A transfer agreement outlines that all doctors performing surgeries that do not require hospital admission must have a hospital on call in case an operation cannot be completed safely. Planned Parenthood does not want to require this agreement at their Pennsylvania facilities. This request has caused many people to question Planned Parenthood\u2019s stance on women\u2019s health.<\/p>\n<h4><strong>What is a Transfer Agreement?<\/strong><\/h4>\n<p>Suppose you need a minor operation that requires 45 minutes of surgery and one full day of at-home recovery time. You pull up to the office for your procedure, check-in, get called back for surgery preparation, and the operation begins shortly after.<\/p>\n<p>When the procedure begins, you notice something is off. Maybe the lights seem to be getting fuzzy or the surgeon keeps muttering \u201cthat\u2019s a lot of blood.\u201d Whatever this issue may be, you need help fast.<\/p>\n<p>This where the transfer agreement is extremely beneficial. Because the facility has a prearranged agreement with the local hospital, you can quickly be transported to get the care you need, promptly. Transfer agreements are common practice for most Ambulatory Surgical Facilities (AFS) and Ambulatory Surgical Centers (ASC). They are designed to act as a safety net to protect patients when office-based surgeons face complications that they\u2019re not equipped to handle. An ASC that serves medicare patients is <a href=\"https:\/\/www.foxrothschild.com\/publications\/when-an-asc-dials-911-the-basics-of-hospital-transfer-agreements#:~:text=Transfer%20Agreement%20in%20Action,government%20regulations%20or%20accrediting%20agencies.\" target=\"_blank\" rel=\"noreferrer noopener\">required to have transfer agreements<\/a>. The <a href=\"https:\/\/www.facs.org\/for-patients\/patient-resources\/patient-safety\/office-based-surgery\/\" target=\"_blank\" rel=\"noreferrer noopener\">American College of Surgeons<\/a> even lists maintaining transfer agreements as a core principle of office-based surgery. No transfer agreement, no ASC.<\/p>\n<h4>Why does Planned Parenthood want an exception to this healthcare policy?<\/h4>\n<p>Questioning this policy is an unusual move for an organization whose motto is <a href=\"https:\/\/www.plannedparenthood.org\/about-us\/who-we-are\/mission\" target=\"_blank\" rel=\"noreferrer noopener\">\u201ccare, no matter what.\u201d<\/a><\/p>\n<p>Transfer agreements have become a new point of contention in the battle between <a href=\"https:\/\/savethestorks.com\/what-we-do\/\" target=\"_blank\" rel=\"noreferrer noopener\">pro-life <\/a>and pro-choice activists. Although an ASC has to have a transfer agreement to operate, hospitals are under no obligation to accept transfer agreements.<\/p>\n<p>Coordination with a local hospital is a problem for abortion clinics when you consider the religious background of many hospitals. Medical institutions that are derived from a religious background are less likely to make deals with abortion providers. Although they are not providing abortion services, they are not likely to support organizations that are. Without transfer agreements from local hospitals, abortion clinics can\u2019t legally operate.<\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/Hi-Kc5HLHP8\" width=\"640\" height=\"355\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n<h4><strong>Are transfer agreements unfair to abortion clinics?<\/strong><\/h4>\n<p><a href=\"https:\/\/savethestorks.com\/2022\/08\/can-i-be-a-pro-choice-christian\/\" target=\"_blank\" rel=\"noreferrer noopener\">Pro-choice activists<\/a> and institutions are continuing to pursue an exception to this policy. Abortion clinics regularly seek exceptions to state transfer agreements. The American Public Health Association published a <a href=\"https:\/\/www.apha.org\/policies-and-advocacy\/public-health-policy-statements\/policy-database\/2015\/12\/14\/11\/04\/opposition-to-requirements-for-hospital-admitting-privileges-for-abortion-providers\" target=\"_blank\" rel=\"noreferrer noopener\">lengthy piece<\/a> that is in favor of such exceptions.<\/p>\n<p>The piece mentioned above can be boiled down to into two main arguments:<\/p>\n<ol>\n<li>Abortions are safe and do not have a high enough risk to justify transfer agreements<\/li>\n<li>Transfer agreement mandates may put abortion services out of business<\/li>\n<\/ol>\n<p>It is important to break down these terms to better understand the risks of abortion and the care needed for patients.<\/p>\n<h4><strong>Are abortions safe?<\/strong><\/h4>\n<p>According to abortion statistics from APHA, 98% of women that get an abortion in their first trimester report no complications. A safe abortion is typically common in this segment of patients; 1.5% of these women experience minor complications that do not require hospital abortion care. Approximately 0.05% of abortions induce complications that require further surgery and\/or hospital care. It is a relatively small percentage of women who have unsafe abortion experiences.<\/p>\n<p>Planned Parenthood claims that abortion statistics outline that \u201cBetween 1998 and 2010, there was less than one death per 100,000 abortions.\u201d<\/p>\n<p>We will follow-up on this statistic in more detail shortly.<\/p>\n<h4><strong>Do these abortion statistics consider all associated data?<\/strong><\/h4>\n<p>Let\u2019s examine the statistics discussed to determine if they paint a full picture.<\/p>\n<p>In their research, the APHA cites a <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC3673521\/\" target=\"_blank\" rel=\"noreferrer noopener\">paper<\/a> written on surgical abortions in the state of California. This paper states that chemical abortions have complication rates of <a href=\"https:\/\/lozierinstitute.org\/fact-sheet-risks-and-complications-of-chemical-abortion\/#_edn11\" target=\"_blank\" rel=\"noreferrer noopener\">up to one in five<\/a>. What is a chemical abortion? A chemical abortion is also referred to as a medical abortion and is common in the first trimester. Medical abortions are 50% more likely to send women to the emergency room than surgical abortions.<\/p>\n<p>One argument against transfer agreements is that they only help women who are in need of immediate health care. Abortions are unpleasant and can involve a <a href=\"https:\/\/lozierinstitute.org\/fact-sheet-risks-and-complications-of-chemical-abortion\/#_edn11\" target=\"_blank\" rel=\"noreferrer noopener\">laundry list of side-effects<\/a> that no one desires, ranging from hemorrhaging to emotional trauma. Unless a patient requires health care immediately after surgery, transfer agreements can be unnecessary burdens for abortion clinics. This argument can be dismantled quickly.<\/p>\n<p>The flawed APHA statistics are only considering patients in their first-trimester, covering 93% of all abortions. Second and third trimester abortions account for 7% of all associated patients. So the question is, are <a href=\"https:\/\/savethestorks.com\/2022\/07\/what-is-a-late-term-abortion\/\" target=\"_blank\" rel=\"noreferrer noopener\">abortions<\/a> safe in the second and third trimesters?<\/p>\n<p>And that\u2019s assuming that the data is complete, which it\u2019s not. The FDA estimates that <a href=\"https:\/\/aaplog.org\/wp-content\/uploads\/2021\/11\/CO-9-Mifepristone-Restrictions-1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">95% of abortion [pill] complications go unreported.<\/a> Why? Because reporting on non-death adverse events isn\u2019t required.<\/p>\n<p>So yes, the jury\u2019s out on the danger posed to women by abortion. And if your motto is \u201ccare, no matter what,\u201d it\u2019s better to air on the side of caution. Or so you would think.<\/p>\n<p><a href=\"https:\/\/www.liveaction.org\/walgreens-cvs-petition\/\"><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter size-large wp-image-283198\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2023\/01\/Keep-Abortion-Pill-Out-Of-Walgreens-CVSLAN-Horizontal--700x180.jpg\" alt=\"Walgreens CVS banner\" width=\"700\" height=\"180\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2023\/01\/Keep-Abortion-Pill-Out-Of-Walgreens-CVSLAN-Horizontal--700x180.jpg 700w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2023\/01\/Keep-Abortion-Pill-Out-Of-Walgreens-CVSLAN-Horizontal--300x77.jpg 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2023\/01\/Keep-Abortion-Pill-Out-Of-Walgreens-CVSLAN-Horizontal--768x197.jpg 768w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2023\/01\/Keep-Abortion-Pill-Out-Of-Walgreens-CVSLAN-Horizontal--500x128.jpg 500w\" sizes=\"(max-width: 700px) 100vw, 700px\" \/><\/a><\/p>\n<p>[&#8230;]<\/p>\n<p><a href=\"https:\/\/pubmed.ncbi.nlm.nih.gov\/7795180\/\" target=\"_blank\" rel=\"noreferrer noopener\">One study found<\/a> that complications for second trimester abortions are <strong>thirteen times<\/strong> more likely than those in the first trimester. A <a href=\"https:\/\/journals.lww.com\/greenjournal\/Abstract\/2004\/04000\/Risk_Factors_for_Legal_Induced_Abortion_Related.20.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">scholarly assessment<\/a> of abortion-related deaths had this to say: \u201cCompared with women whose abortions were performed at or before 8 weeks of gestation, women whose abortions were performed in the second trimester were significantly more likely to die of abortion-related causes.\u201d<\/p>\n<p>[&#8230;]<\/p>\n<h4><strong>Is This All A Tactic To Defund Planned Parenthood?<\/strong><\/h4>\n<p>The second argument made by pro-choice activists is that denial of transfer agreements is being used as an attempt to close abortion clinics. To pro-choice advocates, this is not a representation of health equity.<\/p>\n<p>In reality, Planned Parenthood isn\u2019t in the health care business. If they truly cared for the woman in their clinic, they would be more likely to resemble a <a href=\"https:\/\/savethestorks.com\/2022\/04\/whats-a-prc-a-guide-to-pregnancy-resource-centers\/\" target=\"_blank\" rel=\"noreferrer noopener\">Pregnancy Resource Center<\/a>. This holistic approach does not involve pregnancy termination, but it does offer counseling, education, and relationship support to women so that they are better equipped to have a healthy baby.
