00a0such wording in state law that prevents state funds from going towards abortions. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Whip Kazarian argued for the measure on the grounds that some people might not be able to pay for abortions \u2013 the most <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/abortion-is-lucrative-says-planned-parenthood-worker-in-one-day-i-could-buy-a-car\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">lucrative<\/span><\/a><span style=\"font-weight: 400;\"> procedure for the abortion business Planned Parenthood \u2013 and therefore, the state should pay for them, under the guise of equality.\u00a0 <\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWhile I am grateful that Rhode Island has codified Roe v. Wade into state law, access to reproductive health is still not equal in our state. Unless an individual is able to pay the costs out of pocket or is on private insurance, these essential health care services are still out of reach for too many Rhode Islanders. With reproductive rights remaining under attack in our nation\u2019s capital, the passage of the Equality in Abortion Coverage Act will provide total equality for everyone in Rhode Island who needs reproductive health services access,\u201d said Whip Kazarian according to <\/span><a href=\"https:\/\/www.thenewportbuzz.com\/rhode-island-house-passes-equality-in-abortion-coverage-act\/41634\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Newport Buzz<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/www.liveaction.org\/walgreens-cvs-petition\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" loading=\"lazy\" class=\"size-large wp-image-283198 aligncenter\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2023\/01\/Keep-Abortion-Pill-Out-Of-Walgreens-CVSLAN-Horizontal--700x180.jpg\" alt=\"Walgreens CVS banner\" width=\"700\" height=\"180\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2023\/01\/Keep-Abortion-Pill-Out-Of-Walgreens-CVSLAN-Horizontal--700x180.jpg 700w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2023\/01\/Keep-Abortion-Pill-Out-Of-Walgreens-CVSLAN-Horizontal--300x77.jpg 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2023\/01\/Keep-Abortion-Pill-Out-Of-Walgreens-CVSLAN-Horizontal--768x197.jpg 768w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2023\/01\/Keep-Abortion-Pill-Out-Of-Walgreens-CVSLAN-Horizontal--500x128.jpg 500w\" sizes=\"(max-width: 700px) 100vw, 700px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">The debate around the measure was contentious, with several Democrats voting against the measure before it eventually passed 49-24. Rep. Charlene Lima, D-Cranston, was particularly vocal about the measure, despite describing herself as \u201cpro-choice.\u201d She stated her objections to constituents funding abortions they strongly morally oppose.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIt is fundamentally wrong to ask the taxpayers to pay for Medicaid abortions and abortion coverage under taxpayer funded state insurance plans &#8230; I plan to vote no,\u201d Rep. Lima said, according to the <\/span><a href=\"https:\/\/www.providencejournal.com\/story\/news\/politics\/2023\/04\/27\/house-to-vote-to-allow-ri-to-pay-for-abortions-sought-by-state-workers\/70157556007\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Providence Journal<\/span><\/a><span style=\"font-weight: 400;\">. She rejected the notion that there is any other way to characterize the legislation. \u201cThe taxpayers who have a fundamental belief against abortion are going to have to pay for it. Don\u2019t say the taxpayers aren\u2019t going to pay for it, we know they are,\u201d she said, according to <\/span><a href=\"https:\/\/turnto10.com\/news\/local\/the-equality-in-abortion-coverage-act-passes-at-the-rhode-island-house-april-28-2023\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">WJAR<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In 2019, Rhode Island <\/span><a href=\"https:\/\/www.rilegislature.gov\/pressrelease\/_layouts\/RIL.PressRelease.ListStructure\/Forms\/DisplayForm.aspx?List=c8baae31-3c10-431c-8dcd-9dbbe21ce3e9&amp;ID=370432\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">codified <\/span><i><span style=\"font-weight: 400;\">Roe<\/span><\/i><span style=\"font-weight: 400;\"> into state law<\/span><\/a><span style=\"font-weight: 400;\">, allowing for abortions late into pregnancy. Additionally, Rep. Arthur Corvese stated that Rhode Island already pays for abortion in the cases of rape, incest, or the health of the mother \u2014 even though the intentional and direct killing of a preborn baby is not medically necessary and is not health care.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">&#8220;Termination of pregnancy as a method of after-the-fact birth control is an abomination and unconscionable in a civilized society,&#8221; Rep. Corvese said.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Another piece of the debate was the funding for the measure. Rep. Lima raised concerns about how the state proposed to pay for said abortions. \u201cUnless, speaker, you have a golden goose that lays a golden egg in your office, where\u2019s this money going to come from?\u201d She <a href=\"https:\/\/www.browndailyherald.com\/article\/2023\/04\/rhode-island-state-house-votes-49-24-to-pass-equality-in-abortion-coverage-act\">added<\/a>, \u201cIt is so easy to spend money when it\u2019s not yours. If the 50-something people on this floor want to pay for abortion \u2026 use your money, not the taxpayer\u2019s money.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Proponents of the bill argued that taxpayers opposed to the Vietnam War were still required to pay taxes to support the war effort.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">&#8220;Not so long ago, even the proponents of legal abortion regarded it as an unfortunate but necessary evil,\u201d recalled R.I. Right to Life lobbyist Barth Bracy, according to the Providence Journal. \u201cNow, the state-paid killing of underprivileged preborn human children is bizarrely proposed as a matter of &#8216;economic justice&#8217; and, simultaneously, as a way for the state to save money. I pray that each one of you will pause to consider the role you yourself play in this grotesque and degenerate state-of-affairs.
