This article has been minimally edited for clarity.<\/em><\/p>\n<p><span style=\"font-weight: 400;\">On March 30, 2023, a <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2023\/04\/Sarpy-County-Election-Commissioner-Letter.pdf\"><span style=\"font-weight: 400;\">letter<\/span><\/a><span style=\"font-weight: 400;\"> was mailed to the chief petitioners on the Bellevue Sanctuary City for the Unborn Initiative, which began on August 26, 2022, was submitted to the City of Bellevue in Nebraska on February 27, and was sent to the Sarpy County Election Commission on March 10.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The letter from Bellevue City Clerk Susan Kluthe and Bellevue City Attorney Amy Bataillon read, \u201cCommissioner Ethington has determined that the City Initiative and Referendum Petition is not signed by the requisite number of qualified electors required by Nebraska Revised Statute Section 18-2525. As such, no further action on your Petition will be taken.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In order for the petition to be accepted as valid and move on for consideration by the Bellevue City Council, the petition had to have signatures equal in number to at least 20% of the qualified voters in the City of Bellevue. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">In a <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2023\/04\/City-of-Bellevue-Letter.pdf\"><span style=\"font-weight: 400;\">letter<\/span><\/a><span style=\"font-weight: 400;\"> to Bellevue City Clerk Susan Kluthe, Election Commissioner Emily Ethington wrote, \u201cThere were 39,058 voters in the City of Bellevue when the petition was filed with the Bellevue City Clerk, which requires the initiative petition to bear signatures equal in number to at least 7,812 qualified electors in order to request that a special election be called to submit the initiative measure to a vote for the people.\u201d Commissioner Ethington determined there to be \u201ca total of 7,372 signatures \u2026 of which there were 4,600 signatures of qualified electors and 2,772 signatures of unqualified persons.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The effort to end abortion in Nebraska\u2019s oldest city lasted six months and was spearheaded by residents of Bellevue ready to see <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/horrific-history-late-term-abortionist-leroy-carhart\/\"><span style=\"font-weight: 400;\">LeRoy Carhart<\/span><\/a><span style=\"font-weight: 400;\">\u2019s C.A.R.E. Abortion facility out of their community for good. (Photo: Mark Lee Dickson)<\/p><\/div>\n<h3>Threats of violence against residents<\/h3>\n<p><span style=\"font-weight: 400;\">These signatures were not collected without difficulty. Throughout the signature collection process, many volunteers were intimidated out of taking part in collecting signatures and many residents of Bellevue were intimidated out of signing the petition. Several expressed fear of having their schools or churches attacked by the terrorist group known as <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/terrorist-janes-revenge-threatens-pro-lifers-homes\/\"><span style=\"font-weight: 400;\">Jane\u2019s Revenge<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In December, a <\/span><a href=\"https:\/\/www.washingtontimes.com\/news\/2022\/dec\/14\/pro-life-groups-seeking-nebraska-ban-refuse-yield-\/\"><span style=\"font-weight: 400;\">note<\/span><\/a><span style=\"font-weight: 400;\"> from Jane\u2019s Revenge was left on the door of a student center at the University of Nebraska at Omaha campus. That letter read, in part, \u201cIf our right to abortion in Bellevue is taken away due to the attempt to pass an abortion ban and it gets passed we will shoot up your [student] center.\u201d A similar letter was left at a church in west Omaha with the same threat of violence.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In addition to this, circulators of the petition in Bellevue have reported individuals defacing or ripping up their petitions \u2013 <strong><em>making all of the signatures collected on those petitions unsubmittable<\/em><\/strong>. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Another circulator reported an incident where he was told by an angry Bellevue resident not to collect signatures in his neighborhood again, and that if he was seen doing so, <em><strong>he would be shot<\/strong><\/em>.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On the last weekend signatures were being collected, one individual posted a picture with a clipboard which appeared to contain several signatures. The caption read, \u201cTook the anti-abortionist clipboard and now have their top sponsors and chief petitioner\u2019s names and addresses.\u201d Clearly, this could be interpreted as a threat.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Bellevue resident and Chief Petitioner Judy Mansisidor shared (emphasis added):<\/span><\/p>\n<p style=\"padding-left: 30px;\"><em><span style=\"font-weight: 400;\">While we did fall short of the required number of signatures for our petition, one has to ask why our petition fell short. Did our petition fall short because there are not enough people in Bellevue who want to see abortion outlawed, or did our petition fall short <strong>because they are afraid of their name, address, and signature being on a petition which could be accessed by anyone through an open records request<\/strong>?<\/span><\/em><\/p>\n<p style=\"padding-left: 30px;\"><em><span style=\"font-weight: 400;\"><strong>When people are threatened with being shot in a neighborhood, a church, and a school, it impacts their political involvement.<\/strong> I hope and pray that the City of Bellevue does not let Jane\u2019s Revenge have this victory. The action came after a resident of the village collected over 138 unofficial signatures expressing interest in the community. Instead of requiring the resident to re-collect signatures on an official citizen initiative petition, the Village Board decided to voluntarily place the proposed Paxton Ordinance Outlawing Abortion on the November 8th, 2022 ballot for the voters of Paxton to decide. On November 8th, 2022, the citizens of the Village of Paxton passed the ordinance outlawing abortion within the borders of their village. The results were 52.15% for the ordinance and 47.84% against.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Throughout America, the <\/span><a href=\"http:\/\/www.sanctuarycitiesfortheunborn.com\/\"><span style=\"font-weight: 400;\">Sanctuary Cities for the Unborn Initiative<\/span><\/a><span style=\"font-weight: 400;\"> has seen a total of 65 cities and two counties pass ordinances which have kept abortion out of their city or county limits. The largest of these cities was the City of Lubbock, Texas (pop. 264,000), which saw Planned Parenthood stop committing abortions as a result of the ordinance. The Lubbock victory gives much hope to the city of Bellevue \u2013 just as it was possible to end abortion in Lubbock, Texas, it is possible to end abortion in Bellevue, Nebraska.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Despite the sombering news about the initiative petition the effort to see Bellevue become a Sanctuary City for the Unborn is far from over.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Dave Zebolsky, Executive Director and Chairman of Nebraskans Embracing Life, shared, \u201cIntimidation tactics and death threats made it challenging for those who wanted to defend \u2018the least of these\u2019, as Jesus taught. John 15:18-27. We extend compassion to the deceived mother, the endangered child, and those lost in the culture of death. We continue to fight for sacred, innocent life in the womb. Where there is faith, there is no fear. We know Bellevue residents love children and reject abortion.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Bellevue resident and Chief Petitioner Bernadette Costello shared, \u201cWe know that God doesn\u2019t want abortion.
