According to a review of past Planned Parenthood reports by Live Action News, while Planned Parenthood was funneling thousands of dollars to the Guttmacher Institute, this “special affiliate” was funneling millions<\/em> back to Planned Parenthood’s coffers year after year. Planned Parenthood previously included Guttmacher’s financial contributions as a separate revenue line item, but that quietly disappeared by the time the organization published its 2006-07 annual report.<\/p>\n

However, in just the years where these contributions were recorded, Live Action News discovered that Guttmacher Institute had sent over $100M<\/strong> to Planned Parenthood.<\/p>\n

It is unclear whether Guttmacher’s revenue stream to Planned Parenthood suddenly ended or if the funds have since been secretly folded into Planned Parenthood’s “Other Revenue” category, which drastically increased in many of the ensuing years following the disappearance of a Guttmacher line-item revenue stream.<\/p>\n

Guttmacher’s connections to Planned Parenthood<\/strong><\/p>\n

The Guttmacher Institute was established<\/a> by Planned Parenthood in 1968<\/a> as the\u00a0Center for Family Planning Program Development<\/a>.\u00a0 It was\u00a0funded<\/a>\u00a0in part by the Rockefeller Foundation. According to\u00a0Guttmacher’s website,<\/a>\u00a0the organization’s first president was\u00a0Fredrick S. Jaffe,<\/a>\u00a0a former Planned Parenthood VP<\/a>\u00a0who became known for his controversial Jaffe memo<\/a>\u00a0which advocated eugenics through compulsory sterilization and abortion.\u00a0In 1978, the year Jaffe\u00a0died<\/a>, Planned Parenthood\u00a0honored Jaffe<\/a>\u00a0by giving him its most coveted Margaret Sanger Award, named after its founder (which has in recent years been renamed due to backlash over Sanger’s eugenic, racist ideals).<\/p>\n

The Center was eventually renamed The Guttmacher Institute, after former Planned Parenthood president Alan F. Guttmacher<\/a>, an American Eugenics Society VP. It was Alan Guttmacher who led<\/a> Planned Parenthood into committing abortions.<\/p>\n

“The Center was originally housed within the corporate structure of Planned Parenthood Federation of America (PPFA),” a now archived Guttmacher page<\/a> states.\u00a0“Its program, however, was independently developed and overseen by a National Advisory Council separate from the PPFA Board of Directors. Its early development was nurtured by\u00a0Alan F. Guttmacher…who was PPFA’s president for more than a decade until his death in 1974.”<\/p>\n

The website also notes that “The Center<\/a>\u00a0was renamed in Dr. Guttmacher’s memory, and the Guttmacher Institute incorporated as an entirely independent nonprofit policy research institute with its own Board in 1977, but remained a special affiliate<\/a> of PPFA.”<\/p>\n

Guttmacher also claimed that in 2007, their \u201cspecial affiliation\u201d status with PPFA was terminated, writing<\/a>,\u00a0 “Over the years, the Institute has received financial support from PPFA… In 2007, Guttmacher\u2019s special affiliation status with PPFA was terminated, and PPFA\u2019s financial support to the Institute, then at $395,000 (3.3% of Guttmacher\u2019s total budget), was phased out over the following three years. In 2010, PPFA\u2019s final contribution in support of the Institute\u2019s program, in the amount of $75,000, constituted 0.6% of Guttmacher\u2019s nearly $13 million budget.”<\/p>\n

And yet, the two organizations remain closely tied.<\/p>\n

Guttmacher’s own controversies<\/strong><\/p>\n

Guttmacher has been promoted by pro-abortion media allies as an expert on abortion. And, while the media regularly cites Guttmacher’s studies and experts, they almost never criticize their namesake’s heavy connections to eugenics.<\/p>\n

But the organization has seen its share of controversy of late.\u00a0Last year, Live Action News\u00a0documented<\/a>\u00a0how former staff had accused Guttmacher Institute of \u2018racism\u2019 and a \u2018toxic workplace.\u2019 During the pandemic, public\u00a0posts on social media<\/a>\u00a0indicated that Guttmacher staffers were becoming dissatisfied with their work environment.<\/p>\n

In 2021, Prism\u00a0reported<\/a>\u00a0that staffers at Guttmacher claimed that \u201c[m]ore than 80% of the Guttmacher Institute\u2019s public policy team has left the organization.\u201d The pro-abortion ReproJobs organization confirmed this when it\u00a0tweeted<\/a>\u00a0in December 2021, \u201cOver the last 11 months, more than 80% of Guttmacher\u2019s DC public policy division has left, including every caregiver & the only two staffers of color.\u201d<\/p>\n

\u201cI\u2019ve never seen things this bad. It\u2019s one person tracking every piece of legislation\u2026That\u2019s unsustainable,\u201d another ReproJobs\u00a0tweet<\/a>\u00a0added. \u201cIn the racial equity assessment, one employee was quoted as saying that they only heard of staffers of color being \u2018yelled at\u2019 and that there was no example of a white person yelling at another white person at Guttmacher.\u2019 Ok wait WHY are people yelling at each other at work?\u201d<\/p>\n

In July of 2021, ReproJobs pointed out additional disunity, and\u00a0tweeted<\/a>\u00a0to Guttmacher\u2019s president, \u201cIt\u2019s interesting there\u2019s no reference to staff turnover during the pandemic and how many of those staff were BIPOC, queer, and parents.\u201d<\/p>\n

Earlier this year, according to Bloomberg.com<\/a>, Guttmacher was accused<\/a> of “retaliation” after allegedly firing a staffer who led a campaign to join a labor union. The labor organizing effort seemed motivated by a great deal of discontent within the organization’s ranks. In May,\u00a019thNews.org<\/a>\u00a0reported that over the previous year, the Guttmacher Institute\u00a0“ha[d] been roiled by high\u00a0staff turnover<\/a>, much of which has been reported publicly.\u00a0Employees\u00a0<\/a>have cited pay, benefit structure and limited opportunities for promotion as just some of the issues pushing workers out of the institute.”<\/p>\n

Reporter Shefali Luthra added, “In the past 15 months, 37 employees have either left the organization or indicated that they plan to leave, according to the union organizers. Out of Guttmacher\u2019s 11-person policy arm, 10 people have quit. Sixteen additional employees have left the institute\u2019s research division \u2014 a figure the union estimates constitutes more than a quarter of the organization\u2019s researchers.”<\/p>\n
