{"id":273228,"date":"2022-07-31T13:13:48","date_gmt":"2022-07-31T18:13:48","guid":{"rendered":"https:\/\/www.liveaction.org\/news\/?p=273228"},"modified":"2022-07-29T18:09:38","modified_gmt":"2022-07-29T23:09:38","slug":"guttmacher-multiple-abortion-closures-numbers","status":"publish","type":"post","link":"https:\/\/archive.liveaction.org\/news\/guttmacher-multiple-abortion-closures-numbers\/","title":{"rendered":"Guttmacher reports multiple abortion facility closures &#8211; but what do the numbers mean?"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p>&#8220;One month post-Roe: at least 43 abortion clinics across 11 states have stopped offering abortion care,&#8221; according to Planned Parenthood&#8217;s former research arm and &#8220;special affiliate,&#8221; the Guttmacher Institute. The news follows the June 24 <em>Dobbs v. Jackson Women&#8217;s Health Organization<\/em> Supreme Court decision that overturned <em>Roe v. Wade<\/em>.<\/p>\n<p>It is important to note that \u2014 while Guttmacher does not mention this fact \u2014\u00a0some of these facilities have relocated to other states, where they are still offering abortions.<\/p>\n<p>The most recent abortion statistics for <a href=\"https:\/\/archive.liveaction.org\/news\/guttmacher-abortion-spike-2020-pregnancies\/\" target=\"_blank\" rel=\"noopener\">2020 reveal<\/a> that\u00a0930,160 abortions were committed nationally\u00a0\u2014\u00a0an increase of 67,840 over the\u00a0862,320\u00a0abortions reported in\u00a02017. This translates into\u00a02,548 preborn human beings killed every day\u00a0in the U.S. by\u00a0<a href=\"https:\/\/www.abortionprocedures.com\/?__hstc=61024563.478fd7dbc07a6e695b4845418ea62b2e.1604423549341.1659102962061.1659107016041.2343&amp;__hssc=61024563.6.1659107016041&amp;__hsfp=514928620\" target=\"_blank\" rel=\"noopener\">abortion<\/a>\u00a0\u2014\u00a0approximately\u00a0106 per hour, 1.8 per minute, and one every 35 seconds.<\/p>\n<p><strong>Facilities that ceased committing abortions<\/strong><\/p>\n<p>&#8220;As of July 24, 30 days after the fall of\u00a0<em>Roe<\/em>, 11 states\u2014all in the South and Midwest\u2014had either <a href=\"https:\/\/states.guttmacher.org\/policies\/\" target=\"_blank\" rel=\"noopener\">banned abortion<\/a> completely (Alabama, Arkansas, Mississippi, Missouri, Oklahoma, South Dakota and Texas) or implemented a ban on abortion starting at six weeks of pregnancy (Georgia, Ohio, South Carolina and Tennessee),&#8221; Guttmacher <a href=\"https:\/\/www.guttmacher.org\/article\/2022\/07\/one-month-post-roe-least-43-abortion-clinics-across-11-states-have-stopped-offering\" target=\"_blank\" rel=\"noopener\">wrote<\/a>.<\/p>\n<p>&#8220;Four states were enforcing a ban on abortion starting at six weeks of pregnancy as of July 24 and two of them had fewer clinics providing abortions than before the Supreme Court decision,&#8221; Guttmacher wrote. These include Georgia, which Guttmacher claims has lost one abortion facility (13 facilities, previously 14) and Tennessee, which lost four facilities (3 facilities, previously 7). Ohio (9 facilities) and South Carolina (3 facilities) remained the same, they claimed.<\/p>\n<p>&#8220;Prior to the Supreme Court decision on June 24, these 11 states had a total of 71 clinics that provided abortion care. As of July 24, there were only 28 clinics still offering abortions, all located in the four states with six-week bans. Across these 11 states, the number of clinics offering abortions dropped by 43 in just one month,&#8221; Guttmacher added.<\/p>\n<p><strong>Seven states are abortion free\u00a0<\/strong><\/p>\n<p>According to the Guttmacher report, &#8220;Seven states that have imposed <a href=\"https:\/\/states.guttmacher.org\/policies\/\" target=\"_blank\" rel=\"noopener\">total abortion bans<\/a> since June 24 containing only very limited or no exceptions no longer had a single clinic providing abortion care as of July 24.&#8221;<\/p>\n<p>These states included:<\/p>\n<ul>\n<li>Alabama (previously 5 facilities)<\/li>\n<li>Arkansas (previously 2 facilities)<\/li>\n<li>Mississippi (previously 1 facility)<\/li>\n<li>Missouri (previously 1 facility)<\/li>\n<li>Oklahoma (previously 5 facilities)<\/li>\n<li>South Dakota (previously 1 facility)<\/li>\n<li>Texas (previously 23 facilities)<\/li>\n<\/ul>\n<p>Jackson Women&#8217;s Health Organization, also known as the &#8220;Pink House,&#8221; was once the sole facility in Mississippi. It recently <a href=\"https:\/\/southwest.life\/new-frontline-event\" target=\"_blank\" rel=\"noopener\">relocated<\/a>\u00a0from Mississippi to Las Cruces, New Mexico, and Planned Parenthood is also considering <a href=\"https:\/\/19thnews.org\/2022\/07\/abortion-providers-new-clinics-borders-states-bans\/\" target=\"_blank\" rel=\"noopener\">expanding<\/a> into that state.<\/p>\n<p>In Texas, Whole Woman&#8217;s Health abortion facilities and the Alamo Women\u2019s Reproductive Services abortion facility <a href=\"https:\/\/www.texastribune.org\/2022\/07\/26\/abortion-texas-clinics-planned-parenthood\/\" target=\"_blank\" rel=\"noopener\">announced<\/a> plans to move to New Mexico. In addition,\u00a0Whole Woman\u2019s Health is <a href=\"https:\/\/19thnews.org\/2022\/07\/abortion-providers-new-clinics-borders-states-bans\/\">reportedly<\/a> also considering opening a clinic in North Carolina.<\/p>\n<p>Also, while Planned Parenthood in Texas has ceased abortions, they remain open for other &#8220;services.&#8221; A\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/e2\/65\/e265fc8a-cc6c-4cdf-9484-ad85b28c4ae3\/one_month_open_letter_from_ceos.pdf\" target=\"_blank\" rel=\"noopener\">letter<\/a> Planned Parenthood sent to the Texas Tribune, which they financially support, read: &#8220;These last 30 days have left us devastated, but by no means defeated. It is crucial that our doors remain open and that we expand availability of our other sexual and reproductive health services that are needed now more than ever&#8230; But as a result of the ban, our doctors, nurses, and health care staff have been forced to turn away people who need abortion&#8230;.&#8221;<\/p>\n<p>As of the writing of this article, Planned Parenthood has temporarily closed its\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/health-center\/texas\/dallas\/75237\/south-dallas-abortion-services-center-4149-21342\" target=\"_blank\" rel=\"noopener\">South Dallas Abortion Services Center<\/a> and <a href=\"https:\/\/www.plannedparenthood.org\/health-center\/texas\/fort-worth\/76132\/southwest-fort-worth-surgical-health-services-center-4251-21342\" target=\"_blank\" rel=\"noopener\">Southwest Fort Worth Abortion Services Center<\/a>, which only offered abortions. The Planned Parenthood Center for Choice in Houston, a former mega center abortion facility, is <a href=\"https:\/\/www.plannedparenthood.org\/health-center\/texas\/houston\/77023\/planned-parenthood-center-for-choice-ambulatory-surgical-center-abortion-2292-91651\" target=\"_blank\" rel=\"noopener\">open<\/a> but is allegedly not committing abortions. In other states, Planned Parenthood is <a href=\"https:\/\/www.facebook.com\/plannedparenthoodaz\/posts\/10158205860996581\" target=\"_blank\" rel=\"noopener\">pausing<\/a> abortions, and Planned Parenthood&#8217;s website in\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/health-center\/tennessee\/knoxville\/37914\/knoxville-health-center-2610-91550\" target=\"_blank\" rel=\"noopener\">Knoxville, Tennessee<\/a>, states the facility &#8220;can no longer provide medication or surgical abortion.&#8221;<\/p>\n<div id=\"attachment_273254\" style=\"width: 826px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-273254\" decoding=\"async\" loading=\"lazy\" class=\" wp-image-273254\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2022\/07\/Planned-Parenthood-temporarily-closes-abortion-clinics-in-Texas.jpg\" alt=\"Image: Planned Parenthood temporarily closes abortion clinics in Texas\" width=\"816\" height=\"992\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2022\/07\/Planned-Parenthood-temporarily-closes-abortion-clinics-in-Texas.jpg 1181w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2022\/07\/Planned-Parenthood-temporarily-closes-abortion-clinics-in-Texas-247x300.jpg 247w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2022\/07\/Planned-Parenthood-temporarily-closes-abortion-clinics-in-Texas-768x933.jpg 768w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2022\/07\/Planned-Parenthood-temporarily-closes-abortion-clinics-in-Texas-576x700.jpg 576w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2022\/07\/Planned-Parenthood-temporarily-closes-abortion-clinics-in-Texas-500x608.jpg 500w\" sizes=\"(max-width: 816px) 100vw, 816px\" \/><p id=\"caption-attachment-273254\" class=\"wp-caption-text\">Planned Parenthood temporarily closes abortion clinics in Texas<\/p><\/div>\n<p>Abortion facilities in states with additional restrictions could also relocate.\u00a0Red River Women\u2019s Clinic director Tammi Kromenaker has <a href=\"https:\/\/www.sandiegouniontribune.com\/news\/nation-world\/story\/2022-07-27\/judges-block-abortion-bans-in-wyoming-north-dakota\" target=\"_blank\" rel=\"noopener\">told<\/a> media that she was prepared to open shop in Moorhead, Minnesota, next week if North Dakota\u2019s abortion ban is allowed by a judge to take effect.\u00a0CHOICES, a Memphis-based abortion facility, is opening a facility in the college town of Carbondale, Illinois.<\/p>\n<p>Pro-life protections in additional states could also play a role in the number of states that become abortion free. Even this week, the AP <a href=\"https:\/\/apnews.com\/article\/abortion-us-supreme-court-health-west-virginia-charleston-792346e76179351718fcd771b7d8e1ca\" target=\"_blank\" rel=\"noopener\">reported<\/a> that &#8220;a bill banning abortions except in case of rape or incest is up for a final vote Friday in West Virginia\u2019s Senate, which could make the state the first to pass new legislation restricting access to abortions since the\u00a0<a class=\"\" href=\"https:\/\/apnews.com\/article\/abortion-supreme-court-decision-854f60302f21c2c35129e58cf8d8a7b0\">U.S. Supreme Court\u2019s ruling last month removing its protected status<\/a>\u00a0as a constitutional right.&#8221; While in Louisiana, the First Circuit Court of Appeal has <a href=\"https:\/\/twitter.com\/AGJeffLandry\/status\/1553096712369180675\" target=\"_blank\" rel=\"noopener\">granted<\/a> a preliminary injunction to put that state&#8217;s pro-life trigger laws back in effect after a district judge had blocked the trigger laws from being enforced.<\/p>\n<p><strong>Potential of 80,500 abortions thwarted in seven states<\/strong><\/p>\n<p>Guttmacher&#8217;s analysis also found that in 2020, the\u00a0<a href=\"https:\/\/www.guttmacher.org\/article\/2022\/06\/long-term-decline-us-abortions-reverses-showing-rising-need-abortion-supreme-court\">seven states<\/a>\u00a0mentioned previously (Alabama, Arkansas, Mississippi, Missouri, Oklahoma, South Dakota, and Texas) had\u00a0<a href=\"https:\/\/www.guttmacher.org\/article\/2022\/06\/long-term-decline-us-abortions-reverses-showing-rising-need-abortion-supreme-court\">accounted for 80,500 abortions<\/a>, or an average of about 6,700 abortions each month.<\/p>\n<p>Guttmacher based their 80K estimates on reported abortions for 2020 as follows: Alabama (5,700), Arkansas (3,250), Mississippi (3,560), Missouri (170), Oklahoma (9,690), South Dakota (130), and Texas (58,030).<\/p>\n<p>But Guttmacher&#8217;s methodology may be somewhat questionable, given the fact that the Texas Heartbeat Act took effect in <a href=\"https:\/\/archive.liveaction.org\/news\/texas-first-state-heartbeat-law\/\" target=\"_blank\" rel=\"noopener\">September of 2021<\/a>, several months prior to the June 2022 overturn of Roe. As a result of that pro-life legislation, Texas was beginning to see a <a href=\"https:\/\/twitter.com\/Michael_J_New\/status\/1507053050099339265\" target=\"_blank\" rel=\"noopener\">drastic reduction<\/a> in abortions already.<\/p>\n<p>For example, in January 2021, prior to the Texas Heartbeat Act, Texas <a href=\"https:\/\/www.hhs.texas.gov\/about\/records-statistics\/data-statistics\/itop-statistics\" target=\"_blank\" rel=\"noopener\">recorded<\/a> 5,199 abortions and 4,250 in February 2021. But in January of 2022 (prior to the June 24 Dobbs ruling but after the Heartbeat Act was implemented), Texas only recorded 2,461 abortions in January \u2014\u00a0a nearly 53% decrease from 2021, and 2,464 in February \u2014\u00a0a 42% decrease from 2021.<\/p>\n<p>While the news sounds good, it is important to note that the information may be much more nuanced than Guttmacher is alleging, given the fluidity of state abortion laws, pending court cases and decisions, the ability for women to travel to other states to obtain abortions, and expanded access to abortion pills by mail.<\/p>\n<p>&#8220;In 2020, 9% of abortions in the United States (81,120 out of 930,160) were obtained by people traveling out of their state of residence,&#8221; Guttmacher <a href=\"https:\/\/www.guttmacher.org\/article\/2022\/07\/even-roe-was-overturned-nearly-one-10-people-obtaining-abortion-traveled-across\" target=\"_blank\" rel=\"noopener\">previously<\/a> reported.<\/p>\n<p>The fact is that it took <a href=\"https:\/\/archive.liveaction.org\/news\/50-million-millennial-genz-dead-abortion\/\" target=\"_blank\" rel=\"noopener\">50 years<\/a> to see <em>Roe<\/em> dismantled and it will take time to fully document the impact.
