{"id":265415,"date":"2022-04-01T17:49:39","date_gmt":"2022-04-01T22:49:39","guid":{"rendered":"https:\/\/www.liveaction.org\/news\/?p=265415"},"modified":"2022-04-05T14:14:48","modified_gmt":"2022-04-05T19:14:48","slug":"kentucky-lawmakers-abortion-restrictions-bill","status":"publish","type":"post","link":"https:\/\/archive.liveaction.org\/news\/kentucky-lawmakers-abortion-restrictions-bill\/","title":{"rendered":"Kentucky lawmakers pass sweeping bill in attempt to protect preborn children"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p>Lawmakers in Kentucky passed <a href=\"https:\/\/apps.legislature.ky.gov\/record\/22rs\/hb3.html\" target=\"_blank\" rel=\"noopener\">House Bill 3<\/a> on Tuesday, which includes a number of abortion regulations, such as a prohibition on abortions after 15 weeks and a requirement for in-person distribution of the abortion pill.<\/p>\n<p>The pro-life omnibus bill includes a number of provisions:<\/p>\n<ul>\n<li>An end to telemedicine abortions<\/li>\n<li>The requirement that all physicians must be certified before they can distribute the abortion pill<\/li>\n<li>No abortions after 15 weeks<\/li>\n<li>Creating a state-run &#8220;complaint portal&#8221; for people to report suspected violations<\/li>\n<li>Updated abortion reporting requirements<\/li>\n<li>Updated parental consent guidelines for minors who want an abortion<\/li>\n<li>Restrictions to ensure no taxpayer funding of abortion<\/li>\n<li>Guidelines to assure the dignified disposal of fetal remains.<\/li>\n<\/ul>\n<p>The bill\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/kentucky-house-passes-pro-life-omnibus-bill-aims-restrict-abortion-pill\/\" target=\"_blank\" rel=\"noopener\">previously passed<\/a> the House at the beginning of March, however, the restriction on abortion after 15 weeks started as a separate bill and was added as an amendment by senators. It was approved by members of the House on Tuesday.<\/p>\n<p>One of the bill&#8217;s main provisions is a requirement that the abortion pill be distributed by a qualified physician after an in-person examination. The physician must also disclose the risks of the abortion pill, an important requirement given that the pill has been found to be\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/study-abortion-pill-four-times-dangerous-surgical\/\" target=\"_blank\" rel=\"noopener\">four times more dangerous<\/a> than a first-trimester surgical abortion and carries <a href=\"https:\/\/archive.liveaction.org\/news\/abortion-pill-dangers-women\/\" target=\"_blank\" rel=\"noopener\">considerable risks<\/a>. The physician must also offer the woman information about the <a href=\"https:\/\/archive.liveaction.org\/news\/report-abortion-pill-reversal-safety-efficacy\/\" target=\"_blank\" rel=\"noopener\">abortion pill reversal process<\/a> in case she changes her mind after taking the first pill. The requirement also includes the scheduling of a follow-up appointment to ensure that the abortion was complete. The abortion pill carries a high risk of incomplete abortion which can lead to infection.<\/p>\n<p>&#8220;This bill would ensure that women have the information they need to make one of the most difficult decisions of their lives,&#8221; Rep. Nancy Tate, the bill&#8217;s sponsor, told <a href=\"https:\/\/www.cnn.com\/2022\/03\/30\/politics\/kentucky-omnibus-abortion-bill\/index.html\" target=\"_blank\" rel=\"noopener\">CNN<\/a> via email.\u00a0&#8220;My wish is that the Governor will support this bill and the legislature because it is grounded in not only fact, but also compassion and a genuine concern for public health.&#8221;<\/p>\n<p><strong>READ: <a href=\"https:\/\/archive.liveaction.org\/news\/abortion-15-weeks-look-like-gestation\/\" target=\"_blank\" rel=\"noopener\"><em>What does an abortion look like at 15 weeks gestation?<\/em><\/a><\/strong><\/p>\n<p>According to the <a href=\"https:\/\/www.courier-journal.com\/story\/news\/politics\/ky-legislature\/2022\/03\/29\/omnibus-kentucky-abortion-bill-passes-house-over-shouts-protesters\/7199253001\/?fbclid=IwAR14FuBvPk8apWQnNNKz2MI1LA_qrXnt5r-FPdmS2fQxYqF9HmuxH2m0GKM\" target=\"_blank\" rel=\"noopener\">Courier-Journal<\/a>, the bill&#8217;s 15-week restriction mirrors Mississippi&#8217;s abortion law, which is currently being considered by the Supreme Court in the <em>Dobbs v. Jackson Women&#8217;s Health Organization<\/em> case. A ruling is expected by June.<\/p>\n<p>Planned Parenthood has said that it believes that the numerous restrictions associated with HB 3 could effectively end abortion in Kentucky.<\/p>\n<p>The entire bill now heads to the desk of Governor Andy Beshear.\u00a0According to <a href=\"https:\/\/www.reuters.com\/business\/healthcare-pharmaceuticals\/kentucky-senate-passes-abortion-restrictions-could-slash-access-within-weeks-2022-03-29\/\" target=\"_blank\" rel=\"noopener\">Reuters<\/a>, even if Beshear vetoes the bill it is still likely to pass, as Republicans hold a supermajority which would allow them to override the veto.
