{"id":246027,"date":"2021-05-28T10:49:10","date_gmt":"2021-05-28T15:49:10","guid":{"rendered":"https:\/\/www.liveaction.org\/news\/?p=246027"},"modified":"2023-11-14T20:12:29","modified_gmt":"2023-11-15T02:12:29","slug":"increase-late-term-new-zealand","status":"publish","type":"post","link":"https:\/\/archive.liveaction.org\/news\/increase-late-term-new-zealand\/","title":{"rendered":"New Zealand&#8217;s abortion law leads to 43% increase in late-term abortions"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p>(<a href=\"https:\/\/righttolife.org.uk\/news\/43-increase-in-late-term-abortions-coincides-with-nz-pm-introducing-extreme-abortion-law-to-new-zealand\" target=\"_blank\" rel=\"noopener\">Right to Life UK<\/a>) New Zealand has seen a 43% increase in late-term abortions \u2013 defined as an abortion being performed on a baby between 20 weeks gestation and birth \u2013 in 2020 compared to 2019, according to the latest data.<\/p>\n<p>The data, obtained by an Official Information Request by Right To Life New Zealand to the New Zealand Ministry of Health, reveals that there were\u00a0<a href=\"https:\/\/38390i1l7ec447lcrc1wgzfr-wpengine.netdna-ssl.com\/wp-content\/uploads\/2021\/05\/NZ-Ministry-of-Health-official-information-request-data-4-May-2021.jpg\" target=\"_blank\" rel=\"noopener\">120 abortions<\/a>\u00a0where a baby was at 20 weeks gestation or later in New Zealand in 2020, compared to the previous year when there were 84.<\/p>\n<p>One of these abortions was performed on a baby that was between 35 and 39 weeks gestation. Pregnancy is generally\u00a0<a href=\"https:\/\/www.nhs.uk\/pregnancy\/week-by-week\/28-to-40-plus\/37-weeks\/\" target=\"_blank\" rel=\"noopener\">considered<\/a>\u00a0full term at 37 weeks.<\/p>\n<p>However, regarding the data released on late-term abortion, the Ministry of Health\u00a0<a href=\"https:\/\/38390i1l7ec447lcrc1wgzfr-wpengine.netdna-ssl.com\/wp-content\/uploads\/2021\/05\/NZ-Ministry-of-Health-official-information-request-data-4-May-2021.jpg\">noted<\/a>\u00a0with the data on late term abortion released that \u201c189 abortions had missing values for the estimated duration of pregnancy\u201d and so are not recorded. This indicates that the number of late-term abortions in 2020 could be far higher than reported.<\/p>\n<p>The data also shows that there had been an increase of 349 in the total number of abortions performed in New Zealand, with the number of abortions performed in 2020 at\u00a0<a href=\"https:\/\/38390i1l7ec447lcrc1wgzfr-wpengine.netdna-ssl.com\/wp-content\/uploads\/2021\/05\/NZ-Ministry-of-Health-Official-Information-Request-Total-abortion-numbers-2020.jpg\" target=\"_blank\" rel=\"noopener\">13,236<\/a>, up from\u00a0<a href=\"https:\/\/www.stats.govt.nz\/information-releases\/abortion-statistics-year-ended-december-2019\" target=\"_blank\" rel=\"noopener\">12,857<\/a>\u00a0in 2019.<\/p>\n<p><strong>Extreme abortion law introduced in March 2020<\/strong><\/p>\n<p>On 18 March 2020, New Zealand MPs\u00a0<a href=\"https:\/\/www.parliament.nz\/en\/pb\/bills-and-laws\/bills-digests\/document\/52PLLaw25991\/abortion-legislation-bill-2019-bills-digest-2599\" target=\"_blank\" rel=\"noopener\">voted<\/a>\u00a0to introduce the world\u2019s most severe abortion law.<\/p>\n<p>The bill passed by 68 votes to 51 \u2013 a much narrower margin than at the first and second readings.<\/p>\n<p>New Zealand Prime Minister, Jacinda Ardern,\u00a0<a href=\"https:\/\/www.theguardian.com\/world\/2017\/sep\/05\/jacinda-ardern-decriminalise-abortion-new-zealand-election\" target=\"_blank\" rel=\"noopener\">promised<\/a>\u00a0the law change before being elected and has since credited herself for being responsible for the introduction of the extreme legislation,\u00a0<a href=\"https:\/\/www.stuff.co.nz\/national\/politics\/123261775\/pm-defends-no-comment-stance-on-cannabis-referendum?fbclid=IwAR1FjW7QtWu8qMjYCacSjon1ddg92eh8_Pk20gakXw55BoQvi8Iao0Jn8sI\" target=\"_blank\" rel=\"noopener\">saying to reporters<\/a>\u00a0\u201cAbortion law, not only did I take a position, I pursued it and changed the law in Parliament\u201d.<\/p>\n<p>The new law means that New Zealand has the most extreme abortion law in the world, this\u00a0<a href=\"https:\/\/bothlivesmatter.org.nz\/\" target=\"_blank\" rel=\"noopener\">includes<\/a>:<\/p>\n<ul>\n<li>Abortion is available\u00a0<a class=\"__mPS2id\" href=\"https:\/\/bothlivesmatter.org.nz\/the-law-in-detail\/#About-section1-up-to-birth\" target=\"_blank\" rel=\"noopener\">de facto on-demand, for any reason, up to birth<\/a><\/li>\n<li><a class=\"__mPS2id\" href=\"https:\/\/bothlivesmatter.org.nz\/the-law-in-detail\/#About-section1-up-to-birth\" target=\"_blank\" rel=\"noopener\">Sex-selective abortion has been be legalised<\/a><\/li>\n<li>The\u00a0<a class=\"__mPS2id\" href=\"https:\/\/downright.org.nz\/#the-law-change\" target=\"_blank\" rel=\"noopener\">previous 20-week limit for disability-selective abortion has been scrapped<\/a>\u00a0and abortion is\u00a0<a class=\"__mPS2id\" href=\"https:\/\/downright.org.nz\/#the-law-change\" target=\"_blank\" rel=\"noopener\">available up to birth for disabilities including cleft lip, club foot and Down\u2019s syndrome<\/a><\/li>\n<li>There is\u00a0<a class=\"__mPS2id\" href=\"https:\/\/bothlivesmatter.org.nz\/the-law-in-detail\/#About-section5-no-dr-requirement\" target=\"_blank\" rel=\"noopener\">no requirement that a doctor must be involved with providing an abortion<br \/>\n<\/a><\/li>\n<\/ul>\n<p style=\"text-align: center;\">\u00a0<iframe loading=\"lazy\" title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/jgw4X7Dw_3k\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p><strong>New Zealanders ignored<\/strong><\/p>\n<p><a class=\"__mPS2id\" href=\"https:\/\/bothlivesmatter.org.nz\/#public-opinion\" target=\"_blank\" rel=\"noopener\">Polling shows<\/a>\u00a0that the new law is strongly opposed by the public in New Zealand and\u00a0<a class=\"__mPS2id\" href=\"https:\/\/bothlivesmatter.org.nz\/#public-opinion\" target=\"_blank\" rel=\"noopener\">in particular by women<\/a>, with only 2% of women supporting abortion being available on demand up to birth, 93% of women opposing sex-selective abortion being legal and 94% of women supporting the current legal standards for abortion providers and premises.<\/p>\n<p>Given the extremely low public support for the change and that the gap between MPs opposing and supporting was quickly closing, Jacinda Ardern\u2019s Government rushed the final stages of the Bill\u2019s progress through Parliament while MPs, media and the country were distracted bydealing with the Coronavirus pandemic. This included progressing the final sitting of the committee stage and the Bill\u2019s third and final reading through Parliament\u00a0<a href=\"https:\/\/www.parliament.nz\/en\/pb\/hansard-debates\/rhr\/combined\/HansD_20200318_20200318\" target=\"_blank\" rel=\"noopener\">on the same day<\/a>.<\/p>\n<p>The Bill has also seen a very large backlash from the disability community with over\u00a0<a href=\"http:\/\/savingdowns.org\/openletterjacinda\/\" target=\"_blank\" rel=\"noopener\">1,200 people<\/a>\u00a0with Down\u2019s syndrome and their families calling on the Prime Minister, Jacinda Ardern, to keep a pre-election promise to not introduce abortion up to birth for Down\u2019s syndrome.<\/p>\n<p>An\u00a0<a href=\"https:\/\/www.parliament.nz\/en\/pb\/hansard-debates\/rhr\/combined\/HansD_20200318_20200318\" target=\"_blank\" rel=\"noopener\">amendment<\/a>\u00a0hoping to put the issue to a public referendum failed in a conscience vote by 100 votes to 19 votes, denying the public a final say on the legislation.<\/p>\n<p>Additionally, the Abortion Legislation Committee only heard from 139 people who wanted to give oral feedback on the Bill, despite over 25,000 submissions.<\/p>\n<p>By way of comparison, the Climate Change Response (Zero Carbon) Amendment Bill received just 10,000 written submissions, but the Environment Committee heard 1,500 oral submissions.<\/p>\n<p><strong>Sensible amendments to the Bill rejected<\/strong><\/p>\n<p>New Zealand Prime Minister, Jacinda Ardern, was among 80 MPs responsible for defeating an attempt to require healthcare professionals to give medical help to babies born alive after \u2018failed\u2019 abortions.<\/p>\n<p>An attempt to protect babies from sex-selective abortion was defeated with 50 votes in favour and 70 against, despite strong concerns over the practice being highlighted in\u00a0<a href=\"https:\/\/www.parliament.nz\/resource\/en-NZ\/52SCAL_EVI_89814_AL15054\/feb60d849233b39289ed5936c7b97970c95ee02c\" target=\"_blank\" rel=\"noopener\">a submission<\/a>\u00a0to the Abortion Legislation Committee from Stop Gendercide \u2013 a campaign group who had\u00a0<a href=\"https:\/\/www.parliament.nz\/resource\/en-NZ\/52SCAL_EVI_89814_AL15054\/feb60d849233b39289ed5936c7b97970c95ee02c\" target=\"_blank\" rel=\"noopener\">urged MPs to support the amendment<\/a>.<\/p>\n<p>Other defeated pro-life measures, aiming to soften the scope of the Bill, included pain relief for babies being aborted between 20 weeks and birth, stronger protections to conscientious objection and requiring the collection of abortion statistics.<\/p>\n<p><strong>Most extreme abortion law in the world<\/strong><\/p>\n<p>Canada is the\u00a0<a href=\"https:\/\/youtu.be\/Yy8biD9dsDo\" target=\"_blank\" rel=\"noopener\">only country in the world that has no abortion law<\/a>, as their law was struck down by a case brought to their Supreme Court in 1988.<\/p>\n<p>Amongst the rest of the jurisdictions in the world that have abortion legislation, Victoria, Australia, previously had the most extreme law.<\/p>\n<p>The\u00a0<a href=\"http:\/\/www.legislation.vic.gov.au\/Domino\/Web_Notes\/LDMS\/PubStatbook.nsf\/f932b66241ecf1b7ca256e92000e23be\/BB2C8223617EB6A8CA2574EA001C130A\/$FILE\/08-58a.pdf\" target=\"_blank\" rel=\"noopener\">law<\/a>\u00a0in Victoria allows for abortion right through to birth on physical, psychological and social grounds when approved by two doctors; this can be the abortion operating surgeon and anaesthetist.<\/p>\n<p>This has, in practice, allowed for abortion on demand, for any reason, right through to birth in Victoria, Australia.<\/p>\n<p style=\"text-align: center;\">\u00a0<iframe loading=\"lazy\" title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/FWWW1lMrLAE\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>&nbsp;<\/p>\n<p>Ahead of the legislation being introduced in Victoria in 2008, abortion activists claimed that, although abortion would, in practice, be allowed for any reason, doctors would ensure that the vast majority of abortions would only occur in rare circumstances, such as when a baby had a condition where they would either die in the womb or shortly after birth (a fatal fetal abnormality or life-limiting disability) \u2013 similar claims were made about the proposed NZ abortion law\u00a0<a href=\"https:\/\/www.parliament.nz\/resource\/en-NZ\/SCR_94828\/dd87c15733b01d9d26c3f7a79c8f0188ab898d3a\" target=\"_blank\" rel=\"noopener\">by abortion campaigners and MPs in New Zealand<\/a>.<\/p>\n<p>Data from the 12 years of the law being in operation in Victoria shows that this has not been the case. Right To Life UK\u2019s Public Affairs team have undertaken an extensive analysis of published abortion data on late-term abortions in Victoria from\u00a0<a href=\"https:\/\/www.bettersafercare.vic.gov.au\/about-us\/about-scv\/councils\/ccopmm\/reports\" target=\"_blank\" rel=\"noopener\">The Consultative Council on Obstetric and Paediatric Mortality<\/a>.<\/p>\n<p>This data shows that since the law changed in 2008, 1,418 late-term abortions (between 20 weeks gestation and birth) have been performed, allowed by doctors for \u2018psychosocial\u2019 reasons \u2013 these were terminations where the baby did not have a disability and the abortion was performed on social grounds. In 2011, one of these abortions on social grounds\u00a0<a href=\"http:\/\/realchoices.org.au\/wp-content\/uploads\/2015\/05\/VicPNData2010_11.pdf\" target=\"_blank\" rel=\"noopener\">occurred at 37 weeks<\/a>.<\/p>\n<p>Under New Zealand law previously, abortion was allowed post-20 weeks on very strict grounds (when the abortion is\u00a0<a href=\"http:\/\/www.legislation.govt.nz\/act\/public\/1961\/0043\/latest\/DLM329364.html\" target=\"_blank\" rel=\"noopener\">\u201cnecessary to save the life of the woman or girl or to prevent serious permanent injury to her physical or mental health\u201d<\/a>).<\/p>\n<p>This strict law meant that abortions post 20-weeks were rare \u2013 for example 72 abortions occurred after 20 weeks in New Zealand in 2017.<\/p>\n<p>Victoria has a population that is only 32% larger than New Zealand\u2019s, but the number of abortions that occurred post 20-weeks were much higher, 323 or 348.61% higher than the number that occurred in New Zealand that same year.<\/p>\n<p><strong>READ:\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/de-abortion-destructive-violent\/\" target=\"_blank\" rel=\"noopener\"><em>Abortionists agree: D&amp;E abortions are \u2018destructive and violent\u2019<\/em><\/a><\/strong><\/p>\n<p>Another side effect of the very high late-term abortion rate in Australia is that scores of babies have been left to die after being born alive during a number of \u2018botched\u2019 terminations.<\/p>\n<p>The Victorian Consultative Council on Obstetric and Paediatric Mortality and Morbidity\u00a0<a href=\"https:\/\/www2.health.vic.gov.au\/Api\/downloadmedia\/%7BA76A382E-DCBA-4BD5-877D-8F95C96140F0%7D\" target=\"_blank\" rel=\"noopener\">reported<\/a>\u00a0that in 2012 there were 53 \u2018terminations of pregnancy\u2019 after 20 weeks \u2018resulting in live birth\u2019.<\/p>\n<p>By contrast, a 2008 report for England and Wales found that\u00a0<a href=\"https:\/\/www.standard.co.uk\/news\/66-babies-in-a-year-left-to-die-after-nhs-abortions-that-go-wrong-6690810.html\" target=\"_blank\" rel=\"noopener\">66 infants<\/a>\u00a0were born alive after NHS terminations in one year. While these figures are comparable in number, Victoria\u2019s population of 6.36 million is just a tenth of the size of the population in England and Wales.<\/p>\n<p>A Channel 7 news report, broadcast on April 17 2010, reported that there had been a large increase in late-term abortions being performed at the Royal Women\u2019s Hospital since the introduction of the 2008 Abortion Law Reform. Presenter Jennifer Keyte stated how \u201cmidwives and doctors feel traumatized\u201d by having to perform so many late-term abortions at the Royal Women\u2019s Hospital. Journalist Louise Milligan said that there had been some \u2018alarming requests\u2019 for late-term abortions, including a request for a termination at 32 weeks because the baby had a cleft lip.<\/p>\n<p>The new abortion law in New Zealand is even more extreme than the law in Victoria, Australia \u2013 making it the most extreme abortion law in the world.<\/p>\n<p>It allows abortions between 20 weeks gestation and birth with the go-ahead from\u00a0<a href=\"http:\/\/legislation.govt.nz\/bill\/government\/2019\/0164\/latest\/LMS237600.html\" target=\"_blank\" rel=\"noopener\">just two health practitioners<\/a>\u00a0(this could include nurses and midwives) rather than the higher threshold of two doctors that are required in Victoria.<\/p>\n<p>In the New Zealand legislation, the Abortion Legislation Committee widened the, already loose, criteria to include\u00a0<a href=\"http:\/\/legislation.govt.nz\/bill\/government\/2019\/0164\/latest\/LMS237600.html\" target=\"_blank\" rel=\"noopener\">\u201coverall well-being\u201d<\/a>\u00a0\u2013 making it even easier for abortions to happen between 20 weeks and birth in New Zealand. These are undefined terms and it is up to the healthcare practitioner involved as to how they interpret them.<\/p>\n<p>Right To Life UK spokesperson, Catherine Robinson, said: \u201c<em>This enormous increase in late term abortions is truly shocking\u201d.<\/em><\/p>\n<p>\u201cJacinda Ardern\u2019s Labour Government continuously\u00a0<a href=\"https:\/\/fb.watch\/5l3kVzeQTq\/\" target=\"_blank\" rel=\"noopener\">denied<\/a>\u00a0that their law change would allow abortion de facto on demand, for any reason, between 20 weeks and birth. This included a smear campaign that was run against any MP that\u00a0<a href=\"https:\/\/www.voiceforlife.org.nz\/media\/how-harete-hipango-has-exposed-the-orwellian-lying-of-the-nz-media\" target=\"_blank\" rel=\"noopener\">spoke out<\/a>\u00a0about this. Now these figures sadly show that, despite the denials from Labour, it appears many more babies have had their lives ended in late-term abortions in the same year that this new law came into force\u201d.<\/p>\n<p>\u201cNew Zealand PM, Jacinda Ardern, is an abortion ideologue. She was among\u00a0<a href=\"https:\/\/righttolife.org.uk\/news\/nz-pm-rushes-worlds-most-extreme-abortion-law-into-law-while-country-distracted-with-pandemic\" target=\"_blank\" rel=\"noopener\">80 MPs<\/a>\u00a0responsible for defeating an attempt to require healthcare professionals to give medical help to babies born alive after \u2018failed\u2019 abortions.
