{"id":251348,"date":"2021-08-17T10:37:05","date_gmt":"2021-08-17T15:37:05","guid":{"rendered":"https:\/\/www.liveaction.org\/news\/?p=251348"},"modified":"2021-08-16T17:03:16","modified_gmt":"2021-08-16T22:03:16","slug":"abortion-chile-bill-expand","status":"publish","type":"post","link":"https:\/\/archive.liveaction.org\/news\/abortion-chile-bill-expand\/","title":{"rendered":"Bill to expand abortion in Chile proceeds to House floor despite narrow committee rejection"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p><span style=\"font-weight: 400;\">A legislative committee in Chile\u2019s lower house narrowly voted against recommending a bill that would legalize abortion on demand; however, the measure will still proceed to the floor for debate.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In January, Chilean pro-abortion activists <a href=\"https:\/\/archive.liveaction.org\/news\/abortion-advocates-chile-legalizing-abortion\/\" target=\"_blank\" rel=\"noopener\">introduced the bill<\/a> to legalize all abortion up to 14 weeks\u2019 gestation \u2014 just one month after Argentina\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/breaking-argentina-legalizes-abortion\/\" target=\"_blank\" rel=\"noopener\">legalized abortion<\/a>. The legislation has been under consideration by a committee in the Chilean parliament\u2019s lower house, the Chamber of Deputies. On August 9, the bill failed to secure a recommendation from the committee by a vote of seven against to six in favor.\u00a0Under the legislature\u2019s rules, the bill did not require endorsement by a majority of the committee to proceed to the floor, yet the negative endorsement from the committee signals difficulty ahead for abortion proponents.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">During the committee\u2019s debate, one congresswoman expressed frustration with the proposed law. \u201cIt\u2019s a very bad bill, a terrible public policy that promotes the abandonment of women, especially the most vulnerable, that establishes the culture of death, and I find it very sad that, in a committee full of women who understand the value of life, an attack is being made on the life of a person who is about to be born,\u201d said Congresswoman Mar\u00eda Jos\u00e9 Hoffmann, according to the<\/span> <a href=\"https:\/\/www.ncregister.com\/cna\/chilean-legislative-committee-votes-against-permitting-elective-abortions\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">National Catholic Register<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Pro-abortion politicians who voted in favor of the initiative justified the bill as necessary to protect <\/span><a href=\"https:\/\/prolifereplies.liveaction.org\/my-body-my-choice\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">bodily autonomy<\/span><\/a><span style=\"font-weight: 400;\">. \u201cWe cannot tell other women how they have to feel about what they do with their own body; each woman has a different process and, therefore, for each woman there must be a cause. This is precisely what this project does,\u201d said Congresswoman Maite Orsini, <\/span><span style=\"font-weight: 400;\">according to <\/span><a href=\"https:\/\/radio.uchile.cl\/2021\/08\/09\/comision-de-mujeres-y-equidad-de-genero-rechaza-idea-de-legislar-la-despenalizacion-del-aborto\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Diario UChile<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><strong>READ:\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/photos-14-week-miscarried-saved\/\" target=\"_blank\" rel=\"noopener\"><em>Mom\u2019s photos of \u2018perfect\u2019 14-week miscarried son have saved other babies<\/em><\/a><\/strong><\/p>\n<p><span style=\"font-weight: 400;\">M\u00e1ximo Pavez, an undersecretary of Chilean President Pi\u00f1era, stated that the administration supports defending life from \u201cconception to its end.&#8221; He added, \u201cWe support protecting the lives of people who, as a result of conception, have the right to life, freedom, spiritual and material development, and we do not believe that abortion on demand, which is what the bill discusses, disguised with some euphemisms, leads to the common good for Chile.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Pavez also rejected the idea that the bill was about bodily autonomy. &#8220;People have the right to their own body,&#8221; he said, &#8220;not so over that of other people.&#8221;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Chile had previously decriminalized abortion in 2017 to allow abortions up to 12 weeks in cases of risks to a mother\u2019s life (abortion is never medically necessary), when a preborn child is deemed non-viable, and in cases of rape. If the rape survivor is a minor less than 14 years old, abortion is allowed up to 14 weeks.
