In fact, it is anything but unbiased and is\u00a0at the <a href=\"https:\/\/archive.liveaction.org\/news\/american-college-obstetricians-gynecologists-will-members\/\" target=\"_blank\" rel=\"noopener\">forefront<\/a> of the effort to <a href=\"https:\/\/archive.liveaction.org\/news\/acog-updates-recommendations-abortion-industry\/\" target=\"_blank\" rel=\"noopener\">expand abortion<\/a>, specifically the abortion pill. As Live Action News has documented, the ACOG has a history of ties to <a href=\"https:\/\/archive.liveaction.org\/news\/exposing-acog-population-control-influenced-organization\/\" target=\"_blank\" rel=\"noopener\">advocates<\/a> of population control. The ACOG\u2019s move toward decriminalizing abortion <a href=\"https:\/\/archive.liveaction.org\/news\/exposing-acog-medical-organization-supports-abortion-industry\/\" target=\"_blank\" rel=\"noopener\">began<\/a> in the 1960s and ultimately ended with the organization officially supporting unrestricted abortion on demand.<\/p>\n<p>In his book, \u201cAbortion and the Pro-life Movement,\u201d Dr. John Willke claimed that in the mid-1960s, ACOG officials and former Planned Parenthood president\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-population-control-abortion\/\" target=\"_blank\" rel=\"noopener\">Alan F. Guttmacher, M.D<\/a>, sought to redefine the terms \u201cconception\u201d and \u201cpregnancy.\u201d The commonly accepted understanding of &#8220;conception&#8221; was <em>fertilization<\/em>, the moment egg and sperm fuse, but the redefinition of &#8220;conception&#8221; was changed to mean <em>implantation<\/em>, the moment the days-old human being implants in the uterine lining.\u00a0The redefinition was not based on science; instead, it appears to have been motivated by a desire to promote population control and the acceptance of certain contraceptives.<\/p>\n<p>The change was finalized by the ACOG&#8217;s <a href=\"https:\/\/twitter.com\/AlphaFamilies\/status\/1270194412992200705\" target=\"_blank\" rel=\"noopener\">1965 Committee on Terminology<\/a>, which, according to\u00a0Harvard Medical School Professor <a href=\"https:\/\/www.google.com\/books\/edition\/The_Human_Life_Bill\/0F8QFiMCZqQC?hl=en&amp;gbpv=1&amp;dq=American+College+of+Obstetricians+and+Gynecologists+Terminology+Bulletin.+Terms+Used+in+Reference+to+the+Fetus.+No.+1.+Philadelphia:+Davis,+September,+1965.&amp;pg=PA287&amp;printsec=frontcover\" target=\"_blank\" rel=\"noopener\">John D Biggers<\/a>, accepted the new definition to read, &#8220;Conception is the implantation of a fertilized ovum.&#8221;<\/p>\n<p>But in 1972, Biggers noted that the ACOG committee <a href=\"https:\/\/www.google.com\/books\/edition\/Obstetric_gynecologic_Terminology\/SK5sAAAAMAAJ?hl=en\" target=\"_blank\" rel=\"noopener\">updated<\/a> the definition to read, &#8220;Conception is the implantation of the blastocyst. Hughes who founded the American Academy of Obstetrics and Gynecology in 1951, the forerunner of ACOG. Myron Gordon, a <a href=\"http:\/\/medicine.buffalo.edu\/content\/dam\/medicine\/Alumni\/BuffaloPhysician\/2008Winter\/BP_2008Winter_classnotes.pdf\" target=\"_blank\" rel=\"noopener\">member<\/a> of the\u00a0Association of Planned Parenthood Physicians (AAPP), was also on that committee. The AAPP was founded by <a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-president-decriminalize-abortion\/\" target=\"_blank\" rel=\"noopener\">Guttmacher<\/a> in 1963 before being renamed the\u00a0<a href=\"https:\/\/web.archive.org\/web\/20101008092750\/https:\/\/www.arhp.org\/uploadDocs\/ARHP%20History.pdf\">Association of Reproductive Health Professionals<\/a>\u00a0(ARHP) in 1987.\u00a0According to <a href=\"https:\/\/web.archive.org\/web\/20101008092750\/https:\/\/www.arhp.org\/uploadDocs\/ARHP%20History.pdf\" target=\"_blank\" rel=\"noopener\">ARHP<\/a>, the organization was originally based out of Planned Parenthood offices and was funded by the organization.<\/p>\n<p>&#8220;Before 1964, scientists agreed that pregnancy was established at the time of fertilization because that event was known to signal the beginning of embryonic life,&#8221; wrote author June Mary Zekan Makdisi in her paper ,&#8221;Genetically Correct: <a href=\"https:\/\/digitalcommons.pepperdine.edu\/cgi\/viewcontent.cgi?article=1224&amp;context=plr\" target=\"_blank\" rel=\"noopener\">The Political Use of Reproductive Terminology<\/a>.&#8221;<\/p>\n<p>Makdisi is correct.<\/p>\n<p>So, why the change in terminology?<\/p>\n<div id=\"attachment_248487\" style=\"width: 1276px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-248487\" decoding=\"async\" loading=\"lazy\" class=\"wp-image-248487 size-full\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2021\/07\/1972-ACOG-committee-on-terminology-changed-definition-of-conception-to-implantation-not-fertilization.jpg\" alt=\"Image: 1972 ACOG committee on terminology changed definition of conception to implantation not fertilization\" width=\"1266\" height=\"733\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2021\/07\/1972-ACOG-committee-on-terminology-changed-definition-of-conception-to-implantation-not-fertilization.jpg 1266w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2021\/07\/1972-ACOG-committee-on-terminology-changed-definition-of-conception-to-implantation-not-fertilization-300x174.jpg 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2021\/07\/1972-ACOG-committee-on-terminology-changed-definition-of-conception-to-implantation-not-fertilization-768x445.jpg 768w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2021\/07\/1972-ACOG-committee-on-terminology-changed-definition-of-conception-to-implantation-not-fertilization-700x405.jpg 700w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2021\/07\/1972-ACOG-committee-on-terminology-changed-definition-of-conception-to-implantation-not-fertilization-500x289.jpg 500w\" sizes=\"(max-width: 1266px) 100vw, 1266px\" \/><p id=\"caption-attachment-248487\" class=\"wp-caption-text\">1972 ACOG committee on terminology changed definition of conception to implantation not fertilization<\/p><\/div>\n<p>According to Makdisi, &#8220;As oral contraceptives began to find a market in the mid 1960s, concerted attempts were made by influential medical groups to alter long-standing definitions associated with reproduction.&#8221;\u00a0The likely reason for the redefinitions, Makdisi claimed, was to &#8220;attempt to separate contraception from the hot-button issue of abortion in order to promote the social acceptance of chemical contraceptives.&#8221;<\/p>\n<p><strong>International Conference attendees changed definition of pregnancy for sake of &#8216;population control&#8217;<\/strong><\/p>\n<p>ACOG&#8217;s 1965 terminology change was put in place after the\u00a0<a href=\"https:\/\/www.worldcat.org\/title\/intra-uterine-contraception-proceedings-of-the-second-international-conference-october-2-3-1964-new-york-city-sponsored-by-the-population-council\/oclc\/14498241\" target=\"_blank\" rel=\"noopener\">Second International Conference on Intra-Uterine Contraception in 1964<\/a>, according to Makdisi. That conference, which largely discussed newly developed intrauterine contraceptive devices (IUCD) was <a href=\"https:\/\/www.jstor.org\/stable\/1965241?seq=2#metadata_info_tab_contents\" target=\"_blank\" rel=\"noopener\">sponsored<\/a> by the Population Council, a\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/population-council-founded-eugenicists-promoting-abortion-turns-65\/\" target=\"_blank\" rel=\"noopener\">eugenics<\/a>\u00a0organization\u00a0<a href=\"https:\/\/www.popcouncil.org\/about\/timeline\" target=\"_blank\" rel=\"noopener\">founded<\/a>\u00a0by John D. Rockefeller III, later responsible for bringing the abortion pill into the United States.<\/p>\n<p>The Population Council&#8217;s Advisory Committee on Intra-Uterine Contraception was chaired by <a href=\"https:\/\/collections.nlm.nih.gov\/catalog\/nlm:nlmuid-101430186-img\" target=\"_blank\" rel=\"noopener\">Howard C. Taylor Jr., MD<\/a>, who served as\u00a0<a href=\"https:\/\/www.acog.org\/about\/leadership-and-governance\/board-of-directors\/past-presidents\" target=\"_blank\" rel=\"noopener\">president<\/a>\u00a0of ACOG from May 1966 to April 1967 and\u00a0as <a href=\"https:\/\/www.nytimes.com\/1985\/03\/24\/nyregion\/dr-hc-taylor-jr-gynecologist-dies.html\">president<\/a> of the American Association of Planned Parenthood Physicians (<a href=\"https:\/\/web.archive.org\/web\/20101008092750\/https:\/\/www.arhp.org\/uploadDocs\/ARHP%20History.pdf\" target=\"_blank\" rel=\"noopener\">AAPPP)<\/a> between 1967 and 1968.\u00a0Taylor was also\u00a0<a href=\"https:\/\/ia801305.us.archive.org\/25\/items\/AMERICANEUGENICSSOCIETYMEMBERS\/AMERICAN%20EUGENICS%20SOCIETY%20MEMBERS.pdf\" target=\"_blank\" rel=\"noopener\">listed<\/a>\u00a0as a\u00a0<a href=\"https:\/\/www.cambridge.org\/core\/journals\/journal-of-policy-history\/article\/abs\/birth-control-movement-before-roe-v-wade\/F33885A02034E8628C4FC7D6F54DC48F\">member<\/a>\u00a0of the American Eugenics Society.<\/p>\n<p>Also serving on that\u00a0<a href=\"https:\/\/www.google.com\/books\/edition\/Hearings_Reports_and_Prints_of_the_Senat\/g6k3AAAAIAAJ?hl=en&amp;gbpv=1&amp;dq=Nicholson+J.+Eastman,+MD,+planned+parenthood&amp;pg=PA1852&amp;printsec=frontcover\" target=\"_blank\" rel=\"noopener\">1964<\/a>\u00a0Population Council committee was former ACOG president Nicholson J. Eastman, who had previously\u00a0<a href=\"https:\/\/webcache.googleusercontent.com\/search?q=cache:aEVI1vKxq5UJ:https:\/\/www.nyu.edu\/projects\/sanger\/aboutmspp\/aboutms\/organization_ppfa.php+&amp;cd=4&amp;hl=en&amp;ct=clnk&amp;gl=us\" target=\"_blank\" rel=\"noopener\">served<\/a>\u00a0as\u00a0Chairman of Planned Parenthood\u2019s National Medical Council and honorary president of Planned Parenthood in 1954, and Alan F. Guttmacher, a former VP of the American Eugenics Society who later\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-president-decriminalize-abortion\/\" target=\"_blank\" rel=\"noopener\">led<\/a> Planned Parenthood into committing abortions.<\/p>\n<p>During the conference, Taylor\u00a0<a href=\"https:\/\/www.worldcat.org\/title\/intra-uterine-contraception-proceedings-of-the-second-international-conference-october-2-3-1964-new-york-city-sponsored-by-the-population-council\/oclc\/14498241\" target=\"_blank\" rel=\"noopener\">noted<\/a>, &#8220;It has been suggested that we ought to set our definition that pregnancies start at implantation. I think it ought to occur to us that we are talking about a theological definition, not a biological definition, and this group can&#8217;t possibly help in making this definition.&#8221;<\/p>\n<p>Dr. Christopher Tietze,\u00a0a Population Council consultant who once received Planned Parenthood\u2019s\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/cecile-richards-planned-parenthood-not-serious-disavowing-racist-history\/\">infamous<\/a>\u00a0Margaret Sanger award disagreed, telling conference attendees, &#8220;I would like to take issue with the chair on what I hope has not been a definitive theory. I fully agree with you, sir, that the time at which a human life or any life begins is a philosophical question, but I submit that throughout history the theologians and the jurists have always taken into account and have listened to the prevailing medical and biological consensus of the times, and I think this is still true.&#8221;<\/p>\n<p>Tietze then suggested that if the medical community changed the definition, others will follow, saying, &#8220;If a medical consensus develops and is maintained that pregnancy, and therefore life, begins at implantation, eventually our brethren from the other faculties will listen.&#8221;<\/p>\n<p>In summarizing the conference, Guttmacher suggested there were &#8220;eminent theologians on our side even if it is proved that fertilization is not prevented by the IUCD&#8230; if fertilization is achieved, it doesn&#8217;t necessarily mean that the whole battle is lost and that we are producing abortion.&#8221;<\/p>\n<p>He then made this\u00a0astonishing admission: &#8220;<strong><em>I leave this meeting with a great sense of optimism. I leave it with a feeling that we can now talk about controlling a population<\/em><\/strong>, whether it is through the use of IUCD or orals.&#8221; (emphasis added)<\/p>\n<p><b>Definitions of &#8220;conception&#8221; and &#8220;fertilization&#8221; officially changed<\/b><\/p>\n<p>The new definition was eventually approved by the National Family Planning Forum\u2019s (NFPF) Committee on Terminology, chaired by <a href=\"https:\/\/archive.library.unr.edu\/public\/repositories\/2\/resources\/1196\" target=\"_blank\" rel=\"noopener\">Dr. Louise B. Tyrer was\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/about-us\/newsroom\/campaigns\/ppfa-margaret-sanger-award-winners#tyrer\" target=\"_blank\" rel=\"noopener\">described<\/a> as &#8220;the first woman to be hired as a full-time staff physician&#8221; by the ACOG in 1970.\u00a0Tyrer\u00a0&#8220;joined PPFA in 1975 as its first vice president for medical affairs, and later went on to serve as medical director of the Association of Reproductive Health Professionals. An ardent advocate of mifepristone, she was instrumental in bringing the drug to the United States,&#8221; PPFA also wrote.<\/p>\n<p>NFPF&#8217;s Committee on Terminology also included Planned Parenthood VP Frederick Jaffe, then director of the Center for Family Planning Program Development (later <a href=\"http:\/\/liveactionnews.org\/analysis\/understanding-the-jaffe-memo-planned-parenthoods-disturbing-proposition-of-population-control\/\" target=\"_blank\" rel=\"noopener\">renamed<\/a> The Alan Guttmacher Institute, Planned Parenthood\u2019s former\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/how-independent-is-guttmacher-from-planned-parenthood\/\" target=\"_blank\" rel=\"noopener\">research arm<\/a>). That human life exists for several days before implantation.
