Located in Vermillion County, the most eastern part of the City of Danville (pop. 28,177) borders the state of Indiana.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The ordinance was moved forward to be considered due to the expected arrival of abortion services in the community. <\/span><span style=\"font-weight: 400;\">In mid-March, McGhee Investment Group, LLC purchased a property located at 600 North Logan Avenue. This LLC was <\/span><a href=\"https:\/\/www.bizapedia.com\/in\/mcghee-investment-group-llc.html\"><span style=\"font-weight: 400;\">formed<\/span><\/a><span style=\"font-weight: 400;\"> in early February, and lists Ladonna Prince from Indianapolis, Indiana, as its registered agent. McGhee Investment Group, LLC lists Prince\u2019s address as 3607 West 16th Street, Indianapolis, Indiana \u2013 which is the same <\/span><a href=\"http:\/\/clinic4women.net\/contact\/\"><span style=\"font-weight: 400;\">address<\/span><\/a><span style=\"font-weight: 400;\"> used for Clinic for Women \u2013 the abortion facility in Indianapolis Ladonna Prince is the\u00a0<\/span><a href=\"https:\/\/www.in.gov\/health\/reports\/QAMIS\/abordir\/ctyfacindianapolis.htm\"><span style=\"font-weight: 400;\">administrator<\/span><\/a><span style=\"font-weight: 400;\">. The location of the planned abortion facility in Danville is 6 miles west of the Illinois-Indiana border and 85 miles from the abortion facility in Indianapolis.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Like the ordinance <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/new-mexico-edgewood-66th-sanctuary-unborn\/\"><span style=\"font-weight: 400;\">passed<\/span><\/a><span style=\"font-weight: 400;\"> most-recently in the Town of Edgewood, New Mexico, the proposed ordinance for the City of Danville would require compliance with federal statutes passed by Congress in 1873. These statutes, found in 18 U.S.C. \u00a7\u00a7 1461\u201362, prohibit the mailing and the receiving of abortion inducing-drugs and abortion paraphernalia.\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/www.liveaction.org\/walgreens-cvs-petition\/\"><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter size-large wp-image-283198\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2023\/01\/Keep-Abortion-Pill-Out-Of-Walgreens-CVSLAN-Horizontal--700x180.jpg\" alt=\"Walgreens CVS banner\" width=\"700\" height=\"180\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2023\/01\/Keep-Abortion-Pill-Out-Of-Walgreens-CVSLAN-Horizontal--700x180.jpg 700w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2023\/01\/Keep-Abortion-Pill-Out-Of-Walgreens-CVSLAN-Horizontal--300x77.jpg 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2023\/01\/Keep-Abortion-Pill-Out-Of-Walgreens-CVSLAN-Horizontal--768x197.jpg 768w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2023\/01\/Keep-Abortion-Pill-Out-Of-Walgreens-CVSLAN-Horizontal--500x128.jpg 500w\" sizes=\"(max-width: 700px) 100vw, 700px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">Since early February, the Sanctuary Cities for the Unborn Initiative has been educating community leaders throughout the City of Edgewood about these federal statutes and how they are being used in local ordinances throughout the United States. On Wednesday, March 22, a <\/span><a href=\"http:\/\/www.sanctuarycitiesfortheunborn.com\/\"><span style=\"font-weight: 400;\">Sanctuary Cities for the Unborn<\/span><\/a><span style=\"font-weight: 400;\"> Interest meeting was held at the Rock Church and on Thursday, March 23, an Interest Luncheon was held with Danville-area pastors and ministry leaders at a local restaurant for this very purpose.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On Monday, March 27, the Illinois House of Representatives Freedom Caucus held a <\/span><a href=\"https:\/\/www.wandtv.com\/community\/illinois-freedom-caucus-protests-near-future-danville-abortion-clinic\/article_93c307da-ccec-11ed-964a-a3582e0dea61.html\"><span style=\"font-weight: 400;\">press conference<\/span><\/a> <span style=\"font-weight: 400;\">across the street from the planned abortion facility expressing their opposition to the facility and standing in support of the idea of the City of Danville considering a Sanctuary City for the Unborn ordinance.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The use of these federal statutes, which are part of the Comstock Act, have been getting much attention in media outlets throughout the United States. In an April 14 <\/span><a href=\"https:\/\/slate.com\/news-and-politics\/2023\/04\/abortion-pill-ban-comstock-act-history-mifepristone-kacsmaryk.html?fbclid=IwAR1ClFVMJr-1Tm68ZFnjbfzYPWxxVtnYvrJ8uilazdaRM7XSf4OJG0O-oiE\"><span style=\"font-weight: 400;\">article<\/span><\/a><span style=\"font-weight: 400;\"> in <\/span><span style=\"font-weight: 400;\">Slate<\/span><span style=\"font-weight: 400;\">, University of California\u2013Davis School of Law professor Mary Ziegler spoke of the Sanctuary Cities for the Unborn Initiative\u2019s use of the Comstock Act to restrict abortion. Zeigler shared about how those behind the initiative argue that \u201cevery single abortion in the United States, surgical or medical, requires something that comes in the mail.\u201d Ziegler continued, \u201cAbortion providers don\u2019t create their own medical devices or surgical instruments. They don\u2019t make their own drugs. They get them from medical device manufacturers and pharmaceutical distributors.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In another <\/span><a href=\"https:\/\/www.huffpost.com\/entry\/abortion-ban-comstock-act_n_643d56d7e4b0ed74f2a34db7\/amp?fbclid=IwAR1ji1ayvGDzftmHa7rF5HLh7pNEyLY2rh8pML36GT4chMbMbdzdVrCqUTQ\"><span style=\"font-weight: 400;\">article<\/span><\/a><span style=\"font-weight: 400;\"> published April 17 in the <\/span><span style=\"font-weight: 400;\">Huff Post<\/span><span style=\"font-weight: 400;\">, the ACLU\u2019s Reproductive Freedom Project Director J<\/span><span style=\"font-weight: 400;\">ennifer Dalven said that if the courts adopt these federal statutes it \u201cwould be absolutely catastrophic\u201d to the abortion industry.\u00a0<\/span><\/p>\n<div id=\"attachment_290072\" style=\"width: 710px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-290072\" decoding=\"async\" loading=\"lazy\" class=\"size-large wp-image-290072\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2023\/04\/343212290_250947164077957_5869313133520709291_n-700x525.jpg\" alt=\"\" width=\"700\" height=\"525\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2023\/04\/343212290_250947164077957_5869313133520709291_n-700x525.jpg 700w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2023\/04\/343212290_250947164077957_5869313133520709291_n-300x225.jpg 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2023\/04\/343212290_250947164077957_5869313133520709291_n-500x375.jpg 500w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2023\/04\/343212290_250947164077957_5869313133520709291_n.jpg 706w\" sizes=\"(max-width: 700px) 100vw, 700px\" \/><p id=\"caption-attachment-290072\" class=\"wp-caption-text\">Photo of Danville City Council meeting: Ted Hartke. Used with permission. (Facebook)<\/p><\/div>\n<p><span style=\"font-weight: 400;\">Over 30 people who attended Tuesday night\u2019s meeting chose to speak on the proposed ordinance. Perhaps most notable among the opposition was the ACLU of Illinois, which had sent a <\/span><a href=\"https:\/\/www.aclu-il.org\/sites\/default\/files\/2023-04-24_letter_from_aclu-il_to_danville_public_services_committee.pdf\"><span style=\"font-weight: 400;\">letter<\/span><\/a><span style=\"font-weight: 400;\"> the day before to the City of Danville. The letter from the ACLU argued two main points: (1) \u201cThe Ordinance Would Violate Illinois Law\u201d and (2) \u201cThe Comstock Act is Inapplicable in Illinois.\u201d During the meeting, Mayor Rickey Williams shared that he had received a letter from Attorney Jonathan F. Mitchell who committed to represent the City of Danville \u201cat no cost to the city or its taxpayers\u201d in any litigation that may result from a decision to enact the proposed ordinance provided to the City of Danville.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the end, the <\/span><a href=\"https:\/\/www.commercial-news.com\/news\/local_news\/committee-votes-3-1-supporting-abortion-ordinance\/article_9c604a1a-e42a-11ed-822a-1729d13dc7b0.html\"><span style=\"font-weight: 400;\">vote<\/span><\/a><span style=\"font-weight: 400;\"> of the Public Services Committee was 3-1 in favor of moving the ordinance forward. Aldermen Ethan Burt, Eve Ludwig, and Robert Williams voted in support of the ordinance, while alderwoman Tricia Teague voted in opposition of the ordinance. Alderman Rick Stebing abstained from voting on the ordinance. The two remaining members of the seven person <\/span><a href=\"https:\/\/www.cityofdanville.org\/government\/city-council\/aldermen\"><span style=\"font-weight: 400;\">Public Services Committee<\/span><\/a><span style=\"font-weight: 400;\">, aldermen Sherry Pickering and Darren York, were absent from the meeting.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The final vote of the full City Council of <\/span><a href=\"https:\/\/www.cityofdanville.org\/government\/city-council\/aldermen\"><span style=\"font-weight: 400;\">fourteen<\/span><\/a><span style=\"font-weight: 400;\"> is expected to take place on Tuesday, May 2.
