{"id":289025,"date":"2023-04-13T06:40:20","date_gmt":"2023-04-13T11:40:20","guid":{"rendered":"https:\/\/www.liveaction.org\/news\/?p=289025"},"modified":"2023-04-13T11:38:33","modified_gmt":"2023-04-13T16:38:33","slug":"blue-states-bulk-purchases-abortion-drugs","status":"publish","type":"post","link":"https:\/\/archive.liveaction.org\/news\/blue-states-bulk-purchases-abortion-drugs\/","title":{"rendered":"Blue states making bulk purchases of abortion drugs as court decisions loom"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p><span style=\"font-weight: 400;\">Many Democratic administrations are purchasing abortion drugs in bulk as the abortion pill&#8217;s legality faces an ongoing challenge in federal court.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Washington state had already <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/washington-stockpiles-abortion-pills-ruling-fda\/\"><span style=\"font-weight: 400;\">announced<\/span><\/a><span style=\"font-weight: 400;\"> earlier this month that it was planning to stockpile 30,000 doses of mifepristone, the first pill in the regimen, as an \u201cinsurance policy.\u201d When a Texas judge upended mifepristone\u2019s approval by the Food and Drug Administration (FDA), Massachusetts followed suit, announcing that it would purchase 15,000 doses of the drug.\u00a0<\/span><\/p>\n<h3>New York and California to promote failure-prone misoprostol-only abortions<\/h3>\n<p><span style=\"font-weight: 400;\">Governors in New York and California responded by saying they are purchasing thousands of doses of <strong>misoprostol<\/strong> \u2013 the regimen\u2019s second pill, which causes the uterus to contract and expel the preborn human.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">New York Gov. Kathy Hochul (D) made the announcement at a press conference for Planned Parenthood of Greater New York on Tuesday. \u201cOnce again, states have become the battleground on these fights and the latest steps to tear down these rights have only strengthened our resolve, so I&#8217;m proud to announce that New York State will create a stockpile of Misoprostol, another form of medication abortion,\u201d Hochul said.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Her office said on Tuesday that the state\u2019s health department would \u201cimmediately\u201d start purchasing misoprostol \u201cin order to stockpile 150,000 doses, a five-year supply, in order to meet anticipated needs.\u201d California, meanwhile, has already <\/span><a href=\"https:\/\/www.gov.ca.gov\/2023\/04\/10\/california-announces-emergency-stockpile-of-abortion-medication-defending-against-extreme-texas-court-ruling\/\"><span style=\"font-weight: 400;\">purchased 250,000 misoprostol pills<\/span><\/a><span style=\"font-weight: 400;\"> with the state negotiating the ability to purchase up to 2 million through CalRx, the state\u2019s prescription drug service. And while Michigan and Illinois haven\u2019t announced bulk purchases, their governors have <\/span><a href=\"https:\/\/www.chicagobusiness.com\/health-care\/abortion-pill-purchasing-helped-illinois-health-care-officials\"><span style=\"font-weight: 400;\">both<\/span><\/a> <a href=\"https:\/\/michiganchronicle.com\/2023\/04\/11\/governor-whitmer-addresses-abortion-pill-ruling\/#:~:text=Governor%20Gretchen%20Whitmer%2C%20who%20won,which%20prohibited%20abortions%20without%20exceptions.\"><span style=\"font-weight: 400;\">made<\/span><\/a><span style=\"font-weight: 400;\"> efforts to shore up access through insurers and health care providers.<\/span><\/p>\n<h3>States spend millions to ensure that vulnerable humans are killed<\/h3>\n<p><span style=\"font-weight: 400;\">Mifepristone is in somewhat of a legal limbo as the Biden administration has appealed the Texas decision and another judge in Washington issued a contradictory ruling \u2013 making a U.S. Supreme Court intervention more likely. The recently announced purchases are part of a broader attempt by blue state governors to secure the end of preborn children\u2019s lives. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">As Newsom\u2019s office noted, he launched the \u201cReproductive Freedom Alliance\u201d with 21 governors working to expand abortion access in the face of pro-life challenges brought after the Supreme Court\u2019s decision in <\/span><i><span style=\"font-weight: 400;\">Dobbs<\/span><\/i><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">California, which has a contract with ANI Pharmaceuticals, has <\/span><a href=\"https:\/\/www.politico.com\/news\/2023\/04\/10\/california-abortion-medication-00091267\"><span style=\"font-weight: 400;\">reportedly<\/span><\/a><span style=\"font-weight: 400;\"> shared details of its plans to help other states who want to take advantage of the same deal, according to Politico. \u201cWe wanted to be very mindful about not creating any kind of run on the market or uncertainty in other states,\u201d Deputy Legal Affairs Secretary Julia Spiegel reportedly said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On Monday, the California Department of Managed Healthcare <\/span><a href=\"https:\/\/dmhc.ca.gov\/Portals\/0\/Docs\/OPL\/APL%2023-010%20-%20Coverage%20of%20Misoprostol-Only%20Abortion%20Care%20(4_10_2023).pdf?ver=piA6cGVB1hYDf9Mz54zLuQ%3d%3d\"><span style=\"font-weight: 400;\">told<\/span><\/a><span style=\"font-weight: 400;\"> plan providers that if the Texas decision takes effect, they will be required to cover mifepristone until April 14 and misoprostol-only abortions if mifepristone becomes unavailable.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Like Washington state, California has told pharmacies and health care providers it would help them access their stockpiles. Washington is doing this through the Department of Corrections, whose head reportedly told state legislators on Monday that it had a \u201clarge centralized pharmacy\u201d for distributing prescriptions.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Legislators are considering a bill that would require the department to sell the bill at $42.50 per dose but the total cost for the upcoming budget cycle is $1.6 million (including the cost of four full-time employees). According to the <\/span><a href=\"https:\/\/www.seattletimes.com\/seattle-news\/politics\/lawmakers-briefed-on-wa-plan-to-distribute-abortion-pill\/\"><span style=\"font-weight: 400;\">Seattle Times<\/span><\/a><span style=\"font-weight: 400;\">, the pharmacy is already secure but the department is requesting $200,000 per year for additional security in relation to this program.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The costs are relatively high in other states as well. Massachusetts has devoted $1 million \u201cto support providers contracted with Department of Public Health with paying for these doses,\u201d according to its <\/span><a href=\"https:\/\/www.mass.gov\/news\/governor-healey-announces-immediate-action-to-protect-access-to-medication-abortion-in-massachusetts\"><span style=\"font-weight: 400;\">announcement<\/span><\/a><span style=\"font-weight: 400;\">. California, which has already <\/span><a href=\"https:\/\/www.gov.ca.gov\/2023\/04\/10\/california-announces-emergency-stockpile-of-abortion-medication-defending-against-extreme-texas-court-ruling\/\"><span style=\"font-weight: 400;\">devoted<\/span><\/a><span style=\"font-weight: 400;\"> $200 million for abortion-related costs, is paying $100,000 for its first 250,000 doses of misoprostol. Its contract includes an option for purchasing more at 43 cents per pill, according to Politico.<\/span><\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/gnEHZiud8dg\" width=\"640\" height=\"355\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe>\n<\/p>\n<h3>Leaving women to deal with dangerous self-managed abortions and higher failure rates<\/h3>\n<p><span style=\"font-weight: 400;\">All of these efforts, if successful, will result in thousands of preborn children losing their lives and potentially fatal complications for mothers. Without the in-person dispensing requirement, pro-life doctors have said, women aren\u2019t accessing critical screening for complications like ectopic pregnancies or gestational age.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The New York Times recently <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/new-york-times-overlooks-facts-abortion-pill\/\"><span style=\"font-weight: 400;\">published<\/span><\/a><span style=\"font-weight: 400;\"> a story claiming that \u201c[m]ore than 100 scientific studies, spanning continents and decades, have examined the effectiveness and safety of mifepristone and misoprostol, the abortion pills\u201d and allegedly concluded that \u201cthe pills are a safe method for terminating a pregnancy.\u201d But as <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/new-york-times-overlooks-facts-abortion-pill\/\"><span style=\"font-weight: 400;\">Live Action News<\/span><\/a><span style=\"font-weight: 400;\"> has noted, the studies had several flaws such as pro-abortion bias, and used what are likely out-of-date protocols.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">California\u2019s and New York\u2019s reliance on misoprostol is especially dangerous as that drug has a higher failure rate, and using it for abortion is off-label. Dr. Ingrid Skop, an OBGYN with the Charlotte Lozier Institute, has <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/women-risk-advocates-misoprostol-only\/\"><span style=\"font-weight: 400;\">reviewed<\/span><\/a><span style=\"font-weight: 400;\"> the evidence (emphases added):<\/span><\/p>\n<p style=\"padding-left: 30px;\"><em><span style=\"font-weight: 400;\">As an example of how poorly misoprostol alone functions to cause abortion, <strong>a 2010 study documented that misoprostol alone led to a 23.8% failure rate requiring surgery and the fetus continued to survive in 16.6% of the pregnancies<\/strong>. Misoprostol is known to produce birth defects such as Moebius Syndrome, associated with craniofacial and limb abnormalities (3). In contrast, there were 3.5% failures and 1.5% continuing pregnancies in the mifepristone and misoprostol group (4). Likewise, a 2013 study demonstrated 38.8% failures when misoprostol was used vaginally and 29.9% when used sublingually (under the tongue) (5). Similarly, a randomized trial in 2000 documented that 35% of women using unmoistened vaginal misoprostol had failures requiring surgery (6).\u00a0\u00a0<\/span><\/em><\/p>\n<p style=\"padding-left: 30px;\"><em><span style=\"font-weight: 400;\"><strong>Finally, a worldwide systematic review of more than 12,000 misoprostol abortions found that 22% (nearly one in four) required surgical completion because misoprostol failed to completely empty the uterus of the remains of the child<\/strong> (7). Unfortunately, there was no uniformity of dosing or route of administration in these misoprostol-only studies, leading to difficulty in comparisons or determination of the most effective way to provide misoprostol.<\/span><\/em><\/p>\n<p><span style=\"font-weight: 400;\">The true danger of the abortion pill is still unknown as the FDA has severely limited its reporting requirements, which it then used as a basis for loosening its regulations. Pro-life scholars have found purportedly troubling <\/span><a href=\"https:\/\/www.foxnews.com\/politics\/fda-chemical-abortion-data-new-study\"><span style=\"font-weight: 400;\">discrepancies<\/span><\/a><span style=\"font-weight: 400;\"> in the data.
