{"id":275522,"date":"2022-09-06T12:41:19","date_gmt":"2022-09-06T17:41:19","guid":{"rendered":"https:\/\/www.liveaction.org\/news\/?p=275522"},"modified":"2022-09-27T21:03:42","modified_gmt":"2022-09-28T02:03:42","slug":"california-pro-abortion-bills-concerns-infanticide","status":"publish","type":"post","link":"https:\/\/archive.liveaction.org\/news\/california-pro-abortion-bills-concerns-infanticide\/","title":{"rendered":"California Governor signs slew of pro-abortion bills, raising concerns about infanticide and more"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p><strong>UPDATE 9\/27\/22: <\/strong>California Governor Gavin Newsom signed the sweeping legislative package of more than a dozen new laws designed to expand abortion in the state on September 27, including a law that many fear will legalize infanticide.<\/p>\n<p>\u201cOur Legislature has been on the frontlines of this fight, and no other legislative body in the country is doing more to protect these fundamental rights \u2013 I\u2019m proud to stand with them again and sign these critical bills into law,&#8221; said Newsom.<\/p>\n<p>Newsom did <a href=\"https:\/\/www.gov.ca.gov\/wp-content\/uploads\/2022\/09\/AB-2320-VETO.pdf?emrc=bc17d8\" target=\"_blank\" rel=\"noopener\">veto<\/a> one bill, AB 2320, which would have\u00a0paid to train staff at abortion facilities focused on marginalized patients, citing budgetary issues as his reason.<\/p>\n<p>\u201cIt\u2019s horrific what the California Legislature has done,\u201d Susan Swift, vice president of legal affairs for the Right to Life League, <a href=\"https:\/\/www.theepochtimes.com\/california-seeks-to-become-mecca-of-abortion-tourism-pro-life-attorney_4758492.html?\" target=\"_blank\" rel=\"noopener\">told<\/a> The Epoch Times. \u201cWhat they are doing \u2026 it\u2019s like, Detroit used to be known for producing cars, right? Well, California is building an abortion industry. They are funding it actively.\u201d<\/p>\n<p><strong>9\/6\/22:\u00a0<\/strong>California lawmakers passed over a dozen bills last week with the aim of further making the state an abortion sanctuary. The bills primarily deal with protecting people from prosecution in other states and expanding abortion access within California. Included among the legislation were the following provisions:<\/p>\n<ul>\n<li><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202120220AB1666\" target=\"_blank\" rel=\"noopener\">AB 1666<\/a>, which prohibits state law enforcement from cooperating with other states&#8217; abortion investigations, provided that the abortion was legal under California law.<\/li>\n<li><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202120220AB2091\" target=\"_blank\" rel=\"noopener\">AB 2091<\/a>, which protects abortion-related medical information from being shared with other states.<\/li>\n<li><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202120220AB2223\" target=\"_blank\" rel=\"noopener\">AB 2223<\/a>, which eliminates the requirement that a coroner investigate deaths related to criminal abortions, while also making it so that a coroner&#8217;s statements about fetal death could not be used in a criminal prosecution against the mother. The bill also prohibits prosecution for anyone who commits an abortion or aids someone in receiving an abortion.<\/li>\n<li><a href=\"https:\/\/www.latimes.com\/california\/story\/2022-09-01\/bills-aimed-at-creating-california-abortion-sanctuary-headed-to-newsom\" target=\"_blank\" rel=\"noopener\">SB 1375<\/a>, which would allow nurse practitioners to commit abortions without the oversight of a physician<\/li>\n<li><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202120220AB204\" target=\"_blank\" rel=\"noopener\">AB 204<\/a>, which allocates <a href=\"https:\/\/archive.liveaction.org\/news\/california-money-state-abortions\/\" target=\"_blank\" rel=\"noopener\">$20 million<\/a> of taxpayer money for out-of-state women to receive abortion<\/li>\n<\/ul>\n<p>A complete list of the bills, many of which were sponsored by the California Legislative Women&#8217;s Caucus as part of their &#8220;Reproductive Justice Policy Priority Package,&#8221; can be found <a href=\"https:\/\/womenscaucus.legislature.ca.gov\/sites\/womenscaucus.legislature.ca.gov\/files\/LWC%20RJ%20Priorities.pdf\" target=\"_blank\" rel=\"noopener\">here<\/a>.<\/p>\n<p>AB 2223 in particular received significant pushback, with pro-life advocates rightly pointing out that it will prohibit law enforcement from prosecuting women for infanticide. The specific wording and nature of the bill will make it almost impossible for law enforcement to investigate any suspicious newborn deaths.<\/p>\n<p>\u201cThe bill potentially de-regulates abortion and overrides existing medical protections for women by creating a class of cooperating individuals unaccountable to state licensing agencies or regulations,\u201d <a href=\"https:\/\/www.sacbee.com\/news\/politics-government\/capitol-alert\/article265053009.html\" target=\"_blank\" rel=\"noopener\">wrote<\/a> the Right to Life League in an opening statement read on the Senate floor.<\/p>\n<p>\u201cAB 2223 will chill proper investigations of abortion cooperators (not just the pregnant person) by granting penalties, including attorney\u2019s fees against anyone who even threatens an investigation including law enforcement, medical professionals and mandated reporters,\u201d the group argued.<\/p>\n<p><strong>READ:\u00a0<em><a href=\"https:\/\/archive.liveaction.org\/news\/abortion-door-infanticide\/\">How legal abortion opened the door to pro-infanticide bills<\/a><\/em><\/strong><\/p>\n<p>Jonathan Keller, president of the California Family Council, also spoke out against the legislation, particularly the idea of giving taxpayer funds to pay for out-of-state women to abort their children.\u00a0\u201cCalifornia policymakers continue to prioritize abortion over adoption and parenting,\u201d he <a href=\"https:\/\/www.latimes.com\/california\/story\/2022-09-01\/bills-aimed-at-creating-california-abortion-sanctuary-headed-to-newsom\" target=\"_blank\" rel=\"noopener\">said<\/a>. \u201cSacramento only offers these financial incentives to out-of-state women on the condition they end their pregnancies. This is not pro-choice.\u201d<\/p>\n<p>The legislative bundle is just the latest attempt by California to make it the most abortion-friendly state in the nation. Other actions by lawmakers include\u00a0offering\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/california-scholarships-abortionists-medical\/\" target=\"_blank\" rel=\"noopener\">incentives<\/a>\u00a0for medical students to become abortionists,\u00a0allowing minors to\u00a0use their parents\u2019 insurance for\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/gavin-newsom-minors-parents-insurance-secret-abortions\/\" target=\"_blank\" rel=\"noopener\">secret abortions<\/a>, eliminating\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/california-lawmakers-abortion-cost-free\/\" target=\"_blank\" rel=\"noopener\">copays for abortions<\/a>, and passing\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/california-law-free-speech-restrictions-pro-lifers\/\" target=\"_blank\" rel=\"noopener\">laws<\/a>\u00a0restricting the free speech of peaceful pro-lifers. Despite these pro-abortion moves, polling shows that most California citizens support protections for preborn children <a href=\"https:\/\/archive.liveaction.org\/news\/california-poll-abortion-restrictions-first-trimester\/\" target=\"_blank\" rel=\"noopener\">after the first trimester<\/a>.<\/p>\n<p>Senate President Pro Tem Toni Atkins (D-San Diego) praised the legislation. \u201cAs judges and lawmakers across the country continue to throw pregnant women into impossible and perilous positions, I am proud that California is resolutely moving in the opposite direction,\u201d she\u00a0<a href=\"https:\/\/www.latimes.com\/california\/story\/2022-09-01\/bills-aimed-at-creating-california-abortion-sanctuary-headed-to-newsom\" target=\"_blank\" rel=\"noopener\">said<\/a>. \u201cAbortion is healthcare \u2014 period. And like other medical decisions, it is a private conversation between patients and their healthcare providers.\u201d<\/p>\n<p>The legislative package now heads to the desk of Gov. Gavin Newsom, an ardent abortion supporter, for his signature.<\/p>\n<p>&#8220;We look forward to Governor Newsom continuing to provide and exemplify national leadership when it comes to protecting sexual and reproductive health care, including abortion, by signing this bold and historic bill package into law,&#8221; Planned Parenthood Affiliates of California <a href=\"https:\/\/www.cnn.com\/2022\/09\/01\/politics\/california-abortion-bills-legislative-package-newsom\/index.html\" target=\"_blank\" rel=\"noopener\">said<\/a> in a tweet.<\/p>\n<p>Newsom has
