The second and final reading vote of the city council was unanimous at 5-0.<\/p>\n<p dir=\"ltr\">Pastor Cody Cochran from Bethel Assembly in Anson was one of the many hoping to see his city become a \u2018sanctuary city for the unborn.\u2019 On Sunday the pastor had closed out each one of their three church services with a call to pray for Monday night\u2019s meeting and, if possible, to show up early to pray outside of city hall.<\/p>\n<p dir=\"ltr\">Both the city council chambers and the hallway leading to the council chambers were filled with ordinance supporters, with even more praying outside. Some in attendance spoke during the public comment portion of the meeting, with none speaking against it.<\/p>\n<p dir=\"ltr\">Colt Wood shared, \u201cMy family has lived in Anson since there was an Anson&#8230; Some people may think it doesn\u2019t matter what we do in a small town like Anson, but Texas is a grassroots state &#8211; we are more than just Houston and Dallas and San Antonio. And America is a grassroots country &#8211; it&#8217;s more than just L.A. and New York and Chicago.\u201d Wood continued, \u201cIf a grassroots movement can establish a pro-life culture in Texas, maybe it will inspire a grassroots movement for pro life across this country.\u201d<\/p>\n<p>Resident Mariah Mayo shared, \u201cI am one of five generations who was raised here in Anson, Texas. I am not currently a mother, but I do plan to become a mother in the future and continue to plan to raise my family here. I have babysat many of the children here, and enjoy getting to see them grow up. I am also a nurse here in Anson and do not want to have to be on that side of abortions either.\u201d Mayo continued, \u201cI stand here today for my coworkers who were unable to be here today, my ancestors who are no longer with us, and the innocent unborn who are unable to have their voices heard. I agree 100% with what my preacher said and I too want abortions to be outlawed. Let\u2019s add this to our many reasons why we are proud to live here in the great city of Anson, Texas.\u201d<\/p>\n<p dir=\"ltr\">While the majority who spoke were from Anson, some nonresidents testified that it was their desire to see their cities outlaw abortion too. Pastor Scott Beard from FountainGate Fellowship in Abilene (pop. 124,407) shared about the work underway in Abilene, while Lori Reames from Albany (pop. 2.043) shared how she wanted to see her city outlaw abortion as well. Other cities mentioned throughout the night were Ranger (pop. 2,469), Rising Star (835), and Stamford (pop. 3,126) &#8211; all within 90 miles of Anson.<\/p>\n<p dir=\"ltr\">When asked if he was comfortable with the ordinance, City Attorney Chad Cowan shared that he was as comfortable as he was going to get with the ordinance and saw the track record of the ordinances\u2019 survival as noteworthy.<\/p>\n<p dir=\"ltr\">Councilwoman Leticia Hernandez led the way in making the motion to pass the ordinance with Councilwoman Misti Seay seconding the motion. The second and final reading vote by the Anson City Council was 5-0. The outcome of the Anson City Council was exactly what the people of Anson were praying for.<\/p>\n<p dir=\"ltr\">After the historic meeting, Pastor Cody Cochran shared, \u201cTonight is a great victory for the Kingdom of God and for the City of Anson. Very thankful for the men and women on the city council of Anson and thankful for the many men and women that showed up to pray and support!\u201d<\/p>\n<p dir=\"ltr\"><strong>READ:\u00a0<em><a href=\"https:\/\/archive.liveaction.org\/news\/mason-ohio-41st-sanctuary-city-unborn-us\/\">Ohio city of Mason becomes 41st \u2018sanctuary city for the unborn\u2019 in the US<\/a><\/em><\/strong><\/p>\n<p dir=\"ltr\">The Anson Ordinance Outlawing Abortion states, \u201cIt shall be unlawful for any person to procure or perform an abortion of any type and at any stage of pregnancy in the City of Anson, Texas,\u201d and \u201cIt shall be unlawful for any person to knowingly aid or abet an abortion that occurs in the City of Anson, Texas.\u201d Abortion is defined as \u201cthe act of using or prescribing an instrument, a drug, a medicine, or any other substance, device, or means with the intent to cause the death of an unborn child of a woman known to be pregnant.\u201d<\/p>\n<p dir=\"ltr\">Anson\u2019s ordinance makes clear that the term \u201cabortion\u201d does not include birth-control devices or oral contraceptives, and is also clear that the act is not regarded to be an abortion if done with the intent to \u201csave the life or preserve the health of an unborn child\u201d or to \u201cremove a dead, unborn child whose death was caused by accidental miscarriage\u201d or to \u201cremove an ectopic pregnancy.\u201d<\/p>\n<p dir=\"ltr\">The Anson Ordinance also provides a very narrow exception for cases where the mother\u2019s life is at risk. This is listed as an affirmative defense and falls upon the one performing the abortion to provide that defense if necessary. This is outlined by the ordinance as abortions in cases where the abortion is \u201cin response to a life-threatening physical condition aggravated by, caused by, or arising from a pregnancy that, as certified by a physician, places the woman in danger of death or a serious risk of substantial impairment of a major bodily function unless an abortion is performed.\u201d<\/p>\n<p dir=\"ltr\">The Anson Ordinance also outlaws abortion-inducing drugs, declaring them to be contraband. The ordinance is clear that these fines cannot be imposed by the City of Anson unless it is determined by a state or federal court that the individual seeking to impose the penalty upon the one who committed the unlawful act will not create an \u201cundue burden\u201d on women seeking abortions, a state or federal court determines the person, corporation, or entity who committed the unlawful act of abortion lacks standing to assert the third-party rights of women seeking abortions in court, or the Supreme Court overrules <em>Roe v. Wade<\/em> and <em>Planned Parenthood v. Casey<\/em>. This is only one section of the ordinance, and the enforceability of this section is not immediate, but delayed and dependent upon other factors.<\/p>\n<p dir=\"ltr\">Unlike the public enforcement mechanism, the private enforcement mechanism is not dependent upon the overturning of <em>Roe v. Wade<\/em> and is immediately enforceable. Under the section entitled \u201cPrivate Enforcement,\u201d the Anson Ordinance states, \u201cAny person . . . may bring a civil enforcement suit against a person or entity that commits or intends to commit an unlawful act\u201d described in the ordinance. This section is immediately enforceable and allows for anyone, including any relative of the unborn child, to sue the abortionist or anyone who aids and abets the abortionist for the death of the unborn child.<\/p>\n<p dir=\"ltr\">The City of Anson is the 20th city in West Texas to pass an ordinance outlawing abortion. Other West Texas cities which have outlawed abortion include: Westbrook (pop. 312), <a href=\"https:\/\/archive.liveaction.org\/news\/colorado-city-texas-sanctuary-unborn\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/archive.liveaction.org\/news\/colorado-city-texas-sanctuary-unborn\/&amp;source=gmail&amp;ust=1636580232029000&amp;usg=AOvVaw1zykRuVC-PHTEJvf2Ki4bD\">Colorado City<\/a> (pop. 4,146), <a href=\"https:\/\/archive.liveaction.org\/news\/west-texas-city-with-over-28500-residents-becomes-11th-sanctuary-city-for-unborn\/\" target=\"_blank\" rel=\"noopener noreferrer\" (pop. 3,913).<\/p>\n<p dir=\"ltr\">Anson is the 13th city to outlaw abortion since Planned Parenthood&#8217;s lawsuit against the City of Lubbock was <a href=\"https:\/\/archive.liveaction.org\/news\/judge-dismisses-planned-parenthoods-lawsuit\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/archive.liveaction.org\/news\/judge-dismisses-planned-parenthoods-lawsuit\/&amp;source=gmail&amp;ust=1636580232030000&amp;usg=AOvVaw1dVXrXYlcYQY49OazkCn6O\">dismissed<\/a> in Federal Court, and the 29th city to outlaw abortion since the ACLU <a href=\"https:\/\/archive.liveaction.org\/news\/aclu-withdraws-lawsuit-texas-sanctuary-cities-unborn\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/archive.liveaction.org\/news\/aclu-withdraws-lawsuit-texas-sanctuary-cities-unborn\/&amp;source=gmail&amp;ust=1636580232030000&amp;usg=AOvVaw1CDrOKcMNp14NVr2ViMVc6\">withdrew<\/a> its lawsuit against seven cities in East Texas.<\/p>\n<p dir=\"ltr\">If the City of Anson faces a lawsuit as a result of the adoption of this ordinance, former Texas Solicitor General Jonathan F. Mitchell has agreed to represent the city of Anson at no cost to the city and taxpayers for any litigation which may result over the passage of their ordinance outlawing abortion.<\/p>\n<p dir=\"ltr\">Also on Monday night. 1,128 miles away in Celina, Ohio (pop. 10,935), hundreds came to support of their city becoming a sanctuary city for the unborn. Mark Harrington with Created Equal shared, \u201cOn the second reading of the ordinance Celina pro-lifers came out in force. Supporters of the Sanctuary City for the Unborn ordinance wrapped around the City Hall outnumbering abortion advocates 10-1.\u201d<\/p>\n<p dir=\"ltr\">Inside the city council chambers a total of 30 Celina residents spoke, with 24 speaking in favor of the ordinance and six speaking against it. One Celina resident presented a petition with over 650 signatures from the city in support of the measure while another resident brought forth another petition with about 80 area businesses in support. Despite the overwhelming support from the city, the second reading vote by the Celina City Council was 2-4, with one council member absent. The battle in Celina is not yet over, however.
