{"id":261308,"date":"2022-01-24T18:38:50","date_gmt":"2022-01-25T00:38:50","guid":{"rendered":"https:\/\/www.liveaction.org\/news\/?p=261308"},"modified":"2022-01-24T20:33:11","modified_gmt":"2022-01-25T02:33:11","slug":"investigation-upitt-aborted-children-ethical-issues","status":"publish","type":"post","link":"https:\/\/archive.liveaction.org\/news\/investigation-upitt-aborted-children-ethical-issues\/","title":{"rendered":"Investigation into UPitt&#8217;s research using aborted children finds &#8216;full compliance&#8217; &#8211; but ethical issues remain"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p><span style=\"font-weight: 400;\">A Washington, D.C., law firm hired by the University of Pittsburgh <\/span><a href=\"https:\/\/humancelltissueresearch.pitt.edu\/sites\/default\/files\/Regulatory%20Assessment%20of%20Human%20Fetal%20Tissue%20Research%20(00877347-2)[4].PDF\"><span style=\"font-weight: 400;\">concluded<\/span><\/a><span style=\"font-weight: 400;\"> that the institution\u2019s research practices involving aborted children are \u201cfully compliant with federal and state regulatory requirements.\u201d The <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/university-of-pittsburgh-research-aborted\/\"><span style=\"font-weight: 400;\">university<\/span><\/a><span style=\"font-weight: 400;\"> hired the firm Hyman, Phelps &amp; McNamara back in September after numerous reports raised concerns about how the institution procures aborted body parts and uses them for experimental purposes.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Regardless of the investigation\u2019s results, questions surrounding the university\u2019s use of aborted body parts for experimentation remain.<\/span><\/p>\n<p><b>Incomplete Investigation\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Notably, the report revealed there was <em>no<\/em> investigation into the University of Pittsburgh Medical Center (UPMC), the source of the aborted body parts used in Pitt\u2019s fetal experiments. Rep. Natalie Mihalek, a member of Pitt\u2019s Board of Trustees who advocated for a review of the university\u2019s research practices, noted the limited scope of the report in a statement to the <\/span><a href=\"https:\/\/www.post-gazette.com\/news\/education\/2022\/01\/20\/Report-Pitt-research-into-controversial-issue-followed-all-protocols-and-practices\/stories\/202201200117\"><span style=\"font-weight: 400;\">Pittsburgh Post-Gazette<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to Mihalek, investigators opted not to examine UPMC\u2019s activities \u201cbecause of the argument that the medical center is an independent entity,\u201d meaning the report does not properly address \u201cthe underlying ethical issues\u201d behind the use of aborted body parts for experimentation.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThat does not answer the question of whether the acquisition and use of fetal remains is being done in a way that does not offend the conscience,\u201d Mihalek said, expressing concerns about whether taxpayers are being forced to support unethical experiments.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Pro-life investigator David Daleiden of the Center for Medical Progress (CMP) further emphasized in a January 20 <\/span><a href=\"https:\/\/twitter.com\/daviddaleiden\/status\/1484371473368186882\"><span style=\"font-weight: 400;\">tweet<\/span><\/a><span style=\"font-weight: 400;\"> how the narrow investigation neglected to answer some of the most pressing allegations about Pitt\u2019s research protocols. In particular, he pointed out how the lack of review into the abortion practices at the university\u2019s clinical locations offers zero transparency into whether the <\/span><a href=\"https:\/\/twitter.com\/daviddaleiden\/status\/1390141829060829187\/video\/1\"><span style=\"font-weight: 400;\">institution<\/span><\/a><span style=\"font-weight: 400;\"> harvested organs from born-alive infants and utilized partial-birth abortions to procure fetal specimens.\u00a0<\/span><\/p>\n<p><b>Scalping Experiment and Quotas for Aborted Body Parts\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">In September 2020, a study published in <\/span><a href=\"https:\/\/www.nature.com\/articles\/s41598-020-71548-z#Ack1\"><span style=\"font-weight: 400;\">Scientific Reports<\/span><\/a><span style=\"font-weight: 400;\"> disclosed the University of Pittsburgh\u2019s efforts to develop \u201chumanized mice\u201d by transplanting fetal body parts onto rodents. The material necessary to create skin grafts on the rodents was procured by scalping children who were aborted at 18 to 20 weeks gestation. While the <\/span><a href=\"https:\/\/humancelltissueresearch.pitt.edu\/sites\/default\/files\/Regulatory%20Assessment%20of%20Human%20Fetal%20Tissue%20Research%20(00877347-2)[4].PDF\"><span style=\"font-weight: 400;\">report<\/span><\/a><span style=\"font-weight: 400;\"> claimed the experiment complied with applicable laws, many unanswered questions remain.\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/www.wesa.fm\/health-science-tech\/2022-01-19\/investigation-finds-pitts-use-of-fetal-tissue-in-research-is-above-board\"><span style=\"font-weight: 400;\">Pittsburgh\u2019s NPR News Station<\/span><\/a><span style=\"font-weight: 400;\">, in their coverage of this, appeared to dismiss other news outlets\u2019 reporting on the fetal scalping experiments as \u201cincendiary conservative coverage.\u201d But the idea of scalping five-month-old aborted babies and stitching their skin onto the backs of lab rats should horrify anyone, regardless of one\u2019s political leanings. Such horrific treatment of preborn babies who had been killed in elective abortions should cause universal public concern. In addition, uncertainty about the protocols surrounding the experiment (which it appears the report failed to examine in-depth) are deserving of further examination.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A 2019 <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/university-pittsburgh-planned-parenthood-illegal-business-aborted\/#:~:text=ed%20Daleiden%20previously-,penned,-for%20the%20Washington\"><span style=\"font-weight: 400;\">Washington Examiner<\/span><\/a><span style=\"font-weight: 400;\"> op-ed by Daleiden described a Pitt scientist\u2019s technique for harvesting pristine livers from born-alive infants. In a May <\/span><a href=\"https:\/\/www.newsweek.com\/university-pittsburgh-wont-explain-its-planned-parenthood-ties-opinion-1594564\"><span style=\"font-weight: 400;\">Newsweek<\/span><\/a><span style=\"font-weight: 400;\"> op-ed, Daleiden noted how Pitt claims the experiment ended in 2013 and was only done in Italy.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cBut the Pitt scientist responsible published further research in <\/span><a href=\"https:\/\/www.hindawi.com\/journals\/sci\/2019\/7916275\/\"><span style=\"font-weight: 400;\">2019<\/span><\/a><span style=\"font-weight: 400;\"> and described obtaining the same uniquely massive, two-billion-stem-cell yield from &#8216;complete&#8217; fetal livers harvested in Pittsburgh\u2014indicating the same technique he outlined was still being used in America,\u201d CMP&#8217;s head wrote.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Another report regarding Pitt\u2019s research involving aborted body parts disclosed what appears to be highly unethical conduct from the university.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Public records released in August by the <\/span><a href=\"https:\/\/www.centerformedicalprogress.org\/blog\/\"><span style=\"font-weight: 400;\">Center for Medical Progress<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/www.judicialwatch.org\/press-releases\/hhs-documents-organ-harvesting\/\"><span style=\"font-weight: 400;\">Judicial Watch<\/span><\/a><span style=\"font-weight: 400;\"> from the National Institutes of Health (NIH) indicated that the university harvested organs from born-alive infants. In a 2015 grant <\/span><a href=\"https:\/\/www.judicialwatch.org\/documents\/hhs-cmp-responsive-records-july-2021-pg-170\/\"><span style=\"font-weight: 400;\">application<\/span><\/a><span style=\"font-weight: 400;\"> to NIH, the university claimed that during the process of harvesting aborted body parts, \u201cIschemia time is minimized.\u201d According to multiple <\/span><a href=\"https:\/\/www.foxnews.com\/politics\/pittsburgh-live-fetus-organs\"><span style=\"font-weight: 400;\">OB\/GYNS<\/span><\/a><span style=\"font-weight: 400;\">, including Dr. Ronna Jurow, who previously worked at Planned Parenthood and considers herself \u201cpro-choice,\u201d there is \u201cno question\u201d this means infants were alive when their organs were harvested.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There is no mention of Ischemia time or the controversial research in Italy within the law firm\u2019s report.\u00a0<\/span><\/p>\n<p><b>Concerning Violations of Patient Consent\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIn practice, we understand that the donation option is discussed with patients when they arrive for the abortion procedure, which is at least 24 hours after consent to the abortion has been obtained,\u201d the report reads on page 18.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A consent form from the Magee-Women\u2019s Hospital of UPMC titled, \u201cConsent To Act As a Participant In Research \u2013 Fetal Tissue Consent Form,\u201d which is included in the report, seems like it should have prompted a further review. The form states,\u00a0<\/span><span style=\"font-weight: 400;\">\u201cYour samples may contribute to a new discovery or treatment,\u201d and\u00a0<\/span><span style=\"font-weight: 400;\">\u201c[A] potential benefit to society from this research is a gain in knowledge.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/www.legis.state.pa.us\/cfdocs\/legis\/LI\/consCheck.cfm?txtType=HTM&amp;ttl=18&amp;div=0&amp;chpt=32&amp;sctn=16&amp;subsctn=0\"><span style=\"font-weight: 400;\">PA Abortion Control Act<\/span><\/a><span style=\"font-weight: 400;\"> clearly states that the person responsible for obtaining the patient\u2019s informed consent may not \u201cemploy the possibility of the use of aborted fetal tissue or organs as an inducement to a pregnant woman to undergo abortion.\u201d<\/span><\/p>\n<p><b>Potential Conflicts of Interest\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">In regards to the relationship between Pitt and Planned Parenthood of Western Pennsylvania, the law firm claimed there is no \u201ccontractual agreement\u201d between the two entities. Still, some <\/span><a href=\"https:\/\/pafamily.org\/2022\/01\/20\/pitts-independent-law-firm-releases-report-on-inhumane-fetal-experimentation-with-no-investigation-into-upmc-planned-parenthood\/\"><span style=\"font-weight: 400;\">pro-life<\/span><\/a> <a href=\"https:\/\/www.centerformedicalprogress.org\/2021\/05\/new-video-government-sponsored-fetal-experimentation-at-the-university-of-pittsburgh-and-planned-parenthood\/\"><span style=\"font-weight: 400;\">organizations<\/span><\/a><span style=\"font-weight: 400;\"> have voiced concerns about Planned Parenthood\u2019s level of involvement with Pitt\u2019s experiments using the body parts of aborted children.\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/archive.liveaction.org\/news\/insider-pitt-dehumanizing-experimenting-aborted-babies\/\"><span style=\"font-weight: 400;\">Dr. Beatrice Chen<\/span><\/a><span style=\"font-weight: 400;\"> runs Pitt\u2019s abortion programs while also serving as PPWP\u2019s medical director. In addition, Dr. Chen is the vice-chair of the university&#8217;s Institutional Review Board, responsible for supervising the university\u2019s fetal research projects. As Daleiden noted in his Newsweek op-ed, this appears to contravene \u201cfederal requirements that fetal researchers be separated from clinical abortion practice.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Despite Pitt\u2019s claims that this was an \u201cindependent review,\u201d one of the three <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/congress-investigation-university-of-pittsburgh\/\"><span style=\"font-weight: 400;\">authors<\/span><\/a><span style=\"font-weight: 400;\"> of the report is a 2004 Pitt graduate, Michael S. Heesters.
