Senator Lankford\u2019s amendment also includes conscience protections for health care providers and insurance companies who refuse to commit or fund abortions, protected since 2004 under the <\/span><a href=\"https:\/\/www.usccb.org\/issues-and-action\/religious-liberty\/conscience-protection\/upload\/HHS-Refuses-to-Enforce-Weldon-Amendment-FACT-SHEET.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Weldon Amendment<\/span><\/a><span style=\"font-weight: 400;\">. Senator Joe Manchin (D-W.Va.) broke with his party to act as the decisive vote in favor of Lankford\u2019s amendment.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWe thank the pro-life champions in the Senate for their tireless work to protect unborn children and their mothers,\u201d said Carol Tobias, president of National Right to Life, according to a <\/span><a href=\"https:\/\/www.nationalrighttolifenews.org\/2021\/08\/senate-passes-3-5-trillion-budget-blueprint-package-with-lankford-amendment-supporting-hyde-and-weldon-language\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">press release<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Although the Lankford Amendment to the Senate\u2019s budget is nonbinding, it nonetheless signals the chamber\u2019s majority support for the prohibitions on federal funding for abortion and conscience protections for physicians.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Hyde Amendment has prohibited federal funding for abortion on demand in every budget passed by Congress since 1976. The measure, which previously had attracted broad bipartisan support, has come under fire from abortion activists in the current Congress. Earlier this year, President Biden\u2019s proposed budget omitted the Hyde Amendment, as Live Action News <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/proposed-biden-budget-fund-abortion-world\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">reported<\/span><\/a><span style=\"font-weight: 400;\">. In July, the House Appropriations Committee <\/span><a href=\"https:\/\/archive.liveaction.org\/news\/house-appropriations-hyde-conscience-protections\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">rejected<\/span><\/a><span style=\"font-weight: 400;\"> the Hyde Amendment for the first time in 45 years, by a partisan vote of 32 to 27.\u00a0<\/span><\/p>\n<p><strong>READ:\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/poll-majority-hyde-amendment-taxpayers-abortion\/\" target=\"_blank\" rel=\"noopener\"><em>Poll: Majority of Americans support Hyde Amendment preventing federal taxpayers from funding most abortions<\/em><\/a><\/strong><\/p>\n<p><span style=\"font-weight: 400;\">Last month, Live Action founder and president Lila Rose released a <\/span><a href=\"https:\/\/www.liveaction.org\/republicans-should-fight-for-the-life-of-the-hyde-amendment\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">statement<\/span><\/a><span style=\"font-weight: 400;\"> defending the Hyde Amendment. \u201cThe Hyde Amendment has saved at least 2.5 million lives and is backed by the majority of Americans, who have made it clear that they do not wish to fund the unjust and immoral killing of children in the womb,\u201d Rose said. \u201cWe urge all of Congress \u2014 Democrats, Republicans, and Independents alike \u2014 to reject this budget and any budget that does not include basic life protections. We also encourage Sen. Manchin to stand strong in his promise to defend Hyde.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Alliance Defending Freedom senior counsel Denise Burke praised the Lankford Amendment. \u201cAmerican taxpayers shouldn\u2019t be forced to fund abortions or to subsidize the dangerous work of abortionists. In the wake of the House of Representatives\u2019 recent rejection of the Hyde and Weldon amendments, we are especially pleased to see the Senate vote in favor of bipartisan policies that support women and protect human life,\u201d Burke said, according to a <\/span><a href=\"https:\/\/adflegal.org\/press-release\/us-senate-passes-budget-amendment-prevent-taxpayer-funding-abortions\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">press release<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As a nonbinding amendment to the Senate\u2019s budget, Senator Lankford\u2019s initiative must survive the next step in the legislative process, which consists of the House returning from recess on the week of August
