{"id":246772,"date":"2021-07-02T08:40:38","date_gmt":"2021-07-02T13:40:38","guid":{"rendered":"https:\/\/www.liveaction.org\/news\/?p=246772"},"modified":"2021-07-14T21:44:28","modified_gmt":"2021-07-15T02:44:28","slug":"exposing-acog-population-control-influenced-organization","status":"publish","type":"post","link":"https:\/\/archive.liveaction.org\/news\/exposing-acog-population-control-influenced-organization\/","title":{"rendered":"Exposing ACOG: Population control enthusiasts influenced organization&#8217;s abortion advocacy"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p>The American College of Obstetricians and Gynecologists (ACOG)\u00a0was not always supportive of abortion, but the shift to full-blow abortion advocacy began shortly after its founding in 1951. The organization&#8217;s helm was quickly taken by those involved with <a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthoods-connections-to-eugenics\/\">Planned Parenthood<\/a>, the &#8220;<a href=\"https:\/\/archive.liveaction.org\/news\/eugenics-population-council-donors-endemically-racist\/\">endemically racist<\/a>&#8221; <a href=\"https:\/\/archive.liveaction.org\/news\/population-council-founded-eugenicists-promoting-abortion-turns-65\/\">Population Council<\/a>, and the <a href=\"https:\/\/archive.liveaction.org\/news\/1973-video-former-planned-parenthood-eugenicist-president-responds-roe\/\">American Eugenics Society<\/a> (AES). By\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/american-college-obstetricians-gynecologists-will-members\/\" target=\"_blank\" rel=\"noopener\">1968<\/a>, its leadership had\u00a0<a href=\"https:\/\/www.nytimes.com\/1968\/05\/10\/archives\/obstetricians-back-liberal-abortions.html\" target=\"_blank\" rel=\"noopener\">moved<\/a>\u00a0to\u00a0<a href=\"https:\/\/www.tandfonline.com\/doi\/abs\/10.1080\/00185868.1968.9952149\" target=\"_blank\" rel=\"noopener\">approve<\/a>\u00a0the\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/legal-abortion-equals-more-proof\/\" target=\"_blank\" rel=\"noopener\">American Law Institute\u2019s<\/a>\u00a0Model Penal Code to decriminalize\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-president-decriminalize-abortion\/\" target=\"_blank\" rel=\"noopener\">abortion<\/a>.\u00a0By then, the ACOG was led mostly by men connected to eugenics-based organizations.<\/p>\n<p>Below is a listing of some these ACOG leaders, who were strong proponents of eugenics and population control:<\/p>\n<p><strong><a href=\"https:\/\/www.utsouthwestern.edu\/education\/medical-school\/departments\/obstetrics-gynecology\/history\/chairs\/mengert\/\" target=\"_blank\" rel=\"noopener\">William F. Mengert, MD<\/a><\/strong>\u00a0was one of the founders of ACOG in 1951 (known then as the American Academy of Obstetrics and Gynecology) and was the ACOG&#8217;s president from December 14, 1954, through December 13, 1955.\u00a0He wrote a book on ACOG&#8217;s history in which he acknowledged his own connections to Planned Parenthood of Chicago. He became a member of that Planned Parenthood board by 1970.<\/p>\n<p><a href=\"https:\/\/webcache.googleusercontent.com\/search?q=cache:aEVI1vKxq5UJ:https:\/\/www.nyu.edu\/projects\/sanger\/aboutmspp\/aboutms\/organization_ppfa.php+&amp;cd=4&amp;hl=en&amp;ct=clnk&amp;gl=us\"><strong>Nicholson J. Eastman, MD<\/strong><\/a>\u00a0served as ACOG president from April 26, 1961 to April 3, 1962. Prior to this, Eastman served\u00a0as\u00a0Chairman of Planned Parenthood Federation of America&#8217;s (PPFA) National Medical Council and had been named an honorary president of Planned Parenthood in 1954.<\/p>\n<p>Following his term as ACOG president, in 1963,\u00a0the <a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-shares-same-pr-firm-with-ford-foundation-seiu\/\">Ford Foundation<\/a> <a href=\"https:\/\/www.nytimes.com\/1963\/07\/05\/archives\/ford-fund-gives-india-5-million-for-family-planning-and-health.html?searchResultPosition=9\" target=\"_blank\" rel=\"noopener\">appointed<\/a> Eastman a consultant to their department on population programs. The foundation\u00a0<a href=\"https:\/\/publishing.cdlib.org\/ucpressebooks\/view?docId=ft8d5nb4tm&amp;chunk.id=d0e7904&amp;toc.id=d0e7390&amp;toc.depth=1&amp;brand=ucpress&amp;anchor.id=JD_Page_227\" target=\"_blank\" rel=\"noopener\">funneled<\/a> millions to the International Institute for the Study of Human Reproduction, which became the Center for Reproductive Sciences, the Center for Human Male Infertility, and the Center for Population and Family Health. This institute was run by another ACOG president, Howard C. Taylor, Jr., who <a href=\"https:\/\/www.google.com\/books\/edition\/Hearings_Reports_and_Prints_of_the_Senat\/g6k3AAAAIAAJ?hl=en&amp;gbpv=1&amp;dq=Nicholson+J.+Eastman,+MD,+planned+parenthood&amp;pg=PA1852&amp;printsec=frontcover\" target=\"_blank\" rel=\"noopener\">served<\/a> with Eastman in 1964 on a Population Council committee.<\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/UnzbQzvGlSU\" width=\"640\" height=\"355\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n<p>&nbsp;<\/p>\n<p><strong><a href=\"https:\/\/collections.nlm.nih.gov\/catalog\/nlm:nlmuid-101430186-img\" target=\"_blank\" rel=\"noopener\">Howard C. Taylor Jr., MD<\/a><\/strong>\u00a0served as\u00a0<a href=\"https:\/\/www.acog.org\/about\/leadership-and-governance\/board-of-directors\/past-presidents\" target=\"_blank\" rel=\"noopener\">president<\/a> of ACOG from May 4, 1966 to April 19, 1967.<\/p>\n<p>Taylor was a former chairman of obstetrics and gynecology at the Columbia University College of Physicians and Surgeons and\u00a0the &#8220;founding director of the Institute for Human Reproduction at Columbia, the first major scientific institute dedicated solely to research into reproduction and family planning,&#8221; according to the <a href=\"https:\/\/www.nytimes.com\/1985\/03\/24\/nyregion\/dr-hc-taylor-jr-gynecologist-dies.html\" target=\"_blank\" rel=\"noopener\">New York Times<\/a>.\u00a0&#8220;He also served as president of the American Public Health Association and the American Association of Planned Parenthood Physicians [AAPPP], as well as editor in chief of The American Journal of Obstetrics and Gynecology.&#8221;\u00a0Taylor previously\u00a0<a href=\"https:\/\/lifedynamics.com\/app\/uploads\/2015\/09\/1935-11-November.pdf\" target=\"_blank\" rel=\"noopener\">served<\/a> on the Medical Board of Margaret Sanger&#8217;s American Birth Control League (ABCL), which later became <a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthoods-connections-to-eugenics\/\">Planned Parenthood<\/a>.<\/p>\n<p>According to <a href=\"https:\/\/www.library-archives.cumc.columbia.edu\/sites\/default\/files\/finding-aids\/Taylor%20history%20web%20version.pdf\" target=\"_blank\" rel=\"noopener\">archives<\/a> at Columbia University, Taylor &#8220;[&#8230;] met frequently with&#8230; officials of the Ford Foundation, who provided initial funding for the Institute; and with officers of other foundations. He worked closely with the Population Council, Planned Parenthood, and other organizations working in the field.&#8221;<\/p>\n<p>In 1942, Taylor served as chairman of a conference on abortion under the auspices of the National Committee on Maternal Health, Inc., held at the New York Academy of Medicine, according to the 1964 book, &#8220;Criminal Abortion&#8221; by Jerome E. Bates and Edward S. Zawadzki. Taylor <a href=\"https:\/\/web.archive.org\/web\/20190814231314\/http:\/\/www.nyu.edu\/projects\/sanger\/webedition\/app\/documents\/show.php?sangerDoc=320979.xml\">would later lead<\/a> a\u00a0Committee on Human Reproduction as part of the National Research council which had ties to Planned Parenthood.<\/p>\n<p>In 1954, Taylor received the <a href=\"https:\/\/web.archive.org\/web\/20160313163005\/http:\/\/www.laskerfoundation.org\/awards\/show\/historical-awards\/\" target=\"_blank\" rel=\"noopener\">Lasker Award<\/a> from the <a href=\"http:\/\/www.laskerfoundation.org\/awards\/\" target=\"_blank\" rel=\"noopener\">Albert and Mary Lasker Foundation<\/a>, which\u00a0<a href=\"https:\/\/web.archive.org\/web\/20160313163005\/http:\/\/www.laskerfoundation.org\/awards\/show\/historical-awards\/\" target=\"_blank\" rel=\"noopener\">described<\/a>\u00a0Taylor a &#8220;friend of Planned Parenthood.&#8221; Just two years later, Taylor was\u00a0<a href=\"https:\/\/ia801305.us.archive.org\/25\/items\/AMERICANEUGENICSSOCIETYMEMBERS\/AMERICAN%20EUGENICS%20SOCIETY%20MEMBERS.pdf\" target=\"_blank\" rel=\"noopener\">listed<\/a> as a <a href=\"https:\/\/www.cambridge.org\/core\/journals\/journal-of-policy-history\/article\/abs\/birth-control-movement-before-roe-v-wade\/F33885A02034E8628C4FC7D6F54DC48F\">member<\/a> of the American Eugenics Society according to ACOG president\u00a0<a href=\"https:\/\/www.utsouthwestern.edu\/education\/medical-school\/departments\/obstetrics-gynecology\/history\/chairs\/mengert\/\" target=\"_blank\" rel=\"noopener\">William F. Mengert, MD<\/a> in his 1971\u00a0<a href=\"https:\/\/www.amazon.com\/History-American-College-Obstetricians-Gynecologists\/dp\/B007CN7B4G\" target=\"_blank\" rel=\"noopener\">book<\/a> on ACOG&#8217;s history. In <a href=\"https:\/\/www.tandfonline.com\/doi\/abs\/10.1080\/19485565.1973.9988017\" target=\"_blank\" rel=\"noopener\">1973<\/a>, the AES c<a href=\"https:\/\/www.tandfonline.com\/loi\/hsbi20\" target=\"_blank\" rel=\"noopener\">hanged<\/a> its name to the much-less-controversial-sounding\u00a0<a href=\"https:\/\/handwiki.org\/wiki\/Organization:Society_for_Biodemography_and_Social_Biology\" target=\"_blank\" rel=\"noopener\">Society for the Study of Social Biology<\/a>.<\/p>\n<p>By 1957, Taylor was\u00a0<a href=\"https:\/\/library.ucsd.edu\/dc\/object\/bb5974338p\/_1.pdf\" target=\"_blank\" rel=\"noopener\">serving<\/a> on the Population Council&#8217;s Medical Advisory <a href=\"https:\/\/www.library-archives.cumc.columbia.edu\/sites\/default\/files\/finding-aids\/Taylor%20history%20web%20version.pdf\" target=\"_blank\" rel=\"noopener\">Committee<\/a> alongside Alan F. Guttmacher, who later became head of Planned Parenthood. Taylor was still on the <a href=\"https:\/\/www.google.com\/books\/edition\/Population_Crisis\/P8dEAQAAMAAJ?hl=en&amp;gbpv=1&amp;dq=%22Planned+Parenthood-World+Population%22,+Howard+Taylor&amp;pg=PA1853&amp;printsec=frontcover\" target=\"_blank\" rel=\"noopener\">board<\/a> in 1964.<\/p>\n<p>According to author Matthew Connelly in his book, &#8220;Fatal Misconception,&#8221; Taylor also <a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.3109\/13625187.2010.526726\" target=\"_blank\" rel=\"noopener\">served<\/a> on a medical committee for the International Planned Parenthood Federation (IPPF) and was credited with bringing in millions of dollars from the Ford Foundation for the study of the IUD.<\/p>\n<div id=\"attachment_227808\" style=\"width: 710px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-227808\" decoding=\"async\" loading=\"lazy\" class=\"wp-image-227808 size-large\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2020\/07\/Untitled-700x305.jpg\" alt=\"Image: Population Council Board 1957 shows Alan Guttmacher on Medical Advisory Board\" width=\"700\" height=\"305\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2020\/07\/Untitled-700x305.jpg 700w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2020\/07\/Untitled-300x131.jpg 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2020\/07\/Untitled-768x334.jpg 768w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2020\/07\/Untitled-500x218.jpg 500w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2020\/07\/Untitled.jpg 1810w\" sizes=\"(max-width: 700px) 100vw, 700px\" \/><p id=\"caption-attachment-227808\" class=\"wp-caption-text\">Population Council Board 1957 shows Alan Guttmacher on Medical Advisory Board<\/p><\/div>\n<p>Taylor <a href=\"https:\/\/pubmed.ncbi.nlm.nih.gov\/5644299\/\" target=\"_blank\" rel=\"noopener\">authored<\/a> a <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0002937815337443\" target=\"_blank\" rel=\"noopener\">paper<\/a> with the Population Council&#8217;s fourth president,\u00a0<a href=\"http:\/\/www.popcouncil.org\/about\/timeline#ourHistory\" target=\"_blank\" rel=\"noopener\">Bernard Berelson<\/a>, in 1968. A\u00a0<a href=\"https:\/\/saynsumthn.files.wordpress.com\/2013\/07\/beyond-fp-berleson.jpg\">year later<\/a>, Berelson\u00a0<a href=\"http:\/\/uscl.info\/edoc\/doc.php?doc_id=83&amp;action=inline\" target=\"_blank\" rel=\"noopener\">published<\/a>\u00a0an article in the Population Council\u2019s journal, \u201c<a href=\"http:\/\/www.popcouncil.org\/research\/studies-in-family-planning\" target=\"_blank\" rel=\"noopener\">Studies in Family Planning<\/a>,\u201d suggesting that if voluntary methods of birth control were not successful, it may become necessary for the government to put a \u201cfertility control agent\u201d in the water supplies of \u201curban\u201d neighborhoods. Taylor remained active with the Council until at least\u00a0<a href=\"https:\/\/www.jstor.org\/stable\/1964942?seq=12#metadata_info_tab_contents\" target=\"_blank\" rel=\"noopener\">1974<\/a>.<\/p>\n<p>Also in <a href=\"http:\/\/liveactionnews.org\/analysis\/understanding-the-jaffe-memo-planned-parenthoods-disturbing-proposition-of-population-control\/\">1968<\/a>, Planned Parenthood VP Fredrick Jaffe\u00a0founded PPFA&#8217;s Center for Family Planning Program Development, which later became the Guttmacher Institute (Planned Parenthood\u2019s\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/how-independent-is-guttmacher-from-planned-parenthood\/\" target=\"_blank\" rel=\"noopener\">research arm<\/a>). It was <a href=\"https:\/\/www.rockefellerfoundation.org\/wp-content\/uploads\/Annual-Report-1971-1.pdf\" target=\"_blank\" rel=\"noopener\">funded<\/a>\u00a0in part by the Rockefeller Foundation. Taylor sat on their board.<\/p>\n<p>Taylor&#8217;s tenure with the ACOG <a href=\"https:\/\/www.acog.org\/about\/leadership-and-governance\/board-of-directors\/past-presidents\">reportedly<\/a> included the creation of an ad hoc committee to study therapeutic abortion and sterilization laws.<\/p>\n<p>At that same time, Taylor <a href=\"https:\/\/www.nytimes.com\/1985\/03\/24\/nyregion\/dr-hc-taylor-jr-gynecologist-dies.html\" target=\"_blank\" rel=\"noopener\">served<\/a> as a president of the American Association of Planned Parenthood Physicians (AAPP), founded by Guttmacher in 1963 and\u00a0later renamed the Association of Reproductive Health Professionals (ARHP) in 1987. Reid, MD<\/strong><\/a> followed Taylor as ACOG president in 1967, but according to researcher Nancy Aries, who <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC1448057\/\" target=\"_blank\" rel=\"noopener\">authored<\/a> a study on ACOG\u2019s abortion evolution, Reid held the position that the &#8220;medical profession should not become actively involved in debates about social mores.&#8221;<\/p>\n<p><strong><a href=\"https:\/\/www.jstor.org\/stable\/23046113?seq=1#metadata_info_tab_contents\">Willis E. Brown<\/a>\u00a0<\/strong>led the ACOG from May 8, 1968, to January 8, 1969, and had previously\u00a0<a href=\"https:\/\/www.jstor.org\/stable\/23046113?seq=1#metadata_info_tab_contents\" target=\"_blank\" rel=\"noopener\">received<\/a> a grant from\u00a0the Rockefeller-funded Population Council for research he conducted years prior.\u00a0Brown also\u00a0<a href=\"https:\/\/ia801601.us.archive.org\/6\/items\/in.ernet.dli.2015.64845\/2015.64845.Fertility-And-Sterility6.pdf\" target=\"_blank\" rel=\"noopener\">served<\/a> alongside Alan Guttmacher as associate editor of &#8220;Fertility and Sterility,&#8221; the official Journal of\u00a0 the American Society for the Study of Fertility.<\/p>\n<p>Under Brown&#8217;s tenure, the ACOG&#8217;s statement on therapeutic abortion was introduced and accepted and a committee expressing a &#8220;minority view was formed,&#8221; according to the history of ACOG (1951-2017).<\/p>\n<p><strong><a href=\"https:\/\/www.latimes.com\/archives\/la-xpm-1996-09-07-mn-41484-story.html\">Keith P. Russell<\/a>\u00a0<\/strong>replaced\u00a0Brown upon his death on January 8, 1969, and served as ACOG president until April 30, 1969.<\/p>\n<p>By 1969 Russell had &#8220;led medical professionals in their fight to liberalize the California abortion law in 1967,&#8221; the Los Angeles Times noted upon his death. Russell was also on the board of Planned Parenthood of Los Angeles for several years.<\/p>\n<p>Russell\u00a0served as ACOG president for a second term from May 21, 1973, to April 20, 1974, where he developed closer contacts with the U.S. Congress for comments on topics such as family planning and abortion.<\/p>\n<p><strong><a href=\"http:\/\/pph.convio.net\/site\/DocServer\/1945PPFAbrochure.pdf?docID=2681\">Robert A Ross<\/a><\/strong>\u00a0took the reins of ACOG between April 30, 1969, and April 16, 1970.
