Eugenic and racist beliefs as well as resentment against women who had babies on welfare drove this abuse.\u00a0In some hospitals, doctors approached poor Black and Latina women while they were in labor and tried to get them to agree to have their tubes \u201ctied.\u201d Instead, doctors actually cut and cauterized the tubes, meaning the sterilization couldn\u2019t be reversed.\u00a0Records show that one woman was in labor for 19 \u00bd hours and under the influence of drugs such as Demerol when she \u201cagreed\u201d to be sterilized.<\/p>\n<p>Elena Orozco was surrounded by doctors during labor. They demanded that she agree to be sterilized, so fearing for her safety and that of her baby, she signed a consent form. She said, \u201cWhat I was signing, I understood it to tie my tubes, not to sterilize. If they would have put the word &#8220;sterilization&#8221; there, I would not have signed the papers.&#8221;<sup>1<\/sup><\/p>\n<p>Other women have told similar stories of being deceived. Consuelo Hermosillo delivered three children by C-section. When she got pregnant a fourth time, doctors told her it was illegal for a woman to have more than three C-sections unless she agreed to be sterilized. Afraid she and her baby would die, Hermosillo \u201cconsented\u201d to sterilization. She was 24.<\/p>\n<p>In 1972, 33-year-old Maria Gomez remembered that a doctor asked her if she wanted to be sterilized right before her C-section. She says, \u201cI don&#8217;t remember very much after this. I was very drowsy and drugged.\u201d<sup>2<\/sup> In a later doctor\u2019s appointment, Gomez learned she had been sterilized. Tragically, her baby died, and she was unable to have another.<\/p>\n<p><strong>READ:\u00a0<em><a href=\"https:\/\/archive.liveaction.org\/news\/infamous-cases-forced-sterilization-america-behind\/\">The most infamous cases of forced sterilization in America\u2026 and the people behind it<\/a><\/em><\/strong><\/p>\n<p>Some women who had C-sections only learned they had also been sterilized weeks or months after the fact.<\/p>\n<p>Other women in labor were denied pain medication unless they agreed to be sterilized. One witness, Dr. Karen Benker, said:<\/p>\n<p style=\"padding-left: 30px;\"><em>On an almost daily basis, the doctor would hold a syringe in front of the mother who was in labor pain and ask her if she wanted a painkiller; while the woman was in the throes of a contraction the doctor would say, &#8220;Do you want a painkiller? Then sign the papers. You want the pain to stop? Do you want to have to go through this again? Sign the papers.&#8221;<sup>3<\/sup><\/em><\/p>\n<p>In 1975, an anti-sterilization feminist group, the Advisory Committee on Sterilization, was formed in New York City. The group wanted to end these coercive practices in New York hospitals. They proposed legal safeguards like waiting periods before sterilization and protections for minors. According to feminist author Rebecca M Kluchin:<\/p>\n<p style=\"padding-left: 30px;\"><em>Advisory Committee members confronted fierce resistance from physicians [and] family planners like Planned Parenthood\u2026 Perhaps the most surprising opposition came from white liberal feminist organizations like the National Organization for Women (NOW) and the National Abortion Rights Action League (NARAL).<sup>4<\/sup><\/em><\/p>\n<p>NOW, NARAL, and Planned Parenthood were afraid that regulating any type of family planning would lead to restrictions on abortion. They were willing to work <em>against<\/em> those who wanted to protect vulnerable minority women.<\/p>\n<p>When the Advisory Committee put forward a bill for a 30-day-waiting period before sterilization, Planned Parenthood led the opposition to it. Planned Parenthood was joined by NOW and NARAL. According to Kluchin:<\/p>\n<p style=\"padding-left: 30px;\"><em>Planned Parenthood feared that allowing government restrictions on sterilization would begin a slippery slope of government restrictions on other reproductive health services, such as contraception and abortion\u2026<\/em><\/p>\n<p style=\"padding-left: 30px;\"><em>NOW and NARAL joined Planned Parenthood and opposed the Burden bill because they, too, believed abortion to be &#8220;the more salient issue\u201d\u2026 Whether they intended to put forth a racist policy or not, these organizations adopted a strategy that defended the reproductive rights of middle-class white women at the expense of poor women of color.<sup>5<\/sup><\/em><\/p>\n<p><strong>READ:\u00a0<em><a href=\"https:\/\/archive.liveaction.org\/news\/eugenicist-coerced-sterilization-north-carolina-planned-parenthood\/\">This eugenicist started coerced sterilization in North Carolina\u2026 and was awarded by Planned Parenthood<\/a><\/em><\/strong><\/p>\n<p>But protecting abortion wasn&#8217;t Planned Parenthood&#8217;s only motive. It turned out the corporation was planning to set up a network of facilities specializing in sterilizations and had already taken out a $700,000 loan for the venture, which was expected to be very profitable.<\/p>\n<p>A new technique called the mini-laparotomy had been developed, and according to Kluchin, Planned Parenthood \u201cplanned to introduce this technology to the United States and develop a series of mini\u2013lap clinics in major cities across the country.\u201d<\/p>\n<p>A long waiting period would essentially destroy these plans.\u00a0Planned Parenthood saw a threat to both its ideology and its bottom line.<\/p>\n<p>So Planned Parenthood worked against those trying to protect vulnerable women. Fortunately, the bill passed anyway.
