{"id":263947,"date":"2022-03-09T14:40:16","date_gmt":"2022-03-09T20:40:16","guid":{"rendered":"https:\/\/www.liveaction.org\/news\/?p=263947"},"modified":"2023-11-14T19:26:12","modified_gmt":"2023-11-15T01:26:12","slug":"abortion-pill-wales-permanent","status":"publish","type":"post","link":"https:\/\/archive.liveaction.org\/news\/abortion-pill-wales-permanent\/","title":{"rendered":"Despite large opposition, Wales will make at-home abortion pill distribution permanent"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p>(<a href=\"https:\/\/righttolife.org.uk\/news\/welsh-govt-removes-75-of-consultation-responses-opposing-policy-and-introduces-diy-abortion\" target=\"_blank\" rel=\"noopener\">Right to Life UK<\/a>) The Welsh Government\u00a0<a href=\"https:\/\/gov.wales\/written-statement-arrangements-early-medical-abortion-home\" target=\"_blank\" rel=\"noopener\">announced<\/a>\u00a0[on February 24] that it would be making \u2018DIY\u2019 at-home abortion permanently available despite at least 75% of consultation responses opposing the policy, and despite plans to end the provision being\u00a0<a href=\"https:\/\/righttolife.org.uk\/news\/government-confirms-return-of-pre-pandemic-safeguards-for-abortion-provision\" target=\"_blank\" rel=\"noopener\">announced<\/a>\u00a0in England.<\/p>\n<div class=\"et_pb_row et_pb_row_0_tb_body et_pb_gutters2 et_pb_row_3-4_1-4\">\n<div id=\"news_post_content\" class=\"et_pb_column et_pb_column_3_4 et_pb_column_0_tb_body et_pb_css_mix_blend_mode_passthrough\">\n<div class=\"et_pb_module et_pb_post_content et_pb_post_content_0_tb_body\">\n<p><strong>75% of consultation responses removed, all of which opposed the policy<\/strong><\/p>\n<p>According to the\u00a0<a href=\"https:\/\/gov.wales\/sites\/default\/files\/consultations\/2021-09\/termination-of-pregnancy-arrangements-in-wales-consultation-summary-of-response.pdf\" target=\"_blank\" rel=\"noopener\">summary of responses<\/a>\u00a0to a public consultation run by the Welsh Government to decide on whether to continue \u2018DIY\u2019 abortion, the Welsh Government received 1,567 responses.<\/p>\n<p>The consultation document outlines that 1,118 (75.8%) of the responses were \u2018campaign\u2019 responses from members of the public who had responded to the consultation using a tool designed by Right To Life UK to make it easy for members of the public to make a submission.<\/p>\n<p>The Welsh Government then removed 1,117 of these submissions, all sent by individual members of the public, and treated them \u201cas one response for the purpose of our consultation analysis\u201d.<\/p>\n<p>The summary of the responses does not provide any data on the number of remaining responses that were generally supportive of the move, nor those which were not.<\/p>\n<p><strong>\u201cCarefully considered the responses\u201d<\/strong><\/p>\n<p>On 24 February, the Health Minister Eluned Morgan announced that temporary provisions allowing early abortions to take place entirely outside of a clinical setting \u201care being made permanent in Wales\u201d.<\/p>\n<p>\u2018DIY\u2019 abortions were initially introduced as part of the pandemic response in March 2020. They were introduced by the English, Welsh and Scottish governments.<\/p>\n<p>Morgan\u00a0<a href=\"https:\/\/gov.wales\/written-statement-arrangements-early-medical-abortion-home\" target=\"_blank\" rel=\"noopener\">stated<\/a>: \u201cI am satisfied that the arrangements are safe\u201d, and went on to say that \u201c[t]he benefits to the NHS are also significant, with a reduced number of appointments being required\u201d.<\/p>\n<p>Morgan then claimed to have \u201ccarefully considered the responses\u201d to the Welsh Government\u2019s consultation on \u2018DIY\u2019 abortions, held at the end of December 2020 and beginning of 2021, the results of which were released last September.<\/p>\n<p><strong>Overwhelming majority of submissions supported move to end \u2018DIY\u2019 abortion<\/strong><\/p>\n<p>Responses to a similar\u00a0<a href=\"https:\/\/www.gov.uk\/government\/consultations\/home-use-of-both-pills-for-early-medical-abortion\/outcome\/home-use-of-both-pills-for-early-medical-abortion-ema-up-to-10-weeks-gestation-summary-of-consultation-responses\" target=\"_blank\" rel=\"noopener\">consultation<\/a>\u00a0in England showed\u00a0<a href=\"https:\/\/righttolife.org.uk\/news\/70-of-respondents-to-govt-consultation-want-end-to-diy-abortion\" target=\"_blank\" rel=\"noopener\">overwhelming<\/a>\u00a0support for the Government in Westminster\u2019s decision to end \u2018DIY\u2019 abortions, with 70% of respondents saying the policy should end immediately and only 22% saying it should remain permanently.<\/p>\n<p>Of the 18,834 respondents,\u00a0<a href=\"https:\/\/www.gov.uk\/government\/consultations\/home-use-of-both-pills-for-early-medical-abortion\/outcome\/home-use-of-both-pills-for-early-medical-abortion-ema-up-to-10-weeks-gestation-summary-of-consultation-responses\" target=\"_blank\" rel=\"noopener\">78% said<\/a>\u00a0that post-pandemic there are benefits \u201cin relation to safeguarding and women\u2019s safety in requiring them to make at least one visit to a service to be assessed by a clinician\u201d. 69% said \u2018DIY\u2019 abortions had had a negative impact on the provision of abortion \u201cwith a particular regard to safety\u201d.<\/p>\n<p><strong>READ:\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/study-abortion-pill-four-times-dangerous-surgical\/\" target=\"_blank\" rel=\"noopener\"><em>Study: Abortion pill is four times more dangerous than surgical abortion<\/em><\/a><\/strong><\/p>\n<p>Similarly, results of the Scottish Government\u2019s consultation revealed\u00a0<a href=\"https:\/\/righttolife.org.uk\/news\/only-17-of-respondents-to-consultation-want-diy-home-abortions-in-scotland\" target=\"_blank\" rel=\"noopener\">only 17%<\/a>\u00a0of respondents supported making \u2018DIY\u2019 home abortions available permanently.<\/p>\n<p><strong>Complications with \u2018DIY\u2019 abortions<\/strong><\/p>\n<p>A study emerged last year suggesting more than\u00a0<a href=\"https:\/\/righttolife.org.uk\/news\/over-10000-women-needed-hospital-treatment-after-using-abortion-pills\" target=\"_blank\" rel=\"noopener\">10,000 women<\/a>\u00a0had to receive hospital treatment following the use of medical abortion pills in England between April 2020 and September 2021.<\/p>\n<p>Based on data collected from 85 Freedom of Information requests to NHS Trusts across England, the study suggests that more than 1 in 17 women who had a medical abortion over the 18-month period needed hospital treatment.<\/p>\n<p>In\u00a0<a href=\"https:\/\/righttolife.org.uk\/news\/uk-police-investigate-diy-abortion-of-28-week-old-baby-using-bpas-pills-by-post-service\" target=\"_blank\" rel=\"noopener\">May 2020<\/a>, UK police were investigating the death of an unborn baby after its mother took \u2018DIY\u2019 home abortion pills while 28 weeks pregnant.<\/p>\n<p><strong>Surge in 999 calls<\/strong><\/p>\n<p>A nationwide\u00a0<a href=\"https:\/\/www.thetimes.co.uk\/article\/campaigners-accuse-abortion-clinics-of-breaking-law-with-diy-kits-nzgbn2m87\" target=\"_blank\" rel=\"noopener\">undercover investigation<\/a>, undertaken by Kevin Duffy, a former Global Director of Clinics Development at Marie Stopes International, found evidence of abortion providers putting women at significant risk by not carrying out basic checks before sending them \u2018DIY\u2019 home abortion pills. The investigation also discovered \u2018DIY\u2019 home abortion pills can easily be obtained and administered to others, potentially in a coercive manner.<\/p>\n<p>A surge in 999 calls has been documented in\u00a0<a href=\"https:\/\/righttolife.org.uk\/news\/surge-in-999-calls-over-diy-abortions-since-their-introduction-last-year\" target=\"_blank\" rel=\"noopener\">England<\/a>\u00a0and\u00a0<a href=\"https:\/\/righttolife.org.uk\/news\/wales-100-increase-in-ambulance-call-outs-for-women-taking-diy-abortion-pills-at-home\" target=\"_blank\" rel=\"noopener\">Wales<\/a>\u00a0in relation to women performing \u2018DIY\u2019 abortions.<\/p>\n<p>Right To Life UK spokesperson, Catherine Robinson, said: \u201cThe Welsh Government\u2019s decision to make \u2018DIY\u2019 abortions permanent is appalling and utterly condemnable. Moreover, their ability to overlook the concerns of at least 75% of their consultation respondents, shows their utter disregard for the people of Wales\u201d.<\/p>\n<p>\u201cThe voices of\u00a0<a href=\"https:\/\/righttolife.org.uk\/news\/pressure-growing-on-government-to-urgently-end-diy-abortion-policy\" target=\"_blank\" rel=\"noopener\">MPs<\/a>,\u00a0<a href=\"https:\/\/www.dailymail.co.uk\/news\/article-9583159\/More-600-medics-demand-end-pills-post-abortion-scheme.html\" target=\"_blank\" rel=\"noopener\">medical professionals<\/a>\u00a0and their own people have all been ignored, as well as the\u00a0<a href=\"https:\/\/righttolife.org.uk\/news\/large-turnout-of-mps-hear-evidence-from-experts-on-dangers-of-diy-abortions\" target=\"_blank\" rel=\"noopener\">overwhelming evidence<\/a>\u00a0of how dangerous this measure is, and frankly there is no excuse. It is a sad day for the women of Wales, as an extreme ideology of \u2018abortion at all costs\u2019 has been put before their safety\u201d.<\/p>\n<p><em>Editor&#8217;s Note: This article was
