Miraculously, a woman found the child, and the baby is now listed in stable condition at a hospital.<\/p>\n<p>Police say they got a 911 call on the afternoon of March 23 from the woman who saw a man leaving the newborn wrapped in a towel on her vehicle. According to <a href=\"https:\/\/www.wtnh.com\/news\/connecticut\/pd-premature-infant-left-on-hood-of-a-car-in-mansfield\/\" target=\"_blank\" rel=\"noopener\">WTNH<\/a>, the baby only weighed about two pounds.<\/p>\n<p>\u201cThe female reported as she returned to her vehicle, the male got into a dark-colored vehicle and fled the area,\u201d Connecticut State Police said in a <a href=\"https:\/\/www.wfsb.com\/2022\/03\/24\/baby-abandoned-hood-parked-car-mansfield\/\" target=\"_blank\" rel=\"noopener\">news release<\/a>. \u201cThe infant was transported to an area hospital for treatment and later determined to be a 28-30 week old premature newborn.\u201d<\/p>\n<p>Like other states, Connecticut has a <a href=\"https:\/\/portal.ct.gov\/DCF\/1-DCF\/SAFE-Havens-Act-for-Newborns\" target=\"_blank\" rel=\"noopener\">Safe Haven Law<\/a> for parents who believe that they are unable to care for their child for any reason. Parents in the state can bring their newborn to any hospital emergency room during the first 30 days after birth and surrender the child without fear of prosecution. According to a <a href=\"https:\/\/www.nbcconnecticut.com\/news\/national-international\/after-scotus-hearing-new-look-baby-safe-haven-laws\/2677270\/\" target=\"_blank\" rel=\"noopener\">2020 report<\/a>, more than 4,000 babies have been legally surrendered nationwide since the first safe haven laws took effect in 1999.<\/p>\n<p style=\"text-align: center;\">\u00a0<iframe loading=\"lazy\" rel=\"noopener\">WTNH<\/a>. \u201cThere\u2019s no risk of prosecution, we don\u2019t require names of course, this is meant to allow an anonymous process.\u201d Dr. Brancato did specify, however, that the baby has to be healthy.\u00a0\u201cIf it appears that the baby has been abused, that\u2019s a different story and then prosecution is absolutely in the cards,\u201d he said.<\/p>\n<p>Police say they are searching for the man responsible for abandoning the child, <a href=\"https:\/\/www.wfsb.com\/2022\/03\/24\/baby-abandoned-hood-parked-car-mansfield\/\" target=\"_blank\" rel=\"noopener\">describing him<\/a> as a heavy-set Hispanic man with short black hair dressed in black clothes.
