{"id":289807,"date":"2023-04-25T06:36:59","date_gmt":"2023-04-25T11:36:59","guid":{"rendered":"https:\/\/www.liveaction.org\/news\/?p=289807"},"modified":"2023-04-24T19:04:39","modified_gmt":"2023-04-25T00:04:39","slug":"congressional-gop-retreats-federal-protections-preborn","status":"publish","type":"post","link":"https:\/\/archive.liveaction.org\/news\/congressional-gop-retreats-federal-protections-preborn\/","title":{"rendered":"Congressional GOP retreats from passing federal protections for preborn humans"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p><span style=\"font-weight: 400;\">Many prominent Republicans have resisted the idea of enacting federal abortion restrictions, underscoring a tonal shift in pro-life politicians\u2019 post-<em>Roe<\/em> rhetoric.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cYou know, it works through committee, the Supreme Court has made that decision, it goes to the states, and states will take up that issue,\u201d House Speaker Kevin McCarthy (R-Calif.) <\/span><a href=\"https:\/\/www.cnn.com\/2023\/04\/23\/politics\/national-abortion-ban-house-republicans\/index.html\"><span style=\"font-weight: 400;\">reportedly said<\/span><\/a><span style=\"font-weight: 400;\"> at a press conference.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The months following <\/span><i><span style=\"font-weight: 400;\">Dobbs <\/span><\/i><span style=\"font-weight: 400;\">have allowed what many conservatives sought for a long time \u2013 individual states debating the issue and making their own decisions on abortion rather than deferring to federal judges. In doing so, <\/span><i><span style=\"font-weight: 400;\">Dobbs <\/span><\/i><span style=\"font-weight: 400;\">has also forced conservatives to reconsider how they weigh their philosophical principles against political realities.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWhat we\u2019re working on right now is primarily reacquainting members with the abortion issue after the Dobbs decision,\u201d Jennifer Popik, federal legislative director for the National Right to Life Committee, reportedly said. \u201cThis is a very dramatically different landscape.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The left\u2019s victory in Wisconsin this month prompted some, like conservative commentators Ann Coulter and <\/span><a href=\"https:\/\/www.wsj.com\/articles\/the-gops-abortion-flop-wisconsin-protasiewicz-dobbs-roe-middle-ground-florida-15-6-week-ban-d5cc7137\"><span style=\"font-weight: 400;\">Kim Strassel<\/span><\/a><span style=\"font-weight: 400;\">, to criticize Republican pushes for narrower pro-life restrictions. Coulter similarly derided Florida Gov. Ron DeSantis (R) for passing heartbeat legislation, which effectively restricts abortion to the first six weeks of pregnancy.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">DeSantis\u2019 recent electoral victory, as well as Georgia Gov. Brian Kemp\u2019s, have been held up as proof that Republicans can win elections even while supporting bold, pro-life policies.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Some, like conservative author Ryan T. Anderson, have emphasized the importance of messaging in political battles. As Live Action\u2019s &#8220;What is Abortion?&#8221; campaign man-on-the-street interviews have shown, people often change their minds when confronted with the brutal reality of abortion.\u00a0<\/span><\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/cyCNkDFuiIQ\" width=\"640\" height=\"355\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe>\n<\/p>\n<p><span style=\"font-weight: 400;\">Polling has shown varying results on the issue but historically, Americans <\/span><a href=\"https:\/\/news.gallup.com\/poll\/1576\/abortion.aspx\"><span style=\"font-weight: 400;\">tend<\/span><\/a><span style=\"font-weight: 400;\"> to favor restrictions on the procedure. More recent polling <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/outlier-poll-abortion-support-pill-investors\/\"><span style=\"font-weight: 400;\">funded by abortion pill investors<\/span><\/a><span style=\"font-weight: 400;\"> has shown majorities of Americans saying that abortion should be legal in all or most cases. That conflicts with 2023 Marist polling, conducted with the pro-life Knights of Columbus, that shows 69% of Americans favoring significant restrictions on abortion.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As states continue debating pro-life protections, the pro-abortion Society for Family Planning released data indicating they result in tangible lives saved. More specifically, the group released data showing a drastic reduction (32,260 fewer or an average of about 5,000 per month) in the number of abortions following the Supreme Court\u2019s decision in <\/span><i><span style=\"font-weight: 400;\">Dobbs<\/span><\/i><span style=\"font-weight: 400;\">. There has been speculation the number is actually higher and, as is usually the case, the data didn\u2019t capture illegal procedures. Nonetheless, it indicated that pro-life policies have save large numbers of human lives from the abortionists\u2019 instruments.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The question for some is whether those life-saving protections can be sustained and whether present pro-life advocacy will doom future attempts to protect preborn children. \u201cPro-life zealots are going to get a national Roe v. Wade and lots more babies killed by forcing Republicans to lose election after election,\u201d tweeted Coulter. \u201cBut at least they&#8217;ll feel good about themselves!\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Congressional Democrats, along with Republican Sens. Lisa Murkowski (Alaska) and Susan Collins (Maine), have already started pushing for the codification of <em>Roe<\/em>, which would effectively invalidate state laws and effectively allow abortion up to birth due to certain loopholes as were present in <em>Roe<\/em> and <em>Doe<\/em>. It is unclear, however, whether that would survive a challenge by the Supreme Court, which has repeatedly framed abortion as an issue for state legislatures.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Much of Republicans\u2019 current advocacy has centered on states\u2019 rights, but the pro-life movement has historically opposed abortion as a barbarous and life-taking evil. That\u2019s why some, like Live Action CEO Lila Rose, insist on federal protections. On Sunday, <\/span><span style=\"font-weight: 400;\">The Wall Street Journal<\/span><span style=\"font-weight: 400;\"> published Rose\u2019s <a href=\"https:\/\/www.wsj.com\/articles\/pro-life-movement-abortion-strategy-compromise-live-action-7241af82\">response<\/a> to Anderson, who has made the moral case for pro-life laws but has also urged conservatives to accept \u201cincremental progress.\u201d<\/span><\/p>\n<div class=\"video-container\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">What does it take for pro-life candidates to win?<\/p>\n<p>-Compassionate BOLDNESS<br \/>-Well thought-out replies to pro-abortion talking points <br \/>-Advocacy for total legal protection for preborn children <br \/>-Make birth free. And more\u2026<\/p>\n<p>&mdash; Lila Rose (@LilaGraceRose) <a href=\"https:\/\/twitter.com\/LilaGraceRose\/status\/1650556195047116800?ref_src=twsrc%5Etfw\">April 24, 2023<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/div>\n<p><span style=\"font-weight: 400;\">\u201cRunning on an absolutist pro-life platform now is the mirror image of the mistake Democrats have made running on an absolutist pro-abortion platform,\u201d he wrote in a <\/span><a href=\"https:\/\/www.wsj.com\/articles\/republicans-can-reset-the-abortion-debate-desantis-heartbeat-six-week-pro-life-dobbs-roe-50f801ff\"><span style=\"font-weight: 400;\">Wall Street Journal <\/span><span style=\"font-weight: 400;\">op-ed<\/span><\/a><span style=\"font-weight: 400;\"> last week.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cSome tolerance for less-than-ideal laws is politically necessary. So, too, is a willingness to work incrementally\u2014enacting a pain-capable law today if that\u2019s possible, working to shape public opinion, and passing a heartbeat bill later. Florida accomplished that in only a year.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Rose responded:\u00a0<\/span><\/p>\n<p style=\"padding-left: 30px;\"><em><span style=\"font-weight: 400;\">Pro-life candidates should always lead with the truth. Elective abortion is an act of violence that starves or tears a living human child limb from limb. There is no compromise on killing a child. Every human being, including every preborn child, deserves due process and equal protection under the law. That means a total ban on indiscriminately killing them.<\/span><\/em><\/p>\n<p style=\"padding-left: 30px;\"><em><span style=\"font-weight: 400;\">Does this mean incremental progress toward protecting the human right to life is to be scoffed at? Of course not. But it does mean that pro-life candidates should enter the political arena ready to fight for what is right. Each must be ready to advocate the humanity of our youngest children and the need to support their families.<\/span><\/em><\/p>\n<p><span style=\"font-weight: 400;\">Last year, Sen. Lindsey Graham (R-S.C.) championed protections for preborn humans at 15 weeks with the help of Susan B.
