{"id":275740,"date":"2022-09-10T11:39:01","date_gmt":"2022-09-10T16:39:01","guid":{"rendered":"https:\/\/www.liveaction.org\/news\/?p=275740"},"modified":"2022-09-09T17:44:21","modified_gmt":"2022-09-09T22:44:21","slug":"south-carolina-senate-rejects-revises-bill-abortion","status":"publish","type":"post","link":"https:\/\/archive.liveaction.org\/news\/south-carolina-senate-rejects-revises-bill-abortion\/","title":{"rendered":"South Carolina senate rejects, revises bill protecting most preborn children from abortion"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p>Not long after the South Carolina House of Representatives <a href=\"https:\/\/archive.liveaction.org\/news\/south-carolina-house-bill-protecting-preborn\/\" target=\"_blank\" rel=\"noopener\">approved a bill<\/a> protecting most preborn children from abortion in the state, the state Senate rejected it.<\/p>\n<p>At first, the South Carolina Senate Medical Affairs Committee advanced <a href=\"https:\/\/www.scstatehouse.gov\/sess124_2021-2022\/bills\/5399.htm\" target=\"_blank\" rel=\"noopener\">HB 5399<\/a>, but removed exceptions for rape and incest, which were included in the original House legislation. Some state senators responded by saying they could not accept a bill protecting preborn children without those exceptions included, which may have been what led to the bill&#8217;s <a href=\"https:\/\/www.washingtonpost.com\/nation\/2022\/09\/08\/south-carolina-abortion-ban-proposal\/\" target=\"_blank\" rel=\"noopener\">defeat<\/a> this week.<\/p>\n<p>In a special session held to vote on the bill, five Republicans refused to support it. Republican Sen. Tom Davis had likewise threatened a filibuster, and while there were enough votes to pass the bill, there weren&#8217;t enough to override the potential filibuster.<\/p>\n<p>Davis said he promised his daughters not to make South Carolina&#8217;s current law protecting preborn children from abortion after six weeks \u2014 which is currently suspended \u2014 any harsher, according to the <a href=\"https:\/\/www.usnews.com\/news\/politics\/articles\/2022-09-08\/exceptions-split-republicans-in-south-carolina-abortion-ban\" target=\"_blank\" rel=\"noopener\">Associated Press<\/a>. \u201cThe moment we become pregnant we lost all control over what goes on with our bodies,\u201d he said his daughters told him. \u201cI\u2019m here to tell you I\u2019m not going to let it happen.&#8221;<\/p>\n<p>Senate Majority Leader Shane Massey claimed the Senate never had the votes to pass the bill as sent by the House. \u201cWe were never going to pass a total abortion ban,&#8221; he said. \u201cWe never had the votes to pass even what the House passed.\u201d Still, Massey told <a href=\"https:\/\/www.thestate.com\/news\/politics-government\/article265486421.html\" target=\"_blank\" rel=\"noopener\">The State<\/a> he was disappointed by how things turned out.<\/p>\n<p><strong>READ:\u00a0<em><a href=\"https:\/\/archive.liveaction.org\/news\/hard-cases-pro-life-with-exceptions\/\">The hard cases: Is being \u2018pro-life with exceptions\u2019 actually pro-life?<\/a><\/em><\/strong><\/p>\n<p>\u201cThis is not where I wanted to be,&#8221; he said. &#8220;I was hoping that we would do something pretty aggressive in response to <em>Dobbs<\/em>. This is not everything that I wanted. But I do think that it is something the pro-life community ought to be proud of. We advanced the ball. We did save lives tonight, and I think that\u2019s important. We were never going to pass a total abortion ban. Y\u2019all knew that. We knew that.\u201d<\/p>\n<p>The bill has now been amended to included exceptions for rape, incest, and fetal anomalies, and will go back to the House for the changes to be approved. Bryan Simmes, a spokesman for Gov.
